Security Council, the Friends of UNAMID working group, and the U.N. Department of Peacekeeping Operations to resolve outstanding force and equipment issues.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). The White House Conference on Food and Nutrition - Directs: (1) the President to call the White House Conference on Food and Nutrition to be convened in order to make fundamental policy recommendations on ways to end hunger and to improve nutrition in the United States; and (2) the Secretary of Health and Human Services, the Secretary of Agriculture, and the Secretary of the Treasury to plan and conduct the Conference. Sets forth Conference provisions.

Condemns all forms of sexual violence, including rape, in the Democratic Republic of the Congo. Calls on the government of the Democratic Republic of the Congo to address the large-scale sexual violence in the Democratic Republic of the Congo. Urges an increased U.S. and donor country effort to provide greater assistance for police and military human rights training in the Democratic Republic of the Congo. Calls on the Secretary of State to: (1) appoint a special envoy to the Democratic Republic of the Congo to sustain U.S. engagement in a peace process and stabilization programs; and (2) encourage the Congolese government to refer individuals or armed groups found guilty of rape and sexual violence consistent in magnitude to crimes against humanity to an international criminal court system. Encourages: (1) the international community to ensure greater coordination in its response to sexual violence and to provide further humanitarian assistance in the eastern Democratic Republic of the Congo; (2) full implementation of U.N. Security Council Resolution 1325 and related law and policy on the protection of women and girls; and (3) U.S. companies in the Democratic Republic of the Congo to exert oversight concerning where their products are coming from and who is benefiting from the trade. Reaffirms support for constitutional government, the rule of law, human rights, and democratic processes in the Democratic Republic of the Congo.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

Employee Misclassification Prevention Act - Amends the Fair Labor Standards Act of 1938 to require every employer to: (1) keep records of non-employees (contractors) who perform labor or services (except substitute work) for remuneration; and (2) provide certain notice to each employee and non-employee, including their classification as an employee or non-employee and information concerning their rights under the law. Makes it unlawful for any person to fail to accurately classify an employee or non-employee. Doubles the amount of liquidated damages for maximum hours, minimum wage, and notice of classification violations by an employer. Subjects a person who repeatedly or willfully violates such notice requirements to a civil penalty not to exceed $10,000 for each violation. Directs the Secretary of Labor to establish a web page on the Department of Labor website that summarizes the rights of employees under the Fair Labor Standards Act and other federal laws. Requires, as a condition for a federal grant for the administration of state unemployment compensation, for the state's unemployment compensation law to include a provision for: (1) auditing programs that identify employers that have not registered under the state law or that are paying unreported compensation where the effect is to exclude employees from unemployment compensation coverage; and (2) establishing administrative penalties for misclassifying employees or paying unreported unemployment compensation to employees. Requires any office, administration, or division of the Department of Labor to report any misclassification of an employee by an employer that it discovers to the Department's Employment Standards Administration (ESA). Authorizes the ESA to report such information to the Internal Revenue Service (IRS).

Extractive Industries Transparency Disclosure Act - Amends the Securities Exchange Act of 1934 to instruct the Securities and Exchange Commission (SEC) to require specified annual reports of an issuer to disclose the total payments made to an agency or instrumentality of a foreign government: (1) for natural resources in a foreign country; or (2) in connection with the extraction of natural resources from a foreign country. Requires compilation of such information so that it is accessible by the public directly from the SEC website without separately accessing the annual reports of each issuer filing the information on the EDGAR system.

Don't Let the Bed Bugs Bite Act of 2008 - Authorizes the Secretary of Commerce to provide grants to an eligible state to assist the state, if the State has established a program to inspect at least 20% of rooms in lodging facilities in the state, for cimex lectularius, commonly know as the bed bug. Allows a state to use a grant to conduct inspections, train inspection personnel, and educate lodging proprietors and staff about prevention and eradication of bed bugs.

Home Retention and Economic Stabilization Act of 2008 - Amends the Truth in Lending Act to establish the right of an eligible deferred-foreclosure consumer, defendable in court, to defer initiation of a foreclosure or related action, including a foreclosure sale, brought by any creditor, servicer, or holder of an eligible deferred-foreclosure mortgage, during a specified deferment period. Declares invalid any foreclosure action or proceeding regarding a deferred-foreclosure mortgage if the creditor or servicer fails to notify the consumer: (1) at least 30 days before instituting the action or proceeding; and (2) at least once during each subsequent 30-day period until the foreclosure becomes final. Prescribes procedures governing: (1) initiating foreclosure deferment; (2) payment notices during the deferment period; and (3) the manner of consumer payment during the deferment period. Amortizes over the life of the mortgage the difference between the amount of monthly payment due under the eligible deferred-foreclosure mortgage and the deferment payment amount. Prohibits a creditor or servicer from imposing any late fee or other fee or charge during the deferment period. Requires the creditor or servicer to provide the consumer with separate, written notification, distinct from all other correspondence, regarding: (1) any interest rate increase with respect to a sub-prime mortgage; (2) any minimum monthly payment increase with respect to a negative amortization mortgage; (3) clear and conspicuous disclosure of the good faith estimate of the monthly payment applicable after the adjustment or reset date; and (4) a list of alternatives available to consumers prior to the date of adjustment or increase. Authorizes appropriations for the Neighborhood Reinvestment Corporation to implement foreclosure mitigation activities.

Gas Price Spike Act of 2008 - Amends the Internal Revenue Code to impose a windfall profit tax on crude oil, natural gas, or products of crude oil or natural gas. Defines "windfall profit" as so much of the profit on a sale of crude oil, natural gas, or related products as exceeds a reasonable profit. Establishes the Reasonable Profits Board to determine levels of reasonable profit from the sale of such products. Allows a tax credit for the purchase of certain fuel-efficient, American-made passenger vehicles. Authorizes the Secretary of Transportation to make grants to operators of mass transit systems, including bus and commuter rail systems, to reduce passenger fares on such systems.

Stop Child Abuse in Residential Programs for Teens Act of 2008 - Directs the Assistant Secretary for Children and Families of the Department of Health and Human Services to require each location of a covered program to meet specified minimum standards if individually or together with other locations it has an effect on interstate commerce. Defines "covered program" as one not operated by a governmental entity that for children unrelated to the program owner or operator: (1) provides a 24-hour residential environment with specialized education or treatment, therapy, counseling, behavior modification, discipline, rehabilitation, emotional growth services, or related services; and (2) operates with a focus on serving children with emotional, behavioral, or mental health problems or disorders, or problems with alcohol or substance abuse. Directs the Assistant Secretary to: (1) establish a process for conducting unannounced site inspections of each covered program location to determine compliance with such standards; (2) implement an on-going review process for investigating and evaluating reports of child abuse and neglect; (3) establish a national toll-free telephone hotline to receive such complaints; (4) establish civil penalties for violations of standards; and (5) establish a process to ensure that complaints received by the hotline are promptly reviewed by persons with appropriate expertise. Requires the Assistant Secretary to refer any violation of such standards to the Attorney General for appropriate action. Authorizes the Attorney General to file such a complaint on his or her own initiative regardless of whether such a referral has been made. Authorizes a private right of action in a U.S. district court for harm caused by a violation of minimum standards. Amends the Child Abuse Prevention and Treatment Act to establish additional eligibility requirements for grants to states to prevent child abuse and neglect at residential programs. Require such states to develop policies and procedures to prevent child abuse and neglect at covered programs consistent with the standards specified by this Act.

Great Ape Protection Act - Prohibits: (1) persons from conducting invasive research on great apes; (2) federal funds from being used to conduct such research; (3) persons from knowingly importing, exporting, transporting, moving, delivering, receiving, possessing, renting, loaning, purchasing, or selling great apes for such research; and (4) persons from breeding great apes for use in such research. Declares that this Act does not limit or prevent individualized medical care performed on great apes by licensed veterinarians for the benefit of the great apes. Requires the Secretary of Health and Human Services (HHS) to provide for the permanent retirement of all great apes that are owned or under the control of the federal government and that have been used for invasive research. Authorizes the Secretary to provide for the euthanizing of such apes if it is in their best interest as determined by an attending veterinarian and endorsed by a second, unaffiliated veterinarian. Defines "invasive research" to mean experimental research that may cause death, bodily injury, pain, distress, fear, injury, or trauma to great apes. Excludes: (1) close observation of natural or voluntary behavior, provided that it does not require the removal of apes from their social group or environment or require an anesthetic or sedation event to collect data or record observations; or (2) post-mortem examinations of great apes following their natural death.

Women's Environmental Health and Disease Prevention Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants for the development and operation of centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each such center to: (1) conduct basic or clinical research; (2) develop protocols and conduct training programs for physicians, scientists, nurses, and other health and allied health professionals; (3) disseminate information to such professionals and the public; and (4) emphasize activities that are directed toward preventing the development in women of the diseases and conditions involved. Allows a center to use funds to provide stipends for health and allied health professionals enrolled in training programs. Requires each center to establish and maintain ongoing collaborations with community organizations in the geographic area served by the center, including organizations that represent women or children with disorders that appear to stem from environmental factors. Requires the Director to provide for the coordination of information among centers and ensure regular communication between them.

Cell Tax Fairness Act of 2008 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Environmental Hormone Disruption Research Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to establish a comprehensive program to: (1) research the health effects on women and children that may result through disruption of the hormone systems; (2) carry out research, development, and demonstrations on technologies to mitigate the occurrence of hormone-disrupting pollutants in the environment and their unintended effects on ecological and wildlife health, in cooperation with the United States Geological Survey (USGS); and (3) coordinate U.S. research on hormone disruption with research conducted in other nations. Requires the program to provide for: (1) the collection and dissemination of scientifically valid information on human health effects of hormone-disrupting pollutants, the extent of human exposure to such pollutants, and the exposure of wildlife species to such pollutants and possible associated health effects; and (2) research on mechanisms by which such pollutants interact with biological systems, testing for hormone disruption, and the identity and fate of hormone-disrupting pollutants in the environment. Gives the Director principal responsibility for conducting and coordinating research on the unintended effects of hormone-disrupting pollutants on human health and the environment. Requires the Secretary of Health and Human Services to establish the Hormone Disruption Research Interagency Commission. Establishes a Hormone Disruption Research Panel to make recommendations on the design and implementation of the program.

Food Assistance to Improve Reintegration Act of 2008 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal the denial of food stamp eligibility for a person convicted of a felony which has as an element the possession, use, or distribution of a controlled substance. .

Pathways Advancing Career Training Act - Authorizes the Secretary of Labor to make formula matching grants to states with approved plans for programs that provide preparatory and supportive services, information on career and technical education, training, pre-apprenticeship assistance, and related services, including tuition assistance, to: (1) single parents and displaced homemakers; and (2) individuals pursuing nontraditional training and employment in fields where individuals from one gender compose less than 25% of workers. Requires the Secretary, through the award of competitive grants, contracts, or cooperative agreements with an independent institution of higher education, public or private nonprofit organization, or state agency, to conduct at least one multi-site evaluation of such programs. Requires eligible state agencies to administer such programs, make competitive subgrants to eligible entities, and identify certain core indicators of performance.

Physician Availability Act of 2008 - Requires each covered hospital to have a qualified physician available in the hospital 24 hours a day, seven days a week, to attend to the needs of the hospital's inpatients. Defines a "covered hospital" to: (1) include hospitals participating in Medicare or Medicaid or receiving federal funds; and (2) exclude hospitals in a federal facility or hospitals that the Secretary of Health and Human Services determines have fewer than 100 licensed beds. Considers a physician to be available if: (1) the physician is physically present in the hospital; (2) the physician's primary responsibility is to be in attendance to serve the needs of the hospital's inpatients without delay; and (3) the physician is not physically present in, assigned to, serving in, or expected to cover the hospital's emergency room or emergency department. Sets forth penalties for violations.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.
