Establishes the National Commission on Federal Budget Deficit Reductions to review all relevant elements of fiscal and monetary policy, identify problems which may hinder the control and reduction of Federal budget deficits, and analyze all potential options which would result in deficit reductions and place the Government on a sound financial basis. Requires the Commission to transmit a report to the President and Congress not later than February 15, 1984, or the close of the 90th day beginning after the date of enactment of this resolution. Requires such report to contain a detailed statement of the findings and conclusions of the Commission, together with its recommendations for such legislation and administrative actions as it considers appropriate. Terminates the Commission 30 days after it submits its report.

Expresses the sense of the House of Representatives that: (1) the President should give priority attention, in discussions with the Japanese, to the realignment of the yen-dollar exchange rates and to achieving greater equilibrium in the flow of goods, services, and investments between the two countries; and (2) measures to achieve such equilibrium should include mechanisms for close consultations and policy coordination in order to maintain acceptable fluctuations in the value of the yen, reduce disparities in the interest-rate levels, and allow equivalent access of foreign investors to domestic capital markets.

Amends the Internal Revenue Code to require income tax returns to include space designated for the taxpayer to specify the amount of cash contributions, if any, which the taxpayer wishes to make to the Federal Government to reduce the public debt. Requires the transfer of amounts designated for this purpose to a special account to be used to reduce the public debt.

Amends the Internal Revenue Code to reduce for calendar year 1984 the rates of aviation-related excise taxes on: (1) airline passengers; (2) seats, berths, etc.; (3) use of international travel facilities; (4) air cargo; (5) aviation fuel; and (6) gasoline. Continues such reduced rates for subsequent calendar years if the unobligated balance in the Airport and Airway Trust Fund is at least $2,300,000,000.

Urges the President to convene a national Conference on Small Business in 1984 to: (1) reaffirm the country's commitment to small business; (2) secure the continued leadership of small businesses with respect to the U.S. economic recovery; (3) assure that small businesses continue their leadership in maintaining the quality of life in the United States; and (4) ensure that the role that small businesses have played in the past growth and development of the United States will continue unimpeded by governmental restraints.

Amends the Export-Import Bank Act of 1945 to prohibit the Export-Import Bank from guaranteeing, insuring, extending credit, or participating in extensions of credit to: (1) Communist countries or agencies, instrumentalities, or nationals of Communist countries; or (2) any other foreign country, agency, instrumentality, or national if the transaction is to be made with respect to a product or service which is for use in or sale or lease to a Communist country. Repeals specified provisions of such Act which permit such transactions. Amends the Trade Act of 1974 to prohibit nonmarket economy countries from participating in any U.S. program or U.S. supported program which extends credits, credit guarantees, or investment guarantees, or makes grants. Repeals the President's authority to waive the freedom of emigration requirements which must be met in order to permit trade with nonmarket economy countries. Terminates any existing credits, guarantees, or grants. Repeals the procedure for waiving the President's authority.

Amends the Internal Revenue Code to require the Internal Revenue Service (IRS) to notify State or local governments of sales of property seized from delinquent taxpayers. Requires the IRS to consider outstanding State or local tax liens on the property in determining the minimum sales price.

Federal Agricultural Policy Review and Development Act - Requires the Secretary of Agriculture to: (1) conduct an opinion survey of the agricultural community within six months as a first step in developing Federal agricultural policy for the remainder of the century; (2) investigate the feasibility of conducting scientific polling on such public policy questions; and (3) summarize and make available to the public the results of such activities.

Declares that the President shall convene a domestic economic summit conference to address the economic situation created by projected large deficits. Requires that such conference convene within 45 days to develop and report to Congress a comprehensive plan to reduce the projected deficits in the United States budget.

Expresses the sense of the Congress that the President should take steps to ensure: (1) substantial equivalence between the number of Soviet officers or employees in the United States and the number of U.S. officers and employees in the Soviet Union; and (2) that comparable restrictions regarding travel, accommodations and facilities are imposed on Soviet officers and employees living in the United States as are imposed on U.S. officers and employees living in the Soviet Union. Requests the President to report to Congress on actions taken to carry out the purposes of this Act.

Expresses the sense of the Congress that, except for national security reasons, the United States should not suspend or restrict agricultural commodity exports to any country unless such suspension or restriction is imposed in connection with a suspension or restriction of all U.S. exports to such country and there is adequate international support of such suspension or restriction.

Expresses the sense of the House of Representatives that the Export-Import Bank should delay extending specified amounts in guarantees and insurance to Mexico and Brazil until the Congress has examined such proposed guarantees and insurance in light of the Export-Import Bank Act of 1945 and the budget and appropriations process for FY 1984.

States that the United States: (1) condemns the Soviet destruction of Korean Air Lines flight 7; (2) calls for an explanation from the Soviets; (3) extends its sympathies to the families who lost loved ones and supports their rights to obtain reparations from the Soviets; (4) calls on the Soviets to assist in the recovery of the remains of the victims; (5) calls for an international investigation by the International Civil Aviation Organization; (6) declares its intention to demand that the Soviets modify their air defense procedures to assure the safety of commercial airliners; (7) finds that this incident will make it difficult for the U.S. and other nations to accept the Soviets as responsible members of the international community; and (8) urges our allies and other nations to cooperate with specified demands on the Soviets.

Provides that for purposes of determining the minimum allocation for any State for highway projects, the amount of taxes paid into the Highway Trust Fund with respect to gasohol and certain methanol and ethanol fuels shall be determined as if such fuels were taxed as gasoline.

Amends the Federal criminal code to provide a mandatory additional prison term of five years for any person who carries or uses, during a commission of a felony, armor-piercing bullets. Requires the court to not suspend any sentence, grant probation or parole, or impose concurrent sentences.

Fringe Benefits Tax Act of 1983 - Amends the Internal Revenue Code to exclude from gross income any fringe benefit which qualifies as a: (1) no-additional-cost service or discount property; (2) working condition fringe; or (3) de minimis fringe. Provides definitions and sets forth special rules for such tax exclusion. Excludes from gross income reductions in tuition provided by an employer to employees, their spouses and dependent children. Excludes from gross income the value of lodging furnished by certain educational institutions to employees, their spouses and dependent children.

Amends the Internal Revenue Code to provide for the reporting of tips by large food or beverage establishments in lieu of allocation requirements if reported tips do not equal eight percent of gross receipts. Allows for a reduction of such percentage under certain circumstances.

Entitles an inspector for the Immigration and Naturalization Service or the United States Customs Service to a civil service annuity after such inspector reaches age 50 and completes 20 years of combined service as an inspector, Federal fire fighter, or Federal law enforcement officer.

Exempts motor common carriers of property from liability under Federal antitrust laws for jointly attempting to establish, establishing, or agreeing upon or performing any contract relating to any rate, allowance, classification, or rule concerning such rate for the intrastate transportation of property in compliance with the law of such State.

Hunters' Protection Act of 1983 - Amends the Federal criminal code to make it a Federal offense to obstruct or impede the participation of any person in a lawful hunt or hunting season. Provides for a fine of not more than $500 and/or imprisonment for not longer than 60 days or if violence or the destruction of property occurs a fine of not more than $5,000 and/or imprisonment for not more than five years.

Asset Indexing Act of 1983 - Amends the Internal Revenue Code to require an inflation adjustment, based on the gross national product deflator, to the adjusted basis of certain assets (corporate stock and real property held for more than one year which is a capital asset or property used in a trade or business) at the time of sale or exchange, solely for the purpose of determining gain or loss on such assets. Excludes from such treatment: (1) creditors' interests; (2) options; (3) net lease property in the case of a lessor; (4) preferred stock with fixed dividends; and (5) stock in small business corporations, personal holding companies, and certain foreign corporations.

Credit Card Protection Act - Amends the Truth in Lending Act to prohibit the disclosure of any payment device number. Specifies circumstances in which such payment device numbers may be disclosed. Defines "payment device number" as any code, account number, or other means of account access that can be used to obtain money, goods, services, or anything of value or a transfer of funds. Extends the current prohibition against the fraudulent use and transportation of credit cards to cover credit card numbers, debit cards, electronic banking cards, or other access devices to a customer's account. Makes possession with unlawful or fraudulent intent of ten or more illegally obtained credit cards, codes, or other means of accessing an account a Federal crime. Confers Federal jurisdiction over any offense where multiple credit cards or other payment devices are used so long as the fraudulent charges amount to $1,000 or more.

Truman, in recognition of the lifetime of outstanding public service he gave to the United States. Commemorates his one hundredth birthday which will be celebrated on May 8, 1984. Expresses the sense of the House of Representatives that the President should: (1) proclaim his or her intention to establish a Productivity and Quality Award to be made to businesses, workers, other individuals, and public sector organizations that make major contributions toward sustained improvement in productivity and quality performance; and (2) establish a President's interagency Productivity and Quality Award Committee to recommend criteria for such awards and to design certificates and medals of commendation for presentation to award recipients.

Inventory Simplification and Reform Tax Act of 1983 - Amends the Internal Revenue Code to eliminate the qualification requirement for the last-in, first-out (LIFO) method of accounting that a taxpayer use no inventory method for financial reporting or credit purposes other than the LIFO method. Allows a taxpayer who adopts the LIFO method to spread increases in taxable income attributable to such change over a ten-year period. Increases from $2,000,000 to $8,000,000 the average annual gross receipts a small business which uses the LIFO method may receive over a three year period in order to qualify for the election to use one inventory pool for any trade or business. Permits a wholesaler or retailer who uses such method to elect the use of inventory pools based on applicable Government price index categories for all items of inventory. Allows the use of such index categories in the pricing of inventories under such dollar-value methods. Allows an election to use a link chain or index method to compute the LIFO value of dollar-value pool without regard to suitability or practicality of any other method. Limits the amount of the LIFO benefit which is subject to recapture to the extent price increases do not exceed the rate of inflation. Allows an election by small businesses which are at least half-owned by active participants in the trade or business and which have average annual gross receipts of 2,000,000 or less for the three taxable years ending with the year of election to use the cash receipts and disbursements method of accounting without regard to any inventory requirements. Permits a taxpayer to reduce the value of a portion of excess inventory items held for more than 12 months. Sets forth a schedule for such reductions.

Expresses the sense of the House of Representatives that: (1) State regulatory commissions should carefully review requests for telephone rate increases; (2) the Federal Communications Commission should ascertain the impact on telephone rates of regulatory changes and judicial decisions and should furnish the House with an estimate of the number of people who would suffer an economic hardship or be forced to discontinue telephone service as a result of such changes and decisions; and (3) specified House committees should consider legislation that will assure affordable telephone service for all the people of the United States.

Amends the Commodity Credit Corporation Charter Act to authorize the Commodity Credit Corporation to export or aid in the development of foreign markets for fish and fish products without regard to whether the fish are harvested in aquacultural operations. Amends the Agricultural Trade Development and Assistance Act of 1954 to include fish within the definition of agricultural commodities, for purposes of that Act, without regard to whether the fish are harvested in aquacultural operations. Deletes the provision which requires that priority be given to financing the sale of food and fiber commodities under title I of such Act. Amends the Food for Peace Act of 1966 to include fish within the definition of agricultural commodities, for purposes of the export sales credit program of that Act, without regard to whether the fish are harvested in aquacultural operations.
