This bill recognizes Alexander Creek, Incorporated, as an Alaska Native village corporation, subject to certain conditions, and Alexander Creek village as an Alaska Native village. Alexander Creek, Incorporated, must submit to the Department of the Interior any amendments to its state corporate charter that are necessary to convert from a group corporation to a village corporation. The bill requires Interior to offer to enter into negotiations with Alexander Creek, Incorporated, to settle aboriginal land claims and any other claims against the United States. As a condition of recognition as a village corporation, Alexander Creek, Incorporated must enter into such an agreement with Interior no later than 13 months after this bill's enactment. Alexander Creek, Incorporated, must notify its members that (1) they will cease to receive benefits from Cook Inlet Region, Incorporated, individually as at-large shareholders, and (2) all future resource payments shall be retained by Alexander Creek, Incorporated.

This bill excludes certain settlement trust payments to an Alaska Native or descendant of an Alaska Native who is aged, blind, or disabled for purposes of determining the individual's eligibility for need-based federal programs (e.g., the Supplemental Nutrition Assistance Program).

Save Our Seas 2.0 Amendments Act This bill revises provisions governing the administration of the Marine Debris Foundation and the Marine Debris Program. Specifically, the bill allows the foundation to use appropriated funds for employee salaries for the two years following the bill's enactment. The bill also allows the foundation to locate its principal office outside of the District of Columbia and encourages the foundation to locate it in a coastal state. In addition, the bill requires the foundation to develop best practices for conducting outreach to Indian tribes. The National Oceanic and Atmospheric Administration (NOAA) may enter into other agreements, outside of contracts, under the Marine Debris Program. NOAA may also make in-kind contributions for projects under the program.

Original National Domestic Violence Awareness Month Resolution of 2022 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

Bruce's Law This bill reauthorizes certain grants through FY2027 and sets out other activities to address drug overdoses, with a particular focus on contamination with fentanyl or other synthetic opioids. Specifically, the bill (1) reauthorizes grants that are available through the White House Office of National Drug Control Policy (ONDCP) for community-based coalitions to address local drug crises, and (2) authorizes new grants for coalitions to implement education and prevention strategies in communities that face significant levels of drug overdoses related to fentanyl and other synthetic opioids. The ONDCP may delegate authority to execute the new grants to the Centers for Disease Control and Prevention. Additionally, the Department of Health and Human Services (HHS) must carry out a campaign to increase public awareness of the dangers of fentanyl and other synthetic opioids, including the risks of such substances contaminating counterfeit drugs. The bill also establishes an interagency work group to coordinate and improve federal efforts to reduce and prevent overdoses caused by illegal drugs contaminated with fentanyl or other synthetic opioids. Work group members include the ONDCP, HHS, the Department of Justice, and the Department of State.

Community Mental Wellness and Resilience Act of 2022 This bill requires the Centers for Disease Control and Prevention to award competitive grants to consortia that represent various community entities (e.g., schools, businesses, and health and human services providers) for carrying out community mental wellness and resilience programs that use a public health approach.

Pro bono Work to Empower and Represent Act of 2022 or the POWER 2.0 Act This bill makes permanent the requirement for the chief judge of each federal judicial district to lead, at least annually, a public event to promote pro bono legal services for survivors of domestic violence, dating violence, sexual assault, and stalking. The requirement was enacted in 2018; it is scheduled to sunset after a four-year period.

Cruising for Alaska's Workforce Act This bill authorizes foreign vessels that carry more than 1,000 passengers (e.g., cruise ships) to transport passengers between a port in Alaska and another U.S. port, either directly or by way of a foreign port. The authorization generally expires 270 days after a notification that a U.S. vessel offers the same transport.

United States Ambassador at Large for Arctic Affairs Act of 2022 This bill establishes within the Department of State an Ambassador at Large for Arctic Affairs who shall represent the United States in matters and cases relevant to the Arctic, serve on the Arctic Council, and coordinate U.S. Arctic policies.

Native American Millennium Challenge Demonstration Act This bill requires the Department of the Interior to establish the Native American Millennium Challenge Demonstration Project to provide economic development assistance to remote Native American communities. Specifically, an eligible entity (e.g., a consortium of Native organizations in a noncontiguous state) must enter into a five-year binding agreement (i.e., a compact) with the United States to receive assistance. Among other elements, the agreement must contain a description of the specific objectives related to sustainable economic development and poverty reduction that the entity expects to achieve. Further, assistance shall be provided in the form of funding agreements and may not be provided as loans. Additionally, funds may not be used for regulated gaming activities.

Explore America Act of 2022 This bill modifies and sets forth new provisions regarding the Preserve America Program and authorizes partnerships with gateway communities adjacent to units of the National Park System. The Department of the Interior shall offer to enter into partnerships with gateway communities, including Native American communities and National Heritage Areas, to leverage heritage tourism assets in order to strengthen the local economies and create jobs in those communities.

Unrecognized Southeast Alaska Native Communities Recognition and Compensation Act This bill allows five Alaska Native communities in Southeast Alaska to form urban corporations and receive land entitlements. Specifically, the bill allows the Alaska Native residents of each of the Alaska Native villages of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, Alaska, to organize as Alaska Native urban corporations and to receive certain settlement land. The bill directs the Department of the Interior to convey specified land to each urban corporation. Further, Interior must convey the subsurface estate for that land to the regional corporation for Southeast Alaska. Interior must also convey to each urban corporation any U.S. interest in all roads, trails, log transfer facilities, leases, and appurtenances on or related to the land conveyed to the urban corporation. The bill also allows each urban corporation to establish a settlement trust to (1) promote the health, education, and welfare of the trust beneficiaries; and (2) preserve the Alaska Native heritage and culture of their communities.

Strengthening Tribal Families Act of 2022 This bill requires a state plan for child welfare services and a state plan related to the Promoting Safe and Stable Families Program to ensure that the state shall comply with all federal standards established under the Indian Child Welfare Act of 1978. Additionally, the bill directs the Department of Health and Human Services to submit biennial reports to Congress on certain reviews of child and family service programs.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Food Security for All Veterans Act This bill establishes the Office of Food Security within the Department of Veterans Affairs to, among other duties, provide information to veterans concerning the eligibility requirements for federal nutrition assistance programs and develop policies to identify and treat veterans experiencing food insecurity.

National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and cure of Parkinson's disease. The bill's provisions terminate at the end of calendar year 2035.

Childhood Cancer Survivorship, Treatment, Access, and Research Reauthorization Act of 2022 or the Childhood Cancer STAR Reauthorization Act This bill reauthorizes through FY2028 and modifies pediatric cancer research and related programs, including to expand collection of and access to relevant biospecimens and to support the transition of pediatric cancer survivors to primary care.

Indian Programs Advance Appropriations Act of 2021 This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and the Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs are (1) Operation of Indian Programs, (2) Contract Support Costs, (3) the Indian Guaranteed Loan Program, (4) Construction, and (5) Payments for Tribal Leases. The covered accounts within the Bureau of Indian Education are (1) Operation of Indian Education Programs, and (2) Education Construction. The covered accounts within the Indian Health Service are (1) Indian Health Services, (2) Contract Support Costs, (3) Payments for Tribal Leases, and (4) Indian Health Facilities. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Sustaining America's Fisheries for the Future Act of 2021 This bill sets forth and revises various provisions relating to fisheries conservation and management, including to increase the adaptive capacity of fishery management to the impacts of climate change, implement working waterfront plans, establish an innovation prize for data collection technology used in fisheries management, and establish a national standardized reporting program for bycatch.

Advancing FASD Research, Services, and Prevention Act or the FASD Respect Act This bill expands and establishes programs for fetal alcohol spectrum disorders (FASD). Specifically, it directs the Department of Health and Human Services, the National Institutes of Health, the National Center on Birth Defects and Developmental Disabilities, and the Health Resources and Services Administration to carry out and coordinate research, surveillance, and related activities to diagnose, prevent, and treat FASD. Furthermore, the bill establishes various grant programs to support FASD coalitions and develop systems of care; provide services for individuals affected by FASD and other conditions related to prenatal substance exposure; identify and implement best practices for educating children with FASD; and establish centers for excellence to build relevant capacity for preventing, treating, and responding to the needs of individuals with FASD. The bill also directs the Department of Education and the Department of Justice to develop and disseminate trainings and best practices related to FASD in schools and correctional facilities, respectively.

Requirements, Expectations, and Standard Procedures for Effective Consultation with Tribes Act or the RESPECT Act This bill establishes tribal consultation procedures for federal agencies. Specifically, the bill requires federal agencies to consult with tribal governments (1) before undertaking any proposed federal activity or finalizing any federal regulatory action that may have a tribal impact, and (2) for all activities that would affect any part of federal land sharing a border with Indian land. Tribal impact refers to any federal action that may have an impact on tribal governments, including tribal cultural practices and tribal treaty-protected rights. Agencies must prepare tribal impact statements to identify potential tribal impacts of a proposed activity or action. Agencies must also make a good faith effort to identify areas that contain sacred sites important to tribal governments. The bill further outlines consultation requirements, including outreach and meeting arrangements. In general, the consultation shall conclude only upon the execution of a memorandum of agreement between the agency and the tribal government or the members of a designated tribal leader task force. Next, the bill requires agencies to take certain actions during the decision stage for a proposed activity (e.g., public comment) and for a regulatory action. Agencies must recognize and respect tribal self-government and sovereignty and grant tribal governments maximum discretion in the administration of federal statutes and regulations. Tribal governments may seek judicial review of a determination of an agency under this bill if the tribal government has exhausted all other administrative remedies.

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2021 This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After the award the medal shall be given to the National Museum of African American History and Culture.

Huntington's Disease Disability Insurance Access Act of 2021 This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with Huntington's disease. This is an inherited disorder that causes brain cells to die, including in areas of the brain that help to control voluntary movement. Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with Huntington's disease. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

VA Employee Fairness Act of 2021 This bill repeals provisions excluding any matter or question concerning professional conduct or competence; peer review; or the establishment, determination, or adjustment of employee compensation from the applicability of collective bargaining rights for Veterans Health Administration employees.

Shovel-Ready Restoration Grants for Coastlines and Fisheries Act of 2021 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to establish a grant program for states, tribal and local governments, and other entities to implement projects that restore a marine, estuarine, coastal, or Great Lakes habitat, or that provide adaptation to climate change. NOAA must prioritize projects that (1) stimulate the economy; (2) begin within 90 days after an entity is awarded a grant; (3) employ fishermen who have been negatively impacted by the COVID-19 (i.e., coronavirus disease 2019) pandemic or pay fishermen for the use of a fishing vessel; (4) demonstrate any required studies or permits have been completed or can be completed shortly after an award is made; or (5) include communities that may not have adequate resources, including communities of color, and low-income, tribal, indigenous, and rural communities.
