Wildlife on Federal Lands Trapping Act of 1979 - Requires the Secretary of the Interior to issue such regulations relating to trapping as are necessary to carry out the purposes of this Act. Prohibits the Secretary from approving any type of trap unless such trap utilizes the most humane capture method available for the species concerned, and minimizes the probability of capturing species for which such trap was not intended. Directs the Secretary to undertake a research program to develop such types of traps. Establishes an advisory commission to make recommendations to the Secretary with respect to traps designed or intended for use. Prohibits the Secretary from permitting trapping on Federal lands where such trapping may reduce any species below specified levels. Sets forth a procedure for the application and issuance of trapping permits. Requires the attachment of a shipping certificate to any package containing the fur, hide, skin, horn, or feathers of any mammal or bird captured by any trap within any State or the District of Columbia if such package is transported in interstate or foreign commerce. Establishes criminal penalties for: (1) engaging in trapping without a permit issued pursuant to this Act; (2) violating any condition of such permit; (3) violating any regulation of the Secretary relating to trapping; (4) selling or transporting in interstate commerce an unapproved trap; (5) falsifying the shipping certificate; or (6) conveying any package under this Act without affixing the shipping certificate or affixing a false certificate. Authorizes the Secretary to enter into cooperative agreements with States with respect to the imposition of trapping regulations consistent with those prescribed under this Act. Authorizes such appropriations as may be necessary to carry out the purposes of this Act.

Sets forth requirements for loan eligibility concerning the term and amount of the loan and necessary warranties for the solar energy systems covered by such loan. Prohibits conflicts of interest on the part of officers or employees of the Bank. Imposes criminal penalties for the furnishing of false or misleading information by applicants for loans under this Act. Establishes a seven-member Advisory Board to make annual reports to Congress and the President on the operation of the program established by this Act. Prohibits subsidy payments under this Act to any person who has received other Federal assistance for purchase and/or installation of energy systems similar to the solar systems assisted under this Act.

Nuclear Incident Liability Reform Act of 1978 - Amends the Atomic Energy Act of 1954 to require that licensees for nuclear facilities obtain the maximum amount of liability insurance available from private sources. Requires that such licensees participate in an industry retrospective rating plan in addition to maintaining such insurance. Directs the Nuclear Regulatory Commission to establish rules specifying the rates for deferred premiums charged to licensees under such plan in the event of any nuclear incident resulting in public liability which exceeds or appears likely to exceed the level of a licensee's primary financial protection and the amount otherwise available from such licensee for the satisfaction of such liability. Authorizes the Commission to loan to a licensee, at prescribed interest rates, the amount by which an assessment of deferred premiums exceeds the amount which the licensee is able to pay within a reasonable time following any nuclear incident without impairing its ability to provide electric utility service. Repeals the provisions of the Atomic Energy Act of 1954 relating to indemnification of licensees from liability which is in excess of the level of financial protection required of the licensee. Eliminates the $500,000,000 ceiling on indemnification of contractors of the Commission against claims for liability, arising out of contractual activities, which are above the amount of financial protection required of contractors. Repeals provisions of such Act relating to: (1) the $560,000,000 maximum aggregate liability for a single nuclear incident; (2) the collection of fees for indemnification agreements, and (3) compensation to private insurance organizations for services connected with handling indemnifications. Eliminates the exemption from the requirements of financial protection of nonprofit, educational institution licensees. Repeals the Commission's authority to indemnify persons engaged in activities relating to the Nuclear Ship Savannah from liability for nuclear incidents. Terminates the Commission's authority to enter agreements with other indemnitors with respect to emergency assistance payments. Makes technical and conforming amendments to carry out the purposes of this Act.

Geriatric Health Personnel Training Act of 1979 - Amends title VII of the Public Health Service Act (Health Research and Teaching Facilities and Training of Professional Health Personnel) to authorize the Secretary of Health, Education, and Welfare to grant $500,000 for each of six schools of medicine to assist in the establishment and operation of departments of geriatrics. Authorizes the Secretary to make grants to assist schools of medicine in the establishment and operation of continuing education programs in geriatrics for physicians. Authorizes the appropriation of $2,500,000 for fiscal year 1980, and $5,000,000 for each of the next three fiscal years to enable the Secretary to make grants to schools of medicine to assist in developing and conducting training programs designed to prepare armed forces veterans, with appropriate experience as paramedical personnel, to serve as medical assistants in long-term health care facilities. Authorizes the Secretary to make grants and enter into contracts with public or nonprofit colleges and universities for the development of graduate programs for nurses in geriatrics and gerontology.

Long-Term Care Services Act of 1979 - Amends title XI (General Provisions) of the Social security Act to authorize the establishment of an experimental program to subsidize families who agree to care in their own homes, for their dependents who are 65 years of age or older and who would otherwise require, because of physical or mental infirmities, the services of a skilled nursing facility or intermediate care facility. Amends title XVIII (Medicare) of the Social Security Act to provide payment for elderly day care center services. Directs the Secretary of Housing and Urban Development to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in a campus-type setting. Authorizes the Secretary to make interest subsidy payments to holders of mortgages covering such projects. Amends the National Housing Act to authorize the Secretary to insure mortgages secured by properties in projects built pursuant to this Act. Amends title XVIII to provide payment for extended and intermediate care services, and to provide for the creation of an alternative reimbursement formula which will allow participating hospitals with less than 100 beds and less than 60 percent average occupancy to provide long-term care without applying proportional allocation of overhead costs to all patients in such facilities.

Directs the Secretary of Health, Education, and Welfare to take steps to eliminate unnecessary or excessive medical appliance expenditures under the Medicare program by implementing appliance leasing, auditing of medical appliance manufacturers and providers, and by cross-referencing prevailing medical appliance rates. Includes under the term "medical appliance" hearing aids, eyeglasses, dentures, and similar health aids. States that the Federal Trade Commission should continue and increase scrutiny of the medical appliance industries in the interest of consumer protection. States that the Secretary of Health, Education, and Welfare should provide increased assistance to encourage the continuing education and training of hearing specialists, clinical audiologists, and physicians to improve the quality of hearing care, and to encourage the provision by State and local governments of more and better hearing care for the elderly, including a network of examination and treatment sites.

Medicare Deductible and Coinsurance Reduction Act of 1979 - Reduces, under title XVIII (Medicare) of the Social Security Act: (1) the inpatient hospital deductible; and (2) the monthly premiums for hospital insurance for individuals not otherwise eligible for Medicare benefits. Appropriates to the Federal Hospital Insurance Trust Fund the additional amounts required to reimburse the Fund for such additional payments as are caused by the lowering of the inpatient deductibles and monthly premiums. Increases the benefits payable to each individual covered by the supplementary medical insurance program for the aged and disabled. Reduces deductibles, coinsurance, monthly premium and the charges under such program. Authorizes to be appropriated a Government contribution equal to such amount as necessary to reimburse the Federal Supplementary Medical Insurance Trust Fund for such additional payments as caused by the increased benefits payable to individuals and the reduced deductibles and coinsurance charges.

Changes from October 1, 1977, to October 1, 1979, the date by which a State is required under title XVI (Supplemental Security Income) of the Social Security Act to establish or designate an authority to establish and insure the enforcement of standards for institutions, foster homes, or group living arrangements in which a significant number of recipients of supplemental security income reside. Directs the Secretary of Health, Education, and Welfare to furnish to the States such information about the residences of such recipients as is necessary for the States to establish, maintain, and enforce such standards. Requires the Secretary to pay to the States an amount equal to the sums spent by each State for inspecting such institutions.

Cargo Security Act of 1979 - Title I: Cargo Security for Property Being Transported in Interstate and Foreign Commerce - Directs the Secretary of Transportation to establish regulations to assure the safety and security of property under the control of carriers, freight forwarders, or terminal operators subject to the Federal Aviation Act of 1958, the Interstate Commerce Act, or the Shipping Act of 1916 while such property is being transported in interstate or foreign commerce with respect to: (1) proper packaging; (2) proper documentation and labeling; (3) comprehensive and uniform loss reporting; and (4) personnel security. Sets forth civil penalties for the violation of any regulation promulgated by the Secretary pursuant to this Act. Stipulates that orders of the Secretary assessing such a penalty shall be reviewable by the United States Court of Appeals in the circuit in which the violation occurred. Requires the Secretary to submit annual reports to the Congress on the administration of this title. Directs the Secretary to: (1) determine the causes and scope of cargo losses; (2) evaluate cargo theft deterrents; (3) examine insurance liability limitations for carriers; (4) encourage the development of crime prevention technology; (5) study the feasibility of Federal licensing or identification systems; and (6) publicize information concerning cargo security problems and measures designed to eliminate such problems. Sets forth criminal penalties for any individual who, without authority, affixes recognized security seals to goods in interstate or foreign commerce, or who, without authority, willfully removes, breaks, or defaces such a seal. Sets forth criminal penalties for individuals who, without authority, enter into any warehouse, designated storage area, or vehicle containing goods moving in interstate or foreign commerce. Sets forth criminal penalties for knowingly making false statements in making application for employment with common carriers, freight forwarders or terminal operators. Title II: Customs Port Security - Directs the Secretary of the Treasury to issue security and safety regulations to protect cargo at any ports of entry while such cargo is under the control of: (1) any carrier subject to the Federal Aviation Act of 1958, the Interstate Commerce Act, or the Shipping Act of 1916; or (2) any terminal operator. IRA-Employer Plan Coordination Act of 1979 - Amends the Internal Revenue Code to extend to participants in qualified (tax-exempt) private employer pension plans the income tax deduction for cash contributions made by, or on behalf of, such participants to a retirement savings account. Limits such deduction to the excess of the lesser of $1,500 or an amount equal to 15 percent of an individual's employment compensation for the taxable year, over the total amount of contributions made on behalf of such individuals to a plan under which the individual has a nonforfeitable right to 100 percent of his accrued benefits. Specifies limits on the amount of deductible contributions to simplified employee pensions and individual retirement plans. Reduces, by five percent, the allowable deduction for participants in a multiemployer defined benefit plan or church plan. Disallows deductions for employees covered by Government plans, owner-employees, officers of corporations maintaining a plan, ten percent shareholders, and individuals who have attained age 70 1/2. Disallows deductions for individuals who are otherwise qualified but who do not conform to methods prescribed by the Secretary of the Treasury for computing the total amount of plan contributions for a taxable year. Requires the recapture of specified amounts taken as deductions for contributions to a plan in the gross income of a plan participant whose rights under such plan become fully vested. Excludes employee contributions to a qualified employer pension plan from the gross income of the employee. Requires the inclusion in the gross income of a plan participant distributions, not received as an annuity, from a plan to which the participant has made one or more deductible contributions. Imposes an additional tax of ten percent on plan distributions which a plan participant receives before 59 1/2. Requires the administrator of a qualified private employer pension plan to submit an annual written statement of information concerning the plan to its participants. Requires an individual retirement account to contain a method for determining the taxable year in which specific contributions are made to it and the amount of income and loss which is attributable to a specific contribution for each taxable year.

Amends the Older Americans Act of 1965 to authorize the Commissioner of the Administration on Aging to establish a grant program for the purpose of making reimbursements to institutions of higher education to defray a portion of tuition costs, or costs of individual courses of study, applicable to eligible older persons at such institutions. Requires any institution of higher learning desiring to receive reimbursements from the Commissioner to transmit an application to the Commissioner in such form, at such times, and according to such procedures, as the Commissioner may establish. Sets forth assurances to be contained in such application. Provides that the United States courts of appeals shall have jurisdiction, concerning such application, to affirm or to set aside an adverse decision of the Commissioner. States that any older person who is qualified to enroll in any course of study at an institution receiving reimbursements under this Act shall be eligible for such enrollment without being required to defray any cost of tuition or any cost of a course of study. Entitles any institution of higher education whose application is approved to receive reimbursements equal to 55 percent of the cost of tuition or the cost of any study applicable to an older person with respect to whom such reimbursement is sought. States that reimbursements shall be made only for those students who constitute a greater number than those enrolled in 1978 who would have been eligible for benefits if the program were available. Defines the term "older person" as any person 60 years of age or older.

Medicare Long-Term Care Act of 1979 - Repeals existing provisions for post-hospital home health services under title XVIII (Medicare) of the Social Security Act. Establishes, within the hospital insurance program of such title, a program of long-term care benefits to be provided for aged and disabled individuals including all recipients of supplemental security income benefits and to be financed without additional cost to such individuals, through the Federal Hospital Insurance Trust Fund, from funds appropriated by the Federal Government. States that the benefits provided to an individual by such program shall consist of: (1) home health services; (2) homemaker services; (3) nutrition services; (4) long-term institutional care services; (5) day care and foster home services; and (6) community mental health center outpatient services. Requires that, to the maximum extent possible, such benefits shall be provided by or through community long-term care centers, as defined in this Act; and, in any case where a State has an agency which performs the functions of planning and developing such centers and overseeing their operation the Secretary of Health, Education, and Welfare shall make grants to the State or State agency to reimburse it for expenses incurred in the performance of such functions. Directs the Secretary to pay 75 percent of the amount expended by a State for the operation of a State long-term care agency. Enumerates the functions of such an agency. Declares that a community long-term care center shall: (1) provide the items and services listed in this Act to each individual (A) who is eligible for benefits under this part, (B) who resides in the area served by such center and (C) who is certified as requiring such services; (2) evaluate and certify the long-term care needs of an individual for whom such care may be required in order to maintain such individual in an independent living arrangement which is reasonable given such individual's state of health and other circumstances (but not including such individual's economic circumstances); (3) maintain a continuous relationship with (and periodically evaluate not less than annually) each individual who is receiving any of the items and services listed in this Act; (4) provide full opportunity for such individual and his family to participate in the determinations and functions under this Act; (5) provide an organized system for making its existence and location known to all individuals in its service area who are eligible for benefits under this part, and for making known to such individuals the method or methods by which they may most efficiently obtain and use the services which it makes available; and (6) perform such other functions as the Secretary of Health, Education, and Welfare may by regulation prescribe in order to have such center most effectively carry out the purposes of this Act. Defines terms used in this Act, including the services to be provided by community long-term care centers. Directs the Secretary to develop and promulgate to community long-term care centers one or more methods of obtaining payment for the benefits covered under this Act. Requires the Secretary to prescribe regulations setting forth the standards of care for homemaker and nutritional services. Establishes the Federal Advisory Council on Long-Term Care. Sets forth the qualifications of the five members of such Council. States that it shall be the duty and function of the Council to provide advice and recommendations for the consideration of the Secretary on regulations under this Act and on matters of general policy with respect to this Act. States that no regulations of the Secretary under this Act shall become effective unless they have first been approved by the Council. States that the determination of whether an individual is entitled to benefits under this Act shall be made by the Secretary in accordance with regulations prescribed by him. Authorizes the appropriation to the Federal Hospital Insurance Trust Fund of such sums as the Secretary considers necessary for any fiscal year for the purposes of the program created by this Act. Authorizes the Secretary to make grants and enter into contracts with institutions to meet the cost of training programs in the techniques and methods of providing long-term health care.

Establishes procedures for the reimbursement of persons voluntarily delivering handguns to a law enforcement agency. Specifies procedures for the licensing of pistol clubs, including conditions for approval of applications by the Secretary of the Treasury and administrative and judicial review of a license denial or revocation. Sets forth requirements for the operation of licensed pistol clubs, including record keeping of the receipt, sale, or other disposition of handguns. Allows the Secretary, upon request of any State or local government, to release information about the identity of pistol club members and their handguns. Imposes criminal penalties on persons violating the provisions of this Act, including those persons making misrepresentations in required records or license applications. Subjects to seizure and forfeiture any handgun used, or intended to be used, in violation of this Act or any other Federal criminal law.
