Advancing Cutting Edge Agriculture Act or the ACE Agriculture Act This bill reauthorizes the Agriculture Advanced Research and Development Authority (AGARDA) and expands the program's environmental sustainability goals. (The program supports innovative research and development of technology, research tools, and products to address long-term and high-risk challenges related to food and agriculture.) The bill expands the program's goals to include water conservation and responding to greenhouse gas emissions, as well as resilience to (1) drought, (2) infectious diseases, and (3) plant and animal pathogens and pests. The bill also removes the current pilot program designation and requires the Department of Agriculture to establish and maintain an AGARDA staff.

Saving Access to Laboratory Services Act This bill modifies provisions relating to Medicare payment rates for clinical diagnostic laboratory services, including by requiring payment rates for certain widely available clinical diagnostic laboratory tests to be based on a statistical sampling of private sector rates.

Resident Physician Shortage Reduction Act of 2023 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. Current law also provides for an additional increase of up to 200 positions for FY2026, with at least 100 of these positions for psychiatry or related specialties; each hospital may receive up to 10 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2025-FY2031; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

Food and Farm Act This bill reauthorizes and modifies several Department of Agriculture (USDA) programs that address commodity support, crop insurance, conservation, food assistance, nutrition, farm credit, beginning farmers and ranchers, food waste, research and educational programs, animal welfare, and regional food systems. The bill modifies agriculture and nutrition policies to repeal the Agriculture Risk Coverage Program and the Price Loss Coverage Program; impose additional limits on farm subsidies; extend crop insurance premium subsidies to farmers who plant crops to reduce erosion; require recipients of farm subsidies to comply with additional conservation requirements; authorize increased funding for conservation programs; authorize additional assistance under the Environmental Quality Incentives Program for organic farmers; establish a loan program for conservation-based structural improvements; increase Supplemental Nutrition Assistance Program benefits; establish tax credits for the sale of qualified farming property to socially disadvantaged farmers or ranchers, veteran farmers or ranchers, and beginning farmers or ranchers (and the purchase of farming property by such farmers or ranchers); establish the Office of Food Waste within USDA; authorize additional funding for research and education programs; establish an independent animal welfare certification tax credit; require USDA to comply with certain animal welfare standards at federal agricultural research centers; and expand grant and loan programs for local and regional food systems.

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires private health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.

Agriculture Resilience Act of 2023 This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agriculture sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change adaptation and mitigation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agriculture sector. Among these changes, the bill provides statutory authority for the AgSTAR program for reducing methane emissions from livestock waste and requires the program to be moved from the Environmental Protection Agency to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

Global Health, Empowerment and Rights Act This bill establishes that a foreign nongovernmental organization shall not be disqualified from receiving certain U.S. international development assistance solely because the organization provides medical services using non-U.S. government funds if the medical services do not violate the laws of the country in which they are being provided. Such foreign organizations shall not be subject to requirements relating to their use of non-U.S. funds for advocacy or lobbying activities, other than those that apply to U.S. nongovernmental organizations.

This resolution encourages the African Union (AU) and its member countries to prioritize economic and political reforms that uphold human rights, combat corruption, create an enabling climate for private sector investment, and promote transparent and accountable governance. The resolution also calls on the U.S. President and Secretary of State to carry out initiatives that bolster trade, elevate diplomatic engagement, combat food insecurity, and promote peace in Africa. (AU is a multilateral organization consisting of 55 member states of the African continent.)

Ensuring Military Readiness Not Discrimination Act This bill addresses the standards for eligibility for service in the Armed Forces. Specifically, the bill provides that any qualifications established or applied relating to eligibility for service in an Armed Force must not include any criteria relating to the race, color, national origin, religion or sex (including gender identity, sexual orientation, or sex characteristics) of an individual. Additionally, any personnel policy developed or implemented by a military department with respect to members of the Armed Forces must ensure equality of treatment and opportunity for all persons, without regard to race, color, national origin, religion, and sex (including gender identity, sexual orientation, or sex characteristics).

End Tuberculosis Now Act of 2023 This bill authorizes actions, including the provision of international assistance, to combat tuberculosis. The President may provide international assistance to prevent, treat, control, and eliminate tuberculosis. The President must also establish goals for U.S. efforts to detect, cure, and prevent all forms of tuberculosis globally by updating the National Action Plan for Combating Multidrug-Resistant Tuberculosis. The Government Accountability Office must periodically report to Congress on the impact of efforts to combat tuberculosis that are supported by U.S. bilateral assistance.

LA28 Olympic and Paralympic Games Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the 2028 Olympic and Paralympic Games in Los Angeles, California. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to the United States Olympic and Paralympic Properties for the objects and purposes related to the hosting of the 2028 Olympic and Paralympic Games and to aid in the execution of its legacy programs, including the promotion of youth sports in the United States. Treasury is encouraged to develop and execute a marketing and educational program to promote and sell the coins.

United States-Israel Future of Warfare Act of 2023 This bill requires the Department of Defense to establish the United States-Israel Future of Warfare Research and Development Fund to conduct collaborative defense projects between the United States and Israel in areas of emerging technologies (e.g., artificial intelligence). The purpose of the fund is to enable the Armed Forces of the United States and Israel to meet emerging defense challenges.

SNAP Benefits Fairness Act of 2023 This bill repeals the shelter deduction cap for the Supplemental Nutrition Assistance Program (SNAP) benefit, thereby allowing a household to deduct all allowable housing expenses (e.g., rent or mortgage, electricity, and water costs) that exceed 50% of a household's income after other deductions when calculating net income to determine SNAP benefits. Under current law, the shelter deduction is capped (unless at least one household member is an elderly or disabled individual), and the cap is adjusted annually for inflation. In FY2023, the shelter deduction was capped at $624 for households in the contiguous 48 states and the District of Columbia.

Supporting Our First Responders Act This bill establishes a competitive grant program to support medical transport and emergency medical services (EMS). The Department of Health and Human Services (HHS) must award the grants to EMS organizations (including for-profit organizations) or state, tribal, territorial, or local governments. Grant-funded activities include (1) providing salaries and stipends for EMS workers; (2) purchasing vehicles, personal protective equipment, and other resources; and (3) establishing community paramedicine or mobile integrated health care initiatives. HHS must also report to Congress about health insurance reimbursement for medical transport and EMS and the feasibility of establishing a federal EMS office.

More Teaching Less Testing Act of 2023 This bill reauthorizes certain programs and revises standardized testing requirements for public elementary and secondary schools. Specifically, the bill removes the requirement for annual summative assessments to be administered to students every year in grades 3-8. The bill allows states to implement grade-span testing, representative sampling, or a combination of grade-span testing with either representative sampling or matrix sampling. Additionally, the bill requires states to carry out a 90-day public comment period in order to set a target limit on the aggregate amount of time devoted to the administration of and preparation for assessments for each grade. The bill establishes a task force within the National Center for Education Research to study and report on, among other things, the impact of standardized testing on student wellness, learning, and postsecondary education success. The bill extends the demonstration period for state educational agencies (SEAs) to establish innovative assessment systems. It also increases the number of SEAs that may participate in these demonstrations. Next, the bill authorizes for an additional 10 years a grant program that provides aid to local educational agencies for the education of disadvantaged children. The bill also prohibits states from using federal elementary and secondary education funds for certain purposes, such as considering summative assessments as a sole or dominant factor when implementing grade-retention policies or evaluating the performance of teachers.

Water Affordability, Transparency, Equity, and Reliability Act of 2023 This bill increases funding for water infrastructure, including funding for several programs related to controlling water pollution or protecting drinking water. Specifically, it establishes a Water Affordability, Transparency, Equity, and Reliability Trust Fund. The fund may be used for specified grant programs. The bill increases the corporate income tax rate to 24.5% to provide revenues for the fund. In addition, the bill revises requirements concerning the clean water state revolving fund (SRF) and the drinking water SRF, including by prohibiting states from providing financial assistance using amounts from the clean water SRF for projects that will provide substantial direct benefits to new communities other than projects for constructing an advanced decentralized wastewater system. It also creates or reauthorizes several grant programs related to water infrastructure, such as grants for removing lead from drinking water.

Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Specifically, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year. Further, mechanics and others working on U.S. registered aircraft at foreign repair stations are required to meet certain minimum certification or licensing standards. The bill also prohibits certain agreements, contracts, and application approvals related to maintenance in a country that the Federal Aviation Administration's (FAA's) International Aviation Safety Assessment program has classified as Category 2 (i.e., the country does not provide safety oversight in accordance with certain international standards). Air carriers must submit annual reports to the FAA with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States. The bill also prohibits FAA officials from traveling internationally if a previously mandated final rule on drug and alcohol testing of employees at repair stations has not been published, with specified exceptions. In addition, the bill requires the FAA to initiate rulemaking to require certain employees of foreign repair stations to undergo security threat assessments. Finally, the bill directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations.

Abortion is Health Care Everywhere Act of 2023 This bill authorizes using certain foreign assistance funds to provide comprehensive reproductive health care services in developing countries, including abortion services, training, and equipment. The bill also removes a statutory prohibition on using such funds in developing countries to (1) pay for abortions performed as a method of family planning, or (2) motivate or coerce any person to practice abortions.

Railway Safety Act of 2023 This bill addresses safety requirements for rail carriers and trains transporting hazardous materials. Specifically, the Department of Transportation (DOT) must issue safety regulations for trains carrying hazardous materials to require that rail carriers or shippers (1) provide state emergency response commissioners with advanced notice and information about the hazardous materials; (2) reduce blocked rail crossings; and (3) comply with certain requirements regarding train length and weight specifications, track standards, speed restrictions, and response plans. DOT must also establish requirements for wayside defect detectors. These are used by railway systems alongside the tracks to detect defects and failures (e.g., wheel bearing failures). Current federal regulations do not require their use, but federal guidance does address their placement and use. Under the bill, DOT must issue regulations establishing requirements for the installation, repair, testing, maintenance, and operation of wayside defect detectors for each rail carrier operating a train carrying hazardous materials. The bill also increases the maximum fines DOT may impose on rail carriers for violating safety regulations, requires DOT to update rail car inspection regulations and audit the federal inspection program, requires a minimum two-person crew for certain freight trains, phases out certain railroad tank cars by May 1, 2025 (four years sooner than required under current law), expands training for local first responders, imposes a new fee on certain rail carriers, and authorizes grants to improve railway safety.

Puppy Protection Act of 2023 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Deliver Executive Profits On Seized Institutions to Taxpayers Act or the DEPOSIT Act This bill imposes an increased tax rate on bonuses paid after March 1, 2023, and profits from sales of bank stock received by highly-paid bank executives employed by failing banks that were closed and for which the Federal Deposit Insurance Corporation has been appointed conservator or receiver. The bill expresses the sense of the Congress that revenues from such increased taxes be returned to the Deposit Insurance Fund of the Federal Deposit Insurance Corporation.

Making Insulin Affordable for All Children Act This bill limits cost-sharing for insulin under private health insurance and Medicaid for individuals who are 26 years of age or younger. Specifically, the bill caps cost-sharing under private health insurance and Medicaid for these individuals for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2024.

Secure Viable Banking Act or the SVB Act This bill increases the oversight of certain nonbank financial companies and bank holding companies by repealing Title IV of the Economic Growth, Regulatory Relief, and Consumer Protection Act (P.L. 115-174). (A nonbank financial company is a financial institution without a banking license that may be subject to supervision due to the company's size or risk profile. A bank holding company owns a controlling interest in one or more banks.) Specifically, the bill decreases from $250 billion to $50 billion the asset threshold at which enhanced prudential standards become mandatory, thereby requiring more companies to comply with these standards. These standards include stress testing, leverage limits, liquidity requirements, and resolution plan requirements (i.e., living will requirements). Under current law, the Federal Reserve has the discretion to determine the applicability of these standards to bank holding companies with assets between $100 billion and $250 billion. The bill also expands stress testing by increasing the number of board-run stress test scenarios from two to three; decreasing the asset threshold at which company-run stress tests are required from $250 billion to $10 billion; and requiring company-run stress tests to be performed annually or semiannually, depending on the amount of assets held. The bill also decreases from $50 billion to $10 billion the asset threshold for mandatory risk committees. Finally, the bill revises the supplemental leverage ratio applied to custodial banks and the asset treatment of certain municipal obligations.

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex, which is defined to include pregnancy, sexual orientation, gender identity, and sex characteristics. Specifically, it limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, enhances nonretaliation prohibitions, and makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages. The bill also increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program to provide training in negotiation skills related to compensation and equitable working conditions, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill establishes the National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. It also establishes the National Equal Pay Enforcement Task Force to address compliance, public education, and enforcement of equal pay laws. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Healthy Food Financing Initiative Reauthorization Act of 2023 This bill reauthorizes and provides specified funds for the Department of Agriculture's Healthy Food Financing Initiative through FY2028 and for each fiscal year thereafter. (This program provides capacity building and financial resources to eligible healthy food retailers and food supply chain enterprises to assist them in overcoming the high costs and initial barriers to entry in underserved areas.)

Good Jobs for Good Airports Act This bill modifies pay, benefits, and labor standards for certain airport service workers. Airport service workers include security officers, food service workers, cleaning staff, ticketing agents, and retail service workers. Specifically, the bill prohibits small, medium, and large hub airports from accessing certain federal funds for airport projects unless the airports certify that such airport service workers are paid no less than the higher of $15 per hour; the applicable federal, state, or local minimum wage and fringe benefits; or the prevailing wage and fringe benefits required under the Service Contract Act, which the bill requires the Department of Labor to establish.

Federal Firearm Licensee Act This bill makes various changes to the federal statutory framework governing the sale or disposition of firearms by federally licensed dealers, importers, and manufacturers (i.e., federal firearms licensees, or FFLs). Specifically, the bill establishes new requirements, including for FFLs to secure their business premises and conduct physical checks of their business inventories. It also expands the recordkeeping and reporting requirements with which FFLs must comply; broadens the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives to administer federal firearms laws and investigate violations; and increases penalties on FFLs for violations.

Improving Access to Nutrition Act of 20 2 3 This bill repeals certain work requirements for the Supplemental Nutrition Assistance Program (SNAP). The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. Individuals who do not meet certain work requirements are generally prohibited from receiving more than 3 months of SNAP benefits over a 36-month period. Under current law, some of the work requirements under SNAP are temporarily suspended due to COVID-19.

Renewing Immigration Provisions of the Immigration Act of 1929 This bill expands eligibility for a program that authorizes the Department of Homeland Security to, at its discretion, provide lawful permanent resident status to certain long-term residents of the United States, including individuals who are unlawfully present. Currently, this program, sometimes referred to as the Registry program, is only available to eligible non-U.S. nationals ( aliens under federal law) who entered the United States before January 1, 1972. The bill removes this entry cutoff date and opens up the program to eligible individuals who have resided in the United States for at least seven years. Existing requirements (e.g., the individual must not be inadmissible or deportable due to certain grounds related to crime or terrorism) continue to apply.

Violet's Law This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of dogs, cats, nonhuman primates, guinea pigs, hamsters, and rabbits with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must no longer be needed for research and be suitable for release. To be suitable for release, the animal must be free of any infectious disease or physical abnormality that would endanger the animal, other animals, or public health.

Expanding America's National Cemetery Act of 2023 This bill requires the Department of Veterans Affairs, before Arlington National Cemetery reaches capacity, to expand or otherwise modify an existing national cemetery to ensure that full military honors are provided in a specified manner. Specifically, the VA must expand or modify such a cemetery to ensure that full military honors are provided (1) in a manner consistent with the full military honors provided for interment in Arlington National Cemetery as of March 31, 2023; and (2) using the eligibility criteria in effect on March 31, 2023, for providing full military honors for interment in Arlington National Cemetery.

Sultana Steamboat Disaster Commemorative Coin Act of 2023 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occured on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society for the purpose of establishing, operating, and maintaining a museum.

Safer Neighborhoods Gun Buyback Act of 2023 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill establishes a new criminal offense for using or accepting a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.
