Medgar and Myrlie Evers Home National Monument Act This bill establishes the Medgar and Myrlie Evers Home National Monument in Jackson, Mississippi, as a unit of the National Park System to preserve, protect, and interpret the home and history of the pivotal role of Medgar and Myrlie Evers in the civil rights movement. The National Park Service shall seek to enter into a cooperative agreement with Tougaloo College in Tougaloo, Mississippi, for interpretive and educational services related to the monument.

Hire A Hero Act of 201 9 This bill allows small businesses a work opportunity tax credit for hiring a member of the Ready Reserve or the National Guard. The bill also makes permanent the provisions of the credit that apply to the hiring of qualified veterans and members of the Ready Reserve and National Guard.

Care Packages for Our Heroes Act of 201 9 This bill directs the Postal Regulatory Commission to establish rates of postage for packages shipped by priority mail from the United States to a foreign Army Post Office, Fleet Post Office, or Diplomatic Post Office address that limit the charge for distance traveled to that of two postal zones.

Blue Water Navy Vietnam Veterans Act of 2019 This bill addresses certain health benefit and home loan programs for veterans. Specifically, the bill extends the presumption of service-connection for certain diseases associated with herbicide (e.g., Agent Orange) exposure to veterans who served (1) offshore of Vietnam between January 9, 1962, and May 7, 1975, or (2) in or near the Korean Demilitarized Zone between September 1, 1967, and August 31, 1971. Under a presumption of service-connection, specific disabilities or diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill extends eligibility for health care, vocational training and rehabilitation, and monetary allowance to children with spina bifida who have at least one veteran parent who may have been exposed to an herbicide agent while serving in Thailand between January 9, 1962, and May 7, 1975. Additionally, the bill revises the Department of Veterans Affairs (VA) home loan guaranty program to adjust loan fee rates and eliminate the limit on the amount of a loan for which the VA may provide a guaranty of 25%. Under current law, these loan guarantees are subject to a limit on loan size determined by Freddie Mac. The bill also waives loan fees for active duty Purple Heart recipients. The VA shall permit a VA-approved appraiser to make a housing loan appraisal based solely on information gathered by a person with whom the appraiser has entered into an agreement for such services.

Recognizing Achievement in Classified School Employees Act This bill directs the Department of Education (ED) to grant "Recognizing Inspiring School Employees" awards to classified school employees, within certain occupational specialties, who provide exemplary service to students in prekindergarten through high school. ED must annually select an awardee, out of nominations received from states, from any of the following occupational specialties: (1) paraprofessional services, (2) clerical and administrative services, (3) transportation services, (4) food and nutrition services, (5) custodial and maintenance services, (6) security services, (7) health and student services, (8) technical services, and (9) skilled trades. The award and recognition provided shall have no monetary value. ED shall develop uniform national guidelines for evaluating nominations.

Clean Ocean and Safe Tourism Anti-Drilling Act or the COAST Anti-Drilling Act This bill prohibits the Department of the Interior from issuing a lease or other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in the Mid-Atlantic, South Atlantic, North Atlantic, Straits of Florida, or Eastern Gulf of Mexico planning areas.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Concussion Awareness and Education Act of 2019 This bill establishes a series of programs and requirements relating to youth and sports-related concussion research. Among other things, the bill requires the Centers for Disease Control and Prevention to establish a national system to determine the incidence of sports-related concussions among youth. The National Institutes of Health must also conduct or support specified concussion research, such as research regarding predictors and outcome modifiers of youth concussions. The bill also temporarily establishes a Concussion Research Commission. The commission must review supported research and make systemic recommendations regarding youth and sports-related concussions.

Bipartisan Background Checks Act of 2019 This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.

Ban Toxic Pesticides Act of 2019 This bill requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Washington, D.C. Admission Act This bill provides for admission into the United States of the State of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The state shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the state. The bill applies current District of Columbia laws to the state and continues pending judicial proceedings. The state (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. The bill maintains (1) the District as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the 23rd Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President.

Emmett Till Antilynching Act This bill specifies that an offense involving lynching is a hate crime act. A violator is subject to criminal penalties—a prison term, a fine, or both.

Homeless Veteran Families Act This bill updates the Department of Veterans Affairs per diem payment calculation for entities furnishing services to homeless veterans to include funding for a minor dependent. The rate for per diem payments is the daily cost of care as estimated by the grant recipient or eligible entity. This bill would expand the per diem payment amount for a homeless veteran who has care of a minor dependent to the daily cost of care plus, for each minor dependent, an amount that equals 50% of such daily cost of care.

Commission to Study and Develop Reparation Proposals for African-Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African-Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. Among other requirements, the commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African-Americans and society.

For the People Act of 2019 This bill addresses voter access, election integrity, election security, political spending, and ethics for the three branches of government. Specifically, the bill expands voter registration and voting access, makes Election Day a federal holiday, and limits removing voters from voter rolls. The bill provides for states to establish independent, nonpartisan redistricting commissions. The bill also sets forth provisions related to election security, including sharing intelligence information with state election officials, protecting the security of the voter rolls, supporting states in securing their election systems, developing a national strategy to protect the security and integrity of U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. This bill addresses campaign spending, including by expanding the ban on foreign nationals contributing to or spending on elections; expanding disclosure rules pertaining to organizations spending money during elections, campaign advertisements, and online platforms; and revising disclaimer requirements for political advertising. This bill establishes an alternative campaign funding system for certain federal offices. The system involves federal matching of small contributions for qualified candidates. This bill sets forth provisions related to ethics in all three branches of government. Specifically, the bill requires a code of ethics for federal judges and justices, prohibits Members of the House from serving on the board of a for-profit entity, expands enforcement of regulations governing foreign agents, and establishes additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill also requires candidates for President and Vice President to submit 10 years of tax returns.

Build America Act of 2019 This bill directs the Department of Transportation (DOT) to carry out a national infrastructure investment grant program for capital investments in surface transportation infrastructure. Projects eligible for funding under the program include, at a minimum, highway and bridge projects, public transportation projects, passenger and freight rail transportation projects, and port infrastructure investments. In distributing grants under the program, DOT shall ensure an equitable geographic distribution of funds, an appropriate balance in addressing the needs of urban and rural areas, and investment in a variety of transportation modes. At least 20% of grant funds must be set aside for projects in rural areas. The bill amends the Internal Revenue Code to: (1) establish a National Infrastructure Investment Trust Fund, and (2) increase the tax on gasoline other than aviation gasoline and on diesel fuel or kerosene.

Social Security Fairness Act of 2019 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government job. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receives government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes.

Nationally Enhancing the Wellbeing of Babies through Outreach and Research Now Act or the NEWBORN Act This bill requires the Health Resources and Services Administration to support pilot programs that address infant mortality. Specifically, grants must be awarded to local and tribal health departments in areas with the highest rates of infant mortality to establish pilot programs that address specified issues, including birth defects, premature births, and sudden infant death syndrome.

Special Counsel Independence and Integrity Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed official may only be removed by the Attorney General or the most senior Senate-confirmed DOJ official, in certain circumstances; may only be removed for misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause; must be provided written notice that specifies the reason for removal; and may file an action to challenge the removal not later than 10 days after notice was provided.

Veterans Jobs Opportunity Act This bill allows a new business-related tax credit for the start-up expenses of a veteran-owned small business in an underserved community. The allowable amount of such credit is 15% of start-up expenditures that do not exceed $80,000. To be eligible for the credit, the small business must (1) be owned and controlled by one or more veterans or spouses of veterans, and (2) have a principal place of business in an underserved community. An "underserved community" is any area located within (1) a HUBZone (as defined by the Small Business Act), (2) an empowerment zone or an enterprise community, (3) an area of low income or moderate income (as recognized by the Federal Financial Institutions Examination Council), or (4) a county with persistent poverty (as classified by the Economic Research Service of the Department of Agriculture).

Police Training and Independent Review Act of 2019 This bill authorizes the Department of Justice to award grants to states that do the following: (1) require law enforcement officers to be trained on diversity and sensitivity, and (2) require an independent prosecutor to be appointed to investigate and prosecute an alleged offense involving the use of deadly force by a law enforcement officer that results in a death or injury.

Federal Employee Retroactive Pay Fairness Act This bill requires federal employees and District of Columbia public employees furloughed due to a lapse in appropriations that begins on or about December 22, 2018, to be compensated at their standard rate of compensation for the period of such lapse as soon as practicable after such lapse ends.

Reenergized Economic Sustainability for Community and Urban Entities Act for Black and Community Banks or the RESCUE Act for Black and Community Banks This bill establishes programs and requirements related to minority banks, black banks, community banks, women's banks, and low-income credit unions. The bill establishes the Office of Black and Community Banks in the Office of the Comptroller of the Currency (OCC) to oversee black and community banks. The OCC and the Securities and Exchange Commission must exempt these banks from specified securities and federal banking regulations in certain circumstances. The bill also establishes the Minority Bank Deposit Program. The Department of the Treasury must certify a depository institution or credit union upon successful application as a minority bank, a women's bank, or a low-income credit union. Every federal department and agency is directed to implement standards and procedures to ensure the use of such institutions to serve the financial needs of the department or agency. The Government Accountability Office must study the use of the new markets tax credit, lower-value home mortgages, and blockchain investments.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

FEMA Modernization Act of 2018 This bill provides for the reorganization of the Federal Emergency Management Agency (FEMA), including by requiring FEMA to ensure that its Office of Response and Recovery is divided into an Office of Disaster Response and an Office of Disaster Recovery and to report on its ability to support a state managed and locally executed casework management system to coordinate and deliver direct assistance to disaster survivors. Disaster Recovery Small Business Grant Act The bill establishes within the Small Business Administration an Office of Disaster Recovery Small Business Grants. It also reauthorizes through FY2029 the temporary reassignment of state and local personnel during a public health emergency.

Driver and Officer Safety Education Act This bill directs the Department of Transportation to award grants to states that enact a commuter safety education program for educational and training programs concerning law enforcement practices during traffic stops and other in-person encounters.

Reproductive Rights are Human Rights Act of 2018 This bill directs the Department of State to include in its annual reports on human rights in countries receiving U.S. development and security assistance a discussion of the status of reproductive rights in each country, including whether a country has adopted policies to: (1) promote access to contraception, (2) provide services to ensure safe and healthy pregnancy and childbirth, (3) expand or restrict access to safe abortion services, (4) prevent maternal deaths, and (5) prevent and treat sexually transmitted diseases.

Social Security Enhancement and Protection Act of 2017 This bill increases and otherwise modifies benefits under the Old Age, Survivors, and Disability Insurance program, including by increasing the minimum benefit for low earners and by increasing benefits for beneficiaries on account of long-term eligibility.

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in the health care and social service sectors. Specifically, Labor must promulgate an occupational safety and health standard that requires certain employers in the health care and social service sectors, as well as employers in sectors that conduct activities similar to the activities in the health care and social service sectors, to develop and implement a comprehensive plan for protecting health care workers, social service workers, and other personnel from workplace violence.

Restoring Justice for Workers Act This bill prohibits predispute arbitration agreements that require arbitration of an employment dispute. It allows a postdispute arbitration agreement if the employee enters into it voluntarily without coercion and is informed in writing of rights and protections under such agreement. An employer may not retaliate against an employee for refusing to enter into an agreement for arbitrating an employment dispute. The bill amends the National Labor Relations Act to make it an unfair labor practice to interfere with the right of an employee to collectively litigate employment disputes.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States.

Coretta Scott King Full Employment Federal Reserve Act of 2018 This bill (1) revises the goals of the Federal Reserve Board and the Federal Open Market Committee, including by making a stable rate of inflation a goal for both; (2) adds reporting requirements for the board related to inflation and employment; and (3) modifies the composition of the board of directors of Federal Reserve banks.

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in special circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Get the Lead Out of Schools Act This bill amends the Safe Drinking Water Act to require the Environmental Protection Agency (EPA) to promulgate a national primary drinking water regulation for schools and day care facilities that: (1) establishes a lead action level (a level of lead in drinking water that triggers additional actions to control lead contamination) of at least 15 parts per billion; (2) directs each public water system to sample for lead in the drinking water at schools and day care facilities if the EPA determines there is a risk that the lead in the drinking water will meet or exceed the action level; and (3) directs public water systems that serve schools or day cares that meet or exceed the action level to notify the local educational agency, the relevant local health agencies, the municipality, and the state as soon as practicable, but no later than five business days after the system receives the sampling results. The EPA must also establish a grant program for: (1) testing drinking water in schools and day care facilities for lead contamination, and (2) remediating lead contamination in such drinking water by replacing lead pipes and certain plumbing materials with lead-free material.

Scarlett's Sunshine on Sudden Unexpected Death Act This bill establishes several programs and requirements relating to sudden unexpected infant death (SUID) and sudden unexplained death in childhood (SUDC). Among other things, the bill establishes grant programs to: promote comprehensive death scene investigations and autopsies relating to SUID and SUDC; improve infant and child death review programs; and promote education, outreach, and support services relating to SUID and SUDC. The Centers for Disease Control and Prevention must also study the use of genetic analysis and publish specified data regarding SUID and SUDC.

Strengthening Social Security Act of 201 8 This bill modifies the Old Age, Survivors, and Disability Insurance benefits program, including with respect to the determination of (1) a beneficiary's taxable income and primary-insurance amount, (2) widow or widower's benefits, and (3) cost-of-living increases in benefits.

School Security is Homeland Security Grant Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the use of homeland security grants for enhanced school security efforts. The bill authorizes appropriations for FY2019-FY2023 for homeland security grants, of which not less than 5% in each fiscal year shall be for grants relating to securing early childhood education programs, elementary schools, high schools, and secondary schools. Grants awarded under the Urban Areas Security Initiative or the State Homeland Security Grant Program may not be used to purchase firearms or firearm accessories, such as ammunition, including for use by teachers. Such grants relating to securing early childhood education programs, elementary schools, high schools, or secondary schools may be used for: (1) target hardening and other enhancements of the physical security of such programs and schools; and (2) security planning, exercises, and training.

Coordinating and Leveraging Activities for School Security Act or the CLASS Act of 2018 This bill amends the Homeland Security Act of 2002 to establish in the Department of Homeland Security a council to ensure that activities, plans, and policies to enhance the security of an early childhood education program, elementary school, high school, or secondary school against an act of terrorism are coordinated.

Lady Liberty Act of 2018 This bill amends the Immigration and Nationality Act to direct the President to set the number of post-FY2018 refugee admissions at not less than 110,000 persons per fiscal year.

Violence Against Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to carry out a program to assist veterans who have experienced domestic violence or sexual assault access VA benefits. The VA shall establish a national task force to address domestic violence and sexual assault among veterans and conduct a study to determine the scope of the problem.
