Requires the Board to investigate any such disclosure and, in the event further investigation or action is warranted, to notify the person, the head of the agency in which such person is employed, and, if appropriate, the Attorney General and/or the Comptroller General.

Establishes Government contract arbitration panels within the Small Business Administration to facilitate the resolution of disputes between any small business concern and any Federal agency having procurement authority. Directs Federal agencies to take the apparent low responsive bidder's small business concern subcontracting plan into account in determining the responsibility of such bidder for the award of such contract. Assigns an employee of the Small Business Administration to each Federal agency to monitor compliance with specified small business programs. Establishes the Small Business Procurement Advisory Committee.

Telephone Privacy Act - Amends the Communications Act of 1934 to prohibit unsolicited commercial telephone calls to a telephone subscriber who has notified the telephone company that he does not wish to receive such calls. Directs the Federal Communications Commission to prescribe regulations specifying the manner in which a telephone subscriber shall notify the telephone company that he does not wish to receive unsolicited calls. Prescribes criminal penalties for violations of this Act. Excludes from the definition of "unsolicited commercial telephone calls" calls made in response to an express request of the individual called or made in connection with an overdue debt or contractual obligation.

National Product Liability Act - Declares that the purpose of this Act is to establish a substantive law of product liability for damages resulting from harm caused by products affecting interstate commerce and to establish a product liability action therefor. States that such product liability action preempts all existing causes and laws for the same purpose. Subjects whomever is engaged in interstate commerce and manufactures or sells: (1) a product which is in a defective condition; or (2) any product and fails to warn or protect against a dangerous condition in the use or reasonably foreseeable misuse or unintended use of the product or fails to provide proper instructions for the intended use of that product, to liability for the harm caused despite the fact that the manufacturer or seller has exercised all possible care in the preparation and/or sale of the product. Allows any person harmed by a product who is a reasonably anticipated user or consumer of the product to bring an action in "product liability" against the manufacturer or seller of the product. Allows any person against whom a product liability action is brought to bring an action for indemnification or other appropriate relief against any third party whose misconduct has caused or contributed to the harm for which damages are sought. Limits the time for commencing a product liability action to two years from the date when the harm is first sustained, discovered, or in the exercise of reasonable care should have been discovered. Stipulates that a product shall be deemed in defective condition only if it is unreasonably dangerous for its intended use at the time the product left the control of the party against whom the action is being brought. Prohibits the awarding of punitive or exemplary damages unless the trier of fact finds that the accused acted out of malice or willfully or wantonly acted in flagrant disregard of public health and safety. Allows the primary forum for trying cases brought under this Act to remain in the State courts.

Increases the limitations on acreage which may be acquired for rights-of-way and by condemnation proceedings along the Appalachian Trail without the consent of the owner from 25 acres in any one mile to at least 25 acres but not more than 125 acres within any one mile. Increases from $5,000,000 to $35,000,000 the authorization of appropriations for acquisition of lands for the Appalachian National Scenic Trail.

Revises the procedure whereby changes in rates of pay for Members of Congress take effect. Prohibits the Congress from considering any appropriation bill, budget resolution, or amendment which prevents the payment of pay increases resulting from a pay adjustment deferred under this Act.

Directs the Secretary, if sufficient funds are unavailable to discharge such guarantees, to issue notes or other obligations to the Secretary of the Treasury. Authorizes the Secretary of the Treasury to sell such olbigations. Authorizes appropriations in such amounts as may be necessary to discharge all of the Secretary of Transportation's obligations under this Act.

Requires such State agency to create within the State a system of Community Long-Term Care Centers. Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to prohibit the sale, offering for sale, or distribution of certain detergents containing excessive amounts of phosphorus for use within the Great Lakes Region. Defines the Great Lakes Region to include the States of New York, Pennsylvania, Ohio, Indiana, Michigan, Illinois, Wisconsin, and Minnesota. Stipulates that the maximum allowable amounts of phosphorus in such detergents shall not exceed (1) 0.5 percent in the case of machine laundry detergents and household cleaning agents; (2) 11 percent in the case of machine dishwashing detergents; and (3) 20 percent in the case of chemical water conditioners for machine laundry use. Authorizes the Administrator to exempt certain cleaning or water conditioning agents where compliance is deemed unreasonable, impractical, or not feasible. Imposes civil penalties of up to $10,000 for each violation of the prohibitions contained in this Act. Stipulates that illegal agents or conditioners shall be liable to be proceeded against and condemned in United States district courts. Establishes procedures for condemnation and disposal of such illegal products. Authorizes the Administrator to make inspections within reasonable limits in order to enforce the provisions of this Act. Directs the Administrator to study the feasibility of applying such regulations on a nationwide basis.

Social Security Benefit Decoupling Act - Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to revise the computation of OASDI benefits on the basis of the individual's ten or fewer years of highest earnings. Directs the Secretary of Health, Education, and Welfare to recompute, in accordance with the method set forth in this Act, the primary insurance amount of an individual who has wages or self-employment income for a year after 1978 for any part of which he is entitled to OASDI benefits. States that the primary insurance amount to be used after such recomputation shall be the larger of the two amounts.
