Directs the United States Postal Service to provide and sell a postage stamp issue to commemorate the two hundred and fiftieth anniversary of the birth of George Washington. Provides that such postage stamp shall be of such denomination and design, and shall be sold for such period, as the United States Postal Service shall determine.

Public Lands Conservation, Rehabilitation, and Improvement Act of 1981 - Directs the Secretary of the Interior, in cooperation with the Secretary of Agriculture, to establish and administer a public lands conservation, rehabilitation, and improvement program. Requires the Secretary to provide assistance to program agencies (any Federal or State agency responsible for the management of public lands) to establish and operate residential and nonresidential conservation centers to implement program projects. Describes the types of projects which will receive program preference. Limits program projects to those benefitting public lands or Indian lands, except where projects on nonpublic lands benefit associated public or Indian lands or provide significant public benefits. Sets forth requirements for establishing conservation centers and eligibility criteria for enrollees in the program. Makes persons eligible for enrollment and employment in the program if they are: (1) unemployed; (2) between the ages of 16 and 25 years; and (3) citizens, lawful permanent residents, or lawfully admitted alien parolees or refugees. Provides that in the selection of enrollees for the program, preference shall be given to economically, socially, physically, and educationally disadvantaged youth and youth residing in areas having substantial unemployment. Requires program agencies to provide services, facilities, supplies, and equipment for conservation centers as the Secretary deems necessary. Authorizes the Secretary to award grants to, or enter into agreements with, program agencies for the funding and operation of conservation centers. Authorizes appropriations for FY 1983 through 1989. Requires such appropriations to be credited from specified Treasury receipts. States that program enrollees shall not be deemed Federal employees, except as provided in specified provisions of law. Makes the Secretary responsible for the pay of enrollees and coordination of the program with related Federal, State, local, and private activities. Directs the Secretary to submit a report to Congress, within one year of enactment of this Act, on the feasibility of allowing enrollees who have completed two years in the program an exemption from training and service under the Military Selective Service Act. Directs the Secretary to make arrangements with educational institutions for the award of academic credit to enrollees for competencies developed under this Act. Authorizes program agencies to make arrangements with such institutions for academic study by enrollees during nonworking hours. Requires program agencies to provide certification of skills acquired by program participants and to provide job guidance and placement information as may be necessary. Directs the Secretary to report to the President and Congress by March 1 of each year on the activities carried out under this Act.

Designates that section of the Baltimore-Washington Parkway within the State of Maryland as the Gladys Noon Spellman Parkway. Directs the Secretary of the Interior, in cooperation with the State of Maryland, to erect an appropriate marker commemorating the contributions of Gladys Noon Spellman. Authorizes appropriations.

Requires the Maritime Administration to set aside specified surplus government ships for the use of LIFE International, a private nonprofit organization, to provide humanitarian services to developing countries. States that such set aside authority shall not apply when the ships are needed for national security purposes.

Gives the endorsement of Congress to the principles relating to family planning set forth in a resolution adopted by the World Conference of the United Nations Decade for Women. Urges the President to take steps to implement those principles in the United States and in other countries.

Amends the Internal Revenue Code to impose a tax, at the rate of ten dollars per barrel, on Libyan crude oil sold in the United States. Sets forth rules for the application of the tax to refined products of Libyan crude oil. Prescribes a registration requirement as a condition of liability for the tax imposed under this Act. Allows an income tax deduction for the payment of such tax. Amends the Energy Policy and Conservation Act to establish in the U.S. Treasury a Strategic Petroleum Reserve Trust Fund to be used only for the acquisition and storage of petroleum products in the Strategic Petroleum Reserve. Directs the Secretary of the Treasury to transfer from the general fund of the Treasury to the Trust Fund, at least quarterly, the net revenues from the tax imposed under this Act for the fiscal year. Directs the Secretary to make available to the Secretary of Energy such Trust Fund amounts as the Secretary of Energy determines are necessary for the acquisition and storage of petroleum products in the Strategic Petroleum Reserve. Prohibits the importation of Libyan crude oil into the United States after December 31, 1982, by any person subject to U.S. jurisdiction, including certain foreign subsidiaries or affiliates of corporations.

Expresses the sense of the Congress that the President should: (1) proclaim the fifth anniversary of the establishment of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords as a day honoring that Group; and (2) ask the Soviet Union to release the jailed members of the Group and to cease persecuting and jailing Ukrainian citizens seeking their rights.

Social Security Rights Act - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to replace lost, stolen, or undelivered benefit checks within ten days after an individual submits a written request for a replacement check or give a written explanation of why the individual is not entitled to a replacement check. Requires that decisions on benefit claims or entitlement be made within specified time periods. Provides for payment to an individual of an amount equal to the monthly benefit claimed by such individual if any decision with respect to such individual's benefit claim or entitlement is not made within the time specified by this Act. Requires that payment of benefits on approved claims begin within a specified time period. Provides for payment to an individual of an amount equal to the monthly benefit approved if such individual does not receive a benefit check within the specified time period.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the inclusion of the receipts and disbursements of the social security trust funds (the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Federal Hospital Insurance Trust Fund, and the Federal Supplementary Medical Insurance Trust Fund) in the totals of the Federal budget and exempt them from any general statutory limitation on Federal budget outlays, beginning with fiscal year 1983.

Amends the Department of Housing and Urban Development Act to establish, within the Department, an Office of Housing for the Elderly. Lists the responsibilities of the Office which include coordinating housing programs for the elderly and representing the Assistant Secretary for Housing on matters concerning housing for the elderly. Directs the Assistant Secretary to establish an Advisory Committee on Housing for the Elderly. Requires the Secretary of Housing and Urban Development Act to submit to Congress an annual report on housing for the elderly.

Prompt Payment Act of 1981 - Requires Federal agencies to pay interest on overdue payments to businesses for property or services. Requires the Office of Management and Budget (OMB) to prescribe required payment dates. Specifies the procedures for computing such interest. Requires an agency to pay any interest charges out of funds made available for administration of its programs. Authorizes Federal grant recipients to provide for the payment of interest on overdue payments on their procurement contracts. Directs each agency to report to OMB annually on interest payments made during the fiscal year. Requires OMB to report to specified congressional committees on agency compliance with this Act. Requires the Director of OMB to delegate responsibility for OMB functions under this Act to the Office of Federal Procurement Policy.

Declares that, after the date of the enactment of this Act, State law shall apply to the enforcement of any due-on-sale clause, or any other similar provision, contained in: (1) any mortgage which secures sums borrowed from a national bank; or (2) any promissory note which serves as evidence of sums borrowed from a national bank.

Expresses the sense of the House of Representatives that the provisions of the Internal Revenue Code which provide incentives for energy conservation and development of renewable energy sources should not be repealed or amended to reduce such incentives.

Amends the Bail Reform Act of 1966 to authorize a judicial officer when making a pretrial release determination to consider whether a person charged with possession or transfer of a controlled substance will pose a danger to any other person or the community. Requires the judicial officer to hold a hearing for such persons to determine whether surety resources have been obtained by noncriminal means.

Requests the President to designate the week of October 12, 1992, to honor Christopher Columbus' discovery of the Americas. Authorizes the President to establish a special advisory commission to plan and implement a five hundredth anniversary celebration during the week of October 12, 1992, in honor of Christopher Columbus and his discovery of the Americas.

Allows individuals who voluntarily leave military service to receive unemployment compensation based on such service. Increases from 365 to 730 days the length of continuous military service needed to qualify as employment for purposes of unemployment compensation. Delays an ex-service member's entitlement until the fifth week after discharge or release from the service. Limits an ex-service member's total entitlement to no more than 13 weeks of benefits.

Authorizes the President to present, on behalf of the Congress, a gold medal to Fred Waring, Louis L'Amour, and the widow of Joe Louis. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of each medal. Authorizes appropriations.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to establish in the Treasury the Social Security Reserve Trust Fund. Appropriates to the Trust Fund for each fiscal year 25 percent of the revenues from the windfall profit tax for such year. Limits the aggregate amount appropriated to the Trust Fund to $50,000,000,000 for all fiscal years. Directs the Secretary of the Treasury to transfer to the Trust Fund amounts so appropriated at least quarterly. Creates a Board of Trustees to hold and manage the Trust Fund and report to Congress annually on the operation of the Trust Fund and whenever the Trust Fund amount is too small. Sets forth requirements for investment by the Trust Fund in interest-bearing obligations of the United States or in federally guaranteed obligations. Directs the Secretary to transfer from the Trust Fund to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund such amounts as may be provided by appropriation Acts.

Hunger Prevention and African Food Security Act - Amends the Foreign Assistance Act of 1961 to require the President to use at least half of the funds available for development assistance to provide assistance for persons living in absolute poverty as defined by specified standards. Requires special emphasis to be placed on alleviating hunger in Sub-Saharan Africa and particularly on facilitating the participation of women in food production in that region. Amends the Agricultural Trade Development and Assistance Act of 1954 to specify a minimum aggregate value of all famine relief agreements. Requires famine relief agreements to provide that at least one-fifth of the commodities made available for famine relief or funds generated from the sale of those commodities in participating countries shall be used to strengthen food distribution systems in famine-prone countries, especially those in Sub-Saharan Africa. Requires each such agreement to specify the measures taken to ensure that such commodities and funds benefit primarily the poor.

Small Business Innovation Development Act of 1981 - Amends the Small Business Act to direct the Small Business Administration (SBA) to: (1) maintain an information program to provide small businesses an opportunity to participate in Federal small business innovation research (SBIR) programs; (2) coordinate a schedule for release of SBIR solicitations and prepare a master release schedule; (3) monitor SBIR programs within Federal agencies; and (4) report annually to the congressional Small Business Committees on the SBIR programs. Requires each Federal agency with a research and development budget of at least $100,000,000 in FY 1982 or any subsequent fiscal year to spend a specified percentage of its budget in connection with an SBIR program. Requires each Federal agency with a research and development budget of at least $20,000,000 in FY 1982 or any subsequent fiscal year to establish specific goals for funding research and development agreements with small businesses. Directs each Federal agency to report annually to the SBA the number of awards over $10,000 made under the SBIR program and to concerns other than small business concerns. Directs the Administrator of the Office of Federal Procurement Policy, in conjunction with the SBA, to promulgate regulations for the conduct of the SBIR programs. States that this Act does not authorize the appropriation of funds.

Motor Vehicle Theft Law Enforcement Act of 1981 - Title I: Improved Identification for Motor Vehicle Parts and Components - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to promulgate a Federal motor vehicle security standard, applicable to parts used in the manufacture of motor vehicles other than motorcycles after the effective date of such standard or manufactured as new replacement parts after such date. Directs the Secretary to conduct a cost-benefit analysis before promulgating such standard, which includes the effect on domestic motor vehicle production and sales. Stipulates that the standard shall not: (1) impose additional costs upon manufacturers in excess of $10 per motor vehicle; and (2) require the identification of more than 14 parts for any motor vehicle, nine parts for any truck, and four parts for any trailer. Declares that a Federal motor vehicle standard supercedes any State or local standard. Authorizes the Secretary to conduct studies on the development of security devices and systems. Directs the Secretary to report to Congress on such devices and systems within one year of enactment. Provides for repeal of this title on a specified date. Title II: Antifencing Measures - Amends the Federal criminal code to establish penalties for removing or altering any identification number of any motor vehicle or motor vehicle part required by regulation. Requires the forfeiture of any vehicle or part which has had such number removed, with specified exceptions. Applies to the seizure and forfeiture of motor vehicles and parts those provisions of law relating to the seizure and forfeiture of vessels and merchandise under the customs laws. Establishes penalties for anyone who buys, receives, possesses, or obtains control of, with intent to sell or otherwise dispose of, any motor vehicle or motor vehicle part knowing that such identification number has been removed or altered. Designates as nonmailable matter any manipulative type device which is designed or adapted to operate, circumvent, remove, or render inoperative the ignition switch or lock, or door or trunk lock of two or more motor vehicles, or any advertisement for the sale of such device. Title III: Importation and Exportation Measures - Establishes criminal and civil penalties for anyone who imports, exports, or attempts to import or export any self-propelled vehicle or vehicle part knowing that its identification number has been altered. Amends the Tariff Act of 1930 to require persons who export or attempt to export a used self-propelled vehicle to present to the appropriate customs officers the vehicle and a document describing that vehicle. Title IV: Reporting Requirements - Directs the Attorney General to establish a task force to study problems relating to the theft of off-highway mobile equipment. Directs the Secretary of Transportation to establish a task force to study problems relating to motor vehicle titling and controls over motor vehicle salvage which may affect the motor vehicle theft problem. Directs the Attorney General, in consultation with the Secretaries of the Treasury and Transportation and the Postmaster General, to report to Congress on the implementation of this Act.
