Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Economic Revitalization Tax Act of 2001 - Amends Internal Revenue Code provisions concerning investment of earnings in U.S. property to set forth a separate rule governing any foreign corporation which is a controlled foreign corporation and is created or organized under the laws of, or engaged in the active conduct of a trade or business within, the Commonwealth of Puerto Rico or a possession of the United States. Provides that in the case of certain dividends received by a domestic corporation from such a corporation, there shall be allowed as a deduction an amount equal to 85 percent of such dividend. Establishes a safe harbor rule for certain transfers or licenses of intangible property to such a corporation.

Authorizes additional appropriations to the United States Customs Service for salaries, expenses, and equipment to enhance investigative resources on the Southwest border, intensify efforts against drug smuggling and money laundering organizations, process cargo, reduce commercial and passenger traffic waiting times, and open all primary lanes during peak hours at ports on such border. Earmarks amounts for: (1) acquisition and other expenses associated with deployment of narcotics enforcement, cargo processing, and counterterrorism technology along the Southwest border; (2) maintenance and support of the equipment and training of personnel to maintain such equipment; (3) new technological equipment; (4) an increase in inspectors, special agents, canine enforcement officers, and general support positions during peak hours for the Southwest border; and (5) construction, improvement, and expansion of Customs Service facilities at Ports of Entry on such border.

Help Is on the Way Military Pay Equity Act of 2001 - Prescribes increases in military basic pay rates as of January 1, 2002, of a minimum of 7.3 percent. Waives for FY 2002 any required adjustment in such pay based upon the General Schedule of Compensation for Federal employees.

Tropical Cyclone Inland Forecasting Improvement and Warning System Development Act of 2001 - Requires the National Weather Service (NWS) to: (1) improve the capability to forecast accurately inland flooding associated with tropical cyclones; (2) develop, test, and deploy an inland flood warning index or system for use by the public and emergency management officials which clearly defines inland flood risks and dangers; (3) train such officials, NWS personnel, meteorologists, and others as appropriate regarding improved forecasting techniques for inland flooding, risk management techniques, and use of such flood warning index or system; and (4) conduct outreach and education activities for local meteorologists and the public regarding the dangers and risks associated with tropical cyclone-induced inland flooding and the use and understanding of such index or system.

Tohono O'odham Citizenship Act of 2001 - Amends the Immigration and Nationality Act to recognize persons listed on the official membership roll of the Tohono O'odham Nation, a federally recognized American Indian nation located in Arizona, as U.S. citizens as of the date such listing occurs. Provides that the valid membership credential issued to such listed persons shall be considered, for all purposes subject to Federal law, equivalent to: (1) a certificate of citizenship; and (2) a State-issued birth certificate.

Congratulates: (1) the people of Peru for the successful completion of free and fair elections on April 8 and June 3, 2001; (2) Alejandro Toledo for his election as President and his commitment to democracy; (3) Valentin Paniagua, the current President, for his commitment to a peaceful transition; and (4) the Organization of American States Electoral Observer Mission for promoting representative democracy by working to ensure free and fair elections in Peru. Call for: (1) the United States to expand its cooperation with the Peruvian Government to promote the strengthening of democratic institutions and the rule of law, economic development, and an improved quality of life for citizens of both countries; and (2) such Governments to act in solidarity to promote democracy and respect for human rights and to enhance cooperation to confront common threats. Expresses: (1) sympathy to the Peruvian people for losses suffered as a result of the June 23, 2001 earthquake and support for their efforts to rebuild; and (2) support for relief and reconstruction assistance to Peru from the international community. Urges the President of the United States to encourage relief entities to expedite assistance.

Minority Populations Diabetes Prevention and Control Act of 2001 - Directs the Secretary of Health and Human Services, through the Centers for Disease Control and Prevention, to increase activities regarding diabetes in minorities, including State-based initiatives.

Children's Act for Responsible Employment of 2001 - CARE Act of 2001 - Amends the Fair Labor Standards Act of 1938 to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies the same age restrictions to agricultural employment as to other forms of employment. Limits exemptions to agricultural labor outside of school hours, if the individual is employed by a specified family member on the member's farm. Raises from 16 to 18 years old the minimum age for engaging in hazardous agricultural employment. Increases civil and criminal penalties for child labor violations. Directs the Secretary of Labor and the Director of the Bureau of the Census to compile data biannually from State employment security agencies and from other sources in all the States concerning: (1) the types of industries and occupations in which children under the age of 18 are employed; and (2) cases in which children were employed in violation of Federal child labor prohibitions. Requires each employer to report to the State employment security agency on any injury to an employee under age 18 that results in lost employment time or any illness such individual incurred while at work. Directs the Secretary to establish closer working relationships with non-governmental organizations and with State and local government agencies having responsibility for administering and enforcing labor and safety and health laws. Requires State and local government agencies to inform the Secretary, upon request, about employee injuries and deaths. Directs the Secretary to: (1) employ at least 100 additional inspectors within the Wage and Hour Division of the Department of Labor to enforce child labor laws; and (2) provide for a ten percent increase in the budget for the Employment Standards Division within the office of the Solicitor of Labor to increase prosecution of violations of such laws. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to direct the Administrator of the Environmental Protection Agency to revise, and review every five years, a farmworker protection standard to take into account the routine presence of children, including nursing children, and nursing or pregnant women employed on, or present near, a farm or in or around a field in which a pesticide is applied. Amends the Workforce Investment Act of 1998 to direct the Secretary to make competitive grants for specified types of programs for migrant and seasonal farmworker youth dropout prevention.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Invest in Space Now Act of 2001 - Amends the Internal Revenue Code to allow a credit for the purchase of space transportation vehicle provider stock (as defined by this Act). Sets forth separate credit limitations for large and small capitalization providers, as well as aggregate annual limitations. Directs the Secretary of Transportation to carry out a United States Commercial Space Transportation Vehicle Industry Authorization Program to provide tax credit eligibility to support qualified commercial space transportation vehicle development startup ventures.

Paso al Norte National Museum of Immigration History Act - Requires the Secretary of the Interior, if land is made available to or by the University of Texas at El Paso under specified conditions, to make a grant for the establishment of the Paso al Norte National Museum of Immigration History (a museum and research center for the interpretation and commemoration of migration at the U.S. southern border). Directs the Secretary, after receiving a grant proposal from the University in agreement with the City of El Paso that meets certain requirements, to award a grant to the University for the establishment of the museum, including planning, design, construction, furnishing, and startup expenses.

Increases from $300 to $500 the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases from $300 to $500 the plot allowance for a veteran who dies in a Department of Veterans Affairs facility or a facility providing Department-contracted care.

Declares that the House of Representations condemns and deplores: (1) the continued detention of Li Shaomin, Gao Zhan, Wu Jianmin, Tan Guangguang, Teng Chunyan, and other scholars detained on false charges by the Government of the People's Republic of China and calls for their immediate and unconditional release; (2) the lack of due process afforded to these detainees and the probable coercion of confessions from some of them; and (3) the ongoing and systematic pattern of human rights violations by the Chinese Government. Urges the Chinese Government to consider: (1) the implications to the broader U.S.-Chinese relationship of detaining and coercing confessions from U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions; and (2) releasing Liu Yaping on humanitarian grounds. Expresses the sense of the House of Representatives that the President should: (1) make the release of the scholars a top priority of U.S. foreign policy with the Chinese Government; (2) make every effort to assist the scholars and their families while discussions of their release continue; (3) make it clear that the detention of U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions of spying and the infliction of human rights violations upon U.S. citizens and residents, is not in the interests of the Chinese Government; and (4) send a special, high ranking representative to reiterate the deep concern of the United States regarding the continued imprisonment of the scholars and to discuss their legal status and immediate humanitarian needs.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Leave No Child Behind Act of 2001 - MediKids Health Insurance Act of 2001 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2001 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Children's Health Insurance Accountability Act of 2001 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Early Learning Linkages Act of 2001 - Repeals the Early Learning Opportunities Act to replace it with a program of grants by the HHS Secretary to State and Local Councils to provide funds to early childhood learning providers to: (1) increase the number of full-day full-year Head Start programs, and the number of children served by Early Head Start and State prekindergarten education programs; and (2) develop linkages among such programs within a community and between them and health care services for young children in ways that facilitate greater access to such programs. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. America's Better Classroom Act of 2001 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships for child opportunity zone family centers. Tax Relief for Working Families Act of 2001 - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act of 2001 - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act of 2001 - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2001 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Amends SSA title IV part B (Child and Family Services) for expansion of the promoting safe and stable families program. Social Services Block Grant Restoration Act of 2001 - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to direct the HHS Secretary to award grants for programs to encourage domestic violence models using multisystem partnerships to address the needs of children exposed to domestic violence. Directs the Secretary to make grants to States to address the mental health and developmental needs of young children. Revises the 21st Century Community Learning Centers Act. Younger Americans Act - Establishes a national youth policy, an Office of National Youth Policy in the Executive Office of the President, and a Council on National Youth Policy. Establishes grants for State and community programs to encourage and assist State agencies, community boards, and area agencies on youth to assure that all youth have access to the full array of core resources. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Juvenile Justice and Accountability Act - Amends the JJDPA to establish grants to States for juvenile accountability block grants. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Uniformed Services Former Spouses Equity Act of 2001 - Requires payment from the monthly disposable retired pay of a member to his or her former spouse in compliance with court orders (division of property) to terminate upon the remarriage of that spouse, effective as of the last day of the month in which the remarriage occurs. Provides that, in the case of a member to whom a final decree of divorce, dissolution, annulment, or legal separation is issued before the member begins to receive retired pay, the disposable retired pay of such member, for purposes of such monthly payments, shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Requires a member's spouse or former spouse to obtain a court order for reapportionment of a member's monthly disposable retired pay by the later of the following dates: (1) two years of the date of the final decree of divorce, dissolution, annulment, or legal separation; or (2) six months after the enactment of this Act. Prohibits the court from treating as part of a member's disposable retired pay amounts which have been waived from such pay in order to receive veterans' disability compensation.

Helping Our Professionals Educationally Act of 2001 - Authorizes the Secretary of each military department to permit a member who is entitled to basic educational assistance under the Veterans Educational Assistance Program (VEAP), has served at least six years, has a critical military skill or is in a military specialty designated as critical, and agrees to serve at least four more years to transfer such assistance to one or more dependents. Allows up to 18 months of entitlement to be transferred. Prohibits a spouse from using such assistance until the transferor has completed six years of service. Prohibits a child from using such assistance until the transferor has completed ten years of service and the child has completed secondary school requirements or is 18 years of age. Authorizes a VEAP-entitled individual to elect to receive an accelerated lump-sum payment of basic educational assistance, under specified conditions. Makes Montgomery GI Bill benefits available for training which leads to licensing or certification in technological occupations. Makes members who continue in the Selected Reserve beyond the ten-year period required for entitlement to educational assistance eligible for such assistance for five years after separation from such service (unless such separation is under other than honorable conditions).

Student Adjustment Act of 2001 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Racial Profiling Prohibition Act of 2001 - Directs the Secretary of Transportation to withhold specified apportionments of Federal-aid highway funds for a State that has failed to: (1) adopt and enforce standards that prohibit the use of racial profiling; and (2) maintain and allow public inspection of specified statistical information on each motor vehicle stop made by a law enforcement officer on a Federal-aid highway in the State.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

School Anti-Violence Empowerment Act - Authorizes the Secretary of Education to award competitive grants to local educational agencies (LEAs) for: (1) crisis intervention programs, including school counselors; and (2) school safety programs for students, staff, and school facilities. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2006 the authorization of appropriations for certain grant programs for Community Policing and "Cops on the Beat" (COPS program). Eliminates provisions for decreasing Federal matching funds and for terminating grant program authority (thus making the authority permanent). Amends the Elementary and Secondary Education Act of 1965 to extend the authorization of appropriations for after-school and life skills programs for at-risk youth. Directs the Secretary to: (1) develop a model violence prevention program for LEAs; and (2) establish and maintain a national clearinghouse to provide LEAs with information on alternative violence prevention programs, and technical assistance to establish and operate them.

Guadalupe-Hidalgo Treaty Land Claims Act of 2001 - Establishes the Guadalupe-Hidalgo Treaty Land Claims Commission to determine the validity of land claims arising out of the Treaty of Guadalupe-Hidalgo of 1848. Authorizes three or more eligible descendants of the same community land grant to petition the Commission for such a determination on behalf of themselves and all other descendants. Directs the Commission to recommend appropriate relief to a valid petition, including whether the community land grant should be reconstituted and its non-Federal lands restored. Directs the Commission to establish a Community Land Grant Study Center at the Onate Center in Alcalde, New Mexico, to be responsible for directing the research, study, and investigations necessary to assist the Commission in performing its duties. Directs the Comptroller General to make available General Accounting Office (GAO) personnel, equipment, and facilities to assist the Commission in performing its activities in examining such land claims. Permits the Commission to review reports prepared by GAO regarding community land grants and to request an interview with the authors of such reports.

Relief, Community Vitalization, and Emergency Readiness in India and El Salvador (RECOVERIES) Act of 2001 - Authorizes the President to provide emergency international disaster assistance for: (1) recovery from the earthquakes of January and February 2001 in the Republic of India and the Republic of El Salvador; and (2) disaster mitigation activities in such countries and other countries that contain highly disaster-prone areas.

Amends the Immigration and Nationality Act to repeal provisions added by the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1998 requiring that an alien physically present in the United States who entered the United States without inspection or who is within one of specified classes (including alien crewmen, aliens continuing or accepting unauthorized employment, and aliens admitted in transit without a visa) be the beneficiary of a petition for immigrant status or an application for a labor certification filed on or before January 14, 1998, in order to apply for permanent resident status. Provides for certain departed aliens to apply or reapply for such status adjustment as a result of the amendment made by this Act.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Internet Freedom and Broadband Deployment Act of 2001 - Amends the Communications Act of 1934 to define "high speed data service" as a service capable of transmitting electronic information at a rate generally not less than 384 kilobits per second in at least one direction. Prohibits the Federal Communications Commission (FCC) and each State from regulating the rates, charges, terms or conditions for, or entry into the provision of, any high speed data service or Internet access service, or to regulate the facilities used in the provision of such service. Prohibits the FCC from requiring an incumbent (established) local exchange carrier to: (1) provide unbundled access to any network elements used in the provision of any high speed data service, other than those elements described in FCC regulations; or (2) offer for resale at wholesale rates any high speed data service. Requires each incumbent local exchange carrier to provide: (1) Internet users with the ability to subscribe to and have access to any Internet service provider that interconnects with such carrier's high speed data service; (2) any Internet service provider with the right to acquire necessary facilities and services to facilitate such interconnection; and (3) any Internet service provider with the ability to collocate equipment in order to achieve such interconnection. Includes high speed data service or Internet access service within the definition of "incidental interLATA services" permitted for a Bell operating company.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Federal Living Wage Responsibility Act - Requires the Federal government and any employer under a Federal contract or subcontract exceeding $10,000 to pay each of their respective workers: (1) an hourly wage (or salary equivalent) necessary for such employee to earn, while working 40 hours a week on a full-time basis, the amount of the Federal poverty level for a family of four; and (2) an additional amount, based on the locality in which a worker resides, sufficient to cover the costs to such worker to obtain any fringe benefits not provided by the worker's employer. Exempts employers that are: (1) small business concerns; or (2) nonprofit, tax-exempt organizations, if the ratio of the total compensation of the chief executive officer to that of the full-time equivalent of their lowest-paid employee is not greater than 25 to 1. Directs the Secretary of Labor to enforce this Act. Makes Federal contractors that are part of a pattern or practice of violations of such wage requirements subject to Federal contract suspension, a five-year ineligibility period, and liability for Government costs of obtaining a replacement contractor. Provides for judicial review of the Secretary's determinations, and authorizes the President to suspend the provisions of this Act in times of emergency. Allows an aggrieved worker to bring a civil action against an employer for appropriate relief for a violation of this Act, if the employer has not paid or reinstated the worker as a result of the administrative action.

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.
