National Recreational Trails Fund Act of 1991 - Amends the Internal Revenue Code to establish the National Recreational Trails Trust Fund (Fund). Requires the Secretary of the Treasury to pay into the Fund an amount equivalent to 0.5 percent of total Highway Trust Fund receipts, adjusted triennially to reflect revenues from nonhighway recreational fuel taxes. Requires the Secretary to use such amounts in the Fund to make grants to the States for constructing and maintaining recreational trails. Establishes the National Recreational Trails Act Advisory Committee.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action after 1940, including from World War II and the Korean and Vietnam conflicts, to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

International Voluntary Family Planning Assistance Act of 1991 - Authorizes appropriations for international population planning assistance. Earmarks a specified amount of such funds for the United Nations Population Fund if: (1) the Fund maintains such funds in a separate account, without commingling; (2) none of the funds are made available for China; and (3) any agreement to obligate such funds expressly states that the full amount granted by the agreement will be refunded to the United States if U.S. funds are used for family planning in China or abortions in any country. Requires a specified amount of population planning assistance to be used to increase family planning service delivery in countries with large population growth. Prohibits any funds appropriated under this Act from being used for abortions.

National Presidential Debates Act of 1991 - Amends the Internal Revenue Code to require as a condition of eligibility to receive payments from the Presidential Election Campaign Fund that presidential candidates agree to participate in at least four debates sponsored by a nonpartisan or bipartisan entity. Requires a corresponding agreement by vice-presidential candidates, but for a minimum of only one debate.

Veterans' Compensation Programs Improvement Act of 1991 - Authorizes the Secretary of Veterans Affairs to accept gifts, devises, and bequests which enhance the Secretary's ability to provide services and benefits. Allows the payment of parents' dependency and indemnity compensation less frequently than monthly if the amount of the annual benefit is less than four percent of the maximum annual rate payable. Prohibits a readjustment in the rating schedule from causing a veteran's compensation amount to be reduced unless an improvement in the veteran's disability is shown to have occurred. Makes the presumptive period (the period after service in a radiation-risk activity during which a disease must become manifest in order to be considered service-connected and, therefore, compensable as disability compensation) for leukemia 40 years (currently, 30). Creates a 40-year presumptive period for members of the reserves who were exposed to the atmospheric detonation of a nuclear device during active duty or inactive duty for training and who contract specified diseases or illnesses. Increases the amount of Veterans' Mortgage Life Insurance available to a veteran owning a home to the lesser of $90,000 (currently, $40,000) or the amount of the loan outstanding on the home. Increases from one to two years the period after discharge or release during which service-disabled veterans must apply in order to qualify for National Service Life Insurance.

Amends the Omnibus Budget Reconciliation Act of 1990 to exclude the administrative expenses of the old-age, survivor, and disability insurance programs from Federal budget calculations. Exempts such expenses from sequestration under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Makes technical and related corrections to the Social Security Act and the Omnibus Budget Reconciliation Act of 1990.

Older Americans' Freedom to Work Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Provides eligibility for the veterans' home loan program (whereby home loans are made, insured, or guaranteed to veterans through the Department of Veterans Affairs) for members of the Selected Reserve who have completed at least six years of service in the Selected Reserve and who: (1) were discharged honorably, were placed on the retired list, or were transferred to an element of the Ready Reserve other than the Selected Reserve; or (2) continue to serve in the Selected Reserve. Prescribes the amounts of home loan fees to be paid to the Department by such individuals.

Federal Used Property for Domestic Use Act of 1991 - Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the General Services Administration to make available to foreign governments or international relief agencies for humanitarian relief purposes nonlethal surplus personal property not needed by the American National Red Cross or by States or territories for educational or public health purposes. Requires transfer of such property to the Secretary of State for distribution. Authorizes executive agencies having any such property in a foreign country that has not been returned to the United States to make such a transfer. Repeals provisions authorizing the Secretary of Defense to make available for humanitarian relief purposes any nonlethal excess supplies of the Department of Defense.

Social Security Notch Adjustment Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to establish a new formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and would otherwise be subject to the benefit computation rules of the Social Security Amendments of 1977. Extends the application of such transitional benefit computation rules to those who become eligible for benefits before 1989. (Currently those who become eligible after 1983 are subject to the benefit computation rules of the Social Security Amendments of 1977.)

Veterans PTSD Treatment and Psychological Readjustment Act of 1991 - States that it shall be the policy of the Secretary of Veterans Affairs to implement the recommendations of the Chief Medical Director's (CMD) Special Committee on Post-Traumatic Stress Disorder to establish and operate specialized inpatient post-traumatic stress disorder units (SIPUs) at Department of Veterans Affairs medical centers. Requires such facilities and services to be available to all eligible veterans, including veterans of the Persian Gulf conflict. Requires the Secretary to gradually increase the number of SIPUs in order to meet a total increase of not less than 30 units by December 31, 1994. Requires the Secretary to direct the Special Committee to identify areas of the country in which there are significant needs for expanding the Vet Center program. Directs the Special Committee to present a list of not less than 40 areas as candidates for new Vet Centers to the Readjustment Counseling Service of the Department no later than September 30, 1991. Requires the Counseling Service to gradually increase the number of existing Vet Centers in order to meet a total increase of not less than 40 by December 31, 1994. Directs the Advisory Committee on Readjustment of Veterans (established under this Act) to prepare a report to be submitted to the Congress on recommendations to increase outreach efforts to veterans of the Vietnam era and thereafter with readjustment counseling needs. Expands eligibility under the Vet Center program to include veterans of the Persian Gulf conflict. Directs the Secretary to make facilities and services of the Vet Centers available to family members of military personnel assigned to duty in the Persian Gulf. Urges the Secretary to fill expeditiously Vet Center staff vacancies caused by reassignment to Department medical facilities in preparation for receipt of casualties from the Persian Gulf conflict. Directs the Secretary to establish the Advisory Committee and seek its advice with respect to: (1) the administration of Department benefits for veterans, particularly Vietnam and post-Vietnam era veterans; (2) reports and studies pertaining to veterans, particularly Vietnam and post-vietnam era veterans; and (3) the needs of all veterans with respect to compensation, health care, readjustment, outreach, and other benefits and programs administered by the Department. Requires the Advisory Committee to report annually to the Secretary pertaining to the social, economic, educational, and psychological readjustment of veterans. Requires the Secretary to submit such reports to the Congress, along with comments and recommendations. Authorizes the Secretary to conduct a pilot program to contract for care and treatment and rehabilitative services in halfway houses, therapeutic communities, psychiatric residential treatment centers, and other community-based treatment facilities for eligible veterans suffering from PTSD. Requires the CMD to plan, design, and conduct such program. Requires the Secretary to approve the quality and effectiveness of a program operated by a contract facility before allowing veterans to be furnished treatment there under the pilot program. Directs the Secretary to: (1) urge all public and private entities to provide appropriate employment and training opportunities to veterans who have been provided treatment and rehabilitative services under this Act for PTSD and who have been determined to be sufficiently rehabilitated to be employable; and (2) provide all possible assistance to the Secretary of Labor in placing such veterans in such opportunities. Requires the Secretary to provide referral services and advice to veterans discharged or released from active service who are not eligible for PTSD treatment and services. Limits participation in the PTSD pilot program to 500 eligible individuals. Directs the Secretary to report to the Senate and House Veterans' Affairs Committees on the operation of the pilot program through FY 1994. Terminates the pilot program after five years of operation. Directs the Special Committee to examine the effectiveness of contracts for the treatment of PTSD with private facilities and therapists. Requires the Special Committee to report its findings and recommendations to the veterans' committees. Requires the Secretary, in administering the Health Professionals Educational Assistance Program, to encourage the participation of individuals who desire to become psychologists, psychiatrists, social workers, psychiatric nurses, and other professionals specializing in the treatment of PTSD. Directs the CMD to conduct research programs to consider the most effective treatment for PTSD and the effectiveness of involving the family in the treatment of PTSD and to report his findings to the veterans' committees. Requires such research to be conducted through the National Center on Post-Traumatic Stress Disorder, with consultation from the Special Committee and the Advisory Committee. States that it shall be the policy of the Secretary to implement the recommendations of the Special Committee to establish and operate post-traumatic stress disorder clinical teams (PCTs) at Department medical centers that provide mental health services. Requires such services to be available to all veterans, including veterans of the Persian Gulf conflict. Directs the Secretary to increase the number of PCTs by 50 units by the end of calendar year 1994. Requires the Secretary, in establishing such new PCTs, to give priority to locations that do not have a SIPU or an affiliated Vet Center. Requires the Secretary to direct the Special Committee to assess the capacity of the Department to provide treatment for PTSD. Requires the Special Committee to report its findings to the Secretary, to be forwarded to the Congress.

Elementary School Counseling Demonstration Act - Authorizes appropriations for the Secretary of Education to make demonstration grants to local education agencies to establish effective and innovative elementary school counseling programs that can serve as national models. Directs the Secretary to establish an Office of School Counseling, headed by a Director, in the Department of Education.

Unemployment Insurance Program Budgeting Reform Act - Excludes the receipts of the Unemployment Trust Fund from deficit calculations. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude the State unemployment insurance and employment services operations account from sequestration.

Comprehensive Recycling Act of 1991 - Establishes as national goals: (1) the recycling of municipal waste; and (2) the creation and strengthening of markets for recycled materials. Requires the Administrator of the Environmental Protection Agency to provide technical assistance and guidance to States on recycling methods and opportunities. Directs States to develop and implement comprehensive multimaterial recycling programs. Requires such programs to be designed to provide at least 20 percent of a State's population with an opportunity to participate in such programs within two years of this Act's enactment. Provides that such programs must be available to an additional 20 percent of a State's population every two years, until the entire population is provided with such opportunity. Sets forth minimum program requirements. Deems a State or its municipalities to be in compliance with this Act if they have in place an alternative program that meets this Act's requirements. Requires States to include recycling programs in the regional solid waste plan required by the Solid Waste Disposal Act. Makes States with approved plans eligible for Federal assistance for recycling infrastructures. Amends the Solid Waste Disposal Act to require the Administrator to make grants to States for the development of programs to promote the use of recycling techniques by businesses, local governments, or regional waste management authorities.

Declares that a national emergency exists for purposes of enabling a call to active duty of additional members of the Reserve Corps of the Public Health Service because of shortages in health services resulting from health care providers leaving to serve as members of the armed forces in connection with the Persian Gulf conflict. Directs the Secretary of Health and Human Services to call additional Reserve Corps members to active duty and make assignments of qualified members of the Reserve and Regular Corps.

Link-up for Learning Demonstration Grant Act - Establishes a program of grants to local educational agencies (LEAs) in partnership with other eligible entities for coordinated educational and other student support services for at-risk youth. Makes eligible to apply for such a grant: (1) an LEA that seeks to plan and implement a coordinated services program for at-risk students with at least one other cooperating public agency; and (2) a consortium, including at least one LEA and one cooperating public service agency, formed to coordinate support services for at-risk students. Allows nonprofit organizations, institutions of higher education, and private enterprises with experience or expertise in providing services for at-risk students also to participate as a cooperating agency with an LEA or consortium in developing, operating, or evaluating such programs. Makes an LEA that is receiving assistance under the Head Start Transition program also eligible for assistance under this Act if it meets certain criteria. Allows educationally deprived students, in chapter 1 eligible schools or students in chapter 1 schoolwide projects, and their family members, to receive services provided by a project under this Act. Allows an eligible LEA to select any school, grade span, or program area for project services, providing such student eligibility requirements are met and the project design is of adequate size, scope, and quality. Allows such grants to be for up to three years, subject to satisfactory progress. Limits the Federal share of project costs to 80 percent. Establishes a Federal Interagency Task Force consisting of the Secretaries of Education, Health and Human Services, and Housing and Urban Development, and other appropriate Federal agency heads, to identify means to facilitate interagency collaboration at Federal, State, and local levels to improve support services for at-risk students. Requires the Task Force to: (1) identify and eliminate program regulations or practices impeding coordination and collaboration; (2) develop and implement plans for jointly funded programs, unified eligibility and application procedures, and confidentiality regulations that facilitate information sharing; and (3) make recommendations to the Congress on legislative action to facilitate coordination of support services. Directs the Secretary of Education to: (1) conduct a study of grantees under this Act to identify regulatory and legislative obstacles to coordinated support services and innovative procedures and programs; and (2) report study results to the Congress with recommendations for legislative action. Authorizes appropriations.

High Medicare Hospital Relief Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to provide, for FY 1992 and 1993, an additional Medicare payment to a hospital when at least 65 percent of its inpatient days or discharges are attributable to Medicare beneficiaries.

Department of Veterans' Affairs Minority Affairs Act - Directs the Secretary of Veterans Affairs to designate the Assistant Secretary in the Department of Veterans Affairs (VA) whose functions include equal opportunity functions as the Chief Minority Affairs Officer. Outlines the duties of the Chief Minority Affairs Officer (the Chief), including the following: (1) investigating and examining VA activities affecting minority group members who are veterans or who receive benefits from the VA; (2) assessing the needs of minority veterans within the VA; (3) advising the Secretary regarding the effect on minority veterans of policies, regulations, and programs of the VA and of methods to ensure that minority veterans are afforded an opportunity to participate fully in the activities and benefits of the VA; and (4) carrying out any other additional functions as the Secretary may prescribe. Establishes within the VA five Deputy Officers of Minority Affairs, each of whom shall be appointed by the Secretary. Requires each officer to be responsible for one of the following areas: (1) Asian American affairs; (2) Black American affairs; (3) Hispanic American affairs; (4) Native American affairs; and (5) women's affairs. Requires the Secretary, no less than annually, to report to the Congress a detailed description of any activities and policies of the VA relating to minority group members who are veterans or who receive benefits from the VA and of the duties of the Chief and the Deputy Officers of Minority Affairs.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent (under current law it will expire after tax year 1991); and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1994 and thereafter.

Amends the Internal Revenue Code to raise from $5,000,000 to $25,000,000 the threshold amount of tax-exempt bonds that a small governmental unit may issue and still remain within the exception from arbitrage rebate requirements. Makes the exception from such rebate for construction bonds effective as if included under the Tax Reform Act of 1986. Permits elections concerning such bonds to be made until 180 days after the date of enactment of this Act. States that any rebates paid shall not be refunded. Increases from $10,000,000 to $25,000,000 the amount of tax-exempt obligations excepted from the pro rata allocation of interest expense of financial institutions to tax-exempt interest for qualified small issuers. Repeals the five percent unrelated and disproportionate private use rules for private activity bonds. Provides that a bond shall not be treated as an arbitrage bond by reason of any failure to meet any requirements of temporary period investments if all earnings which would cause such bond to be an arbitrage bond are paid to the United States by the issuer by the required due dates. Reduces from 100 percent to 90 percent the amount of arbitrage to be rebated to the United States if certain State and local bonds are not to be treated as arbitrage bonds. Provides that an advance refunding bond will not be tax-exempt if it results in amounts becoming available which are invested in substantially guaranteed higher yielding investments pursuant to a contract entered during a certain period before or after issuance of the bond.

Authorizes the Secretary of Education to enter into a contract with the National Writing Project (a nonprofit educational organization) to support costs of programs of teacher training and classroom research to improve the teaching of writing and the quality of student writing and learning. Directs the Project to establish a National Advisory Board. Directs the Secretary, through the Office of Educational Research and Improvement, to make grants to individuals and higher education institutions for research on the teaching of writing. Authorizes appropriations for FY 1991 through 1995.

Authorizes the appointment of chiropractors as commissioned officers in the Army, Navy, or Air Force Medical Service Corps. Provides special pay to chiropractic officers on active duty for not less than one year. Increases such special pay with service. Authorizes the payment of additional special pay for any 12-month period during which such an officer is not undergoing chiropractic internship training, with appropriate increases for years of service. Requires such an officer, to receive such additional special pay, to execute a written agreement to remain on duty for no less than one year. Authorizes the Secretary of the military department concerned to terminate the payment of such additional special pay at any time, with an appropriate refund required from the officer concerned for any period paid but unserved. Requires an officer who voluntarily terminates service for a period for which a special payment was made to refund the proper amount to the United States.

National Energy Policy Act of 1991 - Title I: Provisions Related To Fuel Economy Standards - Amends the Motor Vehicle Information and Cost Savings Act to prescribe minimum average fuel economy standards for passenger and non-passenger automobiles manufactured in model years 1996 through 2000, and 2001 and beyond. Requires a 20 percent increase in average fuel economy over model year 1988 by 2000, and a 40 percent increase thereafter. Prescribes guidelines under which the Secretary of Transportation may consider petitions to modify such standards. Directs the Administrator of the Environmental Protection Agency (the Administrator) to conduct an ongoing study of the accuracy of fuel economy testing of passenger automobiles as compared to actual performance under average driving conditions. Requires the Administrator to report study results annually to certain congressional committees. Requires the Secretary of Energy to annually distribute at least 100 fuel economy data booklets to each dealer, and as many as are additionally requested. Requires the Secretary of Transportation to report to the Congress the results of a National Academy of Sciences: (1) review of the current state of research and development in the fuel economy of light trucks and passenger automobiles; and (2) assessment of the remaining potential for improving their fuel efficiency and reducing their energy consumption. Doubles the civil penalties for repeated violations of average fuel economy standards. Title II: Other Provisions Related to Energy Conservation and Provisions Related to Energy Research and Development - Amends the Public Utility Regulatory Policies Act of 1978 to provide that the rates allowed to be charged by a State-regulated electric utility shall be such that its investments in and expenditures for energy conservation, energy efficiency resources, and other demand side management measures are at least as profitable as its investments in and expenditures for the construction of new generation facilities. Requires the Secretary of Energy to report to the Congress and the President regarding a survey of State rules and policies under which State regulatory authorities: (1) require or permit gas and electric utilities to recover their investments in end-use energy efficiency improvements and their lost net revenues from the reduced energy sales caused by such improvements; and (2) assign a positive dollar value to environmental costs and benefits when evaluating gas and electric utilities' resource planning and acquisition processes. Requires such report to evaluate to what extent each State has adopted regulatory and incentive policies to ensure that end-use energy efficiency improvements will compete on equal terms with additional energy production for gas and electric utilities' future investments in energy supply. Authorizes appropriations for FY 1992 through 1996 for: (1) energy conservation; (2) solar and alternative energy; (3) enhanced oil recovery; and (4) fuel cells. Amends the Energy Policy and Conservation Act to authorize appropriations for the alternative fuels bus program from for FY 1992 through 1996. Directs the Secretary of Energy to provide funding for the purchase of alternative-fueled vehicles by State and local government agencies as well as by private entities. Sets forth a percentage schedule for Federal purchase of alternative-fueled vehicles. Requires the President to report annually to the Congress on implementation of the alternative-fueled vehicle purchase program. Authorizes appropriations for FY 1992 through 1996 for: (1) energy conservation programs for schools and hospitals; and (2) the weatherization assistance program. Amends the National Energy Conservation Policy Act to direct the Secretary of Energy to establish a revolving loan fund for loans to Federal agencies to implement the Federal energy management program. Requires loan recipients to give priority to reducing the use of refined petroleum products. Authorizes appropriations for FY 1992 through 1996. Title III: Provisions Related to Increased Petroleum Production Capacity - Amends the Energy Policy and Conservation Act to direct the Secretary of Energy to: (1) take expedited measures so that the Strategic Petroleum Reserve will have an increased petroleum storage capacity for one billion barrels of petroleum product by September 30, 1996 (including the acquisition and leasing of private capacity); and (2) continue acquisition, transportation, storage, and injection activities until the quantity of petroleum product in the Reserve is two billion barrels by the end of FY 2002. Directs the President to report to the Congress on Western Hemisphere cooperation in energy production and conservation. Title IV: Provisions Related to Duties and Taxes - Amends the Additional U.S. Notes to chapter 27 of the Harmonized Tariff Schedule of the United States to direct the Administrator of the Energy Information Administration of the Department of Energy to determine offset amounts (the difference between $16 and any lower weighted average international price of a barrel of crude petroleum), according to prescribed guidelines. Authorizes the President to exempt petroleum goods from any Western Hemisphere country from offset amounts if the President considers that the exemption would foster cooperation among the other Western Hemisphere countries with respect to energy resources development and utilization. (This provides for an automatic increase in import duties on petroleum and petroleum products to make up for any drops in the weighted average international price of a barrel of crude petroleum below $16.) Amends the Internal Revenue Code to direct the Secretary of the Treasury to prescribe gasoline tax rates in lieu of certain fuel deficit reduction rates for any month in which certain gasoline tax rates are in effect. Sets forth rate guidelines. (This provides for a standby contingency gasoline conservation tax if the price of crude oil falls below a certain average real price of crude petroleum. Sets a ceiling on any such tax increase equal to one-half of the price fall.) Imposes a tax for the removal of crude oil from specified Federal and State Outer Continental Shelf, submerged lands, or other lands subject to competitive lease. Excepts the Strategic Petroleum Reserve from such tax. Declares that gross income shall not include certain energy and water conservation subsidies provided consumers by public utilities. Establishes the Energy Security Trust Fund to implement this Act. Establishes as a separate account in such Fund the "Low-Income Home Energy Assistance Account" to implement the Low-Income Home Energy Assistance Act of 1981.

Amends the Internal Revenue Code to extend the targeted jobs credit permanently. Increases the maximum age requirement for economically disadvantaged youth from 23 to 25.

Agent Orange Act of 1991 - Presumes the following diseases to be service-connected and resulting from exposure to dioxins and other herbicide agents during service in Vietnam during the Vietnam era unless there is affirmative evidence to the contrary: (1) non-Hodgkins lymphoma, each soft-tissue sarcoma (with certain exceptions), and chloracne or other consistent acneform diseases becoming manifest to a degree of disability of ten percent or more; and (2) those additional diseases that the Secretary determines warrant such a presumption by reason of having a positive association with a herbicide agent, if they become manifest within the appropriate period. Directs the Secretary of Veterans Affairs to prescribe regulations providing that a presumption of service connection is warranted whenever it is determined by the Secretary that a positive association exists between the exposure of humans to a herbicide agent and the occurrence of a disease in humans. Requires the Secretary to take into account reports received from the National Academy of Sciences, as well as other sound medical and scientific information. Outlines procedures to be followed by the Secretary in weighing evidence and report information and making conclusions for or against the positive association and, therefore, the service-connection presumption. Provides for the issuance of final regulations listing the diseases for which positive associations have been found or removing the presumption for a disease. Directs the Secretary to enter into an agreement with the National Academy of Sciences (NAS) under which NAS shall review and summarize the scientific evidence (and its strength) concerning the association between exposure to a herbicide agent during service in Vietnam and each disease suspected to be associated with such exposure. Provides for NAS: (1) scientific determinations concerning diseases; (2) recommendations for additional studies to resolve areas of uncertainty relating to herbicide exposure; (3) subsequent reviews; and (4) reports, at least biennially, to the Secretary and the Senate and House Veterans' Affairs Committees (the veterans' committees). Terminates the agreement ten years after the fiscal year of the first report from NAS. Directs the Secretary to enter into an agreement with another body if the Secretary cannot reach an agreement with NAS within two months after enactment of this Act. Amends the Veterans' Benefits Improvement Act of 1988 to direct the Secretary to annually furnish updated information on health risks associated with exposure to herbicide agents during service in Vietnam during the Vietnam era. Extends through 1993 the eligibility for hospital, nursing home, or domiciliary care and medical treatment of individuals who served in Vietnam and who have been determined to have been exposed to dioxin or a toxic substance in a herbicide as the result of such service and of veterans exposed to ionizing radiation while serving between September 11, 1945 and July 1, 1946. Directs the Secretary to compile and analyze, on a continuing basis, all clinical data obtained by the Department of Veterans Affairs in connection with examinations and treatment furnished to veterans by the Department after November 3, 1981, for exposure to herbicide agents in Vietnam and which is likely to be useful in determining the exposure to such agents and the disabilities suffered. Requires an annual report on such compilations and provides funding. Directs the Secretary, for facilitating research on the effects of exposure to herbicides used in Vietnam, to establish and maintain a system for the collection and storage of voluntarily contributed blood and tissue samples of veterans who served there. Provides for: (1) specimen security; (2) authorized uses; (3) limitations on acceptance of samples; and (4) authority based on specific funding. Directs the Secretary to establish a scientific research feasibility studies program for conducting research on health hazards resulting from: (1) exposure to dioxin; (2) exposure to other toxic agents in herbicides used in Vietnam; and (3) active military service in Vietnam during the Vietnam era. Outlines program and report requirements. Directs the Secretary to consult with NAS. Directs the Secretary, upon the request of a Vietnam veteran who has applied for Department medical care and filed a claim for, or is in receipt of, disability compensation, to obtain a blood sample to conduct a test for the presence of a specified dioxin. Provides for notification to the veteran of test results and requires such blood sample to be maintained as part of the collection of blood and tissue samples required under this Act. Makes conforming amendments and provides for alternative effective dates.

Employee Educational Assistance Act of 1991 - Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expires for taxable years beginning after December 31, 1991.)

Allows payments under the Civilian Health and Medical Program of the Uniformed Services for certain health care expenses incurred by members and former members of the uniformed services (and their dependents) who are entitled to retired or retainer pay and who are otherwise ineligible for such payments by reason of their entitlement to benefits under title XVIII (Medicare) of the Social Security Act because of a disability.

Prohibits certain practices regarding enclosure space and diet in the raising of calves for veal. Subjects violators to specified civil and criminal remedies. Authorizes inspections by the Secretary of Agriculture or any designated representative.

Amends Federal law to prohibit any State from imposing an income tax on the pension income of any individual who is not a resident or domiciliary of that State.
