Denies most-favored-nation treatment to imports from Yugoslavia unless, within ten days of enactment of this Act, the President reports to the Congress that Yugoslavia has released all U.S. citizens who have been detained without justification and that Yugoslavia has ceased to implement a program which results in such unjustified detainment of U.S citizens. Requires such denial of most-favored-nation treatment, if it goes into effect, to remain in effect until such conditions are met.

Expresses the sense of the Congress that the Social Security Administration should not take actions which impair the ability of the staff of the Social Security Disability Insurance (SSDI) program to make eligibility determinations in accordance with the Social Security Disability Benefits Reform Act of 1984. Urges the Social Security Administration to place a higher priority on assisting States in both complying with the 1984 reforms and improving the accuracy of SSDI eligibility determinations.

Affirms the intent of the Ninety-ninth Congress to oppose any increase in individual or corporate tax rates, or the reduction or elimination of deductions and credits without corresponding tax rate reductions. Calls upon the One hundredth Congress to adopt such a policy.

Declares that the Congress condemns Soviet actions in having listening devices implanted in the U.S. Embassy chancery under construction in Moscow, and that it strongly supports the President's policy to not permit the Soviet Union to occupy the Soviet Embassy chancery in the District of Columbia until the United States is able to occupy the U.S. chancery in Moscow.

Alzheimer's Disease and Related Dementias Services Research Act of 1986 - Title I: Council on Alzheimer's Disease - Establishes the Task Force on Alzheimer's Disease as a Council of the Department of Health and Human Services through FY 1991. Sets forth the duties of such Council which include assisting the National Institute on Aging, the National Institute of Mental Health, and the National Center for Health Services Research and Health Care Technology Assessment in developing a coordinated agenda for the activities authorized by this Act and in making necessary adjustments in planned research programs. Directs the Council to report to the Congress and the public within nine months of enactment of this Act on the proposed agenda, and annually thereafter regarding the Alzheimer's disease research authorized by this Act. Title II: National Institute on Aging - Requires the National Institute on Aging to initiate a services-relevant research program on Alzheimer's disease and related dementias which stresses research in: (1) epidemiology and the identification of risk factors in Alzheimer's disease and related dementias; and (2) the development and evaluation of reliable and valid multidimensional diagnostic and assessment procedures and instruments. Directs the National Institute on Aging to: (1) cooperate with the Council in coordinating its program with the others authorized by this Act; and (2) disseminate its findings. Authorizes appropriations for FY 1987 through 1991. Title III: National Institute of Mental Health - Requires the National Institute of Mental Health to initiate a services-relevant research program on Alzheimer's disease and related dementias which stresses research in: (1) mental health services relevant to the problems associated with such dementias; (2) discovery of the optimal range and cost effectiveness of community and institutional services relevant to such dementias; (3) assessment of the efficacy of the various special care units developing around the country for Alzheimer's disease victims; (4) discovery of the ways formal support services provided by health care professionals can be combined with informal support services provided by family and friends as well as ways to provide relief to family caregivers; and (5) discovery of the best methods of delivering the varied services available to dementia victims. Directs the National Institute of Mental Health to: (1) cooperate with the Council in coordinating its program with the others authorized by this Act; and (2) disseminate its findings. Authorizes appropriations for FY 1987 through 1991. Title IV: National Center for Health Services Research - Requires the National Center for Health Services Research and Health Care Technology Assessment to initiate a services-relevant research program on Alzheimer's disease and related dementias which: (1) inventories and analyzes existing data sets and studies relevant to such dementias; and (2) develops estimates of costs borne by dementia patients and their families, stressing what distinguishes the needs of dementia victims from the needs of other patients with long-term care needs. Directs the National Center for Health Services Research and Health Care Technology Assessment to: (1) cooperate with at the Council in coordinating its program with the others authorized by this Act; and (2) disseminate its findings. Authorizes appropriations for FY 1987 through 1991. Title V: Dissemination - Directs the National Institute on Aging to establish a clearinghouse to organize and disseminate services-relevant information on Alzheimer's disease and related dementias and annually publish a summary of such information. Requires the Institute to establish a project, through a grant or contract with a nonprofit organization, to assist it in disseminating nontechnical information about State and private initiatives providing care to Alzheimer's disease victims and support to families caring for such individuals. Requires such nonprofit organization to demonstrate that it will undertake activities to become financially independent at the close of FY 1991. Directs the Institute to: (1) compile information and translate research and technical information about government and private sector initiatives relating to services for individuals with Alzheimer's disease and related dementias; and (2) establish a national toll-free telephone line for information dissemination, but set an appropriate fee for other information dissemination. Provides for clearinghouse reports summarizing the findings of the research programs mandated by this Act. Authorizes appropriations for FY 1987 through 1991.

National Appliance Energy Conservation Act of 1986 - Amends the Energy Policy and Conservation Act to add to the list of products covered under the Act: (1) freezers which can be operated by alternating current electricity (with specified exceptions); (2) central air conditioning heat pumps; (3) direct heating equipment; and (4) pool heaters. Deletes from specific coverage: (1) television sets; (2) humidifiers; and (3) dehumidifiers. Excludes from such coverage consumer products designed solely for use in recreational vehicles and other mobile equipment. Authorizes the Secretary of Energy (the Secretary) to amend Federal energy efficiency test procedures for appliances under specified guidelines. Prohibits manufacturers from making any representations regarding the energy efficiency of appliances covered by this Act unless such appliances have been tested in accordance with the Federal test procedures, and the manufacturer's representations fairly disclose the results of such testing. Sets forth specific Federal energy conservation standards for products covered by this Act and manufactured after certain dates. Establishes deadlines by which the Secretary must issue rules regarding such standards. Details the criteria to be applied if such standards are revised. Revises the information requirements with which manufacturers must comply to provide that the Secretary shall exercise authority in a manner designed to minimize unnecessary burdens on manufacturers of covered products. Revises the rules under which State regulations are superseded by the Federal regulations for testing and labeling requirements and energy conservation standards. Permits the waiver of Federal preemption if the Secretary finds that such waiver is needed to meet compelling and unusual local energy conditions. Prescribes procedural guidelines for such a waiver. Details conditions under which State and local building code requirements regarding energy conservation standards are not superseded by the standards promulgated under this Act. Permits the commencement of a citizen's suit against the Secretary for failure to comply with a nondiscretionary duty to issue rules according to prescribed schedules. Directs the courts to expedite the disposition of such suits. Vests jurisdiction in the Federal district courts over actions brought by any adversely affected person to determine whether a State or local government is complying with the requirements of this Act. Declares that the required submission by the Secretary of an annual report regarding Federal energy efficiency standards does not constitute a defense or justification for a failure by such Secretary to comply with the nondiscretionary duty provided for in this Act.

Voluntarism Protection Act of 1986 - Applies this Act to State liability laws which are applicable to any civil action brought during FY 1988 and thereafter. Prescribes circumstances under which volunteers working for nonprofit organizations and governmental entities shall be immune from personal civil liability in State court actions. Requires the Secretary of Health and Human Services to reduce by one percent a State's fiscal year award to implement the Social Services Block Grant Program under title XX of the Social Security Act if such State fails to enact such immunity for volunteers as of FY 1988.

Highway Beautification Act of 1986 - Amends Federal law regarding outdoor advertising to require the Secretary of Transportation to submit an annual report to the Congress detailing the extent to which each State is in compliance with the outdoor advertising requirements. Provides that a State shall be deemed as failing to provide effective control of outdoor advertising if the State allows vegetation located on State rights-of-way for Interstate or primary system highways to be altered or removed if the purpose of such alteration is to improve the visibility of certain outdoor advertising. Specifies exemptions.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Child Protection Act of 1986 - Amends the Racketeer Influenced and Corrupt Organizations (RICO) Statute to extend its coverage to the sexual exploitation of children. Allows any person injured personally or in his business or property by such violations to bring a civil suit for treble damages. Amends the Federal criminal code to require a mandatory life sentence in kidnapping offenses involving the murder of a minor. Establishes mandatory minimum sentences for the sexual exploitation of minors. Provides that the period of any applicable limitation for the commencement of prosecution for certain offenses involving the sexual exploitation of children shall not begin until the child has reached the age of 18 years. Directs the Attorney General to submit a report to the Congress detailing possible changes in the Federal Rules of Evidence, the Federal Rules of Civil Procedure, the Federal Rules of Criminal Procedure, and other procedures which would facilitate the participation of child witnesses in cases involving child abuse and sexual exploitation. Directs the Attorney General to modify the classification system used by the National Crime Information System and the Federal Bureau of Investigation with respect to offenses involving the sexual exploitation of children by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of a child. Grants the Postal Service certain authority with respect to the seizure and forfeiture of materials used in, or depicting, the sexual exploitation of children. States that amounts received from such forfeitures shall be deposited in the Postal Service Fund.

Federal Product Liability Reofrm Act of 1986 - Title I: - Sets forth findings and purposes of this Act. Title II - Limits the amount of damages which may be recovered against a product seller for noneconomic losses to $250,000. Makes a product seller who has acted with flagrant indifference to consumer safety liable for punitive damages. States that punitive damages may not be awarded in the absence of a compensatory award. Limits the amount of punitive damages which may be recovered. Provides that all product liability actions shall be governed by the principles of comparative responsibility. Specifies the manner in which damages are to be apportioned. Requires the reduction of any damages award by any amount received by the claimant from collateral sources (including workers' compensation benefits). Establishes a two-year statute of limitations and a ten-year statute of repose. Preempts inconsistent State and Federal laws.

Constitutional Amendment - Requires the President, prior to each fiscal year, to transmit to the Congress a proposed Federal budget in which total outlays do not exceed total estimated revenues. Permits the President to recommend an alternative budget in which outlays exceed revenues with a detailed explanation of the need for such excess. Prohibits the Congress from making any law which would cause outlays to exceed revenues in a fiscal year. Permits the Congress to suspend such prohibition in time of war or national emergency by passing a concurrent resolution by a three-fifths vote of both Houses. Prohibits enactment of a bill to increase revenue unless it passes each House of Congress by a majority rollcall vote.

Expresses the sense of the Congress that dairy cattle designated for slaughter under the dairy buyout program should be instead shipped to the Soviet Union and any European countries found to have been contaminated by the Chernobyl nuclear accident and to those countries not contaminated by the accident but which can provide food products to affected areas. Provides that feed grain from the Commodity Credit Corporation as well as dairy beef resulting from the buyout program's slaughtering activities should be made available to the stricken countries.

Expresses the sense of the Congress that the President and the Secretary of State should insist at the Vienna Review Meeting of the Conference on Security and Cooperation in Europe, and in discussions with Communist Party and Soviet leaders, that imprisoned and exiled members of the Ukrainian and other Helsinki Monitoring Groups be released and allowed to emigrate to the countries of their choice. Expresses the sense of the Congress that: (1) the Secretary of State should ensure that the U.S. consulate in Kiev reports on Soviet human rights violations in the Ukraine; and (2) such information should be included in reports on compliance with the Helsinki Final Act.

Expresses the sense of the Congress that, in the application of deficit reduction legislation, adjustments to Federal retirement programs which provide periodic cost-of-living increases should be treated uniformly. Declares that the Gramm-Rudman-Hollings Act (Balanced Budget and Emergency Deficit Control Act of 1985) should be modified to reflect such treatment.

Declares that the President should: (1) suspend the importation of food and drink from countries affected by radioactive contamination from the Chernobyl accident until such countries can show that such food and drink are safe; and (2) appoint a task force to establish guidelines for the resumption of importation of such food products. Requires that the ban on such imported food products remain in effect until such guidelines are formed and put into effect.

Amends Federal armed forces provisions to direct the Secretary of the military department concerned to conduct an independent operational test and evaluation with respect to a major defense acquisition program under which a major system is to be acquired. Requires such test and evaluation to be conducted before the program may proceed into the production stage. Requires side-by-side testing as part of such test and evaluation. Requires the Director of Operational Test and Evaluation to independently analyze the results of each such operational test and evaluation, and to report such analyses to the Secretary of Defense. Prohibits the operational testing to be conducted until the Director approves in writing the adequacy of the plans for such operational test and evaluation. Authorizes the Secretary of Defense or the Secretary concerned to contract for low-rate initial production of a program only for the purpose of acquiring items for use in operational tests and evaluations. Prohibits a final decision from being made to proceed with full production of a program until 30 days after the congressional defense committees have received the report of the Director. Authorizes the President to suspend any provision of this Act in time of a declared war.

Amends the Internal Revenue Code to disallow, while a declaration of national emergency is in effect: (1) a foreign income tax credit for any income, war profits, or excess profits taxes paid or accrued to Libya; (2) a business expense income tax deduction for any such taxes paid to Libya; and (3) the income tax exclusion of earned income of U.S. citizens living abroad for any income attributable to Libya. Describes such a declaration as a declaration by the President of a national emergency under the International Emergency Economic Powers Act after a finding that the policies and actions of Libya constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.

National Liability Commission Act - Establishes the National Commission on the Liability Crisis to investigate the cause of the liability and liability insurance crisis and recommend reforms to alleviate the crisis. Requires the Commission to report to the President and to the Congress. Terminates the Commission 30 days after the submission of such report.

Acid Deposition Control Act of 1986 - Title I: Stationary Sources - Amends the Clean Air Act to require States to develop and submit to the Administrator of the Environmental Protection Agency (EPA) an emissions limitation compliance schedule for sulfur dioxide and oxides of nitrogen from fossil-fuel-fired electric utility steam generating units. Requires a two-phase reduction in such emissions, the first to be achieved by 1993, the second by 1997. Requires each State to develop and submit to the Administrator a plan to achieve emissions reductions from other fossil-fuel-fired steam generating units by 1977. Directs the Administrator to conduct and update a comprehensive annual inventory of emissions of sulfur dioxide and oxides of nitrogen from stationary sources, identifying achievable reductions which could be made by 1997. Requires States to submit to the Administrator for approval a plan for achieving such reductions. Grants States discretion in their choice of compliance measures. Requires the Administrator to report to the Congress by July 1, 1993, on phase I reductions and the feasibility of meeting phase II reductions. States that phase II reductions will not take effect if the Congress enacts legislation to that effect. Sets forth emissions rates a State without an approved reductions plan must follow. Authorizes the Administrator to impose a fee on the generation and importation of electric energy between December 31, 1988, and December 31, 1996, to subsidize the interest on qualified pollution control debt incurred by the utility. Establishes civil penalties for fee violations. Establishes in the Treasury the Acid Deposition Control Fund to receive such fees and provide interest subsidy payments for pollution control systems meeting specified standards. Revises the standards for nitrogen oxides emissions for new electric utility steam generating units which burn bituminous or subbituminous coal and for certain fossil-fuel-fired steam generating units. Requires certain smelters to be in compliance with the applicable emissions reduction standard by January 2, 1988, without extension or delay. Title II: Control of Emission from Mobile Sources - Sets oxides of nitrogen emission standards for motor vehicles for model years 1988, 1989, and beyond. Modifies hydrocarbon standards for trucks after model year 1989. Directs the Administrator to regulate sulfur in diesel fuel for 1989 and beyond. Requires either the use of onboard hydrocarbon control technology or the use of gasoline vapor recovery of hydrocarbon emissions emanating from fueling motor vehicles. Title III: International Cooperation - Expresses the concern of the Congress over transboundary pollution between the United States and Mexico and directs the Secretary of State and the Administrator to conclude an agreement within three months of enactment. Requires such an agreement to cover specified copper smelters. Requires the Secretary and the Administrator to report to the Congress within six months on negotiating such agreement. Requires EPA to perform atmospheric field experiments to determine the effects of sulfur dioxide emissions, before and after pollution controls, of the Nacozaria smelter, Mexico, on specified western States. Directs the Secretary to establish an international agency, or utilize an existing agency, to report on the effects of transboundary air pollution from copper smelters on public health and welfare in the United States and in Mexico.
