Congregate Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 months period prior to the submission of an application for renewed funding.

Older Americans Civil Rights Act - Amends the Civil Rights Act of 1957 to require the Commission on Civil Rights to study and collect information concerning policies and practices constituting discrimination on account of age. Amends the Civil Rights Act of 1964 to extend its coverage to discrimination based on age in public accommodations, public facilities, and public education. Requires the Community Services Administration to provide assistance in resolving difficulties relating to discriminatory practices based on age. Prohibits discrimination based on age in: (1) the sale or rental of housing; (2) the financing of housing; and (3) the provision of brokerage services. Prohibits intimidation of any person because of age because such person is or has been selling, purchasing, or renting any dwelling. Defines "age" for the purposes of the amendments made by the Act, as being considered too old, but only if the individual has attained the age of 40 years.

Amends the Age Discrimination Act of 1975: (1) to change the prohibition declared in the statement of purpose from unreasonable discrimination to any discrimination on the basis of age in programs receiving Federal financial assistance; (2) to provide that when a State or local government is out of conformity with the requirements of such Act, and such government is the only entity eligible under a given program or activity for Federal financial assistance, then Federal funds may be disbursed to any nonprofit organization which can carry out the Federal program; (3) to authorize any person aggrieved pursuant to this Act, upon exhausting Federal administrative remedies, to bring a civil action; and (4) to require the head of each Federal agency to annually issue a report detailing the steps taken in the preceding year to carry out specified provisions of the Act.

National Health Protection Act

National Health Protection Act - Title I: Comprehensive Maternal and Child Health Protection - Provides that an eligible child (an individual from birth to the age of six) who is enrolled with a participating provider (any provider of health care services who has entered into an agreement with the Secretary of Health, Education, and Welfare (Secretary) to provide health care services to eligible persons) is entitled to receive from that provider to all health care services related to the diagnosis and treatment of any disease, injury, or disability, as well as any other health care services necessary for the adequate protection, maintenance, or restoration of his mental and physical health. Provides that any eligible woman (every woman residing in the United States who is a legal resident or citizen or the spouse of a legal resident or citizen of the United States) enrolled with a participating provider is entitled to receive from that provider, either directly or indirectly, all health care services related to: (1) the diagnosis and treatment of pregnancy; (2) the diagnosis and treatment of disease or injury during pregnancy which could threaten the healthy development of the unborn child; or (3) any injury, disability, or disease relating to or resulting from pregnancy that occurs during the period of 12 weeks immediately following the termination of a pregnancy, including health care services for the mental and physical well-being of the woman. Authorizes the Secretary to make payments to participating providers by the capitation method, consisting of one annual payment per eligible individual enrolled with a provider. Requires the Secretary to assist in the formation of insurance methods to protect providers against catastrophic costs they may incur. Establishes the National Maternal and Child Health Protection Advisory Council (Council) to: (1) advise the Secretary on matters of general policy in the administration of this Title and in the formulation of regulations; and (2) study the operation of this Title, the utilization of health care services under it, and the relationship of such utilization and payment under this Title to payment under other Acts, with a view to recommending any changes in the provisions or administration of this Title or other Acts which may appear desirable. Requires the Council to make an annual report to the Secretary on the performance of its functions. Requires the Secretary to consult with State health planning and development agencies and health systems agencies, as defined in the Public Health Service Act, to coordinate the administration of this Title with related State and local activities. Title II: Catastrophic Protection Tax Credit - Amends the Internal Revenue Code to allow as a credit against the personal income tax an amount related to the amount of medical expenses not compensated for by insurance or otherwise. Repeals existing tax deductions under such Code for medical and dental expenses. Title III: Expansion of Medicare Program - Amends Title XVIII (Medicare) of the Social Security Act to include in the definition of medical and other health services certain prosthetic devices, drugs, biologicals, eye examinations, eyeglasses, hearing aids and dentures. Reduces the inpatient hospital deduction under the Medicare program to $50.

Judicial Tenure Act - Establishes a Council on Judicial Tenure. Requires the Council to receive and investigate each written complaint by any person concerning a Justice or judge of the United States and to determine whether the ground specified in this Act for removal of a Justice or judge from office or for censure or involuntary retirement of a Justice or judge, exist. Stipulates that if, after a preliminary inquiry by the Chairman, any such complaint is found to be frivolous, unwarranted, or insufficient in law or fact, the Council may dismiss such compliant. Requires that whenever the Council orders an investigation or hearing with respect to the fitness of any Justice or judge to continue in office, it shall provide not less than thirty days notice to such Justice or judge or the date on which any hearing is to be conducted. Sets forth the duties of the Judicial Conference with reference to proceedings relating to removal, censure, and involuntary retirement of a Justice or judge of the United States. Authorizes the conference or a committee of nine judges to order any judge of the United States who is the subject of such inquiry to cease the exercise of any judicial powers or prerogatives pending disposition of the inquiry. Authorizes the Conference or committee in all cases brought before it, by majority vote (1) to order the censure of any Justice or judge whose conduct is found to be inconsistent with the good behavior required by the Constitution; (2) to order the removal of any such Justice or judge from office; (3) to order the involuntary retirement of any Justice or judge in accordance with this Act; and (4) to dismiss or remand to the Council any such case. Directs the Supreme Court to review orders of the Judicial Conference upon the petition of any aggrieved justice or judge.

Amends Title XIX (Medicaid) of the Social Security Act to permit reimbursement to States for payments made to health maintenance organizations in cases where such payments would have previously been prohibited because of the eligibility of a significant percentage of the members of such an organization for medicare payments when it is determined that the health needs of the population affected are best served by such organization.

Entitles any member of the Facility to apply on a form prescribed by regulations for advances. Authorizes the Administration to deny or grant any application upon such terms as it may prescribe by regulations. Authorizes the Secretary of the Treasury to lend the Facility up to $500,000,000 to enable it to meet the obligations arising under this Act. Directs the Administration to prepare and submit to the President and to the Congress annually a full report on the activities of the Facility for the previous year. Directs the Comptroller General to audit the Central Liquidity Facility.

Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

Sets forth the allocation of liability for unauthorized use of a customer's plastic card or other means of access to terminals. Places specified customer service, disclosure requirements, and advertising restrictions on depository institutions operating terminals. Provides for the enforcement of this Act.

Directs the Secretary, if sufficient funds are unavailable to discharge such guarantees, to issue notes or other obligations to the Secretary of the Treasury. Authorizes the Secretary of the Treasury to sell such olbigations. Authorizes appropriations in such amounts as may be necessary to discharge all of the Secretary of Transportation's obligations under this Act.

Authorizes the Secretary of Health, Education, and Welfare to subsidize families who agree to care for their dependents who are 65 years of age or older and who would otherwise require, because of physical or mental infirmities, the services of a skilled nursing facility or intermediate care facility, in their own homes. Amends Title XVIII (Medicare) of the Social Security Act to provide payment for elderly day care center services under the supplementary medical insurance program. Directs the Secretary to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in a campus-type setting. Authorizes the Secretary to make interest subsidy payments to holders of mortgages covering such projects. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages secured by properties in projects built pursuant to this Act. Amends Title XVIII to provide payment for extended and intermediate care services under the supplementary medical insurance program. Amends Title XVIII to provide for the creation of an alternative reimbursement formula which will allow participating hospitals with less than 100 beds and less than 60 percent average occupancy to provide long-term care without applying proportional allocation of overhead costs to all patients in such facilities.

Authorizes a tax deduction, under the Internal Revenue Code, for any taxpayer who contributes the right to use any real property owned by the taxpayer to a tax-exempt organization for use by a multipurpose senior citizen center or outpatient geriatric clinic. Limits such deduction to 50 percent of the lesser of (1) the fair market rental value of such property or (2) the amount of State or local property taxes which are paid or incurred by the taxpayer and which are allocable to such property.
