Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Small Business Health Fairness Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Sets forth rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to nonprofit community based pregnancy help medical clinics for the purchase of ultrasound equipment. Requires each grantee to: (1) provide free ultrasound examinations to pregnant women; (2) show the visual image of the fetus from the ultrasound examination to each pregnant woman with a general anatomical and physiological description of the fetus; (3) give each pregnant woman the approximate age of the embryo or fetus; (4) provide information on abortion and alternatives to abortion, such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives; and (5) obtain medical malpractice insurance. Limits each grant to the lesser of 50% of the purchase price of the ultrasound machine involved or $20,000.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

(In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Establishes a congressional Commission on the Abolition of Modern-Day Slavery which shall: (1) study matters relating to modern-day slavery; (2) review programs of relevant governmental agencies; (3) examine efforts by foreign countries and multilateral organizations to combat modern-day slavery; and (4) convene additional experts from nongovernmental organizations as part of the Commission's review. States that the Commission shall: (1) advise Congress on how the United States could support efforts to eradicate modern-day slavery; (2) provide a comprehensive evaluation of best practices to prevent modern-day slavery, to rescue and rehabilitate its victims, and to prosecute traffickers and increase accountability within countries; (3) examine the economic impact on communities and countries that demonstrate measured success in fighting modern-day slavery; (4) provide a comprehensive evaluation of the effectiveness of U.S. laws prohibiting the importation of goods produced through forced labor or child labor, as well as policies with regard to countries that tolerate modern-day slavery; and (5) increase education and awareness about modern-day slavery.

Expresses the sense of Congress that the government of Turkmenistan should: (1) release from prison and psychiatric institutions all prisoners of conscience and political prisoners, including Mukhametkuli Aimuradov, Sapardurdy Khajiev, Annakurba Amanklychev, Kakabai Tedjenov, Cheper Annaniyazova, and Nasrullah ibn Ibadullah; (2) provide the International Committee of the Red Cross (ICRC) with access to all detained persons, including Batyr Berdyev and Boris Shikhmuradov; (3) investigate the death in custody of Ogulsapar Muradova; (4) provide fair retrials of those imprisoned for the alleged 2002 assassination attempt of President Niyazov; (5) provide independent investigations into allegations of torture, ill-treatment; and deaths in custody; (6) permit the normal functioning of opposition groups, independent nongovernmental groups; (7) cease the use of collective punishment, psychiatric hospitals, and house arrest of relatives and associates of perceived dissidents; (8) allow press and related freedoms; (9) end the diversion of state funds into President Niyazov's personal offshore accounts; (10) make educational reforms; (11) continue to discuss human rights and democratization in Turkmenistan and; and (12) support increased Organization for Security and Cooperation in Europe (OSCE) activities in Turkmenistan. Expresses the sense of Congress that the United States should consider: (1) appropriate responses if the government of Turkmenistan continues to ban peaceful independent political party participation in the upcoming December elections; (2) designating Turkmenistan a "country of particular concern;" (3) withholding Turkmenistan's waiver under the Jackson-Vanik amendment until the right to freedom of movement is ensured; (4) encouraging companies which transport Turkmen gas to account for revenues and make public the identities of all their shareholders and beneficiaries; (5) raising with the European Union (EU), as well as transit and purchasing countries, the importance of not entering into trade agreements with Turkmenistan until the government demonstrates a commitment to implementing basic norms of fiscal transparency; (6) issuing a report on the personal assets and wealth of President Niyazov; and (7) working with other U.N. member states to introduce a resolution denouncing human rights violations in Turkmenistan.

Requires the Committee on Appropriations or any other House or Senate committee that reports any bill or joint resolution that provides budget authority for any emergency, the accompanying report, or the joint explanatory statement accompanying the conference report on the measure to: (1) identify all provisions that provide budget authority and the resulting outlays for such emergency; (2) state the reasons why such budget authority meets the definition of an emergency; and (3) justify why such funding is in a supplemental appropriation and not the regular appropriation for the next fiscal year. Prohibits a provision containing an earmark from being reported in a measure making supplemental appropriations. Post-Abortion Depression Research and Care Act - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify NIMH research and related activities with respect to post-abortion depression and psychosis. Requires the Director of NIMH to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, such post-abortion conditions; and (2) conduct a study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such post-abortion conditions.

Ryan White HIV/AIDS Treatment Modernization Act of 2006 - Amends the Public Health Service Act to maintain a metropolitan area's eligibility to receive an AIDS emergency relief grant until such area fails to meet eligibility requirements for three consecutive years. Amends the formula for awarding grant funds to consider the number of living names-based cases of HIV/AIDS. Provides for exemptions and adjustments for states that continue to use code-based reporting. Limits the amount by which a grant to an eligible metropolitan area can decrease each year. Sets forth provisions regarding the use or return of unobligated balances of a grant award. Directs the chief elected official of an eligible area to use not less than 75% of grant funds to provide core medical services. Allows the Secretary of Health and Human Services to grant waivers to such requirement. Establishes a transitional grant program for metropolitan areas with lower numbers of AIDS cases. Requires the Secretary to develop and maintain a list of classes of core AIDS Drug Assistance Program (ADAP) antiretroviral therapeutics. Requires states to ensure that such medications are the minimum treatments provided by the ADAP program. Provides for supplemental grants to states that demonstrate a need for supplemental financial assistance. Provides for grants to states for the universal testing of newborns for HIV/AIDS. Expands the program for early intervention services grants to require the provision of core medical services for individuals with HIV/AIDS in underserved populations. Establishes a grant program for the provision of family-centered care involving outpatient or ambulatory care for women and children with HIV/AIDS. Provides for activities to evaluate and address the disproportionate impact of HIV/AIDS and disparities in access, treatment, care, and outcome on racial and ethnic minorities.

Prohibits the award of attorney's fees with respect to the prevailing party in such a claim, including one in any action brought against the United States or any federal agency or official acting in his or her official capacity in any court.
