Roadmap for America's Future Act of 2010 - Directs the Secretary of Health and Human Services (HHS) to establish a system of state-based health care exchanges to: (1) facilitate the individual purchase of innovative private health insurance; and (2) create a market where private health plans compete for enrollees based on price and quality. Amends the Internal Revenue Code to allow a tax credit for certain health insurance coverage. Increases the monthly contribution limit for health savings accounts. Amends the Public Health Service Act (PHSA) with respect to individual health insurance coverage. Amends the Employee Retirement Security Income Act of 1974 (ERISA) with respect to rules governing association health plans. Establishes a Health Care Services Commission, including an Office of the Forum for Quality and Effectiveness in Health Care, to conduct and support research, demonstration projects, and dissemination of information on health care services and delivery systems. Independent Health Record Trust Act of 2008 - Prescribes requirements for establishment of a nationwide health information technology via independent health record trusts (IHRTs). Amends title XIX (Medicaid) of the Social Security Act (SSA) to restructure the Medicaid program into a program of grants to states for: (1) acute care for individuals with disabilities and certain low-income individuals; (2) long-term care (LTC) services and supports; (3) survey and certification of medical facilities; (4) program integrity; and (5) administration. Repeals SSA title XXI (State Children's Health Insurance Program) (CHIP, formerly known as SCHIP). Amends the PHSA to direct the Secretary to supplement the costs of private health insurance for eligible low-income families through the distribution of supplemental debit cards. Amends SSA title XVIII (Medicare) to establish a separate program for new Medicare beneficiaries beginning in 2021. Prescribes a formula for increasing the Medicare eligibility age as of January 1, 2021. Consolidates the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund into a unified Medicare trust fund. Amends SSA title XVIII part D (Prescription Drug Program) to prescribe a formula for reducing the part D premium subsidy based on income. Revises other Medicare features, reducing hospital market basket increases, eliminating the indexing of income thresholds for part B income-related premiums, and prescribing a procedure for addressing excess general revenue Medicare funding. Prescribes requirements for speedy resolution of medical liability claims and compensation of patient injuries. Amends the PHSA to authorize the Secretary of Health and Human Services to award grants to states for alternatives to current tort litigation in the resolution of disputes concerning injuries allegedly caused by health care providers or health care organizations. Social Security Personal Savings Guarantee and Prosperity Act of 2010 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to establish a Social Security Personal Savings Fund and a Self-Liquidating Social Security Transition Fund as parts of a new Personal Social Security Savings Program. Prescribes requirements for investment of Personal Social Security Savings Accounts. Establishes in the executive branch a Personal Social Security Savings Board. Requires the phase-in of the normal retirement age to age 67 by 2021. Taxpayer Choice Act - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax (AMT) for noncorporate (individual) taxpayers after 2010; (2) allow taxpayers to elect an alternative income tax system; and (3) exclude from gross income all net capital gains, qualified dividends, and interest. Repeals estate and gift taxes. Competitive American Business Tax - Amends the Internal Revenue Code to: (1) repeal the corporate income tax; and (2) impose a new business consumption tax on the sale of goods and services in the United States by corporations and other businesses, with specified exceptions. Prescribes income deductions and taxes on property and on the importation of services. Job Training Results Act of 2010 - Amends the Workforce Investment Act of 1998 to prescribe requirements for ensuring accountability and job training results in federal job training programs. Replaces Work Flexibility Plans with Job Training Improvement Plans. Spending Enforcement and Control Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to: (1) establish new discretionary spending limits for FY2011-FY2019 as well as total spending limits for FY2011-FY2083; and (2) prescribe administrative and legislative procedures for spending reduction orders. Amends the Congressional Budget Act of 1974 and other federal law with respect to long-term budgeting, spending limits enforcement, five-year fiscal sustainability reviews, and long-term budget reconciliation (including points of order against long-term spending increases beyond a specified level).

Close All Routes and Prevent Asian Carp Today Act of 2010 - Requires the Secretary of the Army to take actions to ensure: (1) the immediate closure and ceasing of operation of the locks at the O'Brien Lock and Dam and the Chicago Controlling Works until a strategy relating to controlled lock operations is developed; (2) the installation of structures in the North Shore Channel and the Grand Calumet and Little Calumet Rivers to prevent the migration of bighead and silver carps into Lake Michigan; (3) the installation of interim barriers in the Chicago waterway system between the Des Plaines River and the Chicago Sanitary and Ship Canal and the Illinois and Michigan Canal and the Chicago Sanitary and Ship Canal to prevent bighead and silver carps from entering the Chicago Sanitary and Ship Canal during a flood event; (4) the operation of the Electrical Disbursal Barrier System at optimal operating power and the expedited completion of proposed barrier IIB of such system; (5) the comprehensive monitoring of the Chicago Sanitary and Ship Canal and all connected waterways for the presence and location of bighead and silver carps; (6) the eradication of any bighead or silver carps discovered in the Chicago waterway system; (7) the upgrading and making permanent of barrier I of the Electrical Disbursal Barrier System in a location and with the features and operations determined to be the most effective; (8) the implementation of measures recommended in the efficacy study authorized under the Water Resources Development Act of 2007 or provided in related interim reports; (9) the implementation of emergency measures to prevent bighead and silver carps from dispersing into the Great Lakes; and (10) the acquisition of real estate necessary for the construction, operation, and maintenance of the Electrical Disbursal Barrier System. Requires the Secretary to report to Congress on strategies for addressing any effects with respect to commerce and flood control resulting from such actions.

Lists, as eligible grantees, state and local educational agencies, authorized public chartering agencies, and tax-exempt organizations that have successfully supported the replication and expansion of such schools. Sets forth the attributes that are to give such entities grant priority, including their serving or planning to serve a large percentage of low-income students from public schools with low-graduation rates or schools identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Authorizes grantees to use up to 20% of a grant to establish a reserve account to assist them in acquiring and developing new facilities for successful public charter schools through: (1) credit enhancement initiatives; (2) the establishment of revolving loan funds; (3) direct spending or financing; or (4) partnerships with community development or other mission-based financial institutions. Directs the Secretary to conduct an independent, comprehensive, and scientifically sound evaluation of the effect this Act's initiatives have on student achievement, but no sooner than three years after this Act's enactment.

Permits a successful appeal from the ruling of the Chair in the Senate on such prohibition, but only by an affirmative roll call vote of two-thirds of its Members. Repeals Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House, and known as the "Gephardt Rule," providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.

Requires the trustees to liquidate the trust and its assets by December 24, 2011, unless: (1) the trustees report to Congress that liquidation would not maximize profitability of the company and the return on investment to the taxpayer; and (2) Congress enacts into law a joint resolution approving continuation of the TARP management plan established under this Act.

Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Instructs the NRC to request additional funding and personnel resources from Congress to implement this Act without delaying consideration of applications for Combined Construction and Operating Licenses or reactor design certifications not subject to expedited procedures under this Act. Requires each national laboratory with expertise in the nuclear field to dedicate personnel to support expedited licensing and design certification procedures. Directs the NRC and the Department of Energy (DOE) to direct educational funding to programs to enhance or directly support the activities authorized by this Act. Instructs the Secretary of Energy to establish a National Nuclear Energy Council. Authorizes appropriations for the Nuclear Power 2010 program. Directs DOE and the NRC to reevaluate the Next Generation Nuclear Power Plant schedule for purposes of significant acceleration. Prohibits use of the Federal Land Policy and Management Act of 1976 to arbitrarily prevent uranium mining on federal lands. Prohibits the federal government from collecting additional leasing fees, beyond those currently applicable to mine uranium on federal lands. Requires that any remediation fees collected in association with commercial uranium mining on federal lands be applied only to remediation of sites that incurred damage as a result of commercial nuclear activities. Prohibits the application of such fees to remediation of sites that incurred damage as a result of government or government-sponsored activities.

Healthy Savings Act of 2009 - Amends Internal Revenue Code provisions relating to health savings accounts (HSAs) to allow: (1) spouses to make increased catch-up contributions to a single HSA; (2) Medicare Part A beneficiaries to establish and contribute to an HSA; (3) veterans eligible for service-connected disability benefits and individuals eligible for Indian health service assistance to establish an HSA; (4) HSAs to incorporate flexible spending and health reimbursement arrangements; (5) the use of HSAs to purchase health insurance; (6) payment of certain medical expenses incurred before the establishment of an HSA; and (7) payments from an HSA for prescription and over-the-counter drugs that aid in the prevention and management of chronic diseases. Allows Medicare beneficiaries participating in a Medicare Advantage medical savings account (MSA) to exclude from gross income payments made to their MSAs. Treats as medical care for purposes of the tax deduction for medical expenses certain exercise equipment and physical fitness programs and certain nutritional and dietary supplements.
