United Nations Sanctions Enforcement Act - Directs the President to prohibit the importation of a product from a foreign person that has been determinined to have knowingly assisted in the export or transfer of any item to a country that would have been prohibited under U.S. law implementing a United Nations Security Council resolution. Sets forth provisions with respect to the judicial review and waiver of such sanctions. Authorizes the Secretary of State, upon request, to issue advisory opinions on whether a proposed activity would subject the requester to sanctions under this Act.

Persian Gulf Conflict G.I. Bill of Rights Act of 1991 - Authorizes the Secretary of Defense to make grants to nonprofit organizations to provide economic assistance to dependents of military personnel deployed in the Persian Gulf who are in need of such assistance because of such deployment. Directs the Secretary to prescribe the purposes for which assistance may be provided, including the provision of food, clothing, mortgage or rental payments, fuel, education, or child care costs. Authorizes appropriations. Provides a service bonus of $10,000 for military personnel serving on active duty for more than 30 days in the Persian Gulf area in connection with the conflict there. Requires such bonus to be paid within 30 days of their separation or release from active duty under honorable conditions. Entitles members of the reserves assigned to active duty in the Persian Gulf to all reemployment rights and benefits currently accruing to veterans of active duty under Federal veterans' benefits provisions. Directs the Secretary of Veterans Affairs to establish a program to provide benefits to military personnel who have served in the Persian Gulf area, including housing loan benefits, educational assistance, job counseling and other employment and training benefits and services, drug, alcohol, and family counseling, legal services, and health care for injuries incurred while serving in the Persian Gulf. Authorizes appropriations.

Authorizes the appointment of chiropractors as commissioned officers in the Army, Navy, or Air Force Medical Service Corps. Provides special pay to chiropractic officers on active duty for not less than one year. Increases such special pay with service. Authorizes the payment of additional special pay for any 12-month period during which such an officer is not undergoing chiropractic internship training, with appropriate increases for years of service. Requires such an officer, to receive such additional special pay, to execute a written agreement to remain on duty for no less than one year. Authorizes the Secretary of the military department concerned to terminate the payment of such additional special pay at any time, with an appropriate refund required from the officer concerned for any period paid but unserved. Requires an officer who voluntarily terminates service for a period for which a special payment was made to refund the proper amount to the United States.

Calls on the Soviet Government to cease its military intimidation of the freely-elected Baltic Governments and to respect freedom of speech, assembly, and the press and all internationally-recognized standards of human rights. Urges the President to instruct the U.S. representative to the United Nations (U.N.) to: (1) address the issue in the U.N. Security Council; and (2) raise the issue of human rights violations in the Baltic States and urge the U.N. Commission on Human Rights to take action on this issue during its February 1991 meeting. Calls upon member states of the U.N. to exercise their diplomatic influence with the Soviet Union to bring about a prompt resolution of the Baltic conflict and a restoration of peaceful relations with the Republics of Estonia, Lithuania, and Lativa. Requests the U.N. Secretary General to keep the situation in the Baltic States under constant surveillance and to report to the Security Council and the Commission on Human Rights on further developments.

Amends the Social Security Act to declare it to be U.S. policy that States or subdivisions of States may utilize social security numbers for identifying: (1) duplicate listings of individuals in master lists used for jury selection purposes; and (2) master list listings of individuals who are ineligible for serving on a jury by reason of their conviction for a felony.

Amends the Internal Revenue Code to exclude from the gross income of an employee the following qualified employer-provided transportation benefits: (1) the value of transportation in a commuter highway vehicle between the employee's residence and workplace; and (2) up to $60 per month of the value of any transit pass entitling the employee to transportation on mass transit facilities.

Amends the Internal Revenue Code to extend the targeted jobs credit permanently. Increases the maximum age requirement for economically disadvantaged youth from 23 to 25.

Calls on the Department of Defense to: (1) cease the imposition of military security review panels that could result in unwarranted censorship of the news media; (2) make such military security rules voluntary; and (3) expand news media pool coverage of combat to include as many accredited correspondents as possible and suspend such pool requirements when they are no longer necessary.

Directs the Secretary of Defense, upon request, to relieve the following members of the armed forces from performing duty in a region designated as an area of hostile fire or imminent danger: (1) the husband or wife if both are assigned to duty in such region and they have a minor child; and (2) a single parent with a minor child who is assigned to duty in such a region. Directs the Secretary to endeavor to reassign a person relieved of such duty to another assignment which does not require the separation of the member from such minor child. Authorizes the Secretary to delay the date of discharge or retirement of a member so relieved, as appropriate.

Adolescent Nutritional Equity Act - Amends the National School Lunch Act to restore eligibility for food supplement benefits under the dependent care food program to adolescent youth 18 years of age or under. Makes children with disabilities eligible for such benefits at any age.

Expresses the sense of the Congress that the Secretary of Defense should revise current guidelines relating to news media coverage of activities in the Persian Gulf region to ensure that the news media has timely access to all unclassified information and activities other than information and activities that, if disclosed, would endanger the lives or security of U.S. forces.

Expresses the sense of the Congress that: (1) the financial costs of Operation Desert Shield should be equitably shared by U.S. allies; and (2) to cover such financial costs to the United States not covered by the allies, first, reductions should be made in military expenditures, and, for any remaining costs, a surtax should be imposed on high-income taxpayers.

Social Security Tax Cut Act of 1991 - Amends the Internal Revenue Code and title II (Old-Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise social security tax rates to provide for reduced rates until 2015 and increased rates beginning in 2020. Increases the OASDI contribution and benefit base on a graduated basis from 1990 to 1996.

Christopher Columbus Coin and Fellowship Act - Title I: Christopher Columbus Quincentenary Coins - Christopher Columbus Quincentenary Coin Act - Directs the Secretary of the Treasury to mint and issue not more than a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the quincentenary of the discovery of America. Sets forth certain features of such coins and provides for their design, issuance, and sale. Terminates the minting of such coins after June 30, 1993. Requires the Secretary to deposit surcharges from the sale of such coins in the Christopher Columbus Fellowship Fund for use by the Christopher Columbus Fellowship Foundation. Declares that no law governing procurement or public contracts shall be applicable to the procurement of goods and services necessary for carrying out this Act, except that this provision shall not relieve any person from complying with any law relating to equal employment opportunity. Mandates that all amounts received from coin sales be deposited in the coinage profit fund. Title II: Christopher Columbus Fellowship Foundation - Christopher Columbus Fellowship Act - Establishes the Christopher Columbus Fellowship Foundation to award fellowships to outstanding individuals to encourage new discoveries in all fields of endeavor for the benefit of mankind. Establishes the Christopher Columbus Fellowship Fund. Directs the Foundation to report to the President and to the Congress annually on its operations.

Youthbuild Act of 1990 - Authorizes the Secretary of Housing and Urban Development to provide grants for Youthbuild projects which shall employ economically and educationally disadvantaged youth to help construct or rehabilitate rental and transitional housing for homeless persons and low-income families. Authorizes appropriations.

Fair Treatment for Freedom National Bank Act - Declares that the continued operation of the Freedom National Bank of New York is essential to provide adequate depository services in its community. Directs the Federal Deposit Insurance Corporation to treat all deposits at the Bank as insured deposits for purposes of the Federal Deposit Insurance Act.

Employee Educational Assistance Act of 1991 - Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expires for taxable years beginning after December 31, 1991.)

House Commission on Congressional Reform Act - Establishes the House Commission on Congressional Reform to develop comprehensive and impartial recommendations for the House of Representatives that would improve: (1) institutional integrity; (2) accountability to the public; (3) efficiency; (4) effectiveness; and (5) any other aspects that would serve to increase public confidence in the House. Terminates the Commission within 90 days after submission of its report to the Speaker and Minority Leader of the House.

National Commission to Study the Causes of the Demand for Drugs in the United States - Establishes the National Commission to Study the Causes of the Demand for Drugs in the United States to study the causes of drug abuse in the United States and to assess the needs of Government at all levels to create a socially supportive environment that reduces the desire of individuals to experiment with and abuse illicit drugs. Requires the Commission to examine the factors that contribute to drug abuse and the efforts being made to prevent such abuse. Authorizes appropriations.

Assault Weapon Export Control Act of 1991 - Amends the Federal criminal code to prohibit the export of a machine gun or semiautomatic assault weapon, with exceptions for U.S. departments or agencies and for foreign governments not engaging in gross human rights violations or supporting international terrorism. Sets penalties for violations of this Act. Defines "semiautomatic assault weapon" as a semiautomatic firearm which is not generally recognized as particularly suitable for, or readily adaptable to, sporting purposes considering specified characteristics.

Establishes the National Commission on Drug Abuse Treatment Effectiveness to develop recommendations for: (1) the planning and operation of model programs of treatment for drug abuse; and (2) evaluation criteria for drug treatment programs. Authorizes appropriations. Terminates the Commission two years after designation of its first chairman.

Amends the Internal Revenue Code to reinstate the windfall profit tax on domestic crude oil. Terminates such tax after the last full month the Resolution Trust Corporation is in existence. Appropriates revenues received from such tax to the Corporation.

Hunger Emergency Assistance and Relief Trust Act of 1991 - Amends the Internal Revenue Code to allow individuals to designate on their income tax returns a contribution of all or part of their tax refund to the Hunger Emergency Assistance and Relief Trust. Establishes in the Treasury the Hunger Emergency Assistance and Relief Trust (trust fund) to distribute hunger relief funds to qualified nonprofit hunger relief services organizations. Describes standards and procedures for the distribution of trust fund monies. Specifies a number of restrictions with respect to the activities of recipient organizations, including limitations on administrative expenses. Requires the Hunger Commission to submit to specified congressional committees an annual report detailing trust fund expenditures. Establishes a Hunger Commission to administer the distribution of funds to qualified hunger relief services organizations on a matching grant basis. Permits a maximum award of $100,000 to any single qualified organization in any fiscal year. Requires that: (1) at least 50 percent of amounts received into the trust fund in any year be paid to qualified organizations; and (2) monies in the trust fund be distributed within 180 days of their receipt. Authorizes appropriations.

Amends the Foreign Assistance Act of 1961 to exempt from the embargo on trade with Cuba the export of medicines or medical supplies, instruments, or equipment. Sets forth limitations on the President's authority to restrict the exportation of such medicines and supplies to Cuba.

Veterans Compensation Amendments of 1991 - Title I: Compensation Rate Increases - Increases the rates of: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children. Authorizes the Secretary of Veterans Affairs to adjust administratively the rates of disability compensation payable to persons who are not in receipt of compensation for service-connected disability or death. Title II: Future Cost-Of-Living Adjustments - Requires the Secretary to increase such rates at the same time and by the same percentage as any increase in social security benefit amounts paid under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Financial Incentives Going to Help Towns Fighting Drugs Act - Amends the Internal Revenue Code to allow taxpayers to designate that one dollar of their tax liability be paid to the Local Anti-Drug Program Trust Fund. Establishes such Fund for grants to counties for: (1) law enforcement activities regarding drug-related crimes; (2) education, prevention, treatment, and rehabilitation programs regarding drug abuse; and (3) grants to units of general local government.

Handgun Registration Act of 1991 - Requires the Attorney General to establish a Federal handgun registration system. Makes such system applicable, within two years of the enactment of this Act, in all States failing to establish a State handgun registration system that substantially complies with Federal requirements mandating that States: (1) set registration requirements; (2) impose specified penalties for serious and non-serious registration violations; (3) define "serious violation" based on the number and caliber of unregistered handguns, previous felony or firearms offense convictions, and accessibility of such handguns; and (4) maintain an easily retrievable record of individuals within the State with handguns and of such handguns. Imposes penalties (including mandatory imprisonment for not less than 15 years) upon any person possessing handguns in violation of the registration requirement. Terminates certain Federal assistance under the Omnibus Crime Control and Safe Streets Act of 1968 to States which do not establish registration systems.

Act for Micro-Enterprise - Amends the Social Security Act to exclude from income for purposes of the Aid to Families with Dependent Children (AFDC) and Supplemental Security Income (SSI) programs business assets received primarily for micro-enterprise business purposes. Extends public assistance benefits (including AFDC, SSI, Medicaid, and Medicare) for persons with income from or resources in a micro-enterprise (any commercial enterprise with five or fewer employees, one or more of whom own the enterprise). Amends the Internal Revenue Code to make eligible for unemployment compensation an individual who starts a micro-enterprise. Amends the Housing and Community Development Act of 1974 to make financial assistance available under the Community Development Block Grant and Urban Development Action Grant programs to lending institutions and public and private organizations to provide loans, counseling, and training for micro-enterprises. Amends the Small Business Act to urge that when implementing business loan programs the Administrator of the Small Business Administration consider the needs of micro-enterprises, and the institutions which offer them credit or services. Amends the Home Owners' Loan Act to treat savings association loans to micro-enterprises as qualified thrift investments. Mandates that each Federal banking agency establish a Micro-Enteprise Technical and Operations Office (Me-Too) to promote micro-enterprises through technical assistance, outreach, and training.
