Citizen Service Act of 2002 - Amends the National and Community Service Act of 1990 (NCSA) and the Domestic Volunteer Service Act of 1973 (DVSA) to reauthorize appropriations and revise requirements for national volunteer service programs administered by the Corporation for National and Community Service (CNCS). Includes among NCSA programs: (1) Learn and Serve America (Service-Learning); (2) AmeriCorps (AC) Grants; (3) AC-National Civilian Community Corps (NCCC); and (2). Includes among DVSA programs: (1) AC-Volunteers in Service to America (VISTA); and (2) Senior Corps, including Foster Grandparents, Senior Companions, and Retired and Senior Volunteer Program (RSVP). Authorizes grants to: (1) America's Promise: The Alliance for Youth; and (2) the Points of Light Foundation. Revises provisions for CNCS administration of national volunteer service programs and for accountability of recipients of funds.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Sports Agent Responsibility and Trust Act - Prohibits an agent from: (1) directly or indirectly recruiting or soliciting a student athlete to enter into an agency contract by giving false or misleading information or making a false promise or representation or by providing anything of value to the athlete before entering into such a contract; (2) entering into an agency contract with a student athlete without providing the required disclosure document; or (3) predating or postdating an agency contract. Requires an agent, in conjunction with the signing of an agency contract, to provide to the athlete a separate disclosure document that includes notice that if the athlete signs the contract he or she may lose eligibility to compete as a student athlete in that sport. Requires the student athlete to sign such document before signing the agency contract. Treats a violation of this Act as an unfair or deceptive act or practice under the Federal Trade Commission Act. Authorizes civil actions by State attorneys general under specified circumstances. Requires the agent and the athlete, within 72 hours after entering into an agency contract or before the next athletic event in which the athlete may participate, whichever occurs first, to provide notice to the educational institution that the athlete has entered into an agency contract. Grants an educational institution a right of action against an agent for damages caused by such agent's failure to provide such notice. Expresses the sense of Congress that States should enact the Uniform Athlete Agents Act of 2000 drafted by the National Conference of Commissioners on Uniform State Laws to protect student athletes and the integrity of amateur sports from unscrupulous sports agents.

Abortion Non-Discrimination Act of 2002 - Amends the Public Health Service Act to prohibit the Federal Government, and any State or local government that receives Federal financial assistance, from discriminating against any health care entity because (in addition to current prohibited reasons) the entity refuses to provide coverage of, or pay for, induced abortions. Expands the definition of "health care entity" to include (in addition to physicians) other health professionals, a hospital, a provider sponsored organization, a health maintenance organization, a health insurance plan, and any other kind of health care facility, organization, or plan.

Accountability of Tax Dollars Act of 2002 - Requires executive agencies that are not otherwise required to submit annual audited financial statements (excluding Government corporations) to submit such statements to Congress and the Director of the Office of Management and Budget. (Allows the Director to waive such requirement for the first two fiscal years after enactment of this Act.) Exempts agencies from preparing such a statement for any fiscal year for which the total amount of budget authority available to the agency is less than $25 million.

Child Modeling Exploitation Prevention Act of 2002 - Amends the Fair Labor Standards Act of 1938 to prohibit an employer from employing a minor under 17 years old to work in exploitive child modeling. Sets penalties for violations. Includes employment of a minor in violation of such provision within the definition of "oppressive child labor." Amends the Federal criminal code to prohibit displaying the image of a child who has not attained the age of 17 years, or offering to provide an image of such a child, with the intent to make a financial gain and without a purpose of marketing a product or service other than the child's image, if such conduct occurs in or affects interstate or foreign commerce. Sets penalties for violations.

National Homeland Security and Combating Terrorism Act of 2002 - Establishes the Department of National Homeland Security to: (1) develop policies and plans for homeland security; (2) develop a National Strategy for Combating Terrorism and Homeland Security Response to counter terrorist threats; (3) plan, coordinate, and integrate Government border security, critical infrastructure protection, and emergency preparedness activities and act as the focal point regarding crises and emergency planning and response; (4) annually update a Federal response plan for homeland security and emergency preparedness; and (5) implement a coordinating center with representatives from other Federal agencies with security responsibilities. Transfers to the Department the Federal Emergency Management Agency, the Customs Service, specified portions of the Immigration and Naturalization Service responsible for law enforcement and border management, the Coast Guard, the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation, and a specified portion of the Animal and Plant Health Inspection Service of the Department of Agriculture. Establishes: (1) within the Department Directorates of Prevention, Critical Infrastructure Protection, and Emergency Preparedness and Response and an Office of Science and Technology; (2) an Acceleration Fund for Research and Development of Homeland Security Technologies; (3) within the Executive Office of the President the National Office for Combating Terrorism; (4) a National Combating Terrorism and Homeland Security Council; and (5) a National Homeland Security Panel. Requires development of an annual consolidated proposed National Terrorism Prevention and Response Program Budget.

Help Efficient, Accessible, Low Cost, Timely Health Care (HEALTH) Act of 2002 - Makes changes to the health care liability system, including compensation for injured patients and other issues arising out of health care law suits. Requires a suit to be brought within three years of the date of injury or one year after the claimant discovers or should have discovered the injury, whichever occurs first. Sets forth requirements and permissible recovery amounts for compensating patient injury, including: (1) the full amount of economic loss without limitation; (2) noneconomic damages as specified; and (3) a fair share rule. Requires the court to supervise payment-of-damage arrangements, limiting contingency fees. Permits the introduction of evidence of collateral source benefits. Limits the availability of punitive damages, requiring clear and convincing evidence of malicious intent to injure or a deliberate failure to avoid substantially certain, unnecessary injury. Prohibits their award for products that comply with Food and Drug Administration (FDA) standards, absent material and knowing misrepresentation by those submitting required approval or clearance information to the FDA. Authorizes periodic payment of future damages to claimants. Excludes suits for vaccine-related death or injury from the requirements of this Act if otherwise covered under the National Vaccine Injury Compensation Program. Preempts State law unless such law imposes greater protections for health care providers and organizations from liability, loss, or damages. .

Combat Pay for Combat Risk Act of 2002 - Dictates that a member of the Armed Forces of the United States who is entitled to special pay for being subject to hostile fire or imminent danger as part of Operation Enduring Freedom (or any successor operation) shall be treated in the same manner as if the individual were in a combat zone for the following provisions of the Internal Revenue Code: (1) those relating to the special rule where a deceased spouse was missing in action; (2) those pertaining to exclusion of certain combat pay for soldiers; (3) those relating to income taxes of members of the Armed Forces upon death; (4) those pertaining to members of the Armed Forces dying in combat zone or by reason of wounds suffered in the combat zone; (5) those defining wages relating to combat pay (to apply to remuneration paid after the passage of the Act); (6) those dealing with taxation of phone service for soldiers from a combat zone; (7) those pertaining to a joint tax return where an individual is missing in action; and (8) those relating to time for performing certain acts postponed due to service in a combat zone.

Methamphetamine Protective Equipment and Training Partnership Grant Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to make matching grants to States, local governments, and Indian tribes to provide to law enforcement officers protective equipment and training for investigating and responding to offenses related to methamphetamine clandestine drug laboratories. Authorizes the Director to give preferential consideration to an application from a jurisdiction that: (1) has the greatest need and a methamphetamine clandestine drug laboratory-related seizures per capita rate at or above the national average; or (2) has consolidated local law enforcement effort by creating multi-jurisdictional law task forces. Requires funds to be awarded to each qualifying local government with fewer than 100,000 residents.

Uniform Securities Disclosure Act - Amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act, respectively, to extend Federal securities registration and reporting requirements to specified mortgage-backed and other housing-related securities, and subordinate obligations under such Acts.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act of 2002 - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

National Vaccine Injury Compensation Program Improvement Act of 2002 - Amends the Public Health Service Act to: (1) revise the basis for calculating the projected lost earnings of a person who sustained a vaccine-related injury; (2) increase the award for a vaccine-related death; (3) allow compensation for expenses for family counseling and establishing guardianship; (4) allow payment of interim attorneys' fees and costs; (5) establish a procedure for paying attorneys' fees; (6) extend from two to six years the statute of limitations for injuries or death from a vaccine set forth in the Vaccine Injury Table; (7) revise the membership and meeting schedule of the Advisory Commission on Childhood Vaccines; and (8) direct the Secretary of Health and Human Services to conduct a public service announcement campaign about the availability of the Program. Amends the Internal Revenue Code to increase the limit on Vaccine Injury Compensation Trust Fund administrative expenses.

Making Education, Nurturing, and Teaching Our Responsibility Act or the MENTOR Act - Amends the Internal Revenue Code to establish a limited (up to $20 an hour/$1040 annually) tax credit to an employer for wages paid to an employee mentoring a secondary school student through a quality mentoring program.

Call to Service Act of 2001 - Amends National and Community Service Act of 1990 (NCSA) to extend the authorization of appropriations for specified programs. Revises the Americorps program. Directs the Corporation for National and Community Service to: (1) increase the number of approved national service positions; and (2) ensure that half of any such increased number are for programs that address public safety needs, including homeland defense and public health. Allows the Corporation to allot a limited portion of national service positions to receive educational awards only. Allows releases of participants from completing service terms, and requires released participants to receive a portion of the educational award. Includes programs at veterans' facilities or in public health among national service projects. Requires consultation by the Corporation and State Commissions for National and Community Service, respectively, with the Director of the Office of Homeland Security and State emergency management agencies to determine ways to promote homeland security and emergency management through national service programs. Authorizes the Corporation to make grants through the senior training programs and programs of national significance. Amends the Domestic Volunteer Service Act of 1973 to extend the authorization of appropriations for the Retired and Senior Volunteer Program, Foster Grandparent Program, and Senior Companion Program. Amends the Higher Education Act of 1965 (HEA) to require that specified increasing percentages of HEA grants for college work-study programs be used to compensate students in community service. Amends the Internal Revenue Code to exclude national service educational awards from gross income. Amends Federal law relating to the Armed Forces to provide for: (1) employment of retired military personnel as instructors in basic training programs; (2) improved access to institutions of higher education for military recruiting purposes; (3) increase the amount of basic educational assistance under the Montgomery GI Bill; and (4) allow use of entitlements to basic education assistance for contributions to Coverdell education savings accounts under the Internal Revenue Code. Requires heads of institutions of higher education to provide the Department of Defense the same access to students for recruiting purposes provided generally to prospective employers. Directs the Secretaries of Defense and of State to establish a Commission on Military Recruitment and National Service.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Agricultural Terrorism Prevention Response Act of 2001 - Directs the President to establish an Interagency Agricultural Terrorism Committee to coordinate the counterterrorism effort to protect the U.S. agricultural production and food supply system. Directs the Secretary of Agriculture to: (1) continue and strengthen cooperation with other agencies; (2) appoint an agricultural liaison on terrorism to report to the Homeland Security Office and serve as a liaison on agricultural security matters; (3) establish an Industry Working Group on Agricultural Terrorism to develop counterterrorism measures to protect the U.S. agricultural production and food supply system; and (4) establish related training and information programs for agricultural producers. States that: (1) the Department of Agriculture Counterterrorism Policy Council shall continue to serve as the Department's senior policy forum regarding terrorism issues; and (2) greater Federal and State financial and staff resources should be dedicated for the detection and interdiction of agricultural terrorism threats.

United States Defense of Freedom Bond Act of 2001 - Amends Federal law to authorize the Secretary of the Treasury to issue "United States Defense of Freedom Bonds," in response to the acts of terrorism perpetrated against the United States on September 11, 2001, to aid in the funding of the war against terrorism.

Authorizes the President to award posthumously the Congressional Gold Medal to the people aboard United Airlines Flight 93 who helped resist the hijackers and caused their plane to crash prematurely on September 11, 2001.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Social Security Protection Act - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require: (1) a sequestration of discretionary non-defense spending for FY 2002 equal to the size of any actual budget deficit for FY 2001; and (2) a final sequestration report by the Office of Management and Budget setting forth the receipts, outlays, and surplus or deficit for FY 2001 and the sequestration percentage necessary in FY 2002.

Agroterrorism Prevention Act of 2001 - Amends the Federal criminal code to prohibit plant enterprise terrorism. Enhances penalties for animal enterprise terrorism and establishes penalties for plant enterprise terrorism. Prohibits the use of explosives or arson against the enterprise. Provides for the death penalty under specified circumstances. Authorizes restitution for any economic damage resulting from the violation (currently limited to the reasonable cost of repeating any experimentation that was interrupted or invalidated as a result of the offense, and the loss of food production or farm income reasonably attributable to the offense, and currently applicable only to animal enterprise terrorism). Makes animal and plant enterprise terrorism a predicate offense under the Racketeer Influenced and Corrupt Organizations Act. Requires the Director of the National Science Foundation to establish and maintain a national clearinghouse for information on incidents of crime and terrorism committed against or directed at any: (1) animal or plant enterprise; (2) commercial activity because of the perceived impact of such activity on the environment; or (3) person because of such person's perceived connection with or support of any enterprise or activity. Requires the Director to: (1) award grants on a competitive basis to colleges and universities for technical assistance, threat and risk assessments, and other activities related to improving security at individual research universities; and (2) develop a comprehensive security report for universities, colleges, and nonprofit organizations which examines the threat posed by animal and plant enterprise terrorism on research activities and includes strategies for reducing such threat.

Growers' Tax Fairness Act of 2001 - Amends the Internal Revenue Code to allow taxpayers to take compulsory or involuntary commercial plant conversion compensation (citrus canker tree replacement, plum pox virus compensation, or Pierce's disease payments) into account as income or gain ratably over the ten-year period beginning with the taxable year in which the taxpayer receives or accrues the compensation.

Amends the Internal Revenue Code of 1986 to provide that, in the case of commercial citrus trees which are compulsorily or involuntarily converted under a public order as a result of the citrus tree canker, the period within which such property must be replaced (nontaxable exchange period) shall be four years after the taxable year in which a State or Federal plant health authority determines that the land on which such trees grew is free from the bacteria that causes citrus tree canker.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Expresses the sense of Congress that: (1) the President and Congress should save Social Security as soon as possible; (2) Social Security surpluses must be vigorously safeguarded and used only for purposes of saving Social Security or reducing the publicly held debt; and (3) the President's Commission to Strengthen Social Security, recognizing the immense financial commitment of every American worker in the Social Security system, should present in its recommendations innovative ways to protect that commitment without benefit cuts or payroll tax increases.

Expresses the sense of Congress that: (1) a National Character Counts Week should be established to promote character education; and (2) the President should issue a proclamation calling upon the people of the United States to embrace the elements of character identified by their local schools and communities such as trustworthiness, respect, responsibility, fairness, caring, citizenship, and honesty.

Parental Rights Protection Act of 2001 - Amends the Federal criminal code to prohibit anyone 18 or older from using any instrumentality of communication that affects interstate or foreign commerce to intentionally entice a child to run away from home and thereby interfere with the parental rights of another person.

Children's Air Travel Protection Act - Amends Federal aviation law to prohibit an air carrier or foreign air carrier from providing air transportation to: (1) an unaccompanied minor under the age of 18 without a written certification of a custodial parent's, foster parent's, or legal guardian's permission; or (2) a minor under the age of 18 that is accompanied by a person that is 18 years old or older unless such person certifies, in writing, that the minor has permission of the custodial parent, foster parent, or legal guardian to travel with such person. Sets forth both civil and criminal penalties for knowingly false certification to an air carrier or foreign air carrier of parental or guardian permission with respect to a minor who is in fact a missing minor.

American Farmland Stewardship Act of 2001 - Directs the Secretary of Agriculture to establish the Farmland Stewardship Program to target existing conservation programs to the specific needs of individual parcels of eligible agricultural lands through stewardship agreements with the owners and operators of such lands, and in partnership with other Federal, State, and local agencies whose programs are incorporated into the Program.

Training for Closed Captioners Act of 2001 - Directs the Secretary of Labor to provide grants to no more than 20 eligible entities (approved and accredited court reporting programs) to promote the training of students to become realtime closed captioners. Limits to $1 million the amount of a grant provided to an entity in a fiscal year.
