Commends: (1) hospitals, community clinics, educational institutes, and other organizations that are working to increase awareness of, and conducting research for methods to help patients suffering from, the disorder; and (2) the Spastic Paraplegia Foundation for its efforts to educate, support, and provide hope for individuals who suffer from the disorder, while funding research to help find a cure. Expresses support for the designation of a Hardy Brown Primary Lateral Sclerosis Awareness Month.

National Diabetes Coordinator Act of 2008 - Amends the Public Health Service Act to establish within the Office of the Secretary of the Department of Health and Human Services (HHS) the position of National Diabetes Coordinator, whose duties shall be to: (1) serve as the Secretary's principal advisor on reducing the rates of diabetes and its complications; (2) develop a measurement for the incidence of diabetes; (3) develop and coordinate implementation of a national strategy to reduce the incidence, progression, and impact of diabetes and its complications; (4) provide leadership and coordination to ensure that diabetes-related programs and policies of HHS are coordinated internally and with those of relevant federal, state, and local agencies with a goal of avoiding duplication of effort, maximizing impact, and marshaling all government resources; and (5) coordinate public and private resources to develop and lead a public awareness campaign regarding the prevention and control of diabetes and its complications. Requires reports to the President: (1) from the HHS Secretary on a national strategy to reduce the incidence, progression, and impact of diabetes and its complications; (2) from the Director of the Office of Personnel Management (OPM) on negotiations with health plans to include appropriate standards and activities to reduce risk factors for diabetes and encourage prevention and early treatment; and (3) from the Secretary of Agriculture on ways in which food programs and nutritional support can be better targeted at concerns specific to those at risk for diabetes or those already diagnosed whose complications could be reduced by more effective diet.

Condemns the December 11, 2007, terrorist attacks in Algiers, Algeria, and other such attacks against innocents and those who would assist the most vulnerable. Expresses sympathy for the victims of these terrorist attacks and their families. Reaffirms support for the people of Algeria as they recover from these attacks and for their continued struggle against extremism and violence. Expresses readiness to assist the Algerian authorities in their efforts to bring to justice those individuals responsible for such attacks in Algeria.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

End Racial Profiling Act of 2007 or ERPA - Prohibits law enforcement agents or agencies from engaging in racial profiling. Defines "racial profiling" as the practice of a law enforcement agent or agency relying, to any degree, on race, ethnicity, national origin, or religion in selecting which individual to subject to routine or spontaneous investigatory activities or in deciding upon the scope and substance of law enforcement activity following the initial investigatory procedure. Allows the United States, or individuals injured by racial profiling, to bring civil actions for declaratory or injunctive relief. Requires federal law enforcement agencies to: (1) maintain adequate policies and procedures for eliminating racial profiling; and (2) cease existing practices that permit racial profiling. Requires states, local governments, and Indian tribes applying for federal law enforcement assistance grants to certify that they: (1) maintain adequate policies and procedures for eliminating racial profiling; (2) have eliminated any existing practices of racial profiling; and (3) have established an administrative complaint procedure and independent auditor program for addressing complaints of racial profiling. Requires the Attorney General to: (1) carry out a two-year demonstration project to collect data on hit rates for stops and searches by law enforcement agents; (2) make grants to develop and implement best practice devices and systems to eliminate racial profiling; and (3) issue regulations for data collection and make reports on racial profiling.

Improving Access to Workers' Compensation for Injured Federal Workers Act - Amends the Federal Employees' Compensation Act to include physician assistants, nurse practitioners, clinical nurse specialists, certified nurse midwives, or certified registered nurse anesthetists as eligible providers of medical, surgical, and hospital services and supplies under such Act.

Environmental Justice Access and Implementation Act of 2007 - Requires specified federal agencies to establish an Office of Environmental Justice pursuant to Executive Order 12898 (concerning federal actions to address environmental justice in minority and low-income populations). Defines "environmental justice" as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, educational level, or income in the development, implementation, and enforcement of environmental laws and regulations. Requires the inclusion of minority and low-income populations with health vulnerabilities and exposure to certain environmental conditions in criteria for defining an environmental justice community. Requires federal agencies to integrate the environmental justice strategy developed under Executive Order 12898 into their operations and missions and explicitly address compliance with this Act. Directs the Interagency Federal Working Group on Environmental Justice (Working Group) to coordinate an integrated environmental justice training plan for federal agencies. Requires federal agencies subject to the requirements of this Act to carry out certain outreach activities relating to environmental justice and to report on such activities to the Working Group. Directs federal agencies to fund and establish community technology centers to provide technical assistance and other services in the environmental justice area. Requires the President and the Government Accountability Office (GAO) to provide certain reports to Congress relating to environmental justice.

Drug Sentencing Reform and Cocaine Kingpin Trafficking Act of 2007 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to increase the amount of a controlled substance or mixture containing a cocaine base (i.e., crack cocaine) required for the imposition of mandatory minimum prison terms for crack cocaine trafficking to eliminate the sentencing disparity between crack and powder cocaine. Eliminates the five-year mandatory minimum prison term for first-time possession of crack cocaine. Directs the U.S. Sentencing Commission to review and amend, if appropriate, its sentencing guidelines for trafficking in a controlled substance to reflect the use of a dangerous weapon or violence in such crime and the culpability and the role of the defendant in such crime, taking into account certain aggravating and mitigating factors. Directs the Attorney General to make grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities. Authorizes the Attorney General to make grants to establish demonstration programs to reduce the use of alcohol and other drugs by substance abusers while incarcerated and until the completion of parole or court supervision. Increases monetary penalties for drug trafficking and for the importation and exportation of controlled substances. Authorizes appropriations to the Departments of Justice, the Treasury, and Homeland Security for FY2008-FY2009 for the prosecution of, and for supporting the prosecution of, high-level drug offenses.

Prescribe A Book Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.

Recognizes the special legal and political relationship the Indian tribes have with the United States and the solemn covenant with the land we share. Commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land. Recognizes that there have been years of official depredations, ill-conceived policies, and the breaking of covenants by the U.S. government regarding Indian tribes. Apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens. Expresses the regret of the United States for the ramifications of former wrongs and its commitment to build on the positive relationships of the past and present to move toward reconciliation. Urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history. Commends the state governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all state governments to do the same. Declares that nothing in this Joint Resolution authorizes or supports any claim against the United States or serves as a settlement of any claim against the United States.

Urges the United States, other drug-consuming countries, and the Caribbean countries to increase counter-narcotics efforts in the Caribbean region.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

Medicare Electronic Medication and Safety Protection (E-MEDS) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to: (1) make incentive payments for physician use of an electronic prescription drug program (E-prescribing); and (2) reduce by 10% the fee schedule amount for failure to use E-prescribing. Directs the Administrator of the Centers for Medicare & Medicaid Services to report to Congress on progress on implementing E-prescribing under the Medicare electronic prescription drug program.

Phylicia's Law - Amends the Elementary and Secondary Education Act of 1965 to require local educational agencies applying for funds under the Safe and Drug-Free Schools and Communities program to require schools sponsoring off-premises overnight field trips to develop, and provide to parents whose children are to be taken on such trips, written safety plans that include: (1) policies on curfews, room checks, and chaperone qualifications; and (2) emergency procedures to be followed when a serious injury or death occurs.

Keeping Americans Warm Act of 2007 - Appropriates funds for FY2008 to the Secretary of Health and Human Services for emergency payments to states under the Low-Income Home Energy Assistance Act of 1981, notwithstanding such Act's requirement that funds be made available only after the President's submission to Congress of a formal budget request that includes a designation of the requested amount as an emergency requirement.

Recognizes the 20th anniversary of observing World AIDS Day. Commends the President and state and local governments for publicizing its importance and encouraging individuals to undergo HIV testing. Expresses support for: (1) the goals and ideals of such Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) providing universal access to comprehensive prevention, treatment, care, and support programs by 2010; and (4) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty, hunger, and childhood mortality and by empowering women.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Medicare Fracture Prevention and Osteoporosis Testing Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

IDEA Fairness Restoration Act - Amends the Individuals with Disabilities Education Act to include expert witness fees, including the reasonable costs of any test or evaluation necessary for the preparation of the parent or guardian's case in the action or proceeding, within the definition of "attorneys' fees" that may be awarded to the prevailing party in a civil action brought under such Act.

College Opportunity and Affordability Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize various programs. Revises the definition of institutions of higher education (IHEs) to include schools that enroll students who are also enrolled in secondary school. Establishes new college cost and assistance information resources for students, parents, and the public. Bars certain business arrangements, inducements, and conflicts of interests between IHEs and student loan providers. Establishes a new Teacher Quality Partnership grant program under title II for high-need local educational agencies (LEAs), high-need schools, and IHEs, replacing the Teacher Quality Enhancement Grants for States and Partnerships program. Creates a new Part C (Enhancing Teacher Education) to title II providing grants for: (1) a Recruiting Teachers With Math, Science, or Language Majors program; (2) a Community Colleges as Partners in Teacher Education Grants program; (3) a Centers of Excellence program for teacher education at certain minority-serving institutions; (4) a Teach For America program; and (5) the establishment of State Early Childhood Education Professional Development and Career Task Forces. Revises title III Institutional Aid programs providing grants to IHEs serving high percentages of minority and low-income students to establish new grant programs for Predominantly Black Institutions, Asian American and Native American Pacific Islander-serving institutions, and Native American-serving nontribal institutions. Establishes a YES Partnerships grant program to engage minority youth in science, technology, engineering, and mathematics. Revises and reauthorizes title IV Student Assistance programs. Alters the Pell grant maximum and allows year-round grants. Broadens the array of students eligible for Academic Competitiveness grants and National Science and Mathematics Access to Retain Talent (SMART) grants. Eliminates Academic Achievement Incentive Scholarships and Learning Anytime Anywhere Partnerships programs. Turns the Robert C. Byrd Honors Scholarship program into: (1) scholarship and loan forgiveness programs for mathematics and science students; and (2) a program providing grants to partnerships between IHEs and LEAs to improve the teaching and learning of critical foreign languages. Increases the information to be provided to federal student loan borrowers by IHEs, lenders, and guaranty agencies. Expands the child care provider loan forgiveness program under the Federal Family Education Loan and Direct Loan programs to include individuals employed in certain areas of national need. Expands the types of public service occupations for which Perkins loans may be canceled. Excludes certain military housing benefits from title IV need analyses. Requires the development of simplified and electronic student aid application forms and a system providing students and parents with early aid information and eligibility estimates. Establishes a program to encourage the development of articulation agreements among IHEs within states and across state lines. Establishes an Accreditation Ombudsman to address the grievances of those involved in the accreditation process. Revises the title V Developing Institutions grant program for Hispanic-serving institutions. Establishes a new grant program for graduate programs at such institutions. Revises and reauthorizes title VI International Education programs. Establishes a new: (1) Preparing for Early Foreign Language Instruction program providing grants to partnerships between IHE foreign language departments and LEAs; and (2) Science and Technology Advanced Foreign Language Education grant program for IHEs. Revises and reauthorizes title VII Graduate and Post-Secondary Improvement programs. Establishes Patsy T. Mink graduate fellowships for women and minorities studying to enter the professoriate. Establishes new Fund for the Improvement of Postsecondary Education programs. Replaces the Urban Community Service grant program with an Urban-Serving Research Institutions grant program. Establishes programs to support disabled students' access and transition to postsecondary education. Creates grant programs to increase nursing school capacity and provide nurses with the scholarships and release time needed to qualify as nursing school faculty. Establishes a new title VIII creating additional HEA programs to: (1) reward IHEs that make no more than inflationary adjustments to their tuition; (2) provide students with work experiences related to their educational objectives; (3) assist IHEs in implementing articulation agreements; (4) help low-income students complete postsecondary education and training; (5) help students move from developmental studies into, and through, occupational studies; (6) assist Project Grad USA implement education reform services; (7) improve the college enrollment rates of secondary schools; (8) thwart diploma mills; (9) enhance student safety and emergency management at IHEs, and provide IHEs with disaster loans; (10) promote rural development through partnerships between rural IHEs and other rural entities; (11) improve science, technology, engineering, and mathematics (STEM) education, especially for Alaska Native and Native Hawaiian students; (12) create a national database on financial assistance for STEM studies; (13) promote the training and job placement of real time writers; (14) assist IHEs in implementing model programs to address veterans' needs in postsecondary education; (15) support IHE sustainablity programs; and (16) promote the study of modeling and simulation. Revises and reauthorizes various programs under the Education of the Deaf Act of 1986, the Higher Education Amendments of 1998, the Higher Education Amendments of 1992, the Tribally Controlled College or University Assistance Act of 1978, and the Navajo Community College Act. Creates a grant program for two tribally controlled postsecondary career and technical institutions under the Tribally Controlled College or University Assistance Act of 1978. Repeals certain programs under the Higher Education Amendments of 1998. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish a loan forgiveness program for prosecutors and public defenders. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish a Minority Serving Institution Digital and Wireless Technology Opportunity program at the Department of Commerce. Private Student Loan Transparency and Improvement Act of 2007 - Amends the Truth in Lending Act to impose specified consumer protection and disclosure requirements on private educational lenders.

Stop Outsourcing Security Act - Directs the Secretary of State to ensure that only government personnel provide security services at U.S. diplomatic or consular missions in Iraq. Requires the President to report to Congress on the status of planning for the use of Government and military personnel instead of private contractors for mission critical or emergency essential functions by January 1, 2009, in all conflict zones where Congress has authorized the use of force. Authorizes Congress access to contracts and task orders in excess of $5 million entered into by the Department of Defense (DOD), the Department of State, the Department of the Interior, and the United States Agency for International Development (USAID) during the period beginning October 1, 2001, and ending on the last day of the month during which this Act is enacted for work to be performed in Iraq and Afghanistan. Requires certain reports to Congress regarding such contracts.

Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to: (1) award competitive grants to up to 10 states for pilot programs to determine the effectiveness of assessing disabled students who are achieving significantly below grade-level proficiency at their instructional level; and (2) provide quality instruction to such students. Requires each grantee to identify a minimum of five local educational agencies (LEAs) to participate in its pilot program and limit student participation to 0.5% of the students assessed in each participating LEA. Requires such states and LEAs to ensure that each participating student's individualized education program team: (1) administers, after securing parental consent, a scientifically-valid and reliable assessment based on the student's instructional level in reading and/or math; and (2) based on such assessment, develops a series of targeted interventions designed to close identified gaps in the student's instructional and grade-level content knowledge. Prohibits the use of such assessment results in determinations of adequate yearly progress (AYP) toward state academic performance standards.

Recognizes that: (1) contributing to improving health in developing nations is in the vital interest of the United States as it helps protect the health of the American people, facilitates development among partner nations, and cultivates a positive U.S. image; and (2) investments in health, particularly investments that reach disadvantaged populations, contribute to poverty alleviation. Acknowledges the need to strengthen health care systems to meet essential health needs. Expresses support for U.S. investments in reducing the global burdens of HIV/AIDS and malaria through the President's Emergency Program for AIDS Relief and the President's Malaria Initiative. Encourages the U.S. government to expand adoption and implementation of policies and programs that alleviate the greatest burden of disease in developing nations in the most efficient and cost-effective manner possible.

Gulf Coast Civic Works Act - Establishes the Gulf Coast Recovery Authority (Corporation). Requires the Corporation to: (1) administer a Gulf Coast Civic Works Project that employs a minimum of 100,000 Gulf Coast region residents and evacuees for public works projects to rebuild, sustain, and develop the Gulf Coast region; (2) establish job training programs and apprenticeships to recruit and train qualified workers, including from the Gulf Coast region, for specific vacancies in recovery, rebuilding, and development projects; and (3) ensure that all workers are paid wages at not less than the prevailing locality rate (Davis-Bacon Act). Authorizes the Corporation to provide grants to Gulf Coast region residents that possess certain skills for: (1) artistic and cultural projects which reflect the history and culture of the Gulf Coast region; and (2) projects that chronicle the story of Hurricanes Katrina and Rita.

Private Sector Whistleblower Protection Streamlining Act of 2007 - Sets forth whistleblower protections for private sector, state, and municipal employees who are retaliated or discriminated against by an employer for disclosing threats to public safety or violations of federal law. Authorizes a whistleblower who has been discharged or discriminated against by an employer to seek appropriate relief either by: (1) filing a complaint with the Secretary of Labor; or (2) bringing an action at law or equity in the appropriate U.S. district court. Prohibits restrictions on whistleblowing and relief provided under this Act. Establishes the Whistleblower Protection Office within the Employment Standards Administration of the Department of Labor. Makes conforming whistleblower amendments to the Occupational Safety and Health Act and the Federal Mine Safety and Health Act of 1977.

Restitution for the Exonerated Act of 2007 - Authorizes the Attorney General to award grants, including emergency grants, to nonprofit organizations for programs to provide support services (e.g., employment training, health care services, and legal assistance) to exonerees. Defines "exoneree" as an individual who has been convicted of a crime carrying a prison sentence of one year or more, has served at least six months of such prison sentence, and has been determined to be factually innocent of the crime.

Medicare Cervical Cancer Screening and Detection Coverage Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of screening tests for human papillomavirus (HPV) associated with a higher risk of cervical cancer.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Unemployment Insurance for Survivors Act of 2007 - Amends the Internal Revenue Code (Federal Unemployment Tax Act) to add as a condition for approval of a state unemployment compensation law that it does not deny unemployment compensation to individuals separated from employment because of circumstances resulting from the experience of domestic violence, dating violence, sexual assault, or stalking. Prohibits states from imposing additional conditions restricting the individual's eligibility for or receipt of unemployment benefits beyond those required of other individuals forced to leave their jobs or deemed to have good cause for voluntary separating from a job. Amends title III (Grants to States for Unemployment Compensation Administration) of the Social Security Act (SSA) to prohibit the Secretary of Labor from providing grants to states for unemployment compensation administration unless: (1) unemployment compensation applicants are notified of the requirements of this Act; and (2) claims reviewers and hearing personnel are adequately trained in the nature and dynamics of domestic violence, dating violence, sexual assault, or stalking, and in methods of ascertaining and keeping confidential information about such applicants' possible experiences. Amends SSA title IV part A (Temporary Assistance to Needy Families) (TANF) to require a state TANF plan to require the state's chief officer to certify that the state has established and is enforcing standards and procedures to: (1) notify TANF applicants of the requirements of this Act and related assistance; and (2) ensure that TANF personnel receive adequate related training. Authorizes the Secretary of Health and Human Services to award development grants for model training programs under this Act to a national victim services organization and to state, tribal, or local agencies.

Insurance Non-Discrimination for Survivors Act - Prohibits an insurer from denying or terminating an insurance policy or health benefit plan, restricting or excluding coverage for losses or denying a claim, or adding a premium differential to any policy or health benefit plan on the basis that the insured (or any employee or any person with whom the insured is known to have a relationship or association) is the subject of, or incurs a claim related to, domestic abuse. Prohibits: (1) an insurer from denying or limiting payment to an insured who is the subject of abuse if the claim for payment is a result of the abuse; (2) an insurer or health carrier from terminating health coverage for a subject of abuse because coverage was originally issued in the name of the abuser and the abuser has divorced, separated from, or lost custody of the subject or the abuser's coverage has terminated and the subject does not qualify for an extension of coverage; and (3) any person employed by or contracting with an insurer or health benefit plan to use, disclose, or transfer specified information (including regarding abuse status) without the subject's consent. Requires: (1) insurers to develop and adhere to written policies specifying procedures to be followed to protect the safety and privacy of a subject of abuse; and (2) an insurer that takes an action that adversely affects a subject of abuse to advise that applicant or insured in writing of the specific reasons for the action.

Job Protection for Survivors Act - Prohibits an employer from failing to hire, or to discharge, harass, or otherwise discriminate against an individual with respect to his or her employment because he or she was a victim of domestic violence, dating violence, sexual assault, or stalking. Entitles such employee to: (1) a total of 15 days of unpaid leave during any 12-month period to obtain certain victim services; and (2) leave for court proceedings resulting from an incident of domestic violence, dating violence, sexual assault, or stalking. Makes it unlawful for an employer to interfere with, or discriminate against, any employee exercising any right provided under this Act. Authorizes an employee to file an action for damages or equitable relief in federal or state court against an employer who violates the requirements of this Act. Requires the Secretary of Labor to investigate and resolve complaints of violations of this Act.

Military Success in Iraq Commemoration Act of 2007 - States that the Authorization for Use of Military Force Against Iraq Resolution of 2002 (P.L. 107-243) is the basis of authority under which the President launched the invasion of Iraq in March 2003, and that such Resolution authorized the President to use military force against Iraq to defend U.S. national security and to enforce all relevant United Nations (UN) Security Council resolutions regarding Iraq. Encourages the President to issue a proclamation calling upon the United States to observe a national day of celebration commemorating military success in Iraq. Authorizes the Secretary of Defense to award grants to state and local governments for suitable activities to commemorate such success. Directs the Secretary of Veterans Affairs to award to each veteran of Operation Iraqi Freedom a grant of $5,000 to facilitate the veteran's transition to civilian life.
