Get the Lead Out of Assisted Housing Act of 2019 This bill addresses the removal of lead from drinking water in federally assisted housing. Specifically, the bill requires the Department of Housing and Urban Development (HUD) to require specified testing and remediation with respect to water service lines containing lead; authorizes HUD to inspect all sources of lead contamination in federally assisted housing and to mitigate sources of lead exposure; establishes a grant program for states and local governments to create inventories of water service lines containing lead and to test for lead in the drinking water at child care facilities, schools, and public water fountains; and allows recipients of certain HUD assistance to use such assistance to replace water fixtures and service lines containing lead.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2019 or the Nutrition CARE Act of 2019 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

National Opportunity for Lead Exposure Accountability and Deterrence Act of 2017 [ sic ] This bill requires the Environmental Protection Agency (EPA) to revise the national primary drinking water regulations for lead and copper. The rule must direct public water systems (the systems) to meet certain reporting requirements; the EPA to develop a sampling protocol and develop instructions for compliance with the protocol; the EPA, or the state exercising primary enforcement responsibility, to require on-site investigations for identifying the source of lead in all residential or nonresidential facilities when their individual samples have concentrations of lead or copper contamination exceeding specified levels; the systems to meet certain notification and reporting requirements when lead or copper concentration levels are exceeded; the systems to develop and make publicly available an inventory of the material composition of the service lines at residential and nonresidential facilities; the systems to collect and make publicly available information about the ownership of those service lines; and the systems to replace an entire lead service line (instead of partially replacing them) when they are replaced. The EPA must also revise the rule to lower the allowable level of lead that may be contained in drinking water.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the nation as an athlete, activist, role model, and community leader.

U.S. Border Patrol Medical Screening Standards Act This bill requires U.S. Customs and Border Protection to establish procedures to ensure consistent and efficient medical screenings for all individuals stopped between ports of entry. The screenings shall take place within 12 hours of the initial stop. The bill imposes various requirements for screenings, including documentation of current medical complaints and recordkeeping. The Department of Homeland Security (DHS) shall research and report to Congress new approaches to improve the screening procedures and recommend any necessary corrective actions, as well as a plan to record the results of the screenings in electronic health records that are interoperable with other DHS systems.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Keep Mail Safe Act This bill directs the U.S. Postal Service to report to Congress on retrofitting mail collection boxes to prevent mail theft. The report shall include (1) a strategic plan to retrofit all mail collection boxes with narrow mail slots; (2) a statement of the resources necessary to carry out such plan; and (3) with respect to any mail collection boxes that have been retrofitted on the date of enactment of this bill, information on their locations, the security enhancements made, and the reasons for their retrofitting.

VOW to Hire Heroes Extension Act of 2019 This bill amends the Internal Revenue Code to (1) make permanent the work opportunity tax credit, including with respect to qualified veterans; (2) revise tax credit eligibility requirements for documenting the status of veterans and their receipt of unemployment compensation; and (3) extend the payroll tax offset for such credit to certain for-profit employers. The Internal Revenue Service must make annual reports to Congress on the effectiveness and cost-effectiveness of this bill in increasing the employment of veterans. The bill directs the Department of the Treasury to pay (1) each U.S. possession (i.e., American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands) with a mirror code tax system amounts equal to the loss to such possession due to this bill; and (2) each U.S. possession without such a tax system an amount estimated to equal the loss to such possession that would have occurred due to this bill if such a tax system had been in effect in that possession.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Federal Advance Contracts Enhancement Act or the FACE Act This bill directs the Federal Emergency Management Agency (FEMA) to report to Congress on advance contracts. Advance contracts are established prior to disasters to provide life-sustaining goods and services in the immediate aftermath of a disaster. The report must include (1) information required in the initial report on recurring disaster response requirements; and (2) an updated strategy that defines the objectives of advance contracts, how such contracts contribute to FEMA disaster response operations, how to maximize the award of advance contracts to small business concerns, and whether and how such contracts should be prioritized in relation to new post-disaster contract awards. The bill sets forth additional duties of FEMA with respect to advance contracts, including requiring FEMA to (1) update and implement guidance for its program office and acquisition personnel to identify acquisition planning time frames and considerations across the entire acquisition planning process, and (2) communicate the purpose and use of a master acquisition planning schedule.

Transforming Student Debt to Home Equity Act of 2019 This bill requires the Department of Housing and Urban Development (HUD) and the Federal Housing Finance Agency to jointly establish and implement a pilot demonstration program to provide, to eligible applicants with federal student loan debt, assistance in purchasing eligible properties. Specifically, the program may provide for (1) discounts on the appraised value of eligible properties, (2) flexibility in certain underwriting standards, (3) the development of new mortgage products specifically targeted to eligible applicants, and (4) other appropriate assistance. The program must provide for the development of a program that uses actuarial information to determine how the repayment of federal student loans may be integrated into a mortgage repayment schedule to allow eligible applicants to accumulate home equity. An "eligible property" is a property (1) that is designed as a dwelling for occupancy by one to four families; (2) that is safe and habitable; (3) the occupancy of which will promote community revitalization; and (4) that is owned by HUD, the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), or a local land bank.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

This bill directs the Department of Transportation to revise federal consumer disclosure regulations to ensure that certain air carriers (1) disclose, upon the reasonable request of a consumer during the course of a reservation or ticketing discussion, the projected period between the actual take-off and landing times for domestic flights; and (2) display on their public website such information for the most recent calendar month.

Aviation Humanitarian Crisis Act of 2019 This bill authorizes the Department of Transportation (DOT) to declare an aviation humanitarian crisis at airports serving areas in which a federally-declared major disaster or emergency exists. For each such humanitarian crisis, DOT must identify the airports subject to the disaster declaration and the time period during which the declaration applies. The bill limits the ability of air carriers to impose an excess charge for any seat on a flight or a passenger facility charge during the period of such crisis.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Peace Corps Reauthorization Act of 2019 This bill reauthorizes the Peace Corps through FY2023 and makes various changes to the Peace Corps. Peace Corps volunteers and volunteer leaders shall receive a readjustment allowance of at least $417 for each month of satisfactory service, up from the current minimum of $125 per month. For workers compensation purposes, a Peace Corps volunteer shall be deemed to be paid at the minimum rate of a GS-11 employee on the General Schedule pay scale. Currently, volunteers are treated as minimum rate GS-7 employees for such purposes, while volunteer leaders are already treated as minimum rate GS-11 employees. The bill provides statutory authority for existing practices making certain former Peace Corps volunteers eligible for certain types of civil service employment. The bill also extends the eligibility period in certain instances, such as when a former volunteer applied to an agency where there was a lapse in appropriations. The bill specifies that U.S. nationals are eligible for Peace Corps employment and for related programs. (Individuals born in an outlying U.S. possession are U.S. nationals but do not automatically acquire citizenship through birth in the outlying possession.) The bill authorizes the use of the Peace Corps name as well as the official seal and emblem on the death announcement or grave marker of a person who served in the Peace Corps. The bill makes various changes to the structure and responsibilities of the Peace Corps National Advisory Council.

Help Empower Americans to Respond Act or the HEAR Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a firearm silencer or firearm muffler. The bill does not prohibit certain conduct with respect to a firearm silencer or firearm muffler, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; and importation, sale, transfer, or possession related to securing nuclear materials. In addition, the bill requires the Department of Justice to establish and implement a buy-back program to purchase firearm silencers and firearm mufflers. States and local governments may use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender firearm silencers and firearm mufflers under this buy-back program.

Lady Liberty Act of 2019 This bill sets a floor of 110,000 for the maximum number of refugees who may be admitted into the United States each fiscal year. Under current law, the President sets the annual cap on refugee admissions at the beginning of each fiscal year. (The cap for FY2020 is 18,000, and the cap for FY2019 was 30,000.)

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Parent PLUS Loan Improvement Act of 2019 This bill modifies requirements concerning the applicable terms and conditions of Federal Direct PLUS Loans made by parent borrowers (i.e., parent PLUS loans) on behalf of their dependent college students. Specifically, it reduces the interest rate and eliminates the origination fee for a parent PLUS loan disbursed on or after July 1, 2019. The Department of Education must ensure, prior to disbursement, that parent PLUS loan borrowers receive counseling that includes comprehensive information on the terms and conditions of the loans and the responsibilities of the borrowers. The bill makes parent PLUS loans eligible for the income-contingent and income-based repayment plans. Additionally, it makes consolidation loans that repay parent PLUS loans eligible for the income-based repayment plans.

Securing the Homeland Security Supply Chain Act of 2019 This bill authorizes the Department of Homeland Security (DHS) to restrict procurement of information technology, telecommunications equipment and services, and related products or services from a vendor that poses a risk to the DHS supply chain. A vendor poses a risk if a malicious actor may manipulate the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a vendor's covered article.

3D Printed Gun Safety Act of 2019 This bill makes it unlawful to intentionally publish digital instructions for programming a three-dimensional printer to make a firearm.

Global Respect Act This bill imposes visa-blocking sanctions on foreign persons responsible for or complicit in violating the human rights of individuals due to actual or perceived sexual orientation, gender identity, or sex characteristics. The President shall report and periodically update a list of foreign persons responsible for such human rights violations and apply sanctions accordingly. The Department of State shall designate at least one senior officer who shall be responsible for tracking violence and discrimination against individuals based on actual or perceived sexual orientation, gender identity, or sex characteristics in foreign countries.

Sami's Law This bill directs the Department of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highway funds if the state has not enacted and is not enforcing certain transportation network company (TNC) vehicle identification laws. A "transportation network company" is an entity that uses a digital network to connect riders to drivers affiliated with the entity to transport the rider using a vehicle owned, leased, or otherwise authorized for use by the driver to a point chosen by the rider. States must require TNC drivers to display (1) a front and rear license plate; (2) a scannable quick response or similar code on the windows for riders to verify that they are entering the correct authorized vehicle; and (3) illuminated signs that are visible in both day and night, and readable from fifty feet. Drivers must also get periodic safety inspections of their ride-hailing vehicle. The bill prohibits the sale of illuminated TNC vehicle signs by any person other than a transportation network company and the display of such signs by individuals who are not authorized drivers.

Student Loan Fairness Act This bill addresses repayment plans, forgiveness, and applicable interest rates for student loans. Among other things, the bill establishes an income-based 10/10 Loan Repayment Plan and specifies the calculation of monthly loan payments under the plan for borrowers of Federal Family Education Loans (FFELs) and Direct Loans; establishes a 10/10 Loan Forgiveness Program that provides FFEL and Direct Loan forgiveness to borrowers who, over 10 years, have made 120 monthly payments under the 10/10 Loan Repayment Plan or under another repayment plan that required them to make payments at least as large as those they would have made under the 10/10 Loan Repayment Plan; caps the interest rate on new Direct Loans at 3.4%; revises the Public Service Loan Forgiveness (PSLF) program to forgive the Direct Loans of participants who have made 60 (rather than 120) monthly payments on such loans pursuant to specified repayment plans; includes primary care physicians in medically underserved areas in the PSLF program; allows certain borrowers to consolidate their private education loans as Direct Consolidation Loans; directs the Consumer Financial Protection Bureau to issue regulations that require private education lenders to sell private education loans to the Department of Education (ED) for consolidation as Direct Consolidation Loans; and requires ED to pay the interest that accrues on certain student loans due to the borrower's lack of full-time employment for an interest-free deferment period of up to three years.

Humanitarian Standards for Individuals in Customs and Border Protection Custody Act This bill imposes requirements and standards related to the care of aliens in U.S. Customs and Border Protection (CBP) custody. CBP shall conduct an initial health screening of each alien in custody to identify those with acute conditions and high-risk vulnerabilities and to provide appropriate healthcare. CBP shall conduct the screening within 12 hours of each alien's initial detention, and within 3 hours for certain priority individuals such as children, pregnant women, and those with disabilities. The bill imposes various requirements related to the services, personnel, and infrastructure for providing such screenings, such as providing interpreters, chaperones, and mental health treatment when necessary. CBP shall ensure detainees have access to drinking water, toilets, sanitation facilities, hygiene products, food, and shelter. The bill imposes certain standards relating to such requirements, such as the minimum amount of drinking water and space for each detainee. The Department of Homeland Security (DHS) shall enter into memoranda of understanding with various emergency government relief agencies to address instances when surge capacity is necessary. The Inspector General of DHS shall conduct unannounced inspections of ports of entry, border patrol stations, and detention facilities and report the results to Congress. The Government Accountability Office shall assess CBP's management of such facilities and whether CBP and DHS processes are in compliance with this bill's requirements.

No Federal Funds for Public Charge Act of 2019 This bill prohibits the use of federal funds to implement, administer, enforce, or carry out the proposed Department of Homeland Security rule entitled Inadmissibility on Public Charge Grounds . The rule makes aliens who are likely at any time to become a public charge and receive certain public benefits inadmissible.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Task Force on the Impact of the Affordable Housing Crisis Act of 2019 This bill establishes the Task Force on the Impact of the Affordable Housing Crisis and requires the task force to make recommendations on how to use affordable housing to improve the effectiveness of federal programs and improve life outcomes.

Restoring Overtime Pay Act of 2019 This bill requires the Department of Labor to update the salary threshold applicable to bona fide executive, administrative, and professional employees for purposes of determining eligibility for overtime pay. The bill adopts rulemaking promulgated by Labor in 2016 that established the threshold for exempting such employees from overtime requirements at the 40th percentile of earnings for full-time salaried employees in the lowest-wage census region. The bill also requires updates to the threshold amount every three years. In addition, the Bureau of Labor Statistics shall publish quarterly on its public website data on the weekly earnings of nonhourly, full-time salaried workers by census region.

This resolution authorizes the House Committee on the Judiciary to initiate or intervene in federal judicial proceedings to enforce compliance with certain subpoenas issued to Attorney General William Barr and former White House Counsel Donald McGahn. Additionally, the resolution provides explicit authority for each congressional committee, if authorized by the Bipartisan Legal Advisory Group, to initiate or intervene in federal judicial proceedings to enforce compliance with congressional subpoenas.

South Asian Heart Health Awareness and Research Act of 2019 This bill establishes, or authorizes to be established, programs that support heart-disease research and awareness among the South Asian population of the United States. Specifically, the Centers for Disease Control and Prevention must award grants to states for awareness initiatives, educational materials, and research catalogs regarding the prevalence of heart disease, including the association of type 2 diabetes, with respect to the South Asian population. The National Institutes of Health may also award grants to support research in this area.

Domestic Terrorism Documentation and Analysis of Threats in America Act or the Domestic Terrorism DATA Act This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between international terrorism and domestic terrorism. Specifically, the bill requires the Department of Homeland Security (DHS), the Department of Justice, and the Federal Bureau of Investigation to submit joint reports on domestic terrorism. Additionally, the Science and Technology Directorate within DHS must do the following: create a National Center for the Study of Domestic Terrorism to advance research on trends in domestic terrorism, and report on international terrorism that has a nexus to such trends.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

Improving Seniors' Timely Access to Care Act of 2019 This bill establishes several prohibitions, requirements, and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, the bill prohibits MA plans from instituting additional prior authorization requirements for surgeries (including related items) that are furnished to a patient during other surgeries for which prior authorization was not required or was already received. Additionally, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Partnership Fund for Peace Act of 2019 This bill requires the U.S. Agency for International Development (USAID) to establish the Partnership Fund for Peace for promoting economic development in Palestine and reconciliation between Israelis and Palestinians. Specifically, the bill directs the USAID to establish this fund to finance (1) small and medium-sized Palestinian entrepreneurs and companies in order to promote the private sector and create jobs in Palestinian territories, and (2) people-to-people peacebuilding programs that support reconciliation between Palestinians and Israelis. An economic partnership, entrepreneur, or company requesting support from the fund must include a Palestinian entrepreneur or company as a partner. A people-to-people partnership requesting support from the fund must include a nonprofit organization that brings Palestinians and Israelis together for reconciliation or nonprofit organizations that further reconciliation between Arab and Jewish citizens of Israel.

Ebola Eradication Act of 2019 This bill directs the U.S. Agency for International Development to immediately provide assistance to the Democratic Republic of the Congo (DRC) and other vulnerable countries to combat the Ebola outbreak that began in August 2018. In November 2018, the President restricted all non-humanitarian and non-trade-related aid to the DRC due to concerns that the country is not taking sufficient steps to combat human trafficking.

Comprehensive TB Elimination Act of 2019 This bill reauthorizes for FY2020-FY2025 and revises the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants to state and local governments and federally qualified health centers for TB prevention and treatment efforts. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.

Student Loan Interest Deduction Act of 201 9 This bill modifies the tax deduction for student loan interest to (1) increase the maximum deduction for interest paid on any qualified education loan to $5,000 ($10,000 for married couples filing a joint tax return), and (2) repeal the limitation on the deduction based upon modified adjusted gross income.

Woman on the Twenty Act This bill requires that all $20 Federal Reserve notes printed after December 31, 2022, prominently feature a portrait of Harriet Tubman on their front face. The bill also instructs the Department of the Treasury to release to the public by December 31, 2020, the preliminary design of the $20 Federal Reserve note that shall prominently feature a portrait of Harriet Tubman.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.
