National Crude Oil Supply and Transportation Act - Expresses the intent of Congress that the continuation of a transportation system to deliver Alaskan crude oil to Northern Tier or inland States be accomplished through expedited administrative procedures. Directs the Secretary of the Interior to establish a time schedule for the completion of required environmental impact statements in order to select a crude oil transportation system by February 1, 1978. Establishes criteria to be considered by the Secretary in selecting a transportation route. Directs the Secretary and other appropriate Federal officials to take all actions necessary to provide rights of way, permits, leases, and other authorizations necessary for the construction, operation, and maintenance of the transportation system approved under this Act. Declares that the actions of Federal officers and agencies under this Act shall not be subject to judicial review by the courts. Allows for claims that: (1) actions under this Act will deny Constitutional rights; and (2) actions taken are beyond the scope of authority conferred by this Act, provided that such claims are filed within 60 days following the date of the challenged action. Vests exclusive jurisdiction to hear such claims in the United States Court of Appeals for the District of Columbia, acting as a special court. Stipulates that any judicial proceedings should be completed at the earliest possible date. Declares that nothing in this Act shall authorize or imply an exemption from provisions of the antitrust laws.

Prohibits rules promulgated by any Federal agency (except an emergency rule which must become immediately effective to prevent serious injury or the substantial frustration of legislative policies or intent) from becoming effective until such proposed rules have been submitted to Congress and a 60-day period has lapsed thereafter. Prevents such rules from becoming effective if disapproved by either House of Congress within such 60-day period. Permits disapproved of emergency rules. Prohibits the submission to Congress of any rule identical to one which has been disapproved unless submitted pursuant to new legislative authority which has been enacted affecting the agency's powers with respect to the subject matter of such rule. Renders agency rules dealing with emergency or routine matters or which will have an insignificant impact effective without publication of advance/notice of proposed rule making proceedings in the Federal Register as is currently required. Renders any rule granting an exemption to another rule or which is exempt from public notice and comment requirements effective immediately.

Consumer Controversies Resolution Act - Declares that it is the purpose of this Act to assure all consumers convenient access to a consumer controversy resolution mechanism which is effective, fair, inexpensive, and expeditious and to facilitate better representation of consumer interests. Defines the terms used in this Act. Directs the Federal Trade Commission to establish an office of Consumer Redress. Directs the Commission to perform enumerated duties, including: (1) payment to the States of funds to assist in the development, establishment, or improvement of State consumer controversy resolution systems; (2) review of the operation of each State plan for the resolution of controversy involving consumers which has been approved under this Act; and (3) articulation and evaluation of the goals for a model State system of consumer controversy resolution. Provides for the allocation to States of monies appropriated for financial assistance pursuant to this Act. Specifies purposes for which such funds be used including public education and publicity relating to the availability and proper use of consumer controversy resolution mechanisms and settlement procedures. Requires each recipient of assistance under this Act to keep such records as the Federal Trade Commission shall prescribe. Directs the Commission to submit an annual report to the President and Congress. Authorizes to be appropriated not more than $5,000,000 for fiscal year 1978, $20,000,000 for fiscal year 1979.

Establishes the Task Force on Independent Living within HEW to review the operations of such Office and of the centers. Directs the Task Force to report to the Congress not later than March 1, 1979 on the desirability of revising or extending the provisions of this Act.

Education Amendments - Amends the Elementary and Secondary Education Act of 1965 to extend: (1) payments to State educational agencies by the United States Commissioner of Education; (2) minimum payments for State operated programs; (3) the existence of the National Advisory Council on the Education of Disadvantaged Children; (4) appropriations authorized for grants for school library resources, textbooks, and other instructional materials in public and private elementary and secondary schools; (5) payment by the Commissioner of the costs involved in provisioning a State with such library resource materials in a State which has no agency to provide such materials; (6) appropriations authorized for supplementary educational centers and services, model programs, guidance, testing, and counseling; (7) partial approval of State plans in substantial compliance with such Act; (8) the existence of the National Advisory Council on Supplementary Centers and services; (9) appropriations authorized for additional funds to States for library resources and supplementary educational centers and services; (10) appropriations authorized for programs to strengthen State departments of education and local education agencies; (11) appropriations authorized for State and local programs of educational planning; (12) appropriations authorized for dropout prevention programs; (13) appropriations authorized for grants to local education agencies for projects to improve school nutritional and health services for children from low-income families; and (14) appropriations authorized for consumer education programs. Amends such Act to continue the existence of the National Council on Quality in Education until October 1, 1979, and authorizes to be appropriated necessary funds for such Council. Amends the Adult Education Act to extend: (1) appropriations authorized for programs for elderly persons with limited knowledge of English; (2) the existence of the National Advisory Council on Adult Education; (3) appropriations authorized for such Act; and (4) appropriations authorized for educational programs for adult Indians. Amends the National Defense Education Act of 1958 to extend for one year appropriations authorized for grants and loans to States under the terms of such Act. Amends the General Education Provisions Act to extend for one year the availability of unused funds from one fiscal year to the succeeding fiscal year.

Title II: Amendments to Other Education Programs - Amends Title VII (National Reading Improvement Program) of the Education Amendments of 1974 to restate the purposes of such program and set forth new requirements for local educational agency reading improvement programs. Extends the Bilingual Education Act. Title III: Gifted and Talented Children - Gifted and Talented Children Act - Establishes a program of grants to State and local educational agencies to assist in the development and operation of programs designed to meet the special educational needs of gifted and talented children at the preschool and elementary and secondary school levels.

Amends the Internal Revenue Code to provide an income tax credit for the amounts paid or incurred by the taxpayer to convert land held in the United States and formerly used for agriculture or raising livestock into an area used exclusively for providing vegetative cover for wind erosion control or wildlife habitat. Provides that such wind erosion control and wildlife habitat areas must: (1) meet such requirements as are established by the Secretary of Agriculture; (2) be no less than 20 feet, nor more than 60 feet in width; and (3) comprise no more than 15 percent of the area of any farm. Provides for the recapture of such credits to the extent that credit is taken for land which ceases to be a wind erosion control or wildlife habitat area, or is transferred by the taxpayer (except by reason of death, or in certain tax-free corporate acquisitions) within five years after the credit is taken. Provides for the carryover of allowable credit to the extent it exceeds the taxpayer's liability. Reduces the taxpayer's basis, and disallows any deduction of expenditures properly charged to capital account for which this credit is taken.

Authorizes the President of the United States to call a White House Conference on Aging in 1981 to develop recommendations for research and action in the field of aging. Requires the Conference to include representatives of Federal, State, and local governments, professional and lay people working in the field of aging including older persons themselves. Directs that a final report of the White House Conference, containing a comprehensive statement of a coherent national policy on aging and the recommendations of such Conference, be submitted to the President and Congress within a specified time. Sets forth the responsibilities and duties of the Secretary of Health, Education, and Welfare in administering this resolution. Directs the Secretary to establish an advisory committee to the Conference and such other technical committees as may be necessary to carry out such Conference.

Makes certain technical and conforming amendments to the Higher Education Act of 1965. Specifies that fiscal year 1975 is to be used in determining minimum State allotments under community service and continuing education programs under Title I of the Higher Education Act. Sets forth the procedure to control the determination of making a Basic Grant when full appropriations are not available. Delays until October 1, 1978 the requirement that States make nonprofit higher education institutions eligible to participate in State incentive grant programs. Maintains a State's eligibility for a bonus allotment under student incentive grant programs where the loan insurance program is carried on by a nonprofit private institution or organization. Changes the basis upon which the amounts of advances for reserve funds to State agencies are determined. Sets forth the procedure for the ratable reduction of advances for reserve funds in the case of insufficient funds. Encourages States to reactivate student loan insurance programs that have lapsed by permitting a new advance payment to be made to a State for such a program. Sets forth the criteria under which the Commissioner of Education may issue certificates of Federal insurance in a State with adequate non-Federal programs. Applies limitations placed on loans for first-year students to such students' first academic year of postsecondary education. Specifies that all loans made within any 90-day period be considered as a single loan in determining whether such loan must be multiply disbursed. Utilizes the academic year as the reference point by which to apply the maximum and minimum limitations placed on amounts a State may insure. Eliminates the requirement placed on a State-insured student loan program that a borrower contract the holder of the note after ceasing to be at least a half-time student. Applies the definition, under the Higher Education Act, of the Commissioner's equitable share with respect to Federal reinsurance of student loans to supplemental agreements between the Commissioner and a State or private nonprofit student loan insurance program. Modifies requirements applicable to payment of administrative costs to State and nonprofit private student loan insurance programs activated after the date of enactment of the Education Amendments of 1976. Authorizes the Commissioner to determine the period of Federal interest in an academic facility which has been reconstructed or renovated with Federal grants or loans. Permits funds available for academic facility reconstruction or renovation to be used on graduate and undergraduate facilities without regard to whether such funds increase or create enrollment capacity, health care capacity, or continuing education programs. Defers applicability of effective dates of various changes implemented by the Education Amendments of 1976. Stipulates that the definition of institution of higher education, as revised by the Education Amendments of 1976, shall not be interpreted so as to terminate the eligibility of any institution of higher education. Extends authorizations of appropriations for foreign studies and language development programs through fiscal year 1979. Extends the time within which the Commissioner must submit a report on advisory council activities.

Broadcast License Renewal Act - Amends the Communications Act of 1934 to set the term of a broadcast station license, or renewal, at five years. Provides that any license granted may be renewed upon its expiration, if the Commission finds that the public interest, convenience, and necessity would be served by the renewal of such license. Allows appeals from decisions and orders of the Commission to be taken to the United States court of appeals for the circuit in which such broadcast facility is located. Sets guidelines for expeditious action on applications for renewal of broadcasting station licenses by limiting material required to be filed. Requires the Commission to examine the renewal process and report within six months on methods of reducing and consolidating filings and supporting documents.
