Stipulates that refunds shall not be required if the State applies such funds to an eligible transportation project or to a public conservation or recreation purpose within ten years.

Electronic Fund Transfer Act - Requires the issuers of debit instruments designed to make payments and effect transfers through electronic terminals to do the following: (1) disclose a customer's rights and obligations when an account is opened and when there is a change of terms; (2) make available to the customer a written receipt of every transaction at electronic funds transfer terminals; and (3) furnish a monthly statement to each customer identifying all transactions. Provides a procedure for the correction of account errors. Excuses a customer of liability for unauthorized use of his debit instrument unless the debit instrument issuer can establish customer fraud or negligence. Sets forth liability for system malfunction. Provides civil liability for willful violation of this Act and criminal liability for fraudulent use of debit instruments. Makes bank regulatory agencies and the Federal Trade Commission responsible for administrative enforcement of the terms of this Act.

Second Careers Act - Title I: Findings and Purposes - Expresses the findings of Congress and states the purposes of this Act, including to establish a second careers program to in part redress the pattern of discrimination against workers over 40 and afford them a suitable employment program. Title II: Second Careers Programs - Directs the Secretary of Labor to administer this Act. Requires any program carried out under this Act to include the following: (1) analysis of the local labor force by comparative age factors; (2) activities to familiarize employers in the area with the availability of the workers in the program, and to obtain commitments from on-job-training and work experience sponsors and other employers in the area, to hire second career participants; (3) the formulation of a second career strategy plan by the Secretary of Labor which will include the steps planners intend to take to solve the problems of workers over 40 in the area; (4) the assessment of the skills and experience of a participant in order to formulate realistic career objectives which will enable a participant to compete successfully in the job market; (5) second career counseling; (6) the establishment of second career objectives for program participants; (7) format training agreements between the participant and program manager; (8) the payment by the Secretary of reasonable training costs including training stipends, tuition payments, and payments to on-the-job training sponsors; (9) part-time or flexible-time working hours; and (10) review of work attendance and progress. Requires that program participants be over 40, underemployed, unemployed, or disadvantaged. Lists groups which may qualify as program sponsors. Authorizes appropriations for fiscal years 1979 and 1980 to carry out this Act. Title III: Institute on Age and Employment - Establishes an Institute on Age and Employment in the Department of Labor to help to utilize middle-age and older workers most effectively in the economy.

Establishes the National Solar Energy Advisory Council to advise the Secretary in the performance of his duties under this Act. Directs the Secretary to report to the President and Congress annually starting April 20, 1980 on the progress of the Federal Government and the nation in converting to solar energy.

Imposes fines of up to $1,000,000 for violations of this Act. Prohibits United States persons with major investments in South Africa from: (1) receiving licenses for exports to South Africa; (2) entering into Federal Government contracts; (3) receiving income tax credits for South African taxes; or (4) using Export-Import Bank services, if engaged in unfair employment practices or if not listed on the roster established by this Act. Establishes the mechanism for enforcement of such prohibitions. Establishes an Advisory Board to recommend policy with respect to the exercise of the authority granted under this Act. Requires persons having major investments, as defined in this Act, to notify the Administrator designated by the President to carry out the Act's provisions. Requires the Administrator to establish a roster of all persons complying with required employment practices. Prescribes procedures for findings of unfair employment practices and for enforcement of violations.

Limits the number of animals for which such payments may be made to those in excess of 12 percent but not more than 25 percent of the average number of dairy cows which the dairyman owns during the 90 day period preceding the enactment of this Act.

Requires such promulgating agency to obtain the comments of the Small Business Administration with respect to the impact of such regulation on such individuals and small entities. Requires that such exemptions or lesser standards be incorporated in the proposed regulation where appropriate. States that no person shall have standing in any court to challenge compliance with this Act save individuals, small organizations and small businesses.

Rural Housing Act

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

Authorizes the Secretary to provide up to 75 percent of the purchase and installation costs of selected systems used for research purposes. Requires the Secretary to formulate definitive performance criteria concerning solar photovoltaic systems and to develop a system certification for conforming systems. Directs the Secretary to consult with relevant Federal agencies concerning the use of solar photovoltaic systems in Federal facilities. Requires the Secretary to set up a development and demonstration program of prototype photovoltaic systems at the Solar Energy Research Institute in Golden, Colorado. Directs the Secretary to establish a solar energy data bank at the Golden facility. Requires relevant Federal officials to ensure that small business concerns are granted realistic and adequate opportunities to participate, to the maximum extent possible, in the programs under this Act.

Voluntary Job Preservation and Community Stabilization Act - Directs the Secretary of Commerce to conduct a continuing investigation to identify those industrial, business, agricultural, and service organizations (1) which are in danger of ceasing operation or of outmigration and (2) whose closing or relocation would result in substantial unemployment and economic dislocation in the community. Provides, through the Secretary, loans for technical assistance and status and operating costs to an employee or employee/community corporation which meets certain requirements in order that it may assume ownership and operation of an organization so identified. Conditions loans, among other factors, upon certification that the corporation will allow new employees to participate and will adopt a method for acquisition of stock of persons no longer associated with the organization for the purpose of making it available to all employees on a nondiscriminatory basis. Authorizes loans of up to $15,000 to an employee who wishes to purchase stock in a purchasing corporation and who is unable to secure financing elsewhere.

Comprehensive Family Planning Services, Research in Human Reproduction, and Prevention of Unwanted Teenage Pregnancy Act - Amends the Public Health Service Act to authorize the Secretary of Health, Education, and Welfare to make grants to, and enter into contracts with, public or nonprofit entities to assist: (1) in the establishment, maintenance and expansion of voluntary family planning projects which offer a broad range of family planning methods (including natural family planning methods) to all persons who need and desire them; (2) in the provision through such projects of comprehensive services appropriate to the needs of teenagers who are at risk of unwanted pregnancy; and (3) in the establishment and operation of demonstration projects aimed toward the alleviation of problems of infertility through counseling, referral, and medical services to persons who need and desire them. Authorizes the Secretary to make grants to public or nonprofit private entities and enter into contracts with public or nonprofit private entities and individuals: (1) to establish and maintain a network of community-based informational and educational services designed to help adolescents more fully understand the risks and consequences of teenage pregnancy and childbearing; and (2) to assist in developing appropriate information and educational materials for dissemination to such community-based services. Requires the Secretary to annually report a plan for achieving the purposes set forth in this Act with particular emphasis on assistance to adolescents. Authorizes the appropriation of specified amounts for fiscal years 1979 through 1981 to carry out the programs specified in this Act.

Franchising Termination Practices Reform Act - Requires a franchisor to notify a franchisee at least 90 days in advance of the franchisor's intention to terminate the franchise and to state the reasons for termination. Prohibits a franchisor from cancelling a franchise or failing to renew a franchise unless the franchisor is effecting a market area withdrawal or the franchisor has good cause for failure to renew and has given proper notice. Makes any franchisor who has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Defense Economic Adjustment Act

Defense Economic Adjustment Act - States the purpose of this Act to be to provide advance planning for effective conversion of defense-related industries to productive civilian activity and to provide economic adjustment assistance to affected communities, industries, and workers which may be substantially and seriously affected by reductions in defense expenditures. Title I: Defense Economic Adjustment Council - Establishes a Defense Economic Adjustment Council in the Executive Office of the President, membership to include Cabinet officers, representatives of the business-management community, and representatives of labor union organizations. Defines the duties of the Council, including: (1) encouraging preparation of plans for civilian-oriented public projects; (2) supervising the establishment of a Job Information Bank in the Department of Labor to coordinate State, local and Federal employment services; (3) preparing lists of organizations and consultants engaged in civilian-oriented activity for use by local conversion committees; and (4) preparing and distributing a Conversion Guidelines Handbook. Title II: Alternative Use Committees - Establishes local Alternative Use Committees to undertake economic conversion planning and preparation in the event of reductions in defense spending resulting in substantial and serious unemployment. Provides a fund for performing these duties to be derived from the military contract or base operating costs. Title III: Economic Adjustment Fund - Provides for establishment in the Treasury of a Workers Economic Adjustment Reserve Trust Fund. Requires defense contractors to pay to the Fund an amount equal to one and a quarter percent per year of their gross revenue. Title IV: Economic Adjustment Assistance for Workers - Requires that all displacements in defense related facilities affecting more than five percent of the workers be reported to the State employment office or agency acting as agent for administration of employees' benefits programs. Provides eligible workers with two year entitlement to the following applicable benefits: (1) compensation on a weekly basis to maintain an income equal to 90 percent of the first $20,000 per year and 50 percent of the next $5,000 in excess of $20,000; (2) vested pension credit; (3) maintenance of hospital, surgical, medical, disability, and life insurance coverage; (4) retraining for civilian work; and (5) necessary relocation expenses. Requires all managerial and technical employees who have spent more than 50 percent of the ten years preceding implementation of the plan to participate in a professional retraining program in order to be eligible for benefits. Authorizes the Council to reimburse a State or administering agency (acting as agent of the Council) for all benefits paid. Title V: Use of Certain Research Funds - Amends the Defense Authorization Act of 1970 to expand kinds of independent research and development which can be funded in a defense contract to include projects which the Council believes have a potential relationship to an urgent national requirement in a designated non-defense sector. Title VI: Authorization of Appropriations - Authorizes the appropriation of sums which may be necessary to carry out provisions of this Act.

Provides for agreements with park property owners for provision of exhibits and programs. Permits withholding of park management plan funds by the Secretary if the city of Lowell fails to meet specified criteria. Title III: Role of the Commission - Establishes within the Department of the Interior the Lowell National Historical Park Commission to administer the preservation zone. Requires the Commission to file park preservation plans with the Secretary. Directs the Secretary to publish notice of the approval of park preservation plans in the Federal Register. Directs the Commission to make loans, grants, and technical assistance for the preservation, restoration, or development of specified park property. Provides for the acquisition and disposition of property by the Commission. Enumerates the powers of the Commission, including the holding of hearings, and provides for the staff of the Commission.
