S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill provides that no federal agency should take any action or extend any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters. The bill urges that the Government Publishing Office not print any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Orders 13660, 13661, 13662, (blocking property of persons contributing to the situation in Ukraine) and 13685 (blocking property of persons contributing to the situation in Crimea) shall remain in effect until the President certifies to Congress that: Ukraine's sovereignty over Crimea has been restored, or the status of Crimea has been resolved to the satisfaction of a democratically elected government of Ukraine. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated such executive orders, or (2) facilitated deceptive or structured transactions for or on behalf of any person subject to U.S. sanctions against Russia. The President shall: use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services to Russia. A license application or other authorization for the transfer of any defense article or service to or on behalf of a NATO member so identified shall be subject to a presumption of denial. The Sergei Magnitsky Rule of Law Accountability Act of 2012 is amended to include in the list of persons responsible for gross violations of human rights persons committing such actions in any territory forcibly occupied or otherwise controlled by Russia. The Department of State shall seek to establish an international consortium to increase private investment in Ukraine that shall include the United States. It is the sense of Congress that the Broadcasting Board of Governors shall establish Crimean Tatar services (subordinate to the Ukrainian language services) and broadcast Crimean Tatar language content into Crimea.

No 2H2O from Iran Act This bill prohibits funds available to any federal department or agency for any fiscal year from being obligated or expended to purchase or issue a license to purchase heavy water produced in Iran.

Solidifying Habitual and Institutional Explanations of Liability and Defenses Act or the SHIELD Act This bill amends the Federal Trade Commission Act to prohibit guidelines or general statements of policy issued by the Federal Trade Commission (FTC) from: (1) conferring rights upon any person, state, or locality; or (2) binding the FTC or any person, state, or locality to a recommended approach. In enforcement actions, the FTC must prove a violation of a law enforced by the FTC. The FTC's enforcement actions or consent orders may not be based solely on allegations that acts or practices are inconsistent with guidelines or general policy statements unless the acts or practices violate FTC-enforced law. Compliance with guidelines or general statements of policy may be used as evidence of compliance with a law under which the guidelines or statements were issued.

Start Taking Action on Lingering Liabilities Act or the STALL Act This bill amends the Federal Trade Commission Act to require certain Federal Trade Commission (FTC) investigations involving civil investigative demands to terminate six months after the FTC sends a verifiable written communication to notify the subject of the investigation. The bill also provides an exception that allows such an investigation to continue beyond that six-month period if, before the period expires, the FTC: (1) sends an additional verifiable written communication, or (2) votes to extend the investigation.

Preventing IRS Abuse and Protecting Free Speech Act This bill amends the Internal Revenue Code to prohibit the Internal Revenue Service from requiring a tax-exempt organization to include in annual returns the name, address, or other identifying information of any contributor. The bill includes exceptions for: (1) required disclosures regarding prohibited tax shelter transactions; and (2) contributions by the organization's officers, directors, or five highest compensated employees (including compensation paid by related organizations).

This bill amends the Immigration and Nationality Act to reauthorize the State Criminal Alien Assistance Program (SCAAP) through FY2020. SCAAP provides payments to state, local, and tribal governments to offset the costs of incarcerating certain undocumented criminal aliens. It expands the definition of “undocumented criminal alien” to include an alien who has been charged with a felony or two or more misdemeanors. Additionally, the bill directs the Department of Justice to reimburse a state, local, or tribal government for costs to incarcerate a criminal alien whose immigration status cannot be verified by the Department of Homeland Security. (Currently, a criminal alien with lawful immigration status does not meet the criteria for SCAAP reimbursement.)

Combat-Injured Veterans Tax Fairness Act of 2016 This bill directs the Department of Defense (DOD) to identify: certain severance payments to veterans with combat-related injuries paid after January 17, 1991, from which DOD withheld amounts for tax purposes, and the individuals to whom such severance payments were made. DOD shall provide each such veteran with: notice of the amount of improperly withheld severance payments, and instructions for filing amended tax returns to recover such amount. The period for filing a related claim with the Internal Revenue Service for a credit or refund is extended beyond the three-year limitation to the date that is one year after DOD provides the veteran with the information required by this Act. DOD shall ensure that amounts are not withheld for tax purposes from DOD severance payments to individuals when such payments are not considered gross income.

Flexibility in Electronic Health Record Reporting Act This bill requires the Department of Health and Human Services, with respect to electronic health record (EHR) meaningful use incentive programs under Medicare and Medicaid, to continue through 2016 to allow the use of quarterly reporting without regard to the payment year or the stage of meaningful use criteria involved.

Preventing Iran's Access to United States Dollars Act of 2016 This bill prohibits the President from issuing a license that permits a person to: conduct an offshore U.S. dollar clearing system for transactions involving the government of Iran or an Iranian person, or provide U.S. dollars for any offshore U.S. dollar clearing system conducted by a foreign government or a foreign financial institution for transactions involving the government of Iran or an Iranian person. The Department of the Treasury shall report to Congress: a list of financial institutions operating or participating in an offshore U.S. dollar clearing system that conducts transactions involving the government of Iran or an Iranian person, and an assessment of Treasury efforts to prevent such transactions. The President shall block and prohibit all transactions in property and property interests of any listed institution if the property and interests: (1) are in the United States, (2) come within the United States, or (3) are or come within the possession or control of a U.S. person. The President may impose additional sanctions pursuant to the International Emergency Economic Powers Act. The National Defense Authorization Act for Fiscal Year 2012 is amended to subject to sanctions: (1) u-turn transactions (fund transfers from a foreign bank that pass through a U.S. financial institution and are then transferred to a second foreign bank), and (2) book transfers (fund transfers for the benefit of an Iranian financial institution made between accounts of the same financial institution).

Advanced Nuclear Technology Development Act of 2016 This bill requires the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC) to enter into a memorandum of understanding to: ensure that DOE has sufficient technical expertise to support the civilian nuclear industry's timely development and commercial deployment of safe, innovative advanced reactor technology; ensure that the NRC has sufficient technical expertise to support the evaluation of requests for regulatory approval for advanced reactors; use computers and software codes to calculate the behavior and performance of advanced reactors based on mathematical models of their physical behavior; and ensure that the DOE maintains and develops the facilities to support the civilian nuclear industry's timely development and commercial deployment of safe, innovative reactor technology and ensuring that the NRC has access to such facilities, as needed. DOE must submit a report to Congress within 180 days evaluating activities intended to facilitate the testing and demonstration of advanced reactors on DOE land and facilities and the potential for DOE to test and demonstrate on private land. In addition, the NRC is required to develop a regulatory framework for licensing advanced nuclear reactors. This bill amends the Omnibus Budget Reconciliation Act of 1990 to require that the aggregate amount of fees collected by the NRC from licensees and certificate holders in a fiscal year be decreased by the amount of appropriations for activities related to the development of regulatory infrastructure for advanced nuclear reactor technologies.

End Executive Overreach Act This bill prohibits, until January 21, 2017, the use of federal funds, fees, or resources to implement an executive order issued on or after the enactment of this bill. The bill prohibits any agency, until such date, from making or finalizing: a major rule (a rule that is likely to result in an annual effect on the economy of $100 million or more); a rule that may raise novel legal or policy issues arising out of legal mandates, the President's priorities, or the principles set forth in Executive Order 12866 (which requires that significant regulatory actions be submitted for review by the Office of Information and Regulatory Affairs of the Office of Management and Budget); or a rule that may create a serious inconsistency or otherwise interfere with an action taken or planned by another agency.

Firearms Transfer Improvement Act This bill amends the federal criminal code to broaden the scope of permissible transfers between a licensed gun dealer and an out-of-state resident. Current law permits a licensed gun dealer to sell or transfer a rifle or shotgun to an out-of-state resident if the transaction occurs in person and complies with applicable laws of both states. This bill permits a licensed gun dealer to sell or transfer a firearm to an out-of-state resident if the transaction occurs in person and complies with applicable laws of the state in which the gun dealer's place of business is located.

Prenatal Nondiscrimination Act (PRENDA) of 2016 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Violations or attempted violations shall result in fines and/or imprisonment for up to five years. The bill authorizes civil actions (for verifiable money damages for injuries and punitive damages) by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. To prevent an abortion provider from performing or attempting further abortions in violation of this bill, the bill authorizes injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Department of Justice. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Medical or mental health professionals must report known or suspected violations to law enforcement authorities. Criminal penalties are established for a failure to so report. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such a woman's written consent, any party, other than a public official, who brings an action must use a pseudonym. For purposes of this bill, "abortion" is defined as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Kelsey Smith Act This bill amends the Communications Act of 1934 to require a mobile or Internet voice service provider to disclose, at the request of an investigative or law enforcement officer, the call location information of a device that is: (1) used to place a 911 call, or (2) reasonably believed to be in the possession of an individual who is in an emergency situation that involves a risk of death or serious physical harm.

Healthy Inpatient Procedures Act of 2016 or the HIP Act This bill delays and suspends implementation of Medicare's Comprehensive Care for Joint Replacement Model, which tests episode-based payment and quality measurement for care associated with hip and knee replacements. The bill also reduces and rescinds specified FY2017 and FY2018 funding that was appropriated for the Prevention and Public Health Trust Fund.

Conscience Protection Act of 2016 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Energy and American Security Act This bill expresses the sense of Congress that: (1) the United States should take appropriate actions to prohibit energy production by the Islamic State and its ability to profit from energy production revenues, and (2) U.S. national energy policy should include consideration of national security. The Department of Energy may provide technical assistance to the Armed Forces regarding Armed Forces activities to address Islamic State energy resources. Such assistance may include identifying: (1) energy resources and related revenue streams; and (2) methods to hinder, destroy, or discourage the development, transportation, and sale of such energy resources. "Islamic State" means the Islamic State, any affiliate, or any immediate successor organization.

Iran Ballistic Missile Sanctions Act of 2016 This bill amends the Iran-Iraq Arms Non-Proliferation Act of 1992 to cover ballistic missile or related technology. The Iran Sanctions Act of 1996 is amended to: (1) extend the Act through December 31, 2031, and (2) require sanctions on Iran and related entities and persons for actions to acquire or develop ballistic missiles and launch technology. The Iran Threat Reduction and Syria Human Rights Act of 2012 is amended to direct the President to report to Congress biannually on: (1) identified persons that have knowingly aided Iran in developing its ballistic missile program, and (2) Iran-North Korea ballistic missile cooperation. The President shall block and prohibit all transactions in property and property interests in the United States of any identified person. An identified person, with certain exceptions, shall be excluded from U.S. entry. The President shall prohibit the opening and prohibit or impose strict conditions on the maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly conducts or facilitates a significant financial transaction for an identified person. The President shall block and prohibit all transactions in property and property interests in the United States of: any entity owned in part by the Aerospace Industries Organization, the Shahid Hemmat Industrial Group, or the Shahid Bakeri Industrial Group, or collectively by a group of individual investors in such groups; or any person that controls or is a board member of such an entity. The Department of the Treasury shall submit to Congress a list of entities (and their officers) in which the Aerospace Industries Organization, the Shahid Hemmat Industrial Group, the Shahid Bakeri Industrial Group, or any agent or affiliate has a specified minimum ownership interest. The President shall: certify to Congress biannually that each person listed in an annex of certain United Nations Security Council Resolutions is not involved with the development of or transfer to Iran of ballistic missiles, related technology, or components; but issue sanctions on any persons involved in those activities and prohibit associated financial transactions in the United States. The President shall report to Congress: (1) biannually a list of sectors of the Iranian economy involved with the development of or transfer to Iran of ballistic missiles or technology; and (2) annually a list of all foreign persons involved with the development of ballistic missiles, technology, or components in those sectors, namely: automotive, chemical, computer science, construction, electronic, energy, metallurgy, mining, petrochemical, research (including universities and research institutions), and telecommunications. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to cover the acquisition or development of ballistic missiles, capabilities, and launch technology. The Securities Exchange Act of 1934 is amended to require each issuer of securities to disclose to the Securities and Exchange Commission whether it knowingly engaged in any activity involving sectors of Iran that support its ballistic missile program for which sanctions may be imposed.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

This bill prohibits the Department of Energy (DOE) from making any additional awards or loans under the Advanced Technology Vehicles Manufacturing Incentive Program established by the Energy Independence and Security Act of 2007. Upon the repayment, in accordance with loan agreement terms, of all loans made before enactment of this Act, DOE authority and requirements for the entire program shall be repealed.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Expresses the sense of the House of Representatives that: the Islamic State of Iraq and the Levant (ISIL) has declared war on the United States; the Armed Forces are currently engaged in combat operations against ISIL; the United States has captured and detained individuals associated with ISIL and will likely capture and hold additional ISIL detainees; ISIL members captured by the United States during combat operations meet specified criteria for continued detention at Naval Station, Guantanamo Bay, Cuba; and all individuals captured by the United States during combat operations against ISIL who meet such criteria by their ISIL affiliation must be detained outside the United States and its territories and should be transferred to Guantanamo Bay.

Unauthorized Spending Accountability Act This bill establishes a three-year reauthorization, rescission, and termination schedule for unauthorized programs funded through the annual appropriations process. The schedule applies to programs included in the Congressional Budget Office's annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. After a program's authorization has expired, the bill limits the program's funding in the first year to 90% of the funds provided in the expiring year, reduces the limit to 85% for the second and third years, and terminates the program at the end of the third year. The bill enforces the limits by rescinding any funds that exceed the limit. The Office of Management and Budget must reduce discretionary spending limits by the amount of any rescissions. Programs that are reauthorized during the three-year period are exempt from the limits, rescissions, and termination if the reauthorization includes a provision limiting the authorization of appropriations period to no more than three years. The bill establishes the Spending and Accountability Commission to recommend a reauthorization schedule for discretionary spending programs and review all mandatory spending programs. The commission may recommend legislation to replace the funding limits and rescissions required by this bill with reductions in mandatory spending. The commission's reauthorization schedule must limit reauthorizations to three years, include the funding limits and rescissions established by this bill, and establish a mechanism for replacing the limitations and rescissions with reductions to mandatory spending programs. The House of Representatives must consider the proposal using expedited legislative procedures.

CT Colonography Screening for Colorectal Cancer Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) provide Medicare coverage for screening computed tomography colonography (CTC) as a colorectal cancer screening test, and (2) exclude screening CTC from a special Medicare payment rule applicable to certain imaging services.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Distribution and Promotion of Rights and Knowledge Act of 2016 or the DPRK Act of 2016 This bill amends the North Korean Human Rights Act of 2004 to authorize the President, through the Department of State, to: (1) distribute or provide grants to distribute information receiving devices, electronically readable devices, and other informational sources into North Korea; and (2) establish a grant program, which may involve public-private partnerships, to develop and/or distribute new products or methods to allow North Koreans easier access to outside information. The Broadcasting Board of Governors may broadcast American, Korean, Chinese, and other popular music, television, movies, and popular cultural references as part of its programming. The Board shall broadcast to North Korea in the Korean language information on rights, laws, and freedoms afforded through the North Korean Constitution, the Universal Declaration of Human Rights, the United Nations Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea, and any other applicable treaties or international agreements to which North Korea is bound.

EPS Improvement Act of 2016 This bill amends the Energy Policy and Conservation Act to exclude from energy conservation standards for external power supplies any power supply circuit, driver, or device designed to power certain light-emitting diodes or to power ceiling fans using direct current motors. The Department of Energy may prescribe energy conservation standards for that equipment no earlier than one year after the date on which a test procedure has been prescribed by using its authority to improve the energy efficiency of electric motors and pumps and other industrial equipment.

This bill amends the Federal Power Act with respect to the prohibition against direct or indirect merger or consolidation by a public utility of its facilities (or any part of them) with those of any other person, by any means whatsoever, without first having secured the authorization of the Federal Energy Regulatory Commission. This prohibition shall apply only to facilities (or any part of them) whose value exceeds $10 million.

American Business Competitiveness Act of 2015 This bill amends the Internal Revenue Code to: reduce the tax rate on the net business income of individual and corporate taxpayers to a maximum 25%; allow full expensing of deductible investment expenses in the current taxable year; redefine "net business income" to allow the deduction of the cost of business purchases; convert to a territorial system for taxing overseas income; apply the same tax rate to interest income of individuals that is applicable to dividends and capital gains income; and allow a five-year carryback of net operating losses and an indefinite carryforward of such losses.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Ending Iran's Nuclear Weapon Program Before Sanctions Relief Act of 2016 This bill requires the Director of National Intelligence (DNI) to report to Congress on the military dimensions of Iran's nuclear program. The U.S. government shall not provide any sanctions relief to Iran until 90 days after: (1) the report's submission; (2) the DNI, the Department of Energy, the Department of State, and the Department of Defense certify jointly to Congress that Iran has ended all military dimensions of its nuclear program; and (3) a joint resolution has been enacted into law approving such sanctions relief.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Liberty Through Strength Act II This bill requires the National Security Agency (NSA) to have access to business records, telephone call records, and other tangible things collected under the Foreign Intelligence Surveillance Act of 1978 (FISA) prior to November 29, 2015, in the same manner and for the same purposes for which the NSA had access to such records prior to such date (thereby allowing the NSA to access such records in the same manner as prior to the effective date of amendments made by the USA FREEDOM Act of 2015). The NSA must maintain such records for five years after they are acquired. The NSA's authority to access such business records under this Act shall be in effect for five years after enactment of this Act. The bill amends the USA PATRIOT Improvement and Reauthorization Act of 2005, the Intelligence Reform and Terrorism Prevention Act of 2004, and the FISA Amendments Act of 2008 to make permanent expiring FISA provisions concerning: (1) roving electronic surveillance orders, (2) a revised definition of "agent of a foreign power" that includes any non-U.S. persons who engage in international terrorism or preparatory activities (commonly referred to as the "lone wolf" provision), and (3) authority for the Department of Justice and the Director of National Intelligence to authorize the targeting of non-U.S. persons located outside the United States to acquire foreign intelligence information. The federal criminal code is amended to: (1) return procedures for the Federal Bureau of Investigation's (FBI's) access to toll and transactional records to how they operated prior to the USA FREEDOM Act in order to allow the FBI (without using a term that specifically identifies a person, entity, telephone, or account) to request the name, address, length of service, and local and long distance toll billing records of a person or entity if the FBI certifies to the wire or electronic communication service provider that such information is relevant to an authorized investigation to protect against international terrorism or clandestine intelligence activities; and (2) add electronic communications transactional records as information that the FBI may request under such certification procedures.

Transparency and Accountability of Failed Exchanges Act This bill amends the Patient Protection and Affordable Care Act (PPACA) to require the Department of Health and Human Services, for certain states awarded a grant to establish a health insurance exchange, to report on how awarded amounts were used and rescind unobligated amounts. This applies to any state that terminates operation of its exchange or transfers operation to another entity. Such a state must provide to the General Services Administration any property acquired through the grant and refer matters involving fraud, waste, and abuse of funds issued pursuant to PPACA to the Department of Justice. Funds rescinded must be retained for federal budget deficit reduction.

Quarantining the Ayatollah's State-Sponsored Aggression and Militancy (QASSAM) Act This bill directs the President to block all property and property interest transactions of an entity that is U.S-located or controlled by a U.S. person if it is at least 20% owned by Iran's Revolutionary Guard Corps (IRGC), regardless of whether the entity itself is included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury Office of Foreign Assets Control. Treasury shall establish and publish in the Federal Register a list of each entity with respect to which the IRGC: owns any interest that is less than 20%; or does not own any interest but maintains a presence on the board of directors or otherwise influences the entity's actions, policies, or personnel decisions. The Iran Threat Reduction and Syria Human Rights Act of 2012 is amended to express the sense of Congress that the United States should support any state or local government that for moral, prudential, or reputational reasons divests from, or prohibits the investment of its assets in, any person that engages in investment or business activities with the IRGC or IRGC-related companies, as long as the IRGC is subject to U.S. economic sanctions. A state or local government may adopt and enforce specified divestment or investment prohibition measures. It is the sense of Congress that a state or local government should not adopt such a measure against a person unless it has made every effort to avoid erroneously targeting such person.

IRGC Sanctions Act This bill amends the Arms Export Control Act, the Export Administration Act of 1979, and the Foreign Assistance Act of 1961 to require congressional approval of any rescission of a determination that a country is a state sponsor of terrorism. The Trade Act of 1974 is amended to prohibit a U.S. person from knowingly engaging in any financial transaction with or transfer of funds to: Iran's Revolutionary Guard Corps (IRGC) or any IRGC subdivision; any person that is an agent, alias, front, instrumentality, or affiliate of any such entity; any person owned or controlled by such an entity or such a person; any natural person who is a representative, official, or senior member of any such entity; or any person for the purpose of avoiding a financial transaction with, or transfer of funds to, such an individual or entity, or for the benefit of such an individual or entity. The President shall exercise specified authorities under the International Emergency Economic Powers Act to carry out this Act, except that the President shall: not issue any general license authorizing, or otherwise authorize, any prohibited activity; or require any U.S. person seeking to engage in a prohibited financial transaction or transfer of funds to submit a written request to the Department of the Treasury's Office of Foreign Assets Control. Congressional approval shall be required to remove any person added to the Office's list of specially designated nationals and blocked persons pursuant to this Act. A person that violates prohibited activities shall be subject to specified penalties under the International Emergency Economic Powers Act. The President shall establish and update a watch list of persons that: meet certain criteria under this Act and are not included on the Office's list of specially designated nationals and blocked persons, and are Iranian persons that meet specified criteria under this Act and have been removed from the Office's list of specially designated nationals and blocked persons in accordance with the terms of United Nations Security Council Resolution 2231 and the Joint Comprehensive Plan of Action. The President may remove a person on the watch list under specified conditions. The Securities Exchange Act of 1934 is amended to require securities issuers to report to the Securities Exchange Commission any transaction prohibited by this Act.

Ratepayer Fairness Act of 2015 This bill amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to require a state regulatory authority and a nonregulated electric utility (entities), to the extent that they allow electric utility rates to include charges that subsidize customer-side technology, to consider whether that subsidy would: result in benefits predominately enjoyed by only the users of the customer-side technology; shift costs of a customer-side technology to electricity consumers that do not use it, particularly in cases in which disparate economic or resource conditions exist among the electricity consumers cross-subsidizing the customer-side technology; negatively affect resource utilization, fuel diversity, grid reliability, or grid security; give any unfair competitive advantage to market the customer-side technology, including an analysis of whether a state regulatory authority has uncovered fraudulent customer-side technology marketing practices; and be necessary to fulfill an obligation to serve electric consumers. The bill sets deadlines within which the entities must set a hearing date to consider and subsequently determine the subsidization of customer-side technology.

Expresses the sense of Congress that: the President should submit to the Senate for advice and consent the climate change agreement proposed for adoption at the twenty-first session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-21), and Congress should refuse to consider any budget resolutions and appropriations language that include funding for the Green Climate Fund until COP-21 emissions commitments are submitted to the Senate.
