Federal Response to Eliminate Eating Disorders Act of 2009 - Amends the Public Health Service Act (PHSA) to require the Director of the National Institutes of Health (NIH) to take certain actions regarding eating disorder research, including to: (1) implement a scientifically justified budget for research on eating disorders; (2) coordinate and evaluate NIH research activities and programs; (3) expand NIH research on eating disorders; (4) establish a task force on eating disorder research; and (5) provide for centers of excellence for research on eating disorders. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) provide for the collection, analysis, and reporting of epidemiological data on eating disorders; (2) establish a Center of Eating Disorders Epidemiology to collect and analyze information on eating disorders; and (3) establish a CDC clearinghouse for the collection and storage of data generated under this Act. Sets forth provisions providing for education and training on eating disorders, including requirements for: (1) developing and implementing a training program for health professionals on eating disorders; (2) establishing the Task Force on Eating Disorders Prevention in Educational Institutions to develop and provide training on eating disorders identification and prevention for students, faculty, coaches, and staff in schools; and (3) conducting public service announcements. Amends the PHSA, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan that provides medical and surgical benefits to also provide coverage for eating disorders. Applies such requirement to coverage offered in the individual market and coverage offered under the Federal Employees Health Benefit Program.

Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2009 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Lyme and Tick-Borne Diseases Prevention, Education, and Research Act of 2009 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases and the conduct or support of specified activities, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Renewable Biomass Facilitation Act of 2009 - Amends the Clean Air Act to redefine the term "renewable biomass" as: (1) materials, precommercial thinnings, or exotic species that are removed as byproducts of preventive treatments to reduce hazardous fuels, to reduce or contain disease or insect infestation, or to restore ecosystem health, that would not otherwise be used for higher-value products, and that are harvested from National Forest System land or public lands in accordance with federal and state law, land management plans, and requirements for old-growth maintenance, restoration, management direction, and large-tree retention under the Healthy Forests Restoration Act of 2003; or (2) any organic matter that is available on a renewable or recurring basis from non-federal land or Indian land held in trust by the United States or subject to a restriction against alienation imposed by the United States, including renewable plant material (including feed grains, other agricultural commodities, other plants and trees, and algae) and waste material (including crop residue, other vegetative waste material, animal waste and byproducts, and construction, food, and yard waste).

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to: (1) allow institutions of higher education to serve as regional research partners with PCCs; and (2) hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youth. Establishes a Center for Youth-Oriented Policing. Mynisha's Law - Authorizes any local government or Indian Tribe with a PCC to submit an application to the Administrator of the Office of Juvenile Justice and Delinquency Prevention for designation as a Comprehensive Gang Prevention and Relief Area. Authorizes the Attorney General to award grants to partnerships comprising state mental health authorities and local or private entities to prevent or alleviate the effects of youth violence in urban communities with a high or increasing incidence of such violence. Prevention Resources for Eliminating Criminal Activity Using Tailored Interventions in Our Neighborhoods Act of 2009 or the PRECAUTION Act - Establishes the National Commission on Public Safety Through Crime and Delinquency Prevention to: (1) carry out a comprehensive study of the effectiveness of certain crime and delinquency prevention and intervention strategies: and (2) make initial and final reports on such strategies to specified federal and state officials. Authorizes the Director of the National Institute of Justice to make three-year grants to public and private entities for the implementation and evaluation of innovative crime or delinquency prevention or intervention strategies. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection grants.

Notch Fairness Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979, and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.

Chiropractic Care Available to All Veterans Act - Amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2010; and (2) all medical centers by December 31, 2012. Includes chiropractic examinations and services within required VA medical, rehabilitative, and preventive health care services.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to deny a new drug application if the application fails to include required information on clinical investigations. Directs the Secretary to: (1) require that a new drug application include any clinical data possessed by the applicant that relates to the safety and effectiveness of the drug involved by gender, age, and racial subgroup; and (2) develop guidance for the staff of the Food and Drug Administration (FDA) to ensure that new drug applications are adequately reviewed to determine whether they include the required clinical data. Authorizes the Secretary to place a clinical hold on an investigation under an investigational new drug application if the sponsor of the investigation fails to meet the requirements of an annual report on the status of each study in progress. Applies provisions relating to clinical data submission for new drug applications to applications for an investigational new drug, a biologics license for a biological product, premarket approval for a class III device, and investigational use of a device. Amends the Public Health Service Act to require the Secretary to provide that all nonidentifiable patient safety work product reported to and among the network of patient safety databases be identified by sex. Directs that analyses of statistics of information reported to the network of patient safety databases take into account data that specifically relates to women and any disparities between treatment and the quality of care between males and females. Requires the Director of the Agency for Healthcare Research and Quality to support research and demonstrations to identify and evaluate clinical and organizational strategies to improve the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires the Secretary to: (1) distribute to females age 65 or older and appropriate health care professionals educational materials relating to the prevention, diagnosis, and treatment of heart disease, stroke, and cardiovascular diseases in women; and (2) conduct an education and awareness campaign for health care professionals relating to such diagnosis and treatment. Expands the grant program authorizing the Secretary to award grants for preventive health services to all states.

Veterans Health Care Budget Reform and Transparency Act of 2009 - Requires, beginning with FY2011, a two-fiscal-year discretionary new budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Support and Compliance; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Veterans Physical Therapy Services Improvement Act of 2009 - Establishes in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA): (1) the position of Director of Physical Therapy Service; and (2) degree and license requirements for appointment to a physical therapist position. Establishes the Department of Veterans Affairs Geriatric, Amputee, Polytrauma, and Rehabilitation Research Fellowships Program to assist in the recruitment of qualified physical therapists for VHA positions specializing in the areas of geriatrics, amputee rehabilitation, polytrauma care, and rehabilitation research.

Mammogram and MRI Availability Act of 2009 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 (ERISA) to require a group health plan that provides coverage for diagnostic mammography for any woman 40 years old or older to provide no less favorable coverage for annual screening mammography for such a woman, and diagnostic mammography, annual screening mammography, and annual magnetic resonance imaging for any high risk woman. Prohibits a group health plan from denying enrollment or renewal solely to avoid the requirements of this Act, providing monetary incentives to encourage women to accept less than such minimum protections, penalizing providers for providing care in accordance with this Act, or providing incentives to induce providers to provide care in a manner inconsistent with this Act. Applies such requirements and prohibitions to coverage offered in the individual market.

Free Flow of Information Act of 2009 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency of the federal government), in any matter arising under federal law, from compelling a covered person to testify or produce any document related to information obtained or created as part of engaging in journalism unless a court makes specified determinations by a preponderance of the evidence, including determinations that: (1) alternative sources have been exhausted; (2) the testimony or document sought is critical to the investigation, prosecution, or defense of a crime or the successful completion of a noncriminal matter; (3) disclosure of an information source's identity is necessary to prevent an act of terrorism, harm to national security, imminent death, significant bodily harm or to identify a person who has disclosed a trade secret, individually identifiable health information, or certain nonpublic personal information; and (4) the public interest in compelling disclosure of the information or document involved outweighs the public interest in gathering or disseminating news or information. Allows a court, in making the last of those determinations, to consider the extent of any harm to national security. Defines "covered person" as a person who regularly gathers, photographs, records, writes, edits, reports, or publishes information concerning matters of public interest for dissemination to the public for a substantial portion of the person's livelihood or substantial financial gain, including a supervisor, employer, parent, subsidiary, or affiliate of such a person. Excludes from that definition foreign powers and their agents and certain terrorist organizations and individuals. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Prohibits this Act from being construed as applying to civil defamation, slander, or libel claims or defenses under state law. Exempts certain criminal or tortious conduct. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Physical Therapist Student Loan Repayment Eligibility Act of 2009 - Amends the Public Health Service Act to include physical therapy within the definition of "primary health services" for purposes of provisions concerning the National Health Service Corps. Makes physical therapists eligible for repayment of their educational loans in order to ensure an adequate supply of physical therapists.

Repeals specified exceptions to rights of certain Department of Veterans Affairs (VA) employees to engage in collective bargaining. Requires a final decision of the (VA) with respect to the review of an adverse personnel action against a (VA) employee to be issued not later than 60 days after such action has been appealed. Subjects such decision to judicial review in the appropriate U.S. District Court or, if the decision is made by a labor arbitrator, in the U.S. Court of Appeals for the Federal Circuit.

Federal Firefighters Fairness Act of 2009 - Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus (HIV), and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health (NIOSH) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Requires the total service of an employee who retires eligible for an annuity under the Federal Employees' Retirement System (FERS) (currently, an employee who retires on an immediate FERS annuity from the position of a registered nurse with the Veterans Health Administration), or who dies leaving a survivor entitled to benefits, to include the employee's days of unused sick leave for annuity computation purposes. Provides that those days will not be counted in determining average pay or annuity eligibility.

Community Regeneration, Sustainability, and Innovation Act of 2009 - Directs the Secretary of Housing and Urban Development (HUD) to carry out a demonstration program, under multiyear cooperative agreements with local governments experiencing at least 20% population loss since 1970 (or consortia of them), to encourage and test innovative vacant property reclamation and urban infrastructure renewal strategies in older industrial cities, their suburbs, and metropolitan areas with a history of severe population and employment loss, blight, and decay caused by vacant properties. Specifies as vacant property and program capacity activities establishment of: (1) local or regional land banks; (2) recovered building materials reuse and recycling infrastructure, facilities, and technical support; (3) local government purchasing requirements for deconstruction to make use of existing building materials stock in new and rehabilitation construction; and (4) the ability of state and local courts and administrative agencies to address problems caused by vacant and abandoned properties, and to facilitate their transfer to public control under a local or regional land bank. Enumerates other related activities, including: (1) expansion and improvement of code enforcement capabilities; (2) development of data and information systems such as comprehensive real property systems, early warning systems, and vacant property inventory and tracking systems; and (3) amendment or reform of state and local property tax foreclosure procedures. Specifies stabilization, design, development, reuse, and planning and policy innovation activities. Requires an applicant local government or consortium to establish a regeneration plan for the community or region. Directs the Secretary by regulation to provide for citizen participation requirements relating to the development and implementation of such plans. Authorizes the Secretary to make grants to local governments (and consortia of them) for sustainability demonstration projects. Directs the Secretary to convene a Federal Interagency Regeneration Communities Coordinating Council to develop federal agency support plans for communities receiving such grants.

FAA Reauthorization Act of 2009 - Reauthorizes appropriations for FY2009-FY2012 for: (1) airport planning and development and noise compatibility planning programs; (2) air navigation facilities and equipment; (3) Federal Aviation Administration (FAA) operations; and (4) FAA research, engineering, and development. Authorizes additional authorizations of appropriations from the general fund of the Treasury for aviation programs through FY2012. Amends the airport improvement program (AIP) to increase passenger facility charges that can be imposed by an eligible agency to finance an eligible airport-related project. Makes projects for construction of airport bicycle storage facilities and an intermodal ground access pilot project eligible airport-related projects. Specifies FAA services for which user fees may be charged. Requires adjustment of overflight fees by expedited rulemaking. Prescribes certain registration fees. Revises requirements for the airport improvement program (AIP). Increases the allotment of discretionary funds in a fiscal year for the airport security program. Expresses the sense of Congress that the modernizing of the U.S. air transportation system, through implementation of the Next Generation Air Transportation System (NextGen), is a national priority. Requires the FAA Administrator to report to Congress on the program and schedule for integrating automatic dependent surveillance-broadcast (ADS-B) technology into the national airspace system. Prescribes other requirements for development of the NextGen System. Directs the FAA Administrator to develop a monitoring system for flight service specialist staffing and training under service contracts for flight service stations. Establishes a NextGen research and development center of excellence. Directs the FAA Administrator to: (1) develop a strategic runway safety plan, including systems to alert controllers and/or flight crews to potential runway incursions; (2) prescribe standards for the occupational safety and health of flight attendants; (3) establish a pilot program to provide surveillance for aircraft flying outside of radar coverage in mountainous areas; and (4) review off-airport, low-altitude aircraft weather observation technologies. Requires the Secretary of Transportation to develop a plan for the safe integration of commercial unmanned aircraft systems into the national airspace system. Establishes in the FAA an Aviation Safety Whistleblower Investigation Office. Increases from 24 to 34 the number of slots exempt from specified requirements and prohibitions concerning operation of an aircraft nonstop in air transportation between Ronald Reagan Washington National Airport and another airport more than 1,250 statute miles away (Perimeter Rule limit). Increases additional funding and revises requirements for the Essential Air Service program. Requires certain air carriers and airport operators to submit for the Secretary's approval emergency contingency plans for passenger service during grounded aircraft flight delays. Directs the Secretary to establish in the Department of Transportation (DOT): (1) an Office of Rural Aviation; and (2) an advisory committee for aviation consumer protection. Prohibits voice communications using mobile communications devices on scheduled flights. Requires the FAA Administrator to enter into a cooperative agreement with an institution, entity, or consortium to carry out a program for the development, maturing, and certification of CLEEN (continuous lower energy, emissions, and noise) engine and airframe technology for aircraft over the next 10 years. Prohibits operating certain aircraft weighing 75,000 pounds or less that do not comply with stage 3 noise levels. Directs the Secretary to establish: (1) a pilot program to carry out up to six environmental mitigation demonstration projects at public-use airports; and (2) an aircraft departure queue management pilot program. Revises FAA personnel management system requirements with respect to the mediation, alternative resolution, and binding arbitration of disputes between the FAA Administrator and FAA employees about implementation of proposed changes to the system. Directs the FAA Administrator to: (1) increase the number of aviation safety inspectors in the Flight Standards Service; (2) assess training programs for FAA air traffic controllers; and (3) establish an FAA Task Force on Air Traffic Control Facility Conditions. Extends the Secretary's authority to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of a domestic or foreign aircraft. Authorizes the FAA Administrator to access the criminal history records or databases systems of specified federal law enforcement agencies. Establishes within the FAA a working group to make recommendations for the realignment of FAA services and facilities to assist in the transition to next generation facilities. Directs the FAA Administrator to establish a pilot program for redevelopment of airport properties. Federal Aviation Research and Development Reauthorization Act of 2009 - Directs the FAA Administrator to establish a research initiative to assess the impact of aviation on the climate and, if warranted, to evaluate approaches to mitigate such impact. Directs the FAA Administrator to establish a Center for Excellence in Aviation Employment.

James Zadroga 9/11 Health and Compensation Act of 2009 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide: (1) medical monitoring and treatment benefits to eligible emergency responders and recovery and cleanup workers who responded to the World Trade Center terrorist attacks on September 11, 2001; and (2) initial health evaluation, monitoring, and treatment benefits to residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) implement a quality assurance program; (2) establish the WTC Health Program Scientific/Technical Advisory Committee; (3) establish the WTC Responders Steering Committee and the WTC Community Program Steering Committee; (4) provide for education and outreach on services under the WTC program; (5) provide for the uniform collection of data related to WTC-related health conditions; (6) conduct research on physical and mental health conditions that may be related to the September 11 terrorist attacks; and (7) extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the Department to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to: (1) make individuals eligible for compensation under the September 11 Victim Compensation Fund of 2001 for harm as a result of debris removal; and (2) extend the deadline for making a claim for compensation.

Freedom to Travel to Cuba Act - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents or any of the transactions ordinarily incident to such travel, except in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers.

Blind Persons Return to Work Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) apply a specified earnings test in the determination of the amount of monthly insurance benefits for blind beneficiaries; (2) limit to once a year any review of a determination of disability based on blindness; and (3) reduce any excess earnings of blind beneficiaries by the amount of impairment related work expenses. Directs the Commissioner of Social Security, with respect to the mandatory annual report of earnings by an individual entitled to a monthly insurance benefit, to develop procedures to avoid paying less than the correct amount of benefits to any such individual as a result, during the year, of a termination of employment or a significant reduction in hours of work.

Directs the Comptroller General to study legal requirements and policies followed by the Department of Transportation in deciding whether to: (1) approve cooperative agreements between an air carrier and a foreign air carrier (international alliances) to provide foreign air transportation; and (2) exempt such alliances from the U.S. antitrust laws. Requires: (1) the Comptroller General to report to the Secretary and Congress study results, including any recommendations for authority or policy changes with respect to approving such alliances and granting such exemptions; and (2) the Secretary to issue a determination, after public comment, whether such changes will be adopted.

Department of Peace Act - Establishes a Department of Peace, which shall be headed by a Secretary of Peace (Secretary). Sets forth the mission of the Department, including: (1) cultivation of peace as a national policy objective; and (2) development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful conflict resolution, and structured conflict mediation. Establishes in the Department: (1) the Office of Peace Education and Training; (2) the Office of Domestic Peace Activities; (3) the Office of International Peace Activities; (4) the Office of Technology for Peace; (5) the Office of Arms Control and Disarmament; (6) the Office of Peaceful Coexistence and Nonviolent Conflict Resolution; (7) the Office of Human Rights and Economic Rights; and (8) the Intergovernmental Advisory Council on Peace. Directs the Secretary of Defense and the Secretary of State to consult with the Secretary concerning nonviolent means of conflict resolution when a conflict between the United States and any other government or entity is imminent or occurring. Transfers to the Department the functions, assets, and personnel of various federal agencies. Establishes the Federal Interagency Committee on Peace. Directs the Secretary to encourage citizens to celebrate the blessings of peace and endeavor to create peace on a Peace Day.

Community Safety Initiative Act of 2009 - Authorizes the Assistant Attorney General for the Office of Justice Programs to make grants in FY2010-FY2015 to the Local Initiatives Support Corporation to carry out its Community Safety Initiative (a program of partnerships between police and community development corporations in troubled neighborhoods to address issues of persistent crime, disorder, and fear).

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2009, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on January 1, 2009, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Brewers Excise and Economic Relief Act of 2009 - Amends the Internal Revenue Code to: (1) reduce from $18 to $9 ( the pre-1991 level) the per-barrel tax on beer; and (2) allow a further reduction in such tax for brewers who produce not more than 2 million barrels annually.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Home Front to Heroes Postal Benefits Act - Directs the Secretary of Defense to provide for a program under which postal benefit vouchers are provided during FY2010 for members of the Armed Forces who are serving in overseas operations or who are hospitalized due to a disease or injury incurred as a result of such service. Permits the vouchers to be transferred to another person to allow that person to mail correspondence and small parcels to the member. Limits vouchers to one per month. Allows a voucher earned during FY2010 to be used after the end of that fiscal year. Directs the Secretary to transfer to the Postal Service an amount representing the amount of the vouchers used.

American Recovery and Reinvestment Act of 2009 - Designates: (1) each amount in this Act as an emergency requirement, necessary to meet certain emergency needs in accordance with the FY2008-FY2009 congressional budget resolutions; and (2) as an emergency for Pay-As-You-Go (PAYGO) principles. Establishes use-it-or-lose-it requirements for grantees using funds in specified accounts who have not entered into contracts or other binding commitments and used 50% of the funds awarded. Provides for redistribution of such uncommitted funds by the appropriate federal agency. Makes all funds appropriated by this Act available for obligation through FY2010, unless expressly provided otherwise. Makes additional appropriations to specified federal agency and departmental Offices of Inspector General. Appropriates additional amounts to the Government Accountability Office (GAO). Prohibits the use of funds for: (1) casino or other gambling establishments, aquariums, zoos, golf courses, or swimming pools; or (2) a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron and steel used in the project is domestic, except in certain circumstances. Requires publication on the website Recovery.gov of: (1) all federal agency plans for using funds made available in this Act, as well as all related grant announcements; and (2) all federal, state, or local agency public notices regarding funds obligated to particular infrastructure investments. Prescribes review and reporting requirements for inspectors general of federal departments or executive agencies, the GAO, and the Chairman of the Council of Economic Advisers. Establishes the Recovery Act Accountability and Transparency Board, which shall establish the Recovery.gov website. Places limitations on the length of certain noncompetitive contracts. Grants the Comptroller General and the Offices of Inspector General access to certain contractors' or subcontractors' records or employees. Prohibits reprisals against state and local government and contractor whistleblowers. Makes supplemental appropriations for FY2009 to: (1) the Department of Agriculture; (2) the Department of Commerce; (3) the Department of Justice (DOJ); (4) the National Aeronautics and Space Administration (NASA); (5) the National Science Foundation; (6) the Department of Defense (DOD); (7) the Department of the Army, Corps of Engineers - Civil; (8) the Department of the Interior; and (9) the Department of Energy. Makes additional appropriations for FY2009 to the Secretary of Agriculture to provide a temporary increase in benefits under the Supplemental Nutrition Assistance Program. Amends the Hoover Power Plant Act of 1984 to authorize the Western Area Power Administration to borrow funds from the Treasury for: (1) new or upgraded electric power transmission lines and related facilities; and (2) the delivery of power generated by renewable energy resources after enactment of this Act. Makes additional borrowing authority available to the Bonneville Power Administration. Appropriates funds for: (1) the General Services Administration (GSA) for the Federal Buildings Fund and the acquisition of energy-efficient motor vehicles; and (2) the Small Business Administration (SBA) for small business loan programs. Permits the SBA to guarantee up to 95% of qualifying small business loans made by eligible lenders. Authorizes the SBA to establish: (1) the SBA Secondary Market Lending Authority; and (2) the SBA Secondary Market Guarantee Authority. Authorizes the SBA to refinance: (1) SBA and non-SBA loans made to small businesses; and (2) loans made under the SBA's local development business loan program. Provides increased SBA loan leverage and investment limits. Makes supplemental appropriations for FY2009 to: (1) the Department of Homeland Security (DHS); (2) the Department of the Interior; (3) the Environmental Protection Agency; (4) the Department of Agriculture; (5) the Department of Health and Human Services (HHS); (6) the Smithsonian Institution; (7) the National Foundation on the Arts and the Humanities; (8) the National Endowment for the Arts; (9) the Department of Labor (DOL), Employment and Training Administration; and (10) the Department of Health and Human Services. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to extend employment eligibility confirmation pilot programs (including the E-Verify basic pilot program). Directs the Commissioner of Social Security and the Secretary of Homeland Security to enter into a fiscal year agreement to provide funds to the Commissioner for the full costs of such programs in quarterly advances. Requires that the Government Accountability Office (GAO) to conduct studies regarding: (1) erroneous tentative nonconfirmations under the E-Verify program; and (2) the effects of such program on small entities. Amends the Longshore and Harbor Workers' Compensation Act to revise the exclusion from the meaning of "employee in the recreational marine industry" of any individuals employed to repair a recreational vessel or to dismantle any part of it in connection with its repair. Establishes a Federal Coordinating Council for Comparative Effectiveness Research. Directs the Secretary of Health and Human Services to invest in the infrastructure necessary to allow for and promote the electronic exchange and use of health information for each individual in the United States, consistent with the goals outlined in the Strategic Plan developed by the Office of the National Coordinator for Health Information Technology. Makes supplemental appropriations available to the Department of Education for: (1) education of the disadvantaged; (2) impact aid; (3) school improvement programs; (4) innovation and improvement activities; (5) special education; (6) rehabilitation services and disability research; (7) certain student financial assistance programs, as well as federal administrative expenses for such programs; (8) teacher quality partnership grants; (9) the Institute of Education Sciences; and (10) school modernization, renovation, and repair. Sets the maximum individual Pell Grant amount at $4,860 for award year 2009-2010. Establishes grant programs for the modernization, renovation, and repair of: (1) public elementary and secondary school facilities; and (2) higher education facilities that are primarily used for instruction, research, or student housing. Amends the Higher Education Act of 1965 to increase the amount authorized and appropriated for Pell Grants for FY2009-FY2010. Increases annual and aggregate student loan limits under the Federal Family Education Loan (FFEL) program. Alters, on a temporary basis, the formula for calculating special allowance payments made to FFEL lenders to compensate them for the difference between FFEL interest rates and market rates. Makes supplemental appropriations for FY2009 to: (1) the Corporation for National and Community Service; (2) the National Service Trust; (3) the Social Security Administration (SSA); (4) the DOD; (5) the Department of Veterans Affairs; (6) the Department of State; (7) the Department of Transportation; and (8) the Department of Housing and Urban Development (HUD). Sets forth maintenance of effort and reporting requirements for a state or its agency awarded funds appropriated in this Act for a covered program. Establishes loan limits for calendar 2009 for: (1) the Federal Housing Administration (FHA); (2) the Federal National Mortgage Association (Fannie Mae); (3) the Federal Home Loan Mortgage Corporation (Freddie Mac); and (4) the FHA reverse mortgage. Establishes a State Stabilization Fund which the Secretary of Education is to use to provide grants to states: (1) to restore state funding for elementary, secondary, and postsecondary education; (2) to supplement school improvement funds provided to local educational agencies (LEAs) under the Elementary and Secondary Education Act of 1965; and (3) for public safety and other government services. Reserves a portion of such Fund for: (1) awarding grants to states that make significant progress in addressing inequities in teacher distribution, establishing longitudinal education data systems, and improving educational assessments; and (2) establishing an Innovation Fund to award states, Leas, and schools that make significant progress in closing student achievement gaps. American Recovery and Reinvestment Tax Act of 2009 - Amends the Internal Revenue Code to: (1) allow through 2010 a refundable tax credit for the lesser of 6.2% of earned income or $500 ($1,000 for married couples filing jointly); (2) allow through 2010 increases in the earned income tax credit, the refundable portion of the child tax credit, and the Hope Scholarship tax credit; (3) allow a waiver of the the first-time home buyer tax credit repayment requirement for residences purchased after December 31, 2008, and before July 1, 2009; (4) extend through 2009 bonus depreciation and the increased expensing allowance for depreciable business assets; (5) extend from two to five years the carryback period for net operating losses; and (6) allow a work opportunity tax credit for certain unemployed veterans and disconnected youth hired in 2009 or 2010. Limits the applicability of Treasury Notice 2008-83 (suspending restrictions on the offset of net operating losses and unrealized built-in losses against the taxable income of certain corporate entities that acquire or merge with other entities) to periods prior to January 16, 2009. Suspends in 2009 or 2010 certain limitations on the tax deduction allowed to financial institutions for interest expense related to investments in tax-exempt bonds. Exempts interest earned on tax-exempt private activity bonds from the alternative minimum tax. Allows a new tax credit for investment in bonds for the construction, rehabilitation, or repair of public school facilities or for the acquisition of land for building a public school facility. Increases in 2009 and 2010 the issuance limitation for qualified zone academy bonds. Allows state or local governments to elect to receive direct federal payments equal to tax credit amounts for investment in tax-exempt bonds issued in 2009 and 2010. Allows a new tax credit for investment in recovery zone economic development and recovery zone facility bonds issued in 2009 and 2010. Repeals the 3% withholding requirement on payments by federal, state, or local governmental entities to individuals who provide property or services to such entities. Extends the tax credit for the production of electricity from wind facilities (through 2012) and from other renewable facilities (through 2013). Allows an election to claim an investment tax credit for renewable facilities placed in service in 2009 or 2010. Repeals limitations on the investment tax credit for energy property financed by subsidized energy financing or industrial development bonds. Increases the limitation amount on the issuance of new clean renewable energy bonds and qualified energy conservation bonds. Modifies and extends through 2010 the tax credit for improvements to energy-efficient residences. Increases through 2010 the tax credit for alternative fuel vehicle refueling property expenditures. Increases through 2010 the tax credit for qualified energy research expenses. Requires the application of certain federal labor standards to projects financed with clean renewable energy and conservation bonds, zone academy bonds, school construction bonds, and recovery zone economic development bonds. Directs the Secretary of the Treasury to make grants in 2009 to states for low-income housing projects in lieu of low-income housing credit allocations. Directs the Secretary of Energy to make grants in 2009 or 2010 in lieu of tax credits to investors in specified energy property (e.g., renewable energy property, fuel cell property, solar property, wind energy property, geothermal property, microturbine property, combined health and power system property, and geothermal heatpump property). Directs the Comptroller General to submit a report to the House Committee on Ways and Means on the economic, employment, and other effects of this Act. Assistance for Unemployed Workers and Struggling Families Act - Amends the Supplemental Appropriations Act, 2008 to extend the Emergency Unemployment Compensation (EUC) program. Provides for federal-state agreements for increased regular unemployment compensation payments to individuals. Requires federal payments to states to cover 100% of such additional payments. Amends Social Security Act (SSA) to direct the Secretary of Labor to make special transfers to state accounts in the Unemployment Trust Fund for unemployment compensation modernization incentive payments and for administration. Health Insurance Assistance for the Unemployed Act of 2009 - Provides for payment of a portion of an individual's premiums for any COBRA coverage (health insurance continuation benefits). Amends the Employee Retirement Income Security Act (ERISA), the Internal Revenue Code, and the Public Health Service Act to allow COBRA coverage to continue past required termination dates for an employee who has attained age 55 or has completed ten or more years of service. Amends SSA title XIX (Medicaid) to allow states to provide coverage to individuals who are receiving unemployment compensation benefits or who have exhausted such benefits. Health Information Technology for Economic and Clinical Health Act or the HITECH Act - Amends the Public Health Service Act to establish the Office of the National Coordinator for Health Information Technology. Sets forth provisions governing the development and adoption of a nationwide health information technology infrastructure that allows for the electronic use and exchange of information. Amends SSA title XVIII (Medicare) to establish incentive payments for certain eligible physicians and hospitals that adopt and use certified electronic health record (EHR) technology meaningfully, beginning in FY2011. Amends SSA title XIX (Medicaid) to establish incentive payments to encourage the adoption and use by Medicaid providers of qualified electronic health records. Directs the Secretary of Health and Human Services to establish a grant program to enhance the meaningful use of certified electronic health records in nursing facilities. Sets forth provisions governing the privacy and security of health information, including requiring notifications for any breach of protected health information. Prohibits the Secretary of Health and Human Services (HHS) from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Requires the Secretary to recompute and apply the final index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor. Provides for non-application of the phased-out indirect medical education adjustment factor for FY2009. Makes technical corrections to the Medicare, Medicaid, and SCHIP Extension Act of 2007 with respect to long-term care hospitals. Establishes a temporary increase in the federal medical assistance percentage (FMAP) with respect to Medicaid payments, as well as payments under SSA title IV part E (Foster Care and Adoption Assistance), for FY2009-FY2011 for eligible states, with optional FMAP increases authorized for specified U.S. territories. Extends from March 31, 2009, through June 30, 2009, the current moratoria on implementation of specified Medicaid and SCHIP regulations relating to cost limits for government-operated providers, the integrity of the federal-state Medicaid financial partnership, graduate medical education (GME) payments, Medicaid provider taxes, rehabilitative services, optional state plan case management services, and school-based administration and school-based transportation services. Imposes a moratorium through June 30, 2009, on implementation of a final regulation published on November 7, 2008, relating to Medicaid outpatient hospital services. Extends transitional medical assistance (TMA) from June 30, 2009, through December 31, 2010. Gives states the option of providing, during a presumptive eligibility period, Medicaid coverage for family planning services and supplies to individuals who are not pregnant and whose income does not exceed the highest income eligibility level for pregnant women established under the state's Medicaid or SCHIP programs. Prohibits state Medicaid programs from imposing cost-sharing requirements on Indians or Alaska Natives when the beneficiary is receiving an item or service directly from an Indian health care provider or through referral from a Contract Health Services provider. Amends SSA title XI to repeal establishment of the National Commission on Children. Directs the Secretary of HHS to maintain within the Centers for Medicaid & Medicare Services a Tribal Technical Advisory Group. Prescribes a temporary increase in state allotments for payments to Medicaid disproportionate share (DSH) hospitals. Requires the National Telecommunications and Information Administration (NTIA) to develop and maintain a map showing where broadband service is deployed and available in each state. Provides for grants for wireless deployment and broadband deployment. Requires the Federal Communications Commission (FCC) to report on a national broadband plan. Makes technical corrections to the Energy Independence and Security Act of 2007 (EISA). Revises requirements with respect to smart grid regional demonstration initiatives. Instructs the Secretary of Energy to establish a smart grid information clearinghouse. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to make loan guarantees for rapid deployment before FY 2012 of renewable energy and electric power transmission projects. Amends the Energy Conservation and Production Act to increase the income eligibility level for the Weatherization Assistance Program, as well as the maximum amount of financial assistance. Instructs the Secretary to include specified analyses within the 2009 National Electric Transmission Congestion Study. Sets forth conditions for additional grants under the State Energy Program.

Heroes at Home Act of 2009 - Directs the Secretary of Veterans Affairs to: (1) establish a program on training and certification of family caregivers of veterans and members with traumatic brain injury (TBI); and (2) conduct outreach to enhance awareness of veterans and the public about the symptoms of post-traumatic stress disorder (PTSD) and TBI and the services provided by the Department of Veterans Affairs to veterans with such symptoms. Directs the Secretaries of Defense and Veterans Affairs to jointly: (1) establish a demonstration project to assess the feasibility and advisability of using telehealth technology to assess cognitive functioning of members who have sustained head trauma in order to improve their diagnosis and treatment; and (2) conduct an ongoing study of all matters relating to the telehealth and telemental health services of the Departments of Defense and Veterans Affairs.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for Girl Scout program development and delivery.

Amends the Internal Revenue Code to modify the tax credit for producing electricity from closed or open-loop biomass facilities equipped with a metering device to determine electricity consumption or sale to allow a tax credit after 2008 for electricity produced and consumed at such facilities and to extend the credit period for such production.

Smithsonian Institution Facilities Authorization Act of 2009 - Authorizes the Board of Regents of the Smithsonian Institution to: (1) design and construct laboratory and support space to accommodate the Mathias Laboratory at the Smithsonian Environmental Research Center in Edgewater, Maryland; (2) construct laboratory space to accommodate the terrestrial research program of the Smithsonian tropical research institute in Gamboa, Panama; and (3) construct a greenhouse facility at its museum support facility in Suitland, Maryland, to maintain its horticultural operations and preserve the orchid collection it holds in trust. Authorizes appropriations for: (1) FY2009-FY2011 for the design and construction of the laboratory and support space to accommodate the Mathias Laboratory; (2) FY2009-FY2010 for the construction of the laboratory space to accommodate the terrestrial research program; and (3) the construction of the greenhouse facility.

Pregnant Women Support Act - Authorizes the Secretary of Health and Human Services to make grants to increase public awareness of resources available to pregnant women to carry their pregnancy to term and new parents. Amends the Public Health Service Act to allow the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women. Prohibits a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant. Provides for continuation coverage for newborns. Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to allow states to extend health care coverage to an unborn child. Requires health facilities that perform abortions to obtain informed consent from a pregnant woman seeking an abortion. Provides for the collection and dissemination of information on Down syndrome and other prenatally diagnosed conditions. Directs the Secretary to provide for: (1) higher education pregnant and parenting student services offices; and (2) programs to work with pregnant or parenting teens to complete high school. Authorizes grants for services to pregnant women who are victims of domestic violence, dating violence, or stalking. Requires states to require a pregnancy determination for homicide victims. Requires the Secretary to provide for comprehensive and supportive services for pregnant women, mothers, and children. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Authorizes appropriations to carry out the special supplemental nutrition program for women, infants, and children (WIC program). Amends the Food Stamp Act of 1977 to increase the eligibility threshold for food stamps. Authorizes appropriations to carry out the Child Care and Development Block Grant Act of 1990. Authorizes grants to provide to eligible mothers education on the health needs of their infants through visits to their homes by registered nurses. Authorizes grants for collecting and reporting abortion surveillance data.

Medicare Home Infusion Therapy Coverage Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of home infusion therapy and home infusion drugs. Directs the Secretary of Health and Human Services to implement the Medicare home infusion therapy benefit in a manner that ensures that: (1) Medicare beneficiaries have timely and appropriate access to infusion therapy in their homes; and (2) there is rapid and seamless coordination between drug coverage under Medicare part D (Voluntary Prescription Drug Benefit Program) and home infusion therapy services coverage under Medicare part B (Supplemental Security Income).

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

North Country National Scenic Trail Route Adjustment Act of 2009 - Amends the National Trails System Act to add certain existing hiking trails along Lake Superior's north shore and in Superior National Forest and Chippewa National Forest to the North Country National Scenic Trail in northeastern Minnesota.
