Natural Gas Act Amendments

Natural Gas Act Amendments - Amends the Natural Gas Act to direct the Federal Power Commission to establish a national ceiling price for natural gas which allows for an average rate of return on investment by natural gas companies of 18 percent. Authorizes the Commission to establish higher ceiling prices in the cases of high-cost production. Stipulates that higher prices shall be presumed necessary for high-cost independent producers within specified limits. Directs the Commission to collect and verify information on natural gas reserves and production costs. Directs the Commission to report to the Congress and the President such information, together with recommendations and economic analyses of natural gas pricing policies. Directs the Commission to prohibit the curtailment of adequate supplies of natural gas for essential agricultural purposes. Directs the Secretary of Agriculture to determine which agricultural uses shall be deemed essential. Directs the Commission to establish procedures governing allocation of increased rates and charges of natural gas pipeline companies amongst various user classes. Stipulates that residential and small business users of natural gas shall be accorded priority treatment in such cost allocation. Authorizes the Commission to order temporary compliance with delivery obligations where contract disputes threaten to halt delivery of natural gas supplies. Imposes additional requirements for exploration and development of oil and gas leases on Federal lands. Directs the Secretary of the Interior to terminate lease agreements upon failure of the lessee to comply with essential terms of the agreement. Stipulates that persons who have been so terminated shall be ineligible to receive future oil and gas rights on Federal lands.

Requires the board of review to make a separate determination whether an upgraded individual would have been awarded an upgraded discharge under discharge review standards made applicable to all persons administratively discharged under less than honorable conditions. Entitles to veterans' benefits any individual whose upgraded discharge would have been awarded under previous unrevised review standards. Denies, as of the date of enactment, benefits for any disability incurred or aggravated during a period of service from which a veteran was discharged by reason of a bad conduct discharge. States that the Administrator of Veterans' Affairs should not promulgate any new or revised regulations providing any unique or special advantage to veterans who have received upgraded discharges under revised standards, or otherwise make any special distinction between such veterans and other veterans.

Recombinant DNA Act

Recombinant DNA Act - Amends the Public Health Service Act to regulate recombinant DNA activities. Requires that all recombinant DNA activities conducted during the interim control period, which shall begin on the tenth day after the date of enactment of this Act, and end eighteen months after such date or on the date on which certain regulations promulgated by the Secretary of Health, Education, and Welfare take effect, whichever occurs first, be carried out in accordance with the physical and biological containment requirements in the recombinant DNA research guidelines of the Department of Health, Education and Welfare published on July 7, 1976. Requires that every individual or entity responsible for conducting any recombinant DNA activity on the date of enactment of this Act, or to be commenced during the interim control period, submit a report with respect to such activity to the Secretary. Requires each facility conducting any recombinant DNA activity to be licensed in accordance with this Act. Requires the Secretary to promulgate regulations with respect to the issuance of such licenses prescribing containment requirements, laboratory safety requirements, and reporting procedures. Directs the Secretary to promulgate regulations to control the conduct of recombinant DNA activities carried on outside of such licensed facilities prescribing containment and personnel safety requirements. Sets forth the procedure for the issuance of licenses to facilities to conduct recombinant DNA activity with respect to the authority of the Secretary and local biohazards committees to issue such licenses. Requires the Secretary to compile a list of recombinant DNA activities authorized by this Act, and to make such list available for public inspection. Prohibits the licensing of any facility unless a local biohazards committee has been established in accordance with this Act with jurisdiction over such facility. Authorizes such committees to issue licenses to certain facilities, and requires such committees to inspect and monitor recombinant DNA activities conducted in such facilities. Authorizes the inspection of facilities conducting recombinant DNA activities by inspectors designated by the Secretary. Establishes civil and criminal penalties for violation of this Act. Sets forth the procedure for disclosure of certain otherwise confidential data if the Secretary or committee determines that the release of such data is necessary to protect against an imminent, unreasonable risk of injury to health or the environment. Establishes the Recombinant DNA Advisory Committee to advise the Secretary in promulgating regulations required by this Act.

Drought Emergency Relief Act -- Title I: Amendments to the Disaster Relief Act of 1974 -- Extends the provisions of the Disaster Relief Act of 1974 to cover any emergency caused by drought. Authorizes Federal agencies to provide emergency range seeding, install irrigation pipes, and establish comprehensive employment and manpower programs in any major disaster or drought emergency. Authorizes the President to provide temporary assistance in the form of mortgage or rental payments to or on behalf of individuals who, as a result of financial hardship caused by drought, face any mortgage or lien foreclosure, lease termination, or cancellation of any contract of sale. Title II: Amendments to the Public Works and Economic Development Policy Act of 1965 -- Extends the provisions of the Public Works and Economic Development Act of 1965 as amended respecting economic recovery for disaster areas to cover economic recovery from drought emergencies. Title III: Miscellaneous Provisions -- Authorizes assistance for current expenditures to schools located at drought emergency area, and amends the Small Business and Consolidated Farm and Rural Development Acts to authorize the making and insuring of small business and farm loans for persons suffering damages caused by drought. Limits the interest rate of small business loans made by the Government and farm loans made or insured by the Government to one percent per year.

Competition Review Act - Establishes the Competition Review Commission to conduct a study of the laws, regulations, policies and any other practices of the United States having a significant impact on competition. Includes, in the scope of the study, the antitrust laws and exemptions thereto, the patent laws, Internal Revenue laws, the National Labor Relations Act, regulatory policies, and Federal contracting and bidding practices. Directs the Commission to conduct a study of the major industries of the United States to determine the extent and nature of competition within such industries. Enumerates industries to be included in such study. Requires each study to evaluate the effect of the laws and enforcement procedures, policies and other actions of the Federal Government, and degree of concentration within the major industries on: employment, price levels, profit levels, efficiency, the quality of goods and services produced, the ability of the United States to compete with foreign counterparts, and the net benefit or harm to the United States economy. Directs the Commission to report its findings to the President and to Congress within three years of the enactment of this Act. Enumerates the powers of the Commission including the power to issue subpenas.

Includes among the elements of the pilot program (1) partial reimbursement of private businesses for wages paid to newly employed eligible individuals, (2) partial reimbursement of State and local government for wages paid eligible individuals employed in community improvement related jobs, and (3) reimbursement at a rate equal to the Federal minimum wage for wages paid to eligible persons who are are employed in jobs created for those individuals not employed in jobs under (1) or (2). Directs the chief executive officer of each participating county to establish an advisory council to assist in carrying out this Act.

Defense Production Act Amendments - Amends the Defense Production Act of 1950 to prohibit any Federal contracting officer who by virtue of his position is authorized to solicit or select sources of supply, or describe requirements for, enter into, award, modify, terminate, administer, or make determinations or findings with respect to any or contract while so employed, from accepting compensation from any contractor without the written permission of the standards of conduct counselor for his employing agency. Prohibits such contracting officer from owning a controlling interest in any contractor who has been affected by action taken by such officer. Prohibits such contracting officer from accepting employment within two years following his employment with the United States from any contractor who was affected by the action of such officer taken by him or her within three years prior to the termination of his or her employment with such agency, and from accepting employment with such a contractor in a position which was created or subsidized by revenues realized through a Federal contract handled by such officer until five years after the termination of such officer's employment with such agency has been terminated. Prohibits contractors from offering to any such officer of any compensation such officer is prohibited from receiving under this Act. Establishes a Conflict of Interest Review Board to review compliance by contracting officers with this Act. States that the Board shall issue advisory opinions with respect to compensation offered to such contracting officer after notice is published in the Federal Register and interested parties have had an opportunity to present testimony relating to the issuance of such advisory opinion. States that reliance on such advisory opinion shall be a defense to a civil or criminal case brought under this Act. Requires meetings of the Board at which such advisory opinions will be considered to be open to the public. Authorizes the Board to issue rules to implement this Act. Requires the Board to report annually to Congress respecting its activities and recommendations of legislative or regulatory actions to promote high ethical standards for Government employees. Requires the following persons to file specified information with the Board: (1) former Government employees who were employed in any given fiscal year as a representative of a Government contractor in any action in which the United States was a party or in any transaction with the United States; and (2) any Federal employee who was previously employed by a Government contractor at a salary rate equal to or greater than that for positions in grade GS-13. Exempts specified persons from the filing requirements of this Act.

National Community-Based Organizations Youth Job Creation and Training Act - Directs the Secretary of Labor to enter into contracts with national community-based organizations for the provision of: (1) comprehensive employment services and jobs for unemployed persons, particularly youths; (2) career education and counseling services for secondary school students; (3) career education for unemployed persons; or (4) work-study projects in community improvement for unemployed youths. Directs the head of each agency exercising authority under specified programs to assure that special consideration will be given to national community-based organizations in providing employment services and job opportunities pursuant to such programs. Amends the Comprehensive Employment and Training Act of 1973 to direct the Secretary to provide work experience during all months of the year to youth in urban and rural areas. Amends the work incentive program provisions of the Internal Revenue Code to permit a tax credit with respect to wages paid certain previously unemployed employees during the first 12 months of employment.

Directs that any alien who is a national of Chile and is not in the United States be issued a nonimmigrant visa and be admitted to the United States as a nonimmigrant if the consular officer involved determines that such alien: (1) is being persecuted or is in danger of persecution in Chile on account of his political opinions; (2) is not otherwise excludable from the United States; and (3) has applied for such admission during the one year period following the enactment of this Act. States that admission under this Act shall be for a period of two years during which the aliens shall be allowed to accept employment. Directs the Attorney General to examine the case of the alien before the expiration of the two-year period and to grant permanent resident status to such eligible alien. Directs that any alien who: (1) is a national of Chile; (2) is in the United States on the date of enactment of this Act; and (3) would be persecuted or be in danger of persecution in Chile on account of his political opinions, be placed in the custody of the Immigration and Naturalization Service. Requires that such alien be inspected and examined for admission into the United States according to the applicable provisions of the Immigration and Nationality Act. Regards such resident aliens, as lawfully if found to be admissible after such examination, admitted to the United States for permanent residence as of the date of their arrival. Allows the spouse, child, or parents of a national of Chile who has been admitted to the United States pursuant to this Act, to be issued a nonimmigrant visa, admitted to the United States as a nonimmigrant, and treated as other aliens issued nonimmigrant visas under this Act. Declares that aliens who acquire permanent residence status under this Act shall not be charged against the quota of immigrants allotted to Chile under the Immigration and Nationality Act. Supplemental Security Income Reform Amendments - Amends Title XVI (Supplemental Security Income Program) of the Social Security Act to set benefits under such title at the poverty level. Allows each spouse in an eligible couple to receive such benefits in his or her own right. Reduces from 65 to 60 the age of eligibility for such benefits. Provides for the issuance of duplicate benefit checks where the initial checks are lost or delayed. Directs the Secretary of Health, Education, and Welfare to establish an outreach program to assure that all individuals eligible for supplemental security income benefits under such title will be fully informed of the availability and nature of benefits and of the steps to be taken in obtaining them. Requires that any application for benefits under this title shall be acted upon by the Secretary within 30 days after it is filed.

Directs that any alien who is a national of Chile and is not in the United States be issued a nonimmigrant visa and be admitted to the United States as a nonimmigrant if the consular officer involved determines that such alien: (1) is being persecuted or is in danger of persecution in Chile on account of his political opinions; (2) is not otherwise excludable from the United States; and (3) has applied for such admission during the one year period following the enactment of this Act. States that admission under this Act shall be for a period of two years during which the aliens shall be allowed to accept employment. Directs the Attorney General to examine the case of the alien before the expiration of the two-year period and to grant permanent resident status to such eligible alien. Directs that any alien who: (1) is a national of Chile; (2) is in the United States on the date of enactment of this Act; and (3) would be persecuted or be in danger of persecution in Chile on account of his political opinions, be placed in the custody of the Immigration and Naturalization Service. Requires that such alien be inspected and examined for admission into the United States according to the applicable provisions of the Immigration and Nationality Act. Regards such resident aliens, as lawfully if found to be admissible after such examination, admitted to the United States for permanent residence as of the date of their arrival. Allows the spouse, child, or parents of a national of Chile who has been admitted to the United States pursuant to this Act, to be issued a nonimmigrant visa, admitted to the United States as a nonimmigrant, and treated as other aliens issued nonimmigrant visas under this Act. Declares that aliens who acquire permanent residence status under this Act shall not be charged against the quota of immigrants allotted to Chile under the Immigration and Nationality Act. Directs the Attorney General to inform any alien who is a national of Chile or the spouse, child, or parent of a national of Chile of the treatment which may be applied for under this Act before such alien is excluded from admission into or deported from the United States.

Foster Care and Adoption Reform Act - Amends the Aid to Families with Dependent Children program of Title IV of the Social Security Act to repeal the eligibility of children in foster homes for aid under such program. Establishes a separate program under Title IV of Federal assistance for foster care services. Requires each State, in order to receive assistance under such program, to develop a State plan for foster care and adoption services. Requires such State plans to assure that no child shall be placed in foster care unless the child and his family have been provided adequate preventive services designed to avoid unnecessary out-of-home placements or have refused such services. Requires State plans to prohibit the involuntary removal of a child from a home shared with a parent unless there has been a judicial determination that the home situation is dangerous to the child, or the child is in need of supervision or has committed a delinquent offense. Sets forth standards of care which must be established under State plans for foster children. Sets forth the duties of the Secretary of Health, Education, and Welfare in connection with the implementation and administration of the provisions of this Act. Establishes a program of "foster care support payments" as a form of aid to families with dependent children. Specifies the requirements for eligibility for such payments. Directs the Secretary to appoint a Committee on Uniform Adoption Regulations to propose to the Secretary, the President, and Congress a set of uniform adoption regulations which would facilitate adoption. Directs the Secretary, after appropriate hearings, to promulgate final uniform adoption regulations. Directs the Secretary to report to Congress annually on the adoption and foster care programs conducted pursuant to this Act. Requires each State having a plan approved under this Act to make payments to parents who adopt a child after the date of enactment of this Act. Provides for payments on behalf of foster children under circumstances specified in this Act.
