Retirement Payment Delivery Assurance Act of 1988 - Amends the Railroad Retirement Act of 1974, the Federal Mine Safety and Health Act of 1977, the Foreign Service Act of 1980, the Central Intelligence Agency Retirement Act of 1964 for Certain Employees, and other Federal law to provide that if the day designated for the delivery of benefit payments occurs on a Saturday, Sunday, or legal public holiday, then the following retirement benefit checks shall be mailed a day earlier than usual: (1) railroad retirement annuities; (2) military retired and retainer pay and annuities based on such pay; (3) Federal employee retirement annuities; (4) black lung benefits; (5) foreign service retirement benefits; and (6) benefits under the Central Intelligence Agency Retirement and Disability System.

Railroad Retirement Medicare Equity Act of 1988 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to set the same limitation on annual increases in Medicare part B premium deductions from monthly annuities under the Railroad Retirement Act of 1974 as currently applies to such premium deductions from monthly benefits under title II (Old Age, Survivors and Disability Insurance) of the Act, so that such increases cannot exceed cost of living increases in the annuities.

Farmer Fuel Tax Relief Act

Farmer Fuel Tax Relief Act - Amends the Internal Revenue Code to prohibit imposition of the excise tax on the sale of diesel or aviation fuel to any purchaser (or purchaser for resale to a second purchaser) for use on a farm for farming purposes. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.) Permits wholesale distributors of gasoline who have registered with the Secretary of the Treasury and posted the required bond to pay the gasoline tax (in lieu of the person otherwise liable for the tax.) Prohibits imposition of the gasoline tax on the sale or removal of gasoline by any person (or for resale to a second person) for use on a farm for farming purposes. Requires that the reduced gasoline tax rate (3.4 cents instead of 9.1 cents) be applied with respect to gasoline used to produce gasohol after the time of the relevant removal or sale.

Constitutional Amendment - Requires the Congress and the President, prior to each fiscal year, to agree, by enactment of a joint resolution, on an estimate of total receipts for that fiscal year. Prohibits outlays for that year from exceeding such estimated receipts unless the Congress, by a three-fifths rollcall vote of each House, provides for a specific excess of outlays over receipts. Requires the Congress, whenever actual outlays exceed actual receipts for any fiscal year, to provide by law for the repayment of such excess in the ensuing fiscal year. Requires a three-fifths rollcall vote of each House to increase the public debt. Directs the President to submit to the Congress a proposed budget for each fiscal year in which total outlays do not exceed total receipts. Requires the approval by a majority of the total membership of each House by rollcall vote before any bill to increase revenue may become law. Waives this article for any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing, and total outlays shall include all outlays of the United States, except those for repayment of debt principal.

Income Verification Act of 1987 - Authorizes the Secretary of Housing and Urban Development to require Department of Housing and Urban Development (HUD) program applicants or participants to: (1) disclose their social security or employer identification numbers; and (2) consent to wage information verification. Amends the Social Security Act to provide HUD with access to State employment records. Requires Federal, State, local, or public housing administering agencies to independently verify such information before terminating or reducing any housing benefits. Establishes criminal and civil penalties for misuse of such information.
