Emergency Mathematics and Science Education Act - Amends the National Defense Education Act of 1958 to add a new program for emergency mathematics and science education at elementary, secondary, and postsecondary levels. Authorizes appropriations to the Department of Education to provide elementary and secondary education assistance under such program for the first two fiscal years beginning after the date of enactment of this Act. Conditions such authorization upon increased appropriations under specified provisions of the Education Consolidation and Improvement Act of 1981. Sets forth provisions for allocation of such program funds among the States. Permits States to reserve five percent of such allocation for State administration and planning activities. Requires States to distribute the remainder among local educational agencies, with 75 percent allocated on the basis of school-age population and 25 percent on the basis of number of children from low income families. Sets forth permitted uses of program funds by local educational agencies. Sets forth requirements for State educational agency use of program funds. Requires that sums available for postsecondary assistance be used to award congressional scholarships to 300 individuals in the first fiscal year beginning after enactment of this Act and to 600 individuals in the second such year. Sets forth requirements for eligibility nomination, and selection of congressional scholars. Provides that such scholars shall be selected by a committee composed of the Librarian of Congress the Secretary of Education, the Director of the Office of Science of Science and Technology Policy, and two individuals appointed by the Speaker of the House and Senate Majority Leader respectively. Obligates such congressional scholars to teach elementary or secondary school mathematics, science, or other appropriate subjects for at least five years or to repay the total amount of the scholarship, plus interest at a rate prescribed by the Secretary of Education. Directs the Secretary to make available funds appropriated for FY 1984 or 1985 for postsecondary assistance under the program for grants for mathematics and science improvement and employment-based education programs in new and emerging technologies in the following amounts: (1) ten percent to institutions of higher education; and (2) 25 percent to community and junior colleges. Directs the Secretary of Education, from funds available for such purpose for FY 1984 or 1985, to make grants to institutions of higher education for summer institutes and workshops for teachers and supervisors of mathematics and science programs. Permits such institutes to be conducted in other areas of national need, as determined by the Secretary. Directs the Director of the National Institute of Education, in consultation with appropriate Federal agencies, to investigate effective methods of mathematics and science instruction. Authorizes appropriations for such purpose for FY 1984 and 1985. Directs the Secretary to make challenge grants available to provide up to one-third of the cost of: (1) purchase of modern scientific equipment for use in teaching and research; (2) training of faculty in the use of new laboratory and research equipment; and (3) sharing scientific and engineering equipment among academic and business laboratories and research centers. Limits the amount which may be made available for such challenge grants for FY 1985. Directs the Secretary, in consultation with other appropriate Federal agencies, to assess, before September 30, 1984, the current need for improvements in and purchases of laboratory equipment and facilities. Limits the total amount which may be appropriated pursuant to this Act for FY 1984. Limits the amount of such appropriation which may be available for elementary and secondary assistance and for postsecondary assistance. Amends the General Education Provisions Act to extend through FY 1985 the authorization of appropriations for: (1) the Pre-College Science Teacher Training program; and (2) the Minority Institutions Science Improvement program.

States that the Strategic Arms Reduction Talks (START) between the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; (4) pursue reductions through numerical ceilings and other means; (5) preserve present limitations on nuclear weapons; and (6) incorporate ongoing negotiations in Geneva on land-based intermediate-range nuclear missiles into the START negotiations. Requires that every effort be made to reach common positions with the NATO allies.

Transfers to the Secretary of Commerce all functions, rights, and responsibilities relating to the quarterly financial statistics report program currently vested in the Chairman of the Federal Trade Commission. Directs the Secretary to publish in the Federal Register, within 180 days after enactment of this Act, a statement of the policy and practices of the Bureau of the Census in appointing temporary staff to perform confidential census work.

Space Commerce Act - Directs the Secretary of Commerce to issue licenses for launching private sector space objects. Sets forth the conditions for issuing a license, including the ability to meet liability insurance requirements. Establishes criminal penalties for launching private space objects without such a license. Directs the Secretary to establish requirements for liability insurance to be carried by any licensee. Permits the Administrator to suspend or revoke a license for failure to comply with applicable regulations. Excludes from this Act space objects launched by or on behalf of the United States Government. Establishes the Commercial Space Study Commission to study the direction of future Government involvement and regulation of private sector commercial activity in outer space. Directs the Commission to report to Congress within a specified time. Terminates the Commission 60 days after its final report.

Title I: Armed Forces, Soldiers' Home, Coast Guard, Lighthouse Service, and Merchant Marine - Amends Federal Military laws dealing with the Army, the Navy, the Air Force, and the Coast Guard to eliminate gender-based distinctions. Title II: Elimination of Gender-based distinctions under the Old Age, Survivors, and Disability Insurance Program, Railroad Retirement and the Work Incentive Program - Eliminates gender-based distinction in the social security and railroad retirement programs. Title III: Amendments to United States Code - Amends the Immigration and Nationality Act, the Walsh-Healey Act, the Child Nutrition Act of 1966, the Federal criminal code and other acts dealing with Indian affairs, transportation, public lands and provisions relating to Saint Elizabeth Hospital and contract law to eliminate gender-based distinctions.

Temporary Natural Gas Market Correction Act of 1982 - Declares that any contract for the first sale of natural gas shall be deemed to include a volume adjustment option with respect to any natural gas the first sale delivery of which could occur pursuant to such contract at any time after the effective date of this Act and before November 1, 1983. Defines "volume adjustment option" as a contract provision under which the purchaser may elect to refuse to take delivery under such contract of any volume of natural gas without incurring an obligation to pay any fee or charge with respect to the natural gas not delivered pursuant to such election. Provides, subject to certain exceptions, that the purchase by any natural gas pipeline company of any natural gas which is delivered on any day after the effective date of this Act and before November 1, 1983, at an excessive price, shall be considered as fraud, abuse, or as similar grounds for purposes of the Federal Energy Regulatory Commission (FERC) review of cost passthroughs. Considers the price of natural gas delivered to any natural gas pipeline company on any day excessive if that price exceeds the price of any other natural gas not delivered to such pipeline company on that day, but which could have been acquired by such pipeline company for delivery on that day under any contract to which the pipeline is a party. Requires every natural gas pipeline company to file monthly with FERC: (1) a statement concerning the volume adjustment clause, as well as steps it has taken to achieve the lowest possible weighted average acquisition cost of natural gas; and (2) a modification of the costs to be recovered by the pipeline under a purchased gas adjustment clause (as defined in the Natural Gas Act), if the weighted average acquisition cost of natural gas by the pipeline is lower because of the volume adjustment option or because of other steps taken by the pipeline.

Temporary Emergency Shelter Demonstration Program Act of 1982 - Directs the Secretary of Housing and Urban Development to conduct a demonstration program under which grants will be provided to assist communities or nonprofit organizations to provide shelter for people subject to life-threatening situations because of their lack of housing. Requires the Secretary to make such grants on a competitive basis according to the need for emergency housing. Directs the Secretary to report to Congress on such program and to use a specified amount of the funds appropriated for additional authority for annual contributions for lower income housing projects during FY 1983 to carry out this Act.

Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the second and succeeding certifications, which are required before the President can continue giving aid to El Salvador only the certifications include a determination by the President that El Salvador: (1) has made good faith efforts since the last such certification to investigate and prosecute those responsible for the murders of six U.S. citizens; and (2) has taken all reasonable steps to investigate the disappearance of journalist John Sullivan.

Federal Employees Health Benefits Reform Act of 1982 - Increases the amount of the Government's contribution for an employee enrolled in a employee health benefits plan from 60 to 75 percent of the average subscription charge for such plan. Increases the maximum Government contribution for an enrollee from 75 to 100 percent of such subscription charge. Requires payment of a Government differential equal to five percent of the average subscription charge, in addition to the Government's contribution, for any enrollee who is over 65 years of age and not entitled to medicare benefits. Excludes such differential in determining the amount to be paid by the enrollee. Permits the following persons to elect to continue coverage under a Federal employees' health benefits plan for a specified period: (1) an employee who is involuntarily separated from the civil service due to a reduction in force; (2) the spouse of an enrollee whose marriage is dissolved by divorce or annulment, if the enrollee was enrolled for self and family; (3) an individual who elects to receive the lump-sum credit for civil service retirement benefits; and (4) an individual 22 years of age or older whose enrollment was based on such individual's being an unmarried child who was incapable of self-support because of a mental or physical disability which existed and did not terminate before the individual attained the age of 22. Requires such persons who elect to continue coverage to pay into the Employees Health Benefits Fund an amount equal to the sum of employee and agency contributions paid for the same level of benefits. Allows such a person to: (1) change to a lower level of benefits; (2) change coverage within 60 days after a change in family status; and (3) transfer enrollment to another plan under conditions prescribed by the Office of Personnel Management (OPM). Provides a temporary extension of coverage to allow persons who elected not to continue coverage or whose continued coverage is terminated to convert to a nongroup contract providing health benefits. Allows annuitants whose annuity is less than the amount required to be withheld for enrollment in a health benefits plan to pay the amount of any deficiency required for enrollment. Requires contracts for employee organization plans and comprehensive medical plans to require carriers to reinsure with other participants. Requires the service benefit plan and the indemnity benefit plan to provide, in addition to all currently authorized benefits: (1) nervous and mental disorder benefits; and (2) alcoholism and substance abuse treatment and rehabilitation benefits. Prohibits the OPM from entering into a contract for any service benefit, indemnity benefit, or employee organization plan which does not provide for 50 outpatient visits and 60 inpatient days of nervous and mental disorder benefits and two 28-day alcoholism treatment and rehabilitation benefits. Requires any limits on nervous and mental disorder benefits to be exceeded on a case by case basis only to the extent that a peer review mechanism determines such treatment to be necessary. Requires 80 percent of such excessive benefit claims to be paid from the balance of one percent of all contributions to the Employees Health Benefits Fund remaining after the expenses of administering provisions governing Federal employees health benefit plans are paid. Prohibits the OPM from entering into a contract with a carrier for any health benefits plan which does not provide 95 percent of the benefits that such plan or the most similar plan provided during the preceding year, unless the carrier and the OPM mutually agree to waive such requirement. Directs the OPM to: (1) provide a three week period during which enrollees in health benefits plans may change or cancel their enrollments before any contract term in which the rates or benefits of a plan will change, a new plan will be offered, or an existing plan will be terminated; and (2) make available to such enrollees information on such plans at least four weeks before such open enrollment period. Prohibits the OPM from entering into a contract for a health benefits plan which excludes anyone because of nonactive employee status. Eliminates the requirement that the group of physicians under a group-practice prepayment plan include physicians representing at least three major medical specialties.

Amends the Natural Gas Policy Act of 1978 to prohibit an interstate pipeline from passing on to its customers cost increases in the natural gas it purchases from its suppliers (cost passthroughs) if the price paid by the pipeline for the natural gas was not prudent and if the pipeline has no significant sales competition.

Time-Share Sales Full Disclosure Act - Amends the Interstate Land Sales Full Disclosure Act to include time-share intervals, programs, and projects under its provisions. Renames such Act the Time-Share and Interstate Land Sales Full Disclosure Act. Defines time-share interval as: (1) an ownership or leasehold estate in real property devoted to a time-share fee and a time-share lease; or (2) any other contractural right of exclusive occupancy, including a vacation license, prepaid hotel reservation, club membership, limited partnership, or vacation bond. Defines time-share program as an arrangement under which the use, occupancy, or possession of real property is subject to a time-share interval circulated among time-share interval purchasers according to a time schedule occurring annually over any period in excess of three years. Defines time-share project as any real property subject to a time-share program.

Prohibits the sale of and the financing of sales of cluster bombs under the Arms Export Control Act. Directs the President to prohibit all exports of cluster bombs under specified export control provisions of such Act. Prohibits the furnishing of cluster bombs to any foreign country under the Foreign Assistance Act. Suspends all obligations to deliver cluster bombs.

Older Americans Vocational Education Act - Directs the Secretary of Education to establish a model grant program for centers for older persons' vocational needs and employment opportunities. Sets forth application requirements for grant eligibility and for such centers. Requires such centers to: (1) provide certain services; and (2) in providing services, to give priority treatment to certain older persons. Limits any such grant to $400,000 for any fiscal year. Directs the Secretary to operate a national clearinghouse for information on such centers. Permits any business or labor organization, public agency, or nonprofit or profitmaking organization, as well as a State, State or local educational agency, educational institution, postsecondary educational institution, or private vocational training institution, to be an eligible recipient of such a grant. Defines "older person" as an individual 55 years of age or older. Authorizes appropriations for such model grant program for FY 1984 through 1986. Amends the Vocational Education Act of 1965 to add to the purposes of such Act: (1) the overcoming of age discrimination and age stereotyping in vocational education programs; (2) the furnishing of equal educational opportunity in such programs to persons of all ages; and (3) the provision of part-time employment to older persons who need the earnings to continue full-time vocational training. Requires State vocational education programs to assign personnel to review such programs for: (1) assurance that grant distribution addresses older persons' needs; (2) age bias in such programs; (3) age discrimination in program hiring, firing, or promotion; (4) recommendations for overcoming age stereotyping and bias in such programs; and (5) assisting interested parties in improving vocational educational opportunities for older persons. Requires that State advisory councils on vocational education include older persons with employment and training program experience, including older persons who are minority group members. Requires that the State five-year plans for vocational education set forth: (1) the uses which the State intends to make of Federal vocational education assistance to meet the special needs of older persons; and (2) policies and procedures to assure equal access to vocational education programs by older persons.

Competitive Shipping and Shipbuilding Act of 1982 - Requires that, by 1983, five percent of all bulk cargoes imported into or exported from the United States by water be carried on U.S.-flag ships. Requires yearly one percent increases until the percentage carried on U.S.-flag ships reaches 20 percent. Directs the Secretary of Transportation to prepare annual estimates of current and projected costs of U.S.-flag bulk ship operation and shipbuilding. Requires anyone engaged in importing or exporting bulk commodities in U.S. foreign commerce whose business volume exceeds $1,000,000 annually to report to the Secretary of Commerce on the percentage of such person's exports and imports carried on U.S.-flag ships. Requires that such importer or exporter use U.S.-flag ships for the percentage of shipping required under this Act or be subject to specified penalties. Sets forth procedures for the investigation and prosecution of violations of this Act.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the termination of an individual's disability benefits on the grounds that the individual's disability has ceased or did not exist, unless the Secretary of Health and Human Services finds that: (1) there has been a medical improvement in the individual's impairment such that the individual is no longer disabled under the disability standards in effect at the time of the original disability determination; or (2) the original disability determination was clearly erroneous under the disability standards in effect at the time it was made. Makes such requirement inapplicable in the case of an individual who has demonstrated an ability to engage in substantial gainful activity. Provides that subsequent reviews of a disability determination following an initial review for purposes of determining the continuing eligibility of beneficiaries who become entitled in October 1982 and thereafter shall be at the discretion of the State agency or the Secretary, as appropriate. Requires that such individuals be notified when subsequent reviews of disability determinations are scheduled. Limits the number of reviews of disability determinations for purposes of continuing eligibility which the Secretary may conduct for individuals who become entitled to disability benefits before October 1982, but authorizes the Secretary to review, at his or her discretion, selected cases to the extent that such review will be cost-effective and that adequate personnel and time are available for such review. Permits a disability insurance beneficiary who has been found to be no longer entitled to disability benefits to elect to have such benefits continued until the disability determination has been affirmed or overturned on appeal or until the time for such an appeal has expired. Provides that benefits paid pursuant to such an election shall be considered overpayments if the decision after a hearing affirms the determination that the individual involved is no longer entitled to benefits.

Balanced Monetary Policy Act of 1982 - Amends the Federal Reserve Act to require the Board of Governors and the Federal Open Market Committee of the Federal Reserve System to establish yearly targets for long-term interest rates, and for money and credit aggregates. Requires the Board and the Federal Open Market Committee to take necessary actions to assure that such targets are achieved, on average, on an annual basis. Requires a written report to specified Congressional committees if such targets cannot or should not be achieved because of unfavorable economic conditions. Requires the Board of Governors to transmit specified information to Congress biannually. Requires the Board to announce publicly changes in objectives and plans at the time those changes are determined. Requires the President to state for the System's record the administration's position on each vote on monetary policy taken by the Board and by the Federal Open Market Committee.

National Nursing Home Standards Act of 1982 - Directs the Secretary of Health and Human Services to establish a National Commission on the Regulation of Nursing Homes. Provides for a moratorium on deregulation of skilled nursing and intermediate care facilities until September 30, 1984.

Declares that the presidential certification submitted to the Congress with respect to sending military aid to El Salvador is void. Directs the President to immediately suspend such assistance. Requires the suspension to remain in effect during FY 1982 and 1983. Prohibits the President from making another such certification until Congress enacts a joint resolution declaring that El Salvador has met specified conditions.

Residential Mortgage Investment Act of 1982 - Permits employee benefit plans, as defined under this Act, to engage in any qualified mortgage transaction involving any qualified residential mortgage loan, provided transactions between all parties are at arm's length. Permits such plans to participate in any mortgage pool, provided such pool conforms to specified requirements with regard to permitted investments. Authorizes the Secretary of the Treasury to prescribe regulations to carry out this Act. Provides that this Act shall supersede any and all contrary provisions of State law, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code. Prohibits the imposition of Federal excise tax on a plan or pool that engages in a transaction described under this Act.
