Flood Insurance Community Outreach Grant Program Act of 2006 - Amends the National Flood Insurance Act of 1968 to authorize the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governmental agencies responsible for floodplain management activities in communities that participate in the national flood insurance program for: (1) outreach activities to encourage and facilitate the purchase of flood insurance protection by owners and renters of properties in such communities; and (2) educational activities that increase awareness of flood risk reduction. Permits grant funds to be used to: (1) identify such property owners and renters; (2) notify them when their properties become included in, or are excluded from, an area having special flood hazards about the effect of such inclusion or exclusion on the applicability of the mandatory flood insurance purchase requirement; (3) educate them regarding the flood risk and reduction of risk in their community and regarding the benefits and costs of flood insurance; and (4) encourage them to maintain or acquire coverage. Sets forth requirements regarding cost-sharing and limits on administrative costs. Requires the Director to provide for such agencies to submit applications for grants and for competitive selection, based on criteria established by the Director. Lists selection considerations. Authorizes the Director to use up to 50% of amounts available for grants in each fiscal year in areas determined to have the most immediate need for such activities.

Expresses support for the observance of Breast Cancer Awareness Month to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Recognizes breast cancer survivors, the efforts of victims, volunteers, and professionals who combat breast cancer, and the work of national and community organizations in promoting breast cancer awareness, providing information, and offering treatment.

Resources Origin and Commodity Knowledge Act - Establishes the Mineral Commodity Information Administration under the direction of the Secretary of the Interior. Vests management of the Administration in an Administrator and Assistant Administrators whose functions include: (1) commodity information development and analysis; (2) mineral industry analysis; and (3) data acquisition and analysis. Instructs the Secretary of the Interior to transfer to the Administrator: (1) at least 200 full-time equivalent positions from the U.S. Geological Survey; and (2) at least 100 full time equivalent positions of an administrative nature from the Department of the Interior. Sets forth the duties of the Administrator, including: (1) implementation of a Mineral Commodity Data and Information Program; (2) continuance of the Mineral Commodity Data Time Series; (3) projections of usage patterns; (4) publication of mineral commodity reports; and (5) analyses of the foreign and domestic mineral commodities that will be required by the United States to sustain the energy supply, demand, and prices projected by the Annual Energy Outlook analysis. Directs the Administrator to establish the Mineral Commodity Advisory Committee.

Healthy Farms, Foods, and Fuels Act of 2006 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; and (8) the organic agriculture research and extension initiative. Establishes: (1) the cooperative conservation partnership initiative; (2) the suburban and community forestry and open space program; (3) an integrated pest management initiative; and (4) a conservation initiative for socially disadvantaged farmers and ranchers. Revises: (1) the farmland protection program; (2) funding for the healthy forests reserve program; and (3) the national organic certification and transition cost share program. Makes permanent funding available for: (1) the education grant program for Hispanic-serving institutions; and (2) the fresh fruit and vegetable program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) WIC farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program.

9/11 Comprehensive Health Benefits Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare-based eligibility and benefits for individuals with a 9/11 disaster-connected health condition. Makes Medicare the secondary payor for 9/11-related coverage. Prohibits a workers' compensation law or plan from discriminating against an individual by virtue of the individual's entitlement to such benefits. Prohibits an employer from discriminating against an individual regarding hiring, advancement, compensation, or other terms, conditions, and privileges of employment by virtue of the individual's entitlement to such benefits. Directs the Secretary of Health and Human Services to establish a consortium to conduct and coordinate screening, monitoring, treatment, and diagnostic research on the 9/11 disaster-connected health conditions.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Health Care Access and Rural Equity (H-CARE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2); payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) extension of the Medicare rural hospital hold harmless provision under the prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services under Medicare; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of interests of rural areas on the Medicare Payment Advisory Commission; and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and disregarding hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for purchase and enhanced utilization of qualified health information technology systems; (2) establish a capital infrastructure revolving loan program and a Rural Health Quality Advisory Commission; and (3) provide for delta rural disparities and health systems development.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Prescription Coverage Now Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Service to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information sufficient to identify: (1) whether the individual involved is likely eligible for subsidies; and (2) the amount of premium and cost-sharing subsidies for which they would qualify based on such information. Increases the maximum permissible resource level for subsidy eligibility. Waives the late enrollment penalty for subsidy-eligible individuals for the first 24 months of non-enrollment.

Affirms the federal government's special legal and political relationship with American Indian and Alaska Native people by recognizing the sovereignty of Tribal Nations. Calls upon the federal government, including the Bureau of Indian Affairs and the Department of Education, to recognize and fulfill its trust responsibilities and consultation obligations to American Indian and Alaska Native people and communities. Acknowledges that past federal policies of the forced removal of children from reservations to boarding schools have negatively impacted American Indian and Alaska Native families, communities, and youth. Urges the federal government to promote success and eliminate disparities among American Indian and Alaska Native children and youth during consideration of the reauthorization of Head Start and the No Child Left Behind Act, and through the federal appropriation process. Urges the federal government to recognize, promote, and work towards strengthening the educational needs of American Indian and Alaska Native youth and families. Reinforces the educational commitment to promote the best interests of American Indian and Alaska Native children by reinforcing native cultural and language development which strengthens, preserves, and promotes cultural identity. Recognizes that it is imperative that the federal government sharpen its focus and commitment to title VII of the No Child Left Behind Act consistent with the desires of American Indian and Alaska Native people. Recognizes that education is significantly linked to overall quality of life and therefore must be prioritized and organized to meet the unique and specialized needs of American Indian and Alaska Native students.

Washington-Rochambeau Revolutionary Route National Historic Trail Designation Act - Amends the National Trails System Act to designate a corridor of approximately 600 miles following the route taken by the armies of General George Washington and Count Rochambeau between Newport, Rhode Island, and Yorktown, Virginia, in 1781 and 1782, as the "Washington-Rochambeau Revolutionary Route National Historic Trail."

Consortium on the Impact of Technology in Aging Health Services Act of 2006 - Establishes the Consortium on the Impact of Technology in Aging Health Services. Requires the Consortium to conduct a study of all matters relating to the potential use of new technology to assist older adults and their caregivers, including: (1) methods for identifying technology that may be adapted to meet their needs; (2) methods for fostering scientific innovation in aging services technology within the business and academic communities; (3) strategies for addressing liability, reimbursement, privacy, and security issues with respect to such innovation; (4) developments in such technology in other countries; and (5) methods for ensuring that U.S. businesses have a leadership role in the global market of such technology. Requires the Consortium to develop recommendations concerning: (1) developments in current technologies that may result in increased efficiency and cost savings to the healthcare system; (2) specifications for federal funding of research and development by businesses and academia to accelerate the development of aging services technology; (3) methods to ensure that technology infrastructure is in place to deliver services; and (4) establishment of a federal interagency task force to facilitate the development and distribution of such technology and a National Resource Center to stimulate research, oversee demonstration projects, and provide training and assistance to entities that provide such services. Requires the Consortium to report recommendations regarding development of a national policy to address issues concerning technology and assistive health services for seniors, changes to federal laws and programs that would support and encourage the private sector to develop and make widely available consumer-empowered technology solutions, and establishment of a National Resource Center on Aging Services Technologies.

Wright Amendment Reform Act - Amends the International Air Transportation Competition Act of 1979 to authorize domestic air carriers and foreign air carriers (with respect to foreign air transportation) to offer for sale and provide through service and ticketing air transportation to or from Love Field, Texas, and any U.S. or foreign destination through any point within Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama (effectively expanding domestic and foreign air service to and from Love Field, Texas). Prohibits: (1) a person from providing nonstop air passenger service between Love Field, Texas, and any point or points outside the 50 states or the District of Columbia; and (2) a federal official or employee from designating Love Field, Texas, as an initial point of entry into the United States or a last point of departure from the United States. Limits charter flights at Love Field, Texas, to: (1) destinations within the 50 states and the District of Columbia; and (2) no more than 10 per month per air carrier for charter flights beyond the states of Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama. Directs the city of Dallas, Texas, to reduce the number of gates available for air service at Love Field, Texas, to no more than 20 gates (with a limit not to exceed a maximum of 20 gates). Declares that nothing in a certain agreement between the city of Dallas, the city of Fort Worth, Southwest Airlines, American Airlines, and the Dallas-Fort Worth International Airport Board and this Act shall affect general aviation service at Love Field, Texas.

MARPOL Annex VI Implementation Act of 2006 - Applies (with regard to Annex VI of the International Convention for the Prevention of Pollution from Ships, 1973) federal law relating to the prevention of pollution from ships to certain foreign ships. Allows the head of a federal department or agency to apply those provisions of federal law to one or more classes of public vessels operated under the authority of that department or agency. Limits to the Administrator of the Environmental Protection Agency (EPA), on behalf of the United States, issuance of an Engine International Air Pollution Prevention Certificate in accordance with Annex VI to the Convention and the International Maritime Organization's Technical Code on Control of Emissions of Nitrogen Oxides from Marine Diesel Engines. Gives a certificate issued by a country that is a party to the MARPOL Protocol (the Protocol of 1978 relating to and including the Convention) the same validity as a certificate issued by the Secretary (Secretary) of the department in which the Coast Guard is operating or by the Administrator. Requires ports and terminals to ensure the availability of reception facilities for receiving ozone depleting substances, equipment containing such substances, and exhaust gas cleaning residues. Authorizes the Secretary of State, after consulting with the Secretary, to act for the United States on Annex VI amendments.

Public Transportation Security Assistance Act of 2006 - Requires a security assessment of each public transportation system. Requires each public transportation agency that receives an assessment to develop a prioritized plan of needed capital and operational security improvements. Makes grants to eligible public transportation agencies for certain capital security improvements and operational security improvements. Sets the federal share of such security project costs at 80% and 50%, respectively. Requires the Secretary of Homeland Security to provide notification of all credible terrorist threats against public transportation assets in the United States. Directs the Secretary of Transportation to develop and issue guidelines for a public transportation employee security training program. Requires a public transportation agency that receives a public transportation security assessment to develop, and submit for the Secretary's approval, an employee training program in accordance with such guidelines. Makes grants to private operators of over-the-road buses for certain system-wide security improvements to their operations. Sets the federal share of security project costs at 80%. Directs the Secretary to submit to Congress a preliminary report that includes an assessment of the over-the-road bus security grant program.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to: (1) require the Environmental Protection Agency (EPA) Inspector General's report to Congress on the management of the brownfields program to be submitted every four years; and (2) extend the authorization of appropriations for such program and for state response programs through FY2012.

Appalachian Regional Development Act Amendments of 2006 - Limits the maximum Appalachian Regional Commission non-highway grant amount for designated at-risk counties to 70%. Directs the Commission to designate as "at-risk counties" those counties in the Appalachian region that are most at risk of becoming economically distressed. Authorizes additional appropriations to the Commission through FY2011 to carry out Appalachian regional development. Extends, for five years, the termination date of the Appalachian Regional Development Act of 1965 (with exceptions for the Appalachian development highway system and certain definitions).

Pipeline Safety Improvement Act of 2006 - Amends federal transportation law to revise certain one-call notification system minimum requirements to subject to certain civil judicial action or assessment of a civil penalty: (1) persons who excavate without using the one-call notification system to establish the location of underground pipelines or disregard location information or markings established by a pipeline operator; and (2) pipeline operators who fail to respond to a location request or fail to take steps, in response to such request, to ensure accurate marking of the pipeline location in order to prevent damage to the pipeline. Authorizes the Secretary of Transportation (Secretary) to make a grant to a state authority to assist in improving the effectiveness of the state's damage prevention program if certain requirements are met. Directs the Secretary to prescribe: (1) minimum standards for integrity management programs for distribution pipelines (including criteria to require operators of natural gas distribution systems to install excess flow valves on single family residential service lines on the basis of feasibility and risk analysis); (2) standards for managing gas and hazardous liquid pipelines to reduce risks associated with human factors, including fatigue; (3) minimum standards for the transportation of hazardous liquids by low-stress pipelines located in proximity to areas unusually sensitive to environmental damage; and (4) standards to implement recommendations in the National Transportation Safety Board's report entitled "Supervisory Control and Data Acquisition (SCADA) in Pipelines" and adopted November 29, 2005.

Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Traumatic Brain Injury Act of 2006 - Amends the Public Health Service Act to: (1) revise the national program for traumatic brain injury registries to include grants for a traumatic brain injury surveillance system; and (2) authorize appropriations through 2010 for the prevention and control of injuries. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) and the Director of the National Institutes of Health (NIH), to conduct a study to: (1) determine the incidence and prevalence of traumatic brain injury; (2) maintain data on the incidence and prevalence of mild traumatic brain injury; (3) report national trends in traumatic brain injury; (4) identify common therapeutic interventions used for the rehabilitation of individuals with such injuries; and (5) develop practice guidelines for such rehabilitation. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia to improve access to rehabilitation and other services regarding traumatic brain injury. Requires the Administration and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit. Allows the Secretary, acting through the Administrator, to provide for projects of national significance that: (1) support the development of policies that reinforce and promote self-determination, independence, productivity, integration, and inclusion in all facets of community life for individuals with traumatic brain injury; and (2) hold promise to improve or expand opportunities for such individuals.

Declares that the House of Representatives: (1) supports efforts to identify, track, and pursue suspected foreign terrorists and their financial supporters by tracking terrorist money flows and uncovering terrorist networks here and abroad in accordance with existing applicable law, but notes that the expression of such support in this resolution should not be construed as providing additional authority for such efforts; and (2) expresses concern that the unauthorized disclosure of classified information may have made efforts to locate terrorists and terrorist networks, and disrupt their plans, more difficult.

Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make certain technical corrections to the surface transportation program, including defining "transportation systems management and operations," replacing "federal-aid system" with "federal-aid highways," and authorizing a state to expend unused funds for installation of protective devices at railway-highway crossings on highway safety improvement program projects. Authorizes up to 15% of surface transportation program funds to be obligated on roads functionally classified as minor collectors in areas of less than 5,000 population through FY2009. Increases funding for deployment of magnetic levitation (MAGLEV) projects through FY2009. Sets the minimum apportionment of federal funds to a state for highway safety programs at not less than three-quarters of 1%. (Current law requires not less than one-half of 1%.) Makes changes to specified high priority project authorizations, including certain project authorization increases. Requires the deduction of a specified amount from state federal-aid highway apportionments for the future strategic highway research program. Increases: (1) the grant to establish a regional university transportation center for FY2009; and (2) funding for university transportation research through FY2009.

Pipeline Safety and Reliability Improvement Act of 2006 - Amends federal transportation law to revise certain one-call notification system minimum requirements to subject to certain civil and criminal penalties any person who: (1) excavates without first using the one-call notification system to establish the location of underground pipelines; (2) disregards pipeline location information or markings; or (3) fails to take reasonable steps to prevent pipeline damage during excavation. Requires state damage prevention programs to subject persons who violate program requirements to certain civil penalties and other enforcement actions. Requires a state that has an annual pipeline safety program certification, or a pipeline safety agreement, to have a qualified damage prevention program in order to qualify for a grant to improve its damage prevention program. Authorizes such grants to states that take action to remedy a pipeline safety-related condition that has been ordered to be corrected. Makes technology development grants to eligible organizations to prevent pipeline damage caused by excavation activities. Urges the streamlining of state and local government permitting procedures for pipeline repair projects (current law) and hazardous liquid pipeline construction projects. Authorizes the Secretary of Transportation to: (1) participate in international forums that establish or recommend mandatory standards for transporting gas and hazardous liquids by pipeline in international commerce; and (2) provide assistance to domestic and international organizations to reduce or eliminate inconsistent requirements that inhibit the safety of pipeline transportation in or affecting interstate or foreign commerce. Authorizes the Secretary to conduct analyses of the domestic transport capacity of petroleum products by pipeline.

Urges: (1) the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), the Inter-American Development Bank, and other multilateral financial institutions to cancel Haiti's debts to them under the Enhanced Heavily Indebted Poor Countries Initiative and the Multilateral Debt Relief Initiative; and (2) the Secretary of the Treasury to instruct U.S. Executive Directors at such institutions to use U.S. influence to accomplish this goal.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S.commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Amends the Federal Property and Administrative Services Act of 1949 and federal law regarding the Armed Forces to prohibit executive agencies from entering into procurement contracts for sweatshop goods.

Comprehensive Veterans' Data Protection and Identity Theft Prevention Act of 2006 - Places upon the Secretary of Veterans Affairs an affirmative obligation to protect from any data breach the sensitive personal information of veterans and any other individuals that the Department of Veterans Affairs possesses, creates, or maintains, as well as information or tools (including passwords and encryption keys) used to protect the integrity of such data. Requires the Secretary to: (1) implement and maintain reasonable security policies and procedures to protect such information; and (2) prescribe policies and procedures regarding employee and third party access to, and use of, such information which the Department receives, maintains, or transmits. Directs the Secretary, upon discovery of a data breach, to: (1) notify the United States Secret Service, the Department's Inspector General, the congressional veterans' committees, and the Federal Trade Commission (FTC); (2) notify each individual whose information was acquired or accessed by an unauthorized person; and (3) place a conspicuous notice on the Department's Internet website. Requires the Secretary, upon request of an affected individual, to: (1) include a fraud alert in the file of the individual with each nationwide consumer reporting agency; (2) apply a security freeze to the file of such individual; and (3) provide free damage mitigation services, including credit monitoring and annual copies of consumer credit reports. Establishes within the Department an Ombudsman for Data Security.

No Special Tax Subsidies for Gas Guzzlers Act of 2006 - Amends the Internal Revenue Code to impose: (1) depreciation limits applicable to luxury automobiles on certain heavy vehicles (rated at 8,500 pounds gross vehicle weight or less) and sport utility vehicles; and (2) the gas guzzler excise tax on such heavy vehicles and sport utility vehicles.

Veterans Identity Protection Act of 2006 - Directs the Secretary of the Department of Veterans Affairs (VA) to: (1) certify in writing to Congress that any individual whose personal information is compromised due to lax data security at the VA has been appropriately notified in writing of such compromise; and (2) provide free of charge to each such individual credit monitoring services during the one-year period beginning on the date of this Act's enactment and a copy of the affected individual's credit report (in addition to any other credit report provided under otherwise applicable law) once annually during the two-year period beginning on the date on which the credit monitoring services terminate.

Commends the courage and supports the determination of leaders and members of civil society and faith communities who risk their lives to advance local peace-building efforts and promote peace, human rights, and human dignity in Colombia. Recognizes the service and commitment of U.S. and Colombian churches, faith-based organizations, and non-governmental organizations for their advocacy and humanitarian assistance to promote peace, defend human rights, and improve the lives of the people of Colombia who have been displaced and marginalized. Urges the Secretary of State to recognize and provide support for faith-based organizations and non-governmental organizations in Colombia, and their U.S. partners, for efforts to provide humanitarian assistance, promote peace and conflict resolution, advance human rights, and end the armed conflict in Colombia. Calls upon the Secretary of State to monitor any acts of violence or human rights abuses committed against leaders or members of local peace-building efforts in Colombia by government forces, guerilla groups, or paramilitaries.

Joshua Haglund Justice and Peace Act of 2006 - Urges the Secretary of State to express to Armenian officials the serious concern of Congress with the lack of progress in resolving the murder of Joshua Haglund, a Minnesota resident who was teaching English in Armenia. Calls on Armenia to continue pursuing, in cooperation with U.S. officials, the investigation into his death, and to use all appropriate means to achieve justice in the case. Authorizes appropriations to the Secretary of Education to fund the Joshua Haglund Memorial Peace Scholarship Fund at the University of Minnesota, which will finance study abroad scholarships and diversity training to further Joshua Haglund's vision of compassion, peace, and community service.

Cancer Survivorship Research and Quality of Life Act of 2006 - Amends the Public Health Service Act to require the Director of the National Cancer Institute (NCI)) to establish and support demonstration, education, and other programs for cancer survivorship. Requires the Director of the National Institutes of Health (NIH) to: (1) expand and coordinate NIH cancer survivorship research activities; (2) establish a Division of Cancer Survivorship within NCI; and (3) provide for the expansion of cancer survivorship research activities at NCI-designated cancer centers. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Comprehensive Cancer Control Program; (2) study the unique health challenges associated with cancer survivorship; and (3) carry out projects and interventions to improve the long-term health status of cancer survivors. Requires the Secretary to: (1) establish programs that demonstrate how to prevent and control cancer and improve access to quality cancer care among racial and ethnic minorities and medically underserved populations with disproportionate incidence of, or death from, cancer; (2) promote cancer education, prevention, and early detection of cancer; (3) award grants for cancer control and prevention; and (4) establish the National Commission on Cancer Survivorship. Requires the Secretary, acting through the Directors of CDC and NCI, to make grants to monitor and evaluate the quality of cancer care, develop information concerning the quality of care, and monitor cancer survivorship.

Bioenergy Innovation, Optional Fuel Utilization, and Energy Legacy (BIOFUEL) Act of 2006 - Amends the Clean Air Act to revise the schedule for the volume of renewable fuels, the volume for cellulosic biomass, and the volume of biodiesel. Amends federal transportation law to require manufacturers of new dual fueled automobiles to ensure that the percentage of the total of such automobiles, manufactured and distributed in commerce for sale in the United States, meets prescribed percentages for specified model years. Directs the Secretary of Energy to require motor fuel retailers in each geographic region the Secretary establishes, when flexible-fuel vehicle market penetrations reach a certain level, to install an E-85 fuel pump or pumps at their retail fuel facilities. Establishes in the Treasury a Alternative Fuel Infrastructure Fund to implement a related grant program. Directs the Secretary of Agriculture to establish a renewable energy strategic feedstock reserve program to purchase and store agricultural commodities with their producers. Amends the Farm Security and Rural Investment Act of 2002 to: (1) redefine bioenergy as ethanol derived from cellulosic feedstocks; and (2) reauthorize the Department of Agriculture bioenergy program. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make loans to enable eligible farmers, ranchers, and certain domestic entities controlled by them to create or expand facilities designed to convert agricultural commodities into fuel. Prohibits the Secretary from requiring a lender to obtain an unsubordinated interest in a borrower's farming or ranching operation as a prerequisite to a federal loan guarantee. Amends the Farm Credit Act of 1971 to declare eligible for credit assistance certain associations of farmers, producers, or harvesters of aquatic products engaged in commercial activities related to renewable energy products. Instructs the Secretary of Energy to establish a research and development program related to: (1) ethanol production; (2) extraction of energy from biological sources; (3) biomass gasification; and (4) new vehicle efficiency technologies. Instructs the Secretary of Energy to establish a biofuels production facility grant program. Expresses the sense of Congress that Congress should enact policies that: (1) reduce greenhouse gas emissions; and (2) encourage systems that compensate American agricultural producers for the beneficial role that they play in reducing greenhouse gases and sequestering carbon from the atmosphere. Amends the Internal Revenue Code to: (1) extend tax credits for ethanol and biodiesel; (2) increase tax credits for refueling property for ethanol and biodiesel; and (3) increase the small ethanol producer credit. Revises requirements for infrastructure bonds for facilities producing motor vehicle fuel from biomass.

Medicare Teaching Anesthesiology Funding Restoration Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY2015. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation.

Restoring Emergency Services to Protect Our Nation From Disasters Act of 2006 or the RESPOND Act of 2006 - Reestablishes the Federal Emergency Management Agency (FEMA) as a cabinet-level independent establishment in the executive branch to be headed by a Director appointed by the President. Requires FEMA to: (1) include all functions and authorities prescribed by the Robert T. Stafford Disaster and Emergency Assistance Act; (2) carry out its mission by leading and supporting the nation in a risk-based, comprehensive emergency management system; and (3) be the lead agency for the National Response Plan. Provides for an Office of the Inspector General within FEMA. Requires the Director to develop a human capital strategy. Establishes within FEMA a disaster workforce reserve cadre to meet surge requirements during emergencies. Requires the Director to: (1) establish a program to assist states and local governments representing areas at substantial risk for a catastrophic incident; (2) maintain and operate a national emergency operations center; (3) develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services; and (4) establish and maintain an interoperable communications capability. Amends the Stafford Act to require the President, acting through the Director, to establish at least three national response teams, sufficient regional and other response teams, and a national emergency preparedness goal and system. Requires the Director to: (1) carry out a grant program to improve state and local government emergency response capabilities; (2) establish a comprehensive system to assess the nation's overall emergency preparedness; and (3) establish a National Emergency Preparedness Task Force. Establishes a national incident management system.

Energy Fairness for America Act - Amends the Internal Revenue Code to terminate: (1) the tax deduction for oil and gas intangible drilling and development costs; (2) the percentage depletion allowance for oil and gas wells; and (3) the tax credit for enhanced oil recovery costs. Repeals provisions of the Energy Policy Act of 2005 relating to: (1) oil and gas royalties in-kind; (2) marginal property production incentives; (3) incentives for natural gas production in the Gulf of Mexico; (4) royalty suspension for deep water production; (5) the inventory of Outer Continental Shelf oil and natural gas resources; (6) the ultra-deepwater and unconventional natural gas and other petroleum resources program; (7) Alaska offshore royalty suspension; (8) accelerated depreciation of electric transmission property, natural gas distribution lines, and natural gas gathering lines and expensing of liquid fuel refinery property; (9) the exemption of small oil refiners from limitations on the oil depletion allowance; and (10) two-year amortization of geological and geophysical expenditures. Requires certain large integrated oil companies to revalue their LIFO inventories of crude oil, natural gas, or other petroleum productions using a specified formula. Limits or denies the foreign tax credit and tax deferrals for dual capacity taxpayers (taxpayers receiving economic and tax benefits from certain foreign jurisdictions), foreign oil and gas income, and foreign oil and gas extraction income.

Secure Traveler Improvement Act of 2006 - Directs the Secretary of Homeland Security to: (1) merge the Free and Secure Trade program (FAST, a joint United States-Canada program offering pre-authorized importers, carriers, and drivers expedited clearance processes for eligible goods) and the NEXUS program (a joint United States-Canada program designed to simplify border crossings for pre-approved, low risk travellers) dedicated commuter lane system into a single procedure, with common eligibility and security screening requirements, enrollment processes, and sanctions regimes; (2) ensure that the procedures for the NEXUS Highway, NEXUS Marine, and NEXUS Air programs are integrated into such single procedure, and the processes relating to eligibility and security screening are identical to those for the FAST program; (3) integrate databases and information systems to permit any identification card issued to a participant to operate in all locations; (4) design an on-line application process; and (5) develop enrollment plans that do not exceed $20 per card. Directs the Secretary, in consultation with the government of Canada, to: (1) equip specified border crossings in Michigan, New York, North Dakota, Montana, and Minnesota with NEXUS technology; and (2) create at least six remote and four mobile FAST and NEXUS enrollment centers. States that the program card shall satisfy certain travel document requirements for travel into the United States by U.S. citizens and for individuals whose document requirements have been waived under the Immigration and Nationality Act. Directs the Secretary to establish a single process for conducting security screening and background checks for any of the following programs: (1) the transportation worker identification credential; (2) the security risk determination and related background checks performed by the Transportation Security Administration (TSA) as part of the Department of Transportation hazardous materials endorsement credentialing program; (3) the FAST and NEXUS programs; (4) the secure electronic network for travelers rapid inspection program (SENTRI); and (5) the registered traveler program of the TSA.
