B-2 Production Termination Act - Prohibits funds appropriated to the Department of Defense (DOD) after FY 1990 from being used to commence production of B-2 aircraft. Limits the use of funds already appropriated to DOD for the B-2 to: (1) the completion of the production of such aircraft which began with funds appropriated for a fiscal year before FY 1991; and (2) research, development, test, and evaluation, including flight testing. Directs the Secretary of Defense to preserve production facilities and tooling for production of such aircraft in order to maintain an option to produce such aircraft in the future.

Revises the computation of retirement annuities for part-time employees of the Veterans Health Services and Research Administration of the Department of Veterans Affairs who retired between September 20, 1986, and the date of enactment of this Act.

Directs the Peace Corps to establish a memorial on Federal land in the District of Columbia to honor Peace Corps volunteers. Establishes the Peace Corps Volunteer Memorial Advisory Board to: (1) promote the establishment of the memorial; and (2) with the approval of the Peace Corps, recommend the site and select the design for the memorial. Authorizes the Peace Corps to solicit private contributions for such memorial. Establishes a fund in the Treasury for the sole purpose of carrying out this Act. Prohibits the use of Federal funds for the construction of the memorial, except those received as private contributions. Directs the Secretary of the Interior to be responsible for maintenance and care of the memorial.

National Fire Forces Mobilization Act of 1990 - Amends the Cooperative Forestry Assistance Act of 1978 to authorize appropriations to be provided as Federal matching funds to State forestry agencies and rural volunteer fire departments so that they may assist other fire fighting organizations in combatting fires.

Expresses the sense of the Congress that: (1) the right of self-determination should be restored to the people of Lithuania through free and fair elections conducted under the auspices of an international commission; and (2) the withdrawal of all non-Lithuanian military forces and political, administrative, and police personnel from Lithuania prior to the February 24, 1990, scheduled elections will enhance the prospects that the elections will be free and fair.

Expresses the sense of the Congress that any reductions in spending by the Department of Defense because of the easing of tensions with Warsaw Pact countries should not be appropriated for any other purpose so that the Federal budget deficit will be reduced.

Medical Rehabilitation Research Act of 1989 - Amends the Public Health Service Act to establish the National Center for Medical Rehabilitation Research (Center) to conduct research and research training, the dissemination of information, and other programs with respect to the rehabilitation of individuals with physical disabilities resulting from diseases or disorders of the neurological, musculoskeletal, cardiovascular, pulmonary, or other physiologic systems (medical rehabilitation). Requires the development of a comprehensive plan for the conduct and support of medical rehabilitation research. Requires the Director to establish the Medical Rehabilitation Coordinating Committee to make recommendations with regard to the plan. Requires establishment of a National Advisory Board on Medical Rehabilitation Research to assist and make recommendations on the plan. Requires coordination among Federal agencies to prevent duplicative programs in medical rehabilitation research.

Colombian Arms Export Control Act - Prohibits, except under specified circumstances, the issuance of export licenses under the Arms Export Control Act for the export of firearms or other munitions to Colombia.

Amends the Federal Election Campaign Act of 1971 to declare that contributions, gifts, or payments by union members or by officials or employees of national banks or corporations to a separate fund which is used for political purposes must be voluntary and unrelated to monies required as a condition of employment. Declares it to be unlawful to use monies paid to an organization as a condition of employment, or money or anything of value secured by force, job discrimination, or financial reprisal, for any type of election or campaign activity by such organization.

Gun-Free School Zones Act of 1990 - Amends the Federal criminal code to impose criminal penalties for the possession or discharge of a firearm in a public elementary or secondary school zone, with exceptions for licensed or authorized individuals or programs.

Amends the Rail Passenger Service Act to repeal an exemption from specified communicable disease control requirements of the Public Health Service Act for waste disposal from railroads operating in intercity rail passenger service. Prohibits the National Railroad Passenger Corporation (Amtrak) from discharging waste from its trains except at servicing areas approved by the Commissioner of Food and Drugs. Requires Amtrak to impose a service charge on its passengers to cover costs incurred by it in complying with this Act.

Authorizes the Secretary of Veterans Affairs to conduct a five-year pilot program to demonstrate the cost-effectiveness and advantages of furnishing care to elderly veterans in nursing homes in order to treat and reactivate or maintain day-to-day living functions in those veterans. Authorizes the Secretary to set a daily rate of reimbursement for such care. Authorizes appropriations for five fiscal years for increased costs of reimbursement of non-Department of Veterans Affairs nursing homes under such program. Requires the Secretary to submit interim and final reports to the Congress concerning the effectiveness of the pilot program.

Senior Biomedical Research Service Act - Amends the Public Health Service Act to establish in the Public Health Service a Senior Biomedical Research Service. Requires the Service to: (1) be appointed without regard to provisions of Federal law relating to Government organization and employees; and (2) consist of individuals outstanding in the field of biomedical research or clinical research evaluation.

Freedom of Choice Act of 1989 - Provides that a State may not restrict the right of a woman to choose to terminate a pregnancy: (1) before fetal viability; or (2) at any time, if such termination is necessary to protect the life or health of the woman. Allows a State to impose requirements medically necessary to protect the life or health of such women.

Amends the Trade Act of 1974 to require the United States Trade Representative to impose practices that prohibit or limit the foreign investment in the United States on those foreign countries that have similar practices against U.S. investment.

Tibetan Immigration Act of 1990 - Provides for a three-year period of additional (1000) immigrant visas for natives of Tibet in India or Nepal. Considers a person to be a native of Tibet if he or she was born in Tibet or is the son, daughter, grandson, or granddaughter of such a person. Requires the Secretary of State to consult with the Tibetan Council for Home Affairs in India when making these visas available.

Calls on the Government of the United Kingdom to lead an international effort to develop a multilateral initiative designed to provide a significant number of Hong Kong residents with a right of abode outside Hong Kong that would permit them to remain in Hong Kong after 1997 without forfeiting that right. Urges: (1) the President to encourage and work with the United Kingdom in commencing discussions with other nations to develop and implement such initiative; and (2) the Secretary of State to support efforts to enhance Hong Kong's status as an international financial center, including efforts to establish major public international organizations in Hong Kong. Calls on the President to discuss with the Prime Minister of the United Kingdom the possibility of convening a multilateral conference on Hong Kong on such initiative.

Authorizes the President, on behalf of the Congress, to present a gold medal to Laurance Spelman Rockefeller in recognition of his leadership on behalf of natural resource conservation and historic preservation. Authorizes appropriations. Authorizes the Secretary of the Treasury to provide for the sale of bronze duplicates of the medal.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action in World War II and the Korean and Vietnam conflicts to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) in such hostilities with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

Declares that it is the policy of the United States to recognize Brazil's sovereign authority in the Amazon and that the United States should adopt a policy to encourage and support conservation efforts initiated by Brazil to protect the Amazon forest. Declares that the United States should redouble its efforts to address development within its own borders in an environmentally sound and sustainable manner.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional judgeship for the Northern District of Illinois. Provides for the conversion of an existing temporary judgeship. Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the Central District of Illinois and one additional district judge for the Southern District of Illinois. Limits the refilling of future vacancies in such districts.

State Employment Security Services Act of 1989 - Amends the Social Security Act to revise provisions relating to State unemployment insurance accounts. Provides that, of amounts appropriated for credit to the Employment Security Administration Account (ESAA) for specified fiscal years, at least 90 percent shall be paid to States, two-thirds of which shall be for unemployment compensation law administration and one-third for public employment offices. Provides that not more than ten percent of such amounts may be used by the Department of Labor for its functions under specified laws relating to unemployment taxes and compensation and the U.S. Employment Service. Revises formulas for transfers of funds to the extended unemployment compensation account. Guarantees each State a minimum of the higher of 80 percent of Federal Unemployment Tax Act (FUTA) contributions by the State's employers to the ESAA or the State's 1986 allocation compounded for increases in the total funds in the ESAA. Revises eligibility criteria to require the State Governor to develop a comprehensive annual employment security plan describing the delivery of unemployment insurance and employment services, including coordination of specified programs and collection and dissemination of labor market information. Amends the Wagner-Peyser Act to add to the duties of the U.S. Employment Service: (1) developing and disseminating information about assessment and testing tools; and (2) serving as a central repository for research and a clearinghouse on State program activities. Revises provisions relating to allotments to States, authorized uses of such funds, and State plan requirements. Establishes a demonstration project under which the Secretary of Labor shall permit an eligible State to impose its own unemployment administrative taxes and provide for increased FUTA offset credits for employers in the State as a means of obtaining funding for the administration of its unemployment compensation laws and the establishment and maintenance of public employment offices in the State. Directs the Secretary, within one year after enactment of this Act, to select three to five States to participate in such project. Sets forth selection criteria and application requirements.

Small Business Access Improvement Act of 1989 - Amends the Internal Revenue Code to allow a tax credit for small businesses for the expense of providing public accommodations access to the disabled. Reduces the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly.

Declares it is in the interests of the United States to support efforts to protect South Pacific marine resources (including albacore tuna, porpoises, whales, seals and other marine mammals, birds, sea turtles, and fish) from the slaughter of driftnet fishing. Supports the Tarawa Declaration and the South Pacific Commission resolution calling for an immediate ban on driftnet fishing in the South Pacific. Urges the Secretary of State to work toward an international convention banning driftnet fishing in the South Pacific. Urges Japan and Taiwan to immediately cease the use of driftnets in international South Pacific waters.

Amends the Peace Corps Act to require the Director of the Peace Corps to drape a flag over the casket of a deceased Peace Corps volunteer or former volunteer. Requires such flag to be given to such individual's next-of-kin or, if no claim is made by the next-of-kin, to a close friend or associate. Prohibits a flag from being given to any other person if a flag is given to a friend or associate.

Requires the U.S. Government to exhaust all reasonable possibilities to obtain proof of the death of a missing person in order to establish a reasonable presumption that a member of the armed forces in a missing status is dead. Requires the head of the Federal agency concerned to provide certain procedural rights to the primary next of kin of a missing person when an action is to be undertaken by such agency to review the status of such missing person, including the right to review all information obtained by such agency with regard to the missing person's status. Directs the Secretary of Defense to study and report to the Senate and House Armed Services Committees on current provisions of the Missing Persons Act.

Expresses the sense of the Congress that: (1) the situation in the People's Republic of China and in Tibet remains grim; (2) there should be no relaxation of presidential sanctions imposed on China and the Congress should act swiftly to secure final enactment of its own proposed sanctions; (3) the President should oppose any further action regarding China's desire to accede to the General Agreement on Tariffs and Trade until martial law is lifted and human rights are restored; (4) the United States should continue to oppose any change in World Bank policy towards loans to China and the release of loan funding to China until such conditions are met; and (5) the President should consider withholding most favored nation treatment for products of China for an additional 12 months, as proposed by the President on May 31, 1989, until there is freedom of emigration in both China and Tibet.

Billboard Control Act of 1989 - Revises Federal provisions with respect to restrictions on outdoor advertising adjacent to interstate and Federal-aid primary highways. Specifies that a State shall be treated as failing to provide effective control of the erection and maintenance of outdoor advertising signs, displays, and devices (signs): (1) unless the State submits to the Secretary of Transportation by December 1st of each year an inventory of conforming and non-conforming signs in such State; and (2) if the State allows vegetation located on any land on which the State owns a right-of-way for a highway to be cut to improve the visibility of such signs. Requires the Secretary to submit to the Congress a detailed annual report on the extent to which each State has complied with the requirements of this Act, including a compilation of inventories and a description of the Secretary's efforts to assure that necessary directional information about facilities providing goods and services of interest to the traveling public is available to motorists. Makes exceptions to restrictions under this Act for signs which are lawfully in existence on September 1, 1989, and those located in industrial or commercial areas.
