Patient Centered Quality Care for Life Act

Patient Centered Quality Care for Life Act - Directs the Secretary of Health and Human Services (HHS) to convene a Patient-Centered Health Care and Quality of Life Stakeholder Strategic Summit to: (1) analyze key health system barriers to providing patient-centered health care that integrates symptom management and other aspects of coordinated or palliative care; and (2) identify strategic solutions for collectively addressing quality of life concerns for the rapidly expanding population of patients and survivors facing serious, complex, and chronic illness in the United States and for the families of such patients and survivors. Requires the Secretary to establish a Summit Steering Committee, which shall draft a summary report detailing Summit recommendations for a national strategic action agenda to improve patient-centered care and quality of life. Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to establish a national quality of life education and awareness grants program initiative for seriously ill patients, their families, and health professionals who treat them for the purposes of encouraging an increased demand for and delivery of integrated and patient-centered care for managing their pain and symptoms and improving their quality of life. Requires the Director to award competitive grants to develop new and expand existing information, resources, and communication materials about symptom management and other aspects of patient-centered care as an integral part of quality care for serious illnesses. Directs the Administrator of the Health Resources and Services Administration (HRSA) to establish a health care professional workforce training grants program initiative for purposes of promoting and enhancing symptom assessment and management, communications skills, coordinated patient-centered care, and other quality of life focused clinical core competencies across all clinical specialties that serve seriously ill patients and patients with multiple or complex chronic diseases. Requires the Secretary: (1) to update and expand the September 2002 HRSA report, titled "The Supply, Demand and Use of Palliative Care Physicians in the United States"; (2) to establish a Quality of Life Cross-Agency Advisory Committee to assist the CDC and HRSA in conducting the national quality of life education and awareness initiative and the health care professional workforce training initiative and to disseminate initiative findings for cross agency implementation of best practices; and (3) acting through the Director of the National Institutes of Health (NIH), to develop and implement a strategy to be applied across NIH institutes and centers that is in accordance with the Advisory Committee's recommendations to expand national research programs in symptom management, palliative, psychosocial, and survivorship care.

REACH Act of 2013

Raising Employment in Affordable Communities and Homes Act of 2013 or REACH Act of 2013 - Amends the Housing and Urban Development Act of 1968 with respect to providing economic opportunities for low- and very low-income persons, particularly recipients of federal assistance for housing. Prohibits any assistance to a public housing agency (PHA) under the United States Housing Act of 1937 for any fiscal year for low-income housing projects (development assistance), or assistance from the Operating Fund or Capital Fund under the same Act, unless the PHA prepares an action plan describing activities that will: (1) provide such individuals the training and employment opportunities generated by such assistance, and (2) award contracts for work in connection with such assistance to business concerns that also provide economic opportunities for such individuals. Waives this prohibition for any qualified PHA: (1) the sum of the public housing dwelling units it administers, and the number of tenant-based rental assistance vouchers it administers, is 550 or fewer; and (2) that is not a troubled PHA, and does not have a failing score under the Section 8 Management Assessment Program during the prior 12 months. Prohibits an Indian tribe or tribally designated housing entity (as defined in the Native American Housing Assistance and Self-Determination Act of 1996) from providing any grant amounts under the Act for any program year unless the tribe or entity prepares an action plan meeting the same criteria. Waives this prohibition for any recipient of such grant amounts for which the sum of the affordable housing dwelling units it administers and the number of households provided tenant-based rental assistance with such grant amounts, is 550 or fewer. Requires incorporation of the yearly action plan in: (1) a PHA's annual plan for the fiscal year, or (2) an Indian tribe's (or designated entity's) Indian housing plan for the program year. Allows retroactive funding to any PHA, Indian tribe, or tribally designated entity upon the development and inclusion of an action plan in the PHA's annual plan or the tribe's or tribal entity's Indian housing plan. Directs the Secretary to require that each application for housing and community development assistance exceeding $200,000 include an action plan. Authorizes the Secretary to establish and impose penalties for PHAs, Indian tribes and tribally designated entities, and recipients of housing and community development assistance that do not comply with their action plans to the Secretary's satisfaction.

Public Housing Disaster Preparedness Act of 2013

Public Housing Disaster Preparedness Act of 2013 - Requires the Secretary of Housing and Urban Development (HUD) to require each public housing agency (PHA) that owns, operates, or assists at least 500 dwelling units in public housing projects (covered PHA) to develop a disaster response and relief plan to provide: guidance for PHAs and their staff, residents of dwelling units in public housing, relevant federal, state, and local agencies and officials, and community-based organizations; and comprehensive information regarding pre-disaster, disaster impact, and post-disaster policies, standards, procedures, and protocols. Requires the plan to: (1) be included in the annual and five-year PHA plans required to be submitted under the Act, and (2) be submitted for HUD approval before its implementation. Prescribes requirements for the plan, including protocols for: establishing communication and support; immediate disaster response; protecting the special needs of residents; safe evacuation of residents and staff; supporting short- and long-term relocation of residents; temporarily renting vacant PHA units to local victims of a disaster who are not residents of public housing; prohibiting PHAs from evicting residents (with certain exceptions) during a disaster period; providing residents with specified emergency information immediately after the conclusion of a disaster; protecting and restoring public housing building; listing the condition and location of emergency supplies and equipment; providing information regarding federal, state, and local grant and loan programs and other disaster relief resources available to a covered PHA, including information regarding the insurance policy of the covered PHA and how to file a claim; implementing the plan properly; and implementing certain emergency disaster training. Requires a covered PHA to: disseminate information (accessible to individuals with limited English proficiency) about the emergency protocols established under the plan to each resident of a PHA dwelling unit the PHA owns, operates, or assists before the resident moves into the unit as well as once every year, and, if possible, before an impending disaster; maintain a list, updated annually, of the members of each family residing in such a dwelling unit, and identify the special needs of certain residents because of a disability, physical or mobility impairment, or medical condition, the units in which elderly residents reside, and the units in which residents with limited English proficiency reside as well as their primary languages; and take specified actions to provide rental payment fairness for such dwelling units. Requires the HUD Inspector General to evaluate the plan, after its implementation following a disaster, and if necessary to make recommendations for improving it within 180 days after the conclusion of the disaster. Makes conforming amendments to the United States Housing Act of 1937.

Safely Sheltering Disaster Victims Act of 2013 - Transfers a specified amount made available for the Department of Housing and Urban Development (HUD) Community Development Fund in the Disaster Relief Appropriations Act, 2013 to the Public and Indian Housing Tenant-Based Rental Assistance HUD account for tenant-based rental assistance only, including related administrative expenses, to areas impacted by Hurricane Sandy. Subjects such funds to specified requirements, including that: they be made available for such assistance by 60 days after enactment of this Act; the HUD Secretary waive the public housing agency (PHA) project-based limitation for use of such assistance (under the voucher program) for low-income families; the amounts may be provided only to PHAs that agree to give a preference to making such assistance available to eligible families displaced by Hurricane Sandy; such families are otherwise eligible for such assistance; and an eligible family may continue to receive such assistance after the transferred amounts are no longer available, subject to family eligibility and the availability of amounts in appropriation Acts. Retains the designation of such amounts as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Student Non-Discrimination Act of 2013 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Emergency Jobs to Restore the American Dream Act - Requires the Secretary of Education to make grants to states for the modernization, renovation, or repair of public schools, including early learning facilities and charter schools, to make them safe, healthy, high-performing, and technologically up-to-date. Allocates grant funds among states on the basis of the relative portion of school improvement funds provided to local educational agencies (LEAs) in each state under the Elementary and Secondary Education Act of 1965. Reserves 2% of the grant funds for assistance to outlying areas and Indian schools. Reserves 5% of the grant funds for LEAs serving geographic areas: (1) with significant economic distress, (2) recovering from a natural disaster, or (3) containing a military installation selected for closure. Requires states to reallocate such grant funds to LEAs on the basis of each LEA's share of school improvement funds received by LEAs in the state for the previous fiscal year. Allows LEAs to give priority to projects involving the abatement, removal, or interim control of asbestos, polychlorinated biphenyls, mold, mildew, lead-based hazards, or a proven carcinogen. Requires the iron and steel used in projects funded under this Act to have been produced in the United States, subject to specified exceptions. Directs LEA grantees to use their grants for public school modernization, renovation, repairs, construction, or maintenance that meet the Leadership in Energy and Environmental Design (LEED) Green Building Rating System standards, Energy Star standards, Collaborative for High Performance Schools (CHPS) criteria, Green Building Initiative environmental design and rating standards (Green Globes), or equivalent standards adopted by the entities that have jurisdiction over such LEAs. Requires the Secretary to work with grant recipients to promote appropriate opportunities for individuals enrolled in YouthBuild, Job Corps, junior or community college, or preapprenticeship programs to gain employment experience on projects funded under this Act. Authorizes appropriations for: (1) grants to institutions of higher education to provide an additional 250,000 part-time work-study jobs; (2) creation of an additional 100,000 Public Lands Corps positions; (3) the retention, rehiring, and hiring of 300,000 education jobs; (4) grants to state, local, and Indian tribal governments to hire and rehire overall an additional 40,000 career law enforcement officers; and (5) the hiring and rehiring of an additional 12,000 firefighters. Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to eligible health care and long-term care (LTC) providers to hire and retain 40,000 health care and LTC professionals. Authorizes appropriations for state and local government units to establish a Community Corps to create an additional 750,000 jobs for unemployed individuals to carry out specified activities. Amends the Head Start Act to authorize appropriations to employ an additional 100,000 full-time infant and toddler Head Start specialists.

Sexual Assault Training Oversight and Prevention Act or STOP Act - Establishes a Sexual Assault Oversight and Response Council, composed mainly of civilians, as an independent entity from the chain of command of the Department of Defense (DOD). Directs the Council to: (1) appoint personnel to the Sexual Assault Oversight and Response Office, and advise such Office; (2) appoint the Director of Military Prosecutions (Director); (3) review each request of the Director with respect to a case stemming from a sexual-related offense that has been referred to a military appellate court or to the Department of Justice (DOJ); and (4) submit to the Secretary of Defense, Congress, and the Attorney General a report on each Director request for referral to a higher court. Requires the Council to advise on the development of sexual assault reporting protocols, risk-reduction and response training, and policy. Establishes within DOD the Sexual Assault Oversight and Response Office, headed by an Executive Director, to undertake specified duties and responsibilities relating to the investigation, prevention, and reduction of sexual assault incidents within the Armed Forces. Requires the Office to establish protocols to ensure that all reports of sexual assault are taken out of the chain of command and reported directly to the Office. Establishes the position of Director of Military Prosecutions, appointed by the Council, to have independent and final authority to oversee the prosecution of all sexual-related offenses committed by a member of the Armed Forces, and to refer such cases to trial by courts-martial.

Includes among the purposes of the CAL Network to: (1) provide physicians who are handling cases of undiagnosed diseases with a means to search for similar cases and to network and collaborate with physicians handling similar cases, (2) better enable and examine cross-disease research, (3) better describe the types and prevalence of cases of undiagnosed diseases in the United States, and (4) provide such data necessary to better understand the length of time for a diagnosis to be rendered and to identify barriers to diagnoses and reasons for misdiagnosis of diseases. Authorizes the Secretary of Health and Human Services (HHS) to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for: (1) the collection, analysis, and reporting of data on cases of undiagnosed diseases and other disorders that can often go undiagnosed or be misdiagnosed as other diseases or disorders; and (2) the establishment of separate undiagnosed disease programs.

Medicare Drug Savings Act of 2013 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to require drug manufacturers to pay the Secretary of Health and Human Services (HHS) drug rebates for rebate eligible (low-income) individuals. Excludes from Medicare coverage as a part D drug any drug or biological manufactured by a manufacturer that has not entered into and have in effect a rebate agreement with the Secretary. Requires a rebate agreement to require a drug or biological manufacturer to provide to the Secretary a rebate, determined according to a specified formula, for each rebate period ending after December 31, 2011, for any covered Medicare part D drug dispensed after that date to any rebate eligible individual for which payment was made by a prescription drug plan (PDP) sponsor or MedicareAdvantage (MA) organization for such period. Specifies a formula for determination of Medicaid rebate amounts for such drugs or biologicals. Amends SSA title XIX (Medicaid) to exclude any amounts paid under a rebate agreement from the determination of best price and average manufacturer price under the Medicaid program.

Public Safety and Second Amendment Rights Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to reauthorize for FY2014-FY2017 the grant program for improvements to the criminal history record system. Amends the NICS Improvement Amendments Act of 2007 to: (1) establish a four-year implementation plan to ensure maximum coordination and automation of reporting of records or making records available to the National Instant Criminal Background Check System; (2) direct the Attorney General to make grants to states, Indian tribal governments, and state court systems to improve the automation and transmittal of mental health records and criminal history dispositions; (3) provide for reductions in grant funding to states that have not implemented a relief from disabilities program; (4) make federal court information available for inclusion in the System; and (5) allow the submission to the System of mental health records that would otherwise be protected by the Health Insurance Portability and Accountability Act (HIPAA). Provides that nothing in this Act shall be construed to: (1) expand the enforcement authority or jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); (2) allow the establishment, directly or indirectly, of a federal firearms registry; or (3) extend background check requirements to transfers of firearms other than those made at gun shows or over the Internet, or to temporary transfers for purposes including lawful hunting or sporting, or to temporary possession of a firearm for purposes of examination or evaluation by a prospective transferee. National Commission on Mass Violence Act of 2013 - Establishes the National Commission on Mass Violence to study the availability and nature of firearms, including the means of acquiring firearms, issues relating to mental health, and the impacts of the availability and nature of firearms on incidents of mass violence or in preventing mass violence. Requires the Commission to conduct a comprehensive factual study of incidents of mass violence, including incidents not involving firearms, to determine the root causes of such mass violence.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission (FTC) and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Breast Cancer Patient Protection Act of 2013

Breast Cancer Patient Protect Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act, and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

National Financial Literacy Act of 2013

National Financial Literacy Act of 2013 - Amends the Community Reinvestment Act of 1977 to require federal financial supervisory agencies jointly to prescribe regulations establishing: (1) minimum standards to be met by a community-based financial literacy program in order to be eligible for consideration as a qualified community-based financial literacy program; (2) procedures for financial institutions to apply to a federal financial supervisory agency for approval of such a program; and (3) a requirement that financial institutions submit a regular report on how the institution supported and promoted financial literacy in its entire community, including low- and moderate-income neighborhoods. Authorizes a federal financial supervisory agency to take an institution's direct support of a qualified community-based financial literacy program into account when it assesses the institution's record of meeting the community's credit needs. Amends the Internal Revenue Code to allow a tax credit to small businesses for 35% of the expenses paid or incurred for providing qualified continuing financial education to their employees.

Declares that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action, and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002. Directs the Secretary of State to report to Congress on the extent to which the public has access to records, including archived information, with respect to the deportation of such persons to Nazi concentration camps on such trains.

Smarter Approach to Nuclear Expenditures Act - Prohibits using funds appropriated to the Department of Defense (DOD) for FY2014 or thereafter: (1) to arm a B-2 or B-52 aircraft with a nuclear weapon; (2) for the research, development, test, and evaluation (RDT&E) or procurement of a long-range penetrating bomber aircraft; (3) to make the F-35 Joint Strike Fighter aircraft capable of carrying nuclear weapons; or (4) for the B61 or W78 life extension program. Requires that, beginning in FY2014, the Navy shall include no more than eight operational ballistic-missile submarines available for deployment. Prohibits the use of DOD funds: (1) for FY2014-FY2023 to procure an SSBN-X submarine, and (2) for FY2024 and thereafter to procure more than eight such submarines. Prohibits using DOD funds for FY2014 or thereafter: (1) to maintain more than 200 intercontinental ballistic missiles (ICBMs), (2) to maintain more than 250 submarine-launched ballistic missiles, (3) for the RDT&E or procurement of a new ICBM, or (4) for the medium extended air defense system. Prohibits using DOD or Department of Energy (DOE) funds for FY2014 or thereafter for: (1) the mixed oxide fuel fabrication facility project, (2) the chemistry and metallurgy research replacement nuclear facility, and (3) the uranium processing facility at the Y-12 National Security Complex. Requires an initial and subsequent annual reports from the Secretaries of Defense and Energy to Congress outlining their respective plans to carry out the requirements of this Act. Directs the President to submit annually to Congress a comprehensive accounting by the Director of the Office of Management and Budget (OMB) of the amounts obligated or expended by the federal government for each nuclear weapon and related nuclear program during the fiscal year covered by the report and the life cycle of such weapon or program.

PAST Act

Prevent All Soring Tactics Act of 2013 or the PAST Act - Amends the Horse Protection Act (HPA) to replace the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. (The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness.) Directs the Department of Agriculture (USDA) to prescribe regulatory requirements to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. Prohibits issuing a license to any person unless such person is free from conflicts of interest. Authorizes USDA to revoke a license for unsatisfactory performance. Requires USDA to give a preference to persons who are licensed or accredited veterinarians in issuing the licenses. Requires USDA to assign USDA-licensed inspectors after receiving notice that management intends to hire the inspectors. Directs an inspector to issue a citation for violations and notify USDA of the violations within five days of the citation being issued. Requires USDA to: (1) publish on the Animal and Plant Health Inspection Service's website information on violations of such Act; and (2) disqualify a horse that is sore for specified time periods that increase after the first, second, and third instance. Prohibits a person in any horse show, horse exhibition, or horse sale or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, auctioning, or offering for sale the horse. Prohibits showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device that causes friction by rotating around a horse's leg or sliding up and down the leg or strikes the hoof, coronet band, fetlock joint, or pastern of the horse; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter a horse's gait and is not strictly protective or therapeutic. Increases the maximum criminal penalties and maximum civil liability penalties for certain HPA violations. Authorizes USDA to disqualify a violator from: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; or (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted. Permits USDA to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment for, and retention, research, and reinvestment in, the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Undetectable Firearms Modernization Act - Amends the Undetectable Firearms Act of 1988 to: (1) delay the repeal date for 10 years; and (2) extend coverage of, and exemptions under, the Act to undetectable firearm receivers and ammunition magazines. Prohibits the manufacture, importation, sale, shipment, delivery, possession, transfer, or receipt of any receiver for a rifle or handgun, or of any ammunition magazine, that: (1) is manufactured by a person who is not a licensed manufacturer; (2) is not as detectable as the Receiver Security Exemplar or the Magazine Security Exemplar by walk-through metal detectors; or (3) does not generate an image that accurately depicts the shape of a receiver or a magazine when subjected to inspection by airport x-ray machines. Allows barium sulfate or other compounds to be used in the fabrication of a firearm receiver. Defines a "Receiver Security Exemplar" and a "Magazine Security Exemplar" as objects fabricated at the direction of the Attorney General that are: (1) constructed, respectively, of 3.7 ounces of material type 17-4 PH stainless steel in a shape resembling the lower receiver for a rifle or handgun or of 1 ounce of material type 17-4 PH stainless steel in a shape resembling an ammunition magazine; and (2) suitable for testing and calibrating metal detectors. Directs the Attorney General to promulgate regulations to permit receivers or magazines that were previously prohibited but that become as detectable as the respective Exemplar in view of advances in weapons detection technology.

Requires that, if the Secretary determines that such assessment cannot be performed by personnel trained and certified to do so, the Secretary shall ensure that the assessment is conducted using an Internet-based questionnaire. Requires, in such case, that the commanding officer (CO) of such member also complete a separate questionnaire containing the CO's observations with respect to the mental health of that member. Requires such questionnaires to: (1) be reviewed and acted upon by trained and certified mental health personnel, and (2) be accorded appropriate privacy under requirements of the Health Insurance Portability and Accountability Act of 1996.

Honorable Stephanie Tubbs Jones College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to institutions of higher education (IHEs), fraternities, and sororities for up to half the cost of installing approved fire suppression systems in student housing and dormitories owned or controlled by such entities. Gives grant priority to applicants that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least 10% for historically Black colleges and universities, Hispanic-serving institutions, tribally controlled colleges and universities, Alaska Native and Native Hawaiian-serving institutions, and IHEs that are eligible for Institutional Aid under the Higher Education Act of 1965; and (2) at least 10% for social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and a grantee under this Act).
