Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Provides eligibility for burial in national cemeteries for an individual who was entitled to retired pay as a member of the reserves (at least 20 years of service in the reserves) or would have been entitled to retired pay but for the fact that such person was under 60 years of age.

Authorizes the Secretary of the Interior, acting through the Director of the National Park Service, to provide assistance under the Historic Sites, Buildings, and Antiquities Act to nonprofit organizations to be used to: (1) restore, preserve, and maintain the historic buildings designed, built, and lived in by Thomas Jefferson known as Poplar Forest in Bedford County, Virginia; (2) preserve and maintain related sites; (3) provide and maintain public access to such buildings and related sites; (4) design and plan activities necessary to carry out this Act; and (5) acquire lands and interests in lands to provide for the preservation and interpretation of such buildings and related sites. Prohibits funds made available pursuant to this Act from exceeding 50 percent of the total cost of the project to be funded.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Jefferson Commemorative Coin Act of 1993 - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of Thomas Jefferson and his home, Monticello. Mandates that all surcharges received from the sale of such coins be paid to the Jefferson Endowment Fund, and to the Corporation for Jefferson's Poplar Forest. Expresses the sense of the Congress that the coin program shall be self-sustaining and that its administration should result in no net cost to the Numismatic Public Enterprise Fund.

Veterans' Compensation Rates Codification Act of 1993 - Increases the rates of: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children.

TABLE OF CONTENTS: Title I: Modification of Passive Loss Rules Title II: Provisions Relating to Real Estate Investments By Pension Funds Title III: Discharge of Indebtedness Real Estate Stability and Recovery Amendments Act of 1993 - Title I: Modification of Passive Loss Rules - Amends the Internal Revenue Code to exclude certain rental real estate development activities from treatment as a passive activity for purposes of determining passive activity losses and credits. Title II: Provisions Relating to Real Estate Investments by Pension Funds - Modifies exceptions to the exclusion of real property acquired by a qualified organization from the meaning of acquisition indebtedness. Makes certain exceptions inapplicable to sales out of foreclosure by a financial institution. Applies the meaning of acquisition indebtedness to investments in certain large partnerships where the principal purpose of partnership allocation is not tax avoidance. Repeals the special rule for publicly traded partnerships with respect to the treatment of unrelated business taxable income. Permits a tax-exempt title-holding company to receive unrelated business taxable income of up to ten percent of its gross income, if the income is incidentally derived from the holding of real property. Excludes from unrelated business taxable income: (1) gains from the sale, exchange, or other disposition of real property acquired from financial institutions that are in conservatorship or receivership; (2) amounts received or accrued as consideration for entering into agreements to make loans; and (3) all gains on the lapse or termination of options, written by an organization in connection with its investment activities, to buy or sell real property. Provides for the tax treatment of pension fund investments in real estate investment trusts. Title III: Discharge of Indebtedness - Excludes from gross income, the income from the discharge of qualified real property business indebtedness. Applies the excluded amount to reduce the basis of the depreciable real property. Limits such amount to the amount of outstanding indebtedness over the fair market value of the property, reduced by any other qualified real estate business indebtedness. Excludes qualified farm indebtedness from the definition of "qualified real property business indebtedness."

Amends the Internal Revenue Code with respect to the tax-exempt status of a cooperative telephone company to provide for the tax treatment of income received from a nonmember telephone company for services by the cooperative which are indirectly paid for by members of the cooperative. Includes billing and collection services for a nonmember telephone company under such treatment. Provides for the tax treatment of account reserve income that does not exceed a specified percentage of the company's total income. Subjects a portion of such investment income to unrelated business income tax.

TABLE OF CONTENTS: Title I: Shenandoah Valley National Battlefields Title II: Shenandoah Valley National Battlefields Commission Title III: Authorization Of Appropriations Shenandoah Valley National Battlefields Partnership Act of 1993 - Title I: Shenandoah Valley National Battlefields - Establishes the Shenandoah Valley National Battlefields as a unit of the National Park Service (NPS). Sets forth the areas and battlefields included within the Battlefields. Directs the Shenandoah Valley National Battlefields Commission (established in title II) to identify lands in the historic core and the contributing battlefield area in the vicinity that shall comprise the Battlefields. Requires the Secretary and the Commission to: (1) encourage heritage preservation within the regional area of the Battlefields by landowners, local governments, organizations, and businesses; and (2) cooperate to promote heritage tourism in the Shenandoah Valley of Virginia that is compatible with resource protection. Sets forth provisions regarding: (1) restoration of property within the Battlefields; (2) grant awards to property owners and governmental entities and provision of technical assistance to promote and maintain the historic character of the Battlefields; (3) reimbursement of planning costs; and (4) implementation grants to government entities and the private sector. Authorizes the Secretary to acquire lands and interests in lands within the historic core by donation. Directs the Commission to submit to the Congress a Shenandoah Valley Civil War Sites Heritage Plan that describes the appropriate protection, management, uses, and development of the Battlefields consistent with the purposes of this Act. Title II: Shenandoah Valley National Battlefields Commission - Establishes the Shenandoah Valley National Battlefields Commission to: (1) advise and actively participate with the NPS in developing a Heritage Plan; (2) assist in the implementation, coordination, protection, promotion, and management of Battlefield resources; and (3) administer donated funds. Title III: Authorization of Appropriations - Authorizes appropriations.

Prison Inmate Training and Rehabilitation Act of 1993 - Directs Federal Prison Industries (FPI) to conduct pilot programs to test the feasibility of providing increased employment for Federal prisoners by producing items for the private market that would otherwise be produced by foreign labor. Permits FPI to enter into agreements with private industry to carry out this Act. Exempts: (1) items produced in such programs from legal restrictions on the sale of items produced by prison labor; (2) decisions in such programs from restrictions under the Federal criminal code on FPI decisions to produce new products or significantly expand the production of existing products; and (3) the business operations of such programs from application of competitive procedures. Directs the board of directors of FPI to include in its annual report to the Congress its findings on the results of such programs and recommendations as to whether to expand this concept within the Federal prison system.

Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia or its environs to honor World War II veterans and to commemorate U.S. participation in that war. Establishes the World War II Memorial Advisory Board to promote the establishment of the memorial, encourage the donation of private contributions for it, and advise the Commission on the site and design for the memorial. Establishes a fund in the Treasury which shall be made available to the Commission for the expenses of establishing the memorial.

National Commemorative Events Advisory Act - Establishes the President's Advisory Commission on National Commemorative Events to: (1) establish criteria for recommending to the President that a proposed commemorative event be approved or disapproved; (2) review proposals for national commemorative events submitted in accordance with procedures published by the Commission; and (3) issue recommendations to the President concerning each proposal reviewed.

Amends the Internal Revenue Code to permit tax-exempt private foundations and community foundations to establish tax-exempt cooperative service organizations to operate exclusively for charitable purposes. Declares that the excise tax based on investment income applies to such organizations.

Private Property Protection Act of 1993 - Prohibits any regulation issued by an executive agency after enactment of this Act from becoming effective until the issuing agency is certified by the Attorney General to be in compliance with Executive Order 12360 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such takings where possible. Provides for limited judicial review of an action taken pursuant to this Act. Requires the Secretary of Agriculture to study and report to the Congress on the effect this Act will have on the farm economy and agricultural production.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

Securities Private Enforcement Reform Act - Amends the Securities Exchange Act of 1934 to declare that a defendant may be liable jointly and severally for damages in an implied private action only if the trier of fact specifically determines that the defendant knowingly engaged in securities fraud. Sets forth a liability allocation scheme to determine the percentage of responsibility among the defendants if the trier of fact finds that the defendant did not engage in knowing securities fraud. Prescribes guidelines for the award of reasonable fees and expenses incurred by the prevailing party in any implied private action. Declares that in any implied right of action that is certified as a plaintiff class action: (1) the share that is awarded to the representative plaintiff shall be calculated in the same manner as the share awarded to all other members of the plaintiff class; (2) a party may not be represented by any attorney who owns or has a beneficial interest in the securities that are the subject of the litigation, or who is obligated to pay remuneration to a third party for assistance in obtaining the representation of any party to the action; and (3) funds disgorged as a result of Securities and Exchange Commission action shall not be distributed as payment for attorneys' fees or expenses incurred by private parties seeking distribution of the disgorged funds. Sets a statute of limitations on private rights of action under this Act.

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Amends the Internal Revenue Code to make the targeted jobs credit permanent. Increases the maximum age requirement for employment of economically disadvantaged youth from 23 years to 25 years. Establishes economically disadvantaged veterans as members of targeted groups for purposes of the credit.

Language of Government Act of 1993 - Declares English to be the official language of the U.S. Government. States that the Government has an affirmative obligation to preserve and enhance the role of English as the official language. Requires the Government to conduct its official business in English. Prohibits anyone from being denied Government services because they communicate in English.

Federal Employees Political Activities Act of 1993 - Prohibits an employee from using or attempting to use official authority or influence to interfere with or affect the result of any election. Prohibits the use of official authority to intimidate, threaten, coerce, or influence: (1) any individual for the purpose of interfering with the right to vote or not to vote for any candidate or measure in any election; (2) any person to give or withhold any political contribution; or (3) any person to engage, or not to engage, in any form of political activity. Prohibits an employee from: (1) giving or offering to give a political contribution to any individual either to vote or to refrain from voting; (2) soliciting, accepting, or receiving a political contribution to vote or refrain from voting; or (3) giving or handing over a political contribution to a superior. Prohibits an employee from soliciting, accepting, or receiving a political contribution: (1) from another employee (or a member of another employee's immediate family) with respect to whom the employee is a superior; or (2) in any room or building occupied in the discharge of official duties by a Federal employee, official, or contractor. Prohibits an employee from getting involved with political contributions with any person who: (1) has, or is seeking to obtain, contractual or other business relations with the employing agency; (2) conducts operations regulated by that agency; or (3) has interests which may be substantially affected by the performance of the employee's official duties. Prohibits an employee from engaging in political activity: (1) while on duty; (2) in any room or building occupied in the discharge of official duties by a Federal employee or official; (3) while wearing a uniform or official insignia identifying the office or position of the employee; or (4) while using any vehicle owned or leased by the Government. Exempts certain high level political appointees from such prohibitions if the costs associated with the political activity are not paid for by money derived from the Treasury. Authorizes leave without pay or accrued annual leave to an employee who is a candidate, upon request, to allow such employee to engage in activities relating to that candidacy. Applies this Act to postal employees and employees of the Postal Rate Commission.

TABLE OF CONTENTS: Title I: Supervisory Reforms Title II: Nonsupervisory Reforms Subtitle A: Expedited Funds Availability and Electronic Transfers Subtitle B: Amendments to the Truth in Lending Act Subtitle C: Homeownership Amendments Depository Institution Burden Relief Act of 1993 - Title I: Supervisory Reforms - (Secs. 101-105) Amends the Federal Deposit Insurance Act to modify the guidelines governing: (1) the coordination of Federal and State examinations and reporting requirements for insured depository institutions; (2) the consolidation of requisite reports by a depository institution holding company for its capital-efficient insured depository institution subsidiaries; (3) the non-applicability to capital-efficient depository institutions of certain financial status reports for the early identification of needed improvements; and (4) the submission of duplicative information to Federal banking supervisory agencies. (Sec. 106) Prohibits a Federal banking agency from requiring an insured depository institution to submit information unrelated to either its safety or soundness, its insured deposits, or its reserve requirements. (Sec. 107) Limits the information that a capital-efficient insured depository institution must include in its federally required financial status report. (Secs. 108-109) Exempts from certain regulatory standards capital-efficient insured depository institutions and insured depository institutions which received an "outstanding rating for meeting community credit needs". (Sec. 110) Sets forth guidelines for each Federal banking agency to review and report to the Congress on needless burdens imposed by the Federal banking regulatory scheme. (Sec. 111) Amends the Federal Reserve Act to repeal the statutory scheme with respect to interbank liabilities. (Sec. 112) Amends the Federal Deposit Insurance Act to set forth expedited approval procedures under which capital-efficient State banks may engage in specified activities. (Sec. 113) Amends the Community Reinvestment Act (CRA) to set forth self-certification procedures for certain regulated financial institutions in good standing. Permits Federal financial supervisory agencies to accept in satisfaction of CRA requirements State examinations conducted pursuant to comparable community reinvestment laws. Declares that a comprehensive examination of performance shall only be conducted if a Federal regulatory agency is not satisfied that credit is being extended throughout the community in a nondiscriminatory manner. (Sec. 114) Exempts specified banks from the purview of the CRA. (Sec. 115) Amends the Federal Deposit Insurance Act to modify the assessment base guidelines for deposit insurance premiums. (Sec. 116) Mandates that certain Federal banking regulations be accompanied with a detailed statement about their economic impact upon small banks and savings associations. (Sec. 117) Mandates that each Federal banking regulatory agency establish a separate Office of Regulatory Quality to monitor its examination activities. (Sec. 118) Limits the frequency of routine examinations of insured depository institutions except those for safety and soundness. (Secs. 119-121) Amends the Bank Holding Company Act of 1956 to modify the guidelines for: (1) certain reorganizations of banks into holding companies; and (2) certain bank holding companies seeking approval to engage in specified nonbanking activities. (Sec. 122) Amends Federal law regarding monetary instruments transactions to direct the Secretary of the Treasury to: (1) review annually all regulations pertaining to monetary instruments transaction requirements seeking public comment; and (2) publish all written rulings interpreting such law, as well as staff commentaries. (Sec. 123) Amends the Federal Reserve Act to modify the aggregate limits on insider lending for specified small banks. Title II: Nonsupervisory Reforms - Subtitle A: Expedited Funds Availability and Electronic Transfers - (Sec. 201) Amends the Expedited Funds Availability Act to: (1) modify the availability schedules for both depository institution accounts and new accounts; and (2) authorize the Board to establish rules for losses and liability among the States and their political subdivisions in connection with any aspect of the payment system. Subtitle B: Amendments to the Truth in Lending Act - (Sec. 211) Amends the Truth in Lending Act to: (1) exempt from its purview credit transactions involving consumers whose income or net worth exceeds specified thresholds; and (2) modify its information disclosure guidelines. Subtitle C: Homeownership Amendments - (Sec. 221) Amends the Home Mortgage Disclosure Act of 1975 to modify the total assets criterion used to exempt depository institutions from its purview. (Sec. 222) Amends the Housing and Urban Development Act of 1968 to repeal its homeownership debt counseling notification requirements. (Sec. 223) Forbids a Federal banking agency from requiring any institution under its purview to engage in data collection practices pursuant to the requirements of the Fair Housing Act other than data required under the Home Mortgage Disclosure Act of 1975.

Amends the Harmonized Tariff Schedule of the United States to subject goods imported from the Commonwealth of the Northern Mariana Islands to column one rates of the tariff schedule (and deny them labeling as having been manufactured in the United States) unless the Commonwealth establishes that: (1) the labor rate paid to the workers producing such goods is greater than or equal to the prevailing U.S. minimum wage rate; and (2) not less than 50 percent of the direct labor cost of producing such goods is paid to Commonwealth residents. Requires the Secretary of Labor to assign a resident compliance officer to the Commonwealth to monitor its compliance with such conditions.

Amends the Federal Water Pollution Control Act to extend to October 1, 1994, the deadline by which: (1) a permit for stormwater discharges is required; and (2) the Administrator of the Environmental Protection Agency shall issue regulations which designate stormwater discharges to be regulated to protect water quality and to establish a program to regulate designated sources.

Managed Competition Act of 1992 - Title I: Managed Competition in Employer-Based Health Plans: Incentives to Control Costs - Subtitle A: Use of Tax Incentives to Purchase Cost Effective Plans - Amends the Internal Revenue Code to impose an excise tax on the excess health plan expenses of employers. Allows a full and permanent deduction for the health plan premium expenses of self-employed individuals, except with respect to excess health plan expenses. Excludes from gross income contributions by a partnership or S corporation to an accident or health plan covering its partners or shareholders. Subtitle B: Health Plan Purchasing Cooperatives (HPPCs) - Provides for the establishment of health plan purchasing cooperatives as not-for-profit corporations in or among States to: (1) enter into agreements with accountable health plans; (2) enter into agreements with small employers; (3) enroll individuals in accountable health plans; (4) receive and forward adjusted premiums, including the reconciliation of low-income assistance among such plans; and (5) coordinate and carryout other functions as required by this title. Subtitle C: Accountable Health Plans (AHPs) - Sets forth requirements for accountable health plans with respect to: registration and qualifications, uniform benefits, cost-sharing for low-income individuals, standardized information, prohibition of discrimination based on health status, standard premiums, financial solvency, grievance mechanisms, and coordinating benefits. Preempts State laws for accountable health plans. Subtitle D: National Health Board - Establishes a National Health Board to: (1) specify a uniform set of effective benefits by October 1, 1993; (2) provide for an advisory Health Benefits and Data Standards Board and a Health Plan Standards Board; (3) register accountable health plans; (4) establish rules for the process of risk-adjustment premiums; (5) establish standards for a national health data system; (6) measure the quality of care in specialized centers; and (7) make specified reports to the Congress. Subtitle E: Treatment of Areas of Ineffective Competition - Authorizes States to develop plans for controlling growth in premiums of accountable health plans where there is ineffective price competition. Subtitle F: Repeal of COBRA Continuation Requirements - Repeals provisions of the Internal Revenue Code, the Employee Retirement Income Security Act of 1974, and the Public Health Service Act with respect to continuation coverage requirements of group health plans. Subtitle G: Definitions - Provides definitions for terms under this title. Title II: Low-Income Assistance for Health Coverage - Subtitle A: Low-Income Assistance - Provides assistance to low-income individuals enrolled under accountable health plans who are not eligible for Medicare through adjustments of premiums, cost-sharing assistance, and payments for certain items and services. Subtitle B: Long-Term Care Phase-Down Assistance to States - Phases down assistance to States for long-term care from 1994 through 1997. Subtitle C: Financing - Repeals the dollar limitation on the amount of wages subject to the hospital insurance tax. Subtitle D: Repeal of Medicaid Program - Repeals title XIX (Medicaid) of the Social Security Act. Requires the National Health Board to report to the Congress on changes in the laws needed to conform to such repeal. Title III: Improved Access in Rural and Underserved Areas - Amends the Public Health Service Act to extend authorizations of appropriations for migrant health centers, community health centers, scholarship and loan repayment programs of the National Health Service Corps, and area health education centers. Title IV: Preventive Health and Personal Responsibility Subtitle A: Expansion of Public Health Programs - Extends authorized appropriations for: immunizations against vaccine preventable diseases, lead poisoning prevention, preventive health measures with respect to breast and cervical cancers, health information and health promotion, and preventive health and health services block grants. Provides for the use of appropriated funds for the prevention, control, and elimination of tuberculosis and for grants for early intervention regarding acquired immune deficiency syndrome (AIDS). Authorizes appropriations for programs regarding the smoking of tobacco products. Subtitle B: Expansion of Medicare Coverage of Preventive Services - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage for colorectal screening, certain immunizations, well-child care, annual mammography screenings, and certain additional benefits. Title V: Malpractice Reform - Subtitle A: Findings; Purpose; Definitions - Sets forth congressional findings with respect to the need for malpractice reforms. Subtitle B: Grants to States for Alternative Dispute Resolution Systems - Authorizes the Secretary of Health and Human Services to make grants to States for a two-year period for the implementation and evaluation of alternative dispute resolution systems. Sets forth eligibility requirements for States seeking such grants and standards and regulations for such program. Subtitle C: Uniform Standards for Malpractice Claims - Establishes uniform standards for health care liability actions brought in a Federal or State court and to medical malpractice claims subject to an alternative dispute resolution system, except in the case of an injury arising from the use of a medical product. Subtitle D: Liability Protections for Federally-Supported Health Centers - Provides liability protection for physicians or other licensed or certified health care practitioners deemed to be employees of the Public Health Service. Requires the Attorney General to report to the Congress on medical malpractice liability claims arising under this subtitle. Title VI: Paperwork Reduction and Administrative Simplification - Preempts State laws that require medical or health insurance records to be maintained in written, rather than electronic form. Requires the National Health Board to ensure the confidentiality of electronic health care information and establish standardization for the electronic receipt and transmission of health plan information. Requires the Board to establish goals and time frames for: (1) the use of uniform health claims forms and identification numbers; (2) achieving uniformity in determining the liability of insurers when benefits are payable under two or more health plans; and (3) achieving uniformity in the availability of information among health plans when benefits are payable under two or more health plans. Amends the Internal Revenue Code to impose a tax on the administrator of a health plan for failure to satisfy certain health plan requirments.

Fair Furniture Trade Act of 1992 - Urges the President to include in the trade agreement being negotiated for the North American Free Trade Area provisions for more equitable Mexican tariff treatment for U.S. furniture products. Urges such provisions at a minimum, to provide for the elimination of: (1) differing tariff levels on furniture trade between the United States and Mexico; and (2) any Mexican nontariff barrier to U.S. furniture products. Sets forth specified factors to be taken into account in negotiating such agreement. Sets forth applicable tariff rates on Mexican furniture products if a trade agreement with the aforementioned objectives is not entered into under the Omnibus Trade and Competitiveness Act of 1988 before June 1, 1993.
