Affirms the intent of the Ninety-ninth Congress to oppose any increase in individual or corporate tax rates, or the reduction or elimination of deductions and credits without corresponding tax rate reductions. Calls upon the One hundredth Congress to adopt such a policy.

National Appliance Energy Conservation Act of 1986 - Amends the Energy Policy and Conservation Act to add to the list of products covered under the Act: (1) freezers which can be operated by alternating current electricity (with specified exceptions); (2) central air conditioning heat pumps; (3) direct heating equipment; and (4) pool heaters. Deletes from specific coverage: (1) television sets; (2) humidifiers; and (3) dehumidifiers. Excludes from such coverage consumer products designed solely for use in recreational vehicles and other mobile equipment. Authorizes the Secretary of Energy (the Secretary) to amend Federal energy efficiency test procedures for appliances under specified guidelines. Prohibits manufacturers from making any representations regarding the energy efficiency of appliances covered by this Act unless such appliances have been tested in accordance with the Federal test procedures, and the manufacturer's representations fairly disclose the results of such testing. Sets forth specific Federal energy conservation standards for products covered by this Act and manufactured after certain dates. Establishes deadlines by which the Secretary must issue rules regarding such standards. Details the criteria to be applied if such standards are revised. Revises the information requirements with which manufacturers must comply to provide that the Secretary shall exercise authority in a manner designed to minimize unnecessary burdens on manufacturers of covered products. Revises the rules under which State regulations are superseded by the Federal regulations for testing and labeling requirements and energy conservation standards. Permits the waiver of Federal preemption if the Secretary finds that such waiver is needed to meet compelling and unusual local energy conditions. Prescribes procedural guidelines for such a waiver. Details conditions under which State and local building code requirements regarding energy conservation standards are not superseded by the standards promulgated under this Act. Permits the commencement of a citizen's suit against the Secretary for failure to comply with a nondiscretionary duty to issue rules according to prescribed schedules. Directs the courts to expedite the disposition of such suits. Vests jurisdiction in the Federal district courts over actions brought by any adversely affected person to determine whether a State or local government is complying with the requirements of this Act. Declares that the required submission by the Secretary of an annual report regarding Federal energy efficiency standards does not constitute a defense or justification for a failure by such Secretary to comply with the nondiscretionary duty provided for in this Act.

Requests the entertainment industry to: (1) refrain from producing material which glamorizes or encourages the use of illegal drugs; and (2) develop material which encourages the rejection of illegal drug usage.

Tennessee Wilderness Act of 1986 - Designates the following lands in the Cherokee National Forest, Tennessee, as components of the National Wilderness Preservation System: (1) Pond Mountain Wilderness; (2) Big Laurel Branch Wilderness; (3) Unaka Mountain Wilderness; (4) Sampson Mountain Wilderness; (5) Little Frog Mountain Wilderness; and (6) Big Frog Extension Wilderness. Requires such lands to be administered in accordance with the Wilderness Act, permitting certain kinds of signs and construction on the wilderness areas comprising the Appalachian National Scenic Trail. Provides that the RARE II (second roadless area review and evaluation) final environmental statement (dated January 1979) with respect to national forest system lands in specified counties in Tennessee shall not be subject to judicial review. Releases national forest system lands in specified counties in Tennessee which were reviewed in the RARE II program from further review by the Department of Agriculture, pending the revision of initial national forest management plans. Releases lands in specified counties in Tennessee reviewed in the RARE II program and not designated as wilderness from management as wilderness areas. States that the provisions above shall also apply to national forest system roadless lands in specified counties in Tennessee which are less than 5,000 acres in size. Terminates specified wilderness studies made unnecessary by this Act's designations.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Provides that, for taxable years beginning after 1984, rural letter carriers are permitted to compute the amount of their deduction for use of their automobiles in performance of such services: (1) by using a standard mileage rate for all such miles of such use equal to 150 percent of the basic standard rate; or (2) without applying the limitation on deductions rules where the business use of the automobile used in performing such services is not greater than 50 percent of the time. Prohibits the use of 150 percent of the basic standard mileage rate in determining the allowable deduction where the taxpayer claimed an investment tax credit or depreciation deduction for such automobile.

Manufacture and Public Distribution of Certain Copyrighted Material Act - Amends the copyright law to extend indefinitely the manufacturing clause, which prohibits the importation of certain English language books not manufactured in the United States or Canada. Eliminates the Canadian exemption, per se, after 1988. Permits exemptions from such restriction if a foreign country, including Canada, is certified by the United States Trade Representative as providing adequate copyright protection for U.S. nationals and such country freely trades in printed matter with the United States or adheres to a bilateral or multilateral agreement with the United States and supports internationally recognized workers' rights.

Declares that the House of Representatives: (1) condemns the Soviet Union's failure to provide notification and information about the nuclear accident at Chernobyl; and (2) calls upon the Soviet Union to permit outside nuclear experts to assist with the accident and to allow the international press corps to cover the situation.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to eliminate the requirement that there be at least a three-percent rise in the Consumer Price Index before a cost-of-living adjustment of benefits is made.

Amends the Low-Income Home Energy Assistance Act of 1981 to specify the State allotment formula which the Secretary of Health and Human Services is required to use when implementing a presidential order requiring the sequestration (through the application of a reduction percentage) of budget authority provided for FY 1986 or any fiscal year thereafter.

Amends Federal veterans' benefits provisions to exempt from any sequestration of funds under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) certain benefits of veterans and their dependents and survivors which are based upon the service-connected disability or death of such veterans.

Federal Lands Administration Act of 1986 - Title I: Purposes, Definitions, and Maps - Sets forth the purposes, definitions, and maps which delineate the areas of lands affected by this Act. Title II: Transfer of Lands to the Forest Service - Transfers lands delineated on the maps entitled "Interagency Land Transfers -- February 1986" to the Secretary of Agriculture to be reserved as national forests. Authorizes the Secretary to modify the boundaries of National Forest System units to facilitate administration. Requires newly established national forest lands to be eventually managed in accordance with the Forest and Rangeland Renewable Resources Planning Act of 1974. Directs the Secretary to adopt the recommendations of the Secretary of the Interior with respect to such lands which have been reviewed for wilderness suitability and to assess unreviewed lands for their possible designation as wilderness. Requires lands recommended for wilderness designation to be managed as such until included in the National Wilderness Preservation System or released from consideration. Modifies land entry provisions to grant the Secretary of Agriculture authority over newly established national forest lands. Grants the Secretary authority to sell such lands as specified and other authorities over such lands. Title III: Transfer of Lands to the Bureau of Land Management - Transfers National Forest System lands within areas managed by the Bureau of Land Management to the Secretary of the Interior, withdrawing such lands from sale or disposal unless otherwise specified. Designates as conservation areas certain areas of newly established public lands known by a specific name. Amends the Surface Mining Control and Reclamation Act of 1977 to prohibit surface coal mining operations on public lands which were formerly part of the Custer National Forest. Amends the Bankhead-Jones Farm Tenant Act to grant the Secretary of the Interior authority over lands previously administered by the Secretary of Agriculture. Requires such lands to be eventually managed in accordance with the Federal Land Policy and Management Act of 1976. Requires the Secretary of the Interior to adopt the recommendations of the Secretary of Agriculture with respect to such lands which have been reviewed for wilderness suitability and to assess unreviewed lands for their possible designation as wilderness. Requires lands recommended for wilderness designation to be managed as such until included in the National Wilderness Preservation System or released from consideration. Authorizes the Secretary of the Interior to require deposits from purchasers of timber from public lands. Title IV: General Provisions - Sets forth which, if any, other designations and uses of such lands are affected by the interdepartmental exchange. Title V: Mineral Resources - Amends the Multiple-Use Sustained-Yield Act of 1960 and other Acts to empower the Secretary of Agriculture to administer National Forest System lands for multiple uses, including mineral claims and resources. Title VI: Transfer of O&C Lands - Transfers specified Oregon and California Grant Lands from the Bureau of Land Management to the Forest Service. Title VII: Severability - States that the provisions of this Act are severable.

Dwight David Eisenhower Centennial Commission Act - Establishes the Dwight David Eisenhower Centennial Commission to encourage, plan, and coordinate the centennial of the birth of former President Dwight David Eisenhower. Requires annual Commission reports to the Congress and the President. Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to designate the date for a joint meeting of the Congress commemorating the centennial. Directs the U.S. Postal Service to issue a commemorative stamp on October 14, 1990, in honor of the 100th birthday of Dwight David Eisenhower. Authorizes appropriations.

Authorizes the Board of Regents of the Smithsonian Institution to plan, design, and construct facilities for the National Air and Space Museum at Washington Dulles International Airport for expansion of the Museum. Authorizes the Board of Regents to receive and use private donations for carrying out this Act.
