Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Housing Preservation and Tenant Protection Act of 2010 - Requires the Secretary of Housing and Urban Development (HUD), upon request of a project owner with a rental supplement contract or a rental assistance program (RAP) contract, to convert such contract to a section 8 project-based assistance contract. Prohibits an owner of specified covered housing from selling such property before notifying the required parties and giving HUD an opportunity to purchase it. (Thus grants HUD the first right of refusal.) Prescribes requirements for: (1) preservation of HUD-owned and HUD-held buildings; (2) HUD authority to assign flexible subsidy loans; and (3) the use of existing section 8 funds to preserve and revitalize affordable housing. Amends the Housing and Community Development Act of 1992 to authorize the Government National Mortgage Association (Ginnie Mae) to securitize any Federal Housing Administration (FHA) risk-share multifamily loan under the same terms and conditions as if the loan were insured under the National Housing Act. Revises or prescribes requirements for: (1) restoring housing at risk of loss due to deterioration; (2) protecting residents in HUD assisted projects; (3) preserving troubled projects facing foreclosure; (4) providing incentives under the Multifamily Assisted Housing Reform and Affordability Act of 1997; and (5) establishing a publicly available preservation data base composed of each covered multifamily property. Section 202 Supportive Housing for the Elderly Act of 2010 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Amends the American Homeownership and Economic Opportunity Act of 2000 with respect to project-based rental housing assistance programs and senior preservation rental assistance contracts Requires HUD to establish and operate a national senior housing clearinghouse. Rural Housing Preservation Act of 2010 - Amends the Housing Act of 1949 to require the Secretary of Agriculture to carry out a preservation program to provide financial incentives and other assistance to owners of Section 515 rural multifamily housing projects through long-term use agreements entered into between the project owners and the Secretary. (A Section 515 project is one involving housing and related facilities for elderly persons and families or other persons and families of low income.)

Restroom Gender Parity in Federal Buildings Act - Requires the Federal Acquisition Regulation to be revised to: (1) direct federal procurement executives involved in the acquisition, construction, or major renovation of any facility to increase infrastructure gender parity by constructing buildings in such a way that the number of toilets in women's restrooms will equal or exceed the number of toilets (including urinals) in men's restrooms or, if such a number is unachievable or not feasible, to receive a statement by the Administrator of General Services (GSA) as to why such a number of toilets is not needed; and (2) direct federal procurement executives involved in leasing buildings to give preference to the leasing of facilities that meet or exceed the female toilet to male toilet ratio of one to one. Requires the Director of Federal Procurement Policy to issue guidance to all federal procurement executives providing direction and instructions to renegotiate the design of proposed facilities, renovations for existing facilities, and leased facilities to incorporate improvements that are consistent with this Act.

Small Business and Infrastructure Jobs Tax Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 100% exclusion from gross income of gain from the sale of qualified small business stock acquired after March 15, 2010, and before January 1, 2012; (2) limit the penalty for failure to disclose a reportable transaction (a transaction determined by the Internal Revenue Service (IRS) as having a potential for tax avoidance or evasion) to 75% of the decrease in tax resulting from such transaction; (3) revise the definition of "qualified nonrecourse financing" to include qualified nonrecourse real property or Small Business Investment Company financing as amounts at risk for purposes of determining the deductibility of losses from certain investment activities, including farming, leasing, and energy exploration; (4) increase in 2010 and 2011 the tax deduction for business start-up expenditures; (5) extend through June 30, 2013, the period for issuing Build America Bonds; (6) exempt private activity bonds for sewage and water supply facilities from the state volume caps applicable to such bonds; (7) extend through 2011 the exemption from alternative minimum tax (AMT) treatment of interest on certain tax-exempt bonds; (8) allow elective payments in lieu of low-income housing tax credits for low-income buildings financed by tax-exempt bonds; (9) extend through 2011 the period for issuing recovery zone bonds; and (10) allow an full offset against the AMT for new market tax credit amounts. Sets forth revenue-raising provisions, including: (1) a prohibition of any reduction of tax withholding for payments made by a U.S. subsidiary of a foreign parent corporation to a related subsidiary in any country that has a tax treaty with the United States, except for payments made directly to the foreign parent corporation; (2) recognition of gain from the transfer of securities of a controlled corporation in a reorganization; (3) the repeal of tax treatment as foreign source income of interest and dividends paid by certain resident alien individuals and U.S. corporations; (4) treating rental income from real estate as a trade or business activity for tax reporting purposes; (5) expanding the continuous tax levy on payments to vendors for good and services to include payments for all property, goods, or services and for delinquent employment taxes owed by such vendors; (6) revising requirements for grantor retained annuity trusts to require a minimum 10-year period for payments from such trusts; and (7) increasing tax penalties for failure to file correct information returns and for the intentional disregard of reporting requirements. Requires the Commissioner of Internal Revenue to report by December 31, 2010, and then annually to the House Committee on Ways and Means and the Senate Committee on Finance on penalties relating to tax shelters and reportable transactions.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Calls for the establishment of a Haiti Marshall Plan Committee to develop a reconstruction strategy for Haiti. Encourages the World Bank, the Inter-American Development Bank, and the International Monetary Fund (IMF) to provide additional resources to Haiti without adding to the nation's existing debt.

Treats cash contributions made after February 26, 2010, and on or before April 15, 2010, for the relief of earthquake victims in Chile as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution. Extends from March 1, 2010, through April 15, 2010, the period in which cash contributions for the relief of earthquake victims in Haiti will be deemed to have been made on December 31, 2009, for purposes of the the tax deduction for charitable contributions. Designates this Act as an emergency requirement, thus exempting its provisions from the pay-as-you-go requirement of budget neutrality.

Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commemoration Commission. Directs the National Endowment for the Humanities: (1) in collaboration with the National Endowment for the Arts, to award grants for activities that are determined to be appropriately related to the Civil War sesquicentennial; and (2) consider for such grants university, museum, or academic programs with national scope that sponsor multidisciplinary projects that represent the totality of the Civil War.

Health Insurance Rate Authority Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish a uniform process for the review of potentially unreasonable increases in rates for health insurance coverage, including premiums. Directs the Secretary to establish a Health Insurance Rate Authority to advise and make recommendations to the Secretary. Sets forth corrective actions for unreasonable increases in rates. Requires the Secretary to ensure that the National Association of Insurance Commissioners or other appropriate body will provide to the Secretary and the Authority a report on: (1) state authority to review rates and take corrective action; (2) rating requests received by a state and actions taken; (3) justifications by insurance issuers for rate requests; and (4) a recommended definition of unreasonable rate increase. Requires the Secretary to determine for which states: (1) the state insurance commissioner will review rate increases and take corrective action; and (2) the Secretary will undertake such actions based on the Secretary's determination that such states lack sufficient authority and capability. Directs the Secretary to develop a uniform data collection system for new and increased rate information. Requires the Authority to produce annually a single, aggregate report on insurance market behavior. Directs states, as a condition of receiving a grant under this Act, to provide the Secretary with information about trends in rate increases in health insurance coverage in premium rating areas in the state. Requires the Secretary to carry out a program to award grants to states to carry out this Act. Authorizes the Secretary to enforce this Act if a state does not substantially enforce its provisions. Establishes civil penalties for violations.

Prostate Research, Imaging, and Men's Education Act of 2010 or the PRIME Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to: (1) carry out a program to expand and intensify research to develop advanced imaging technologies for prostate cancer detection, diagnosis, and treatment comparable to mammogram technology; and (2) utilize the National Institute of Biomedical Imaging and Bioengineering and the National Cancer Institute for advanced stages of research in prostate imaging. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration, to: (1) carry out a grant program to encourage the early stages of research in prostate imaging to develop and implement new ideas, proof of concepts, and pilot studies for high-risk technologic innovation; and (2) establish interdisciplinary private-public partnerships to develop research strategies for expedited innovation in imaging and image-guided treatment. Directs the Secretary: (1) to carry out a national campaign to increase awareness and knowledge with respect to the need for prostate cancer screening and for improved detection technologies; (2) in carrying out the program and the campaign, to recognize and address the racial disparities in the incidences of prostate cancer and mortality rates and any racial barriers in access to care and participation in clinical trials; (3) establish a program to award grants to nonprofit private entities to test alternative outreach and education strategies; and (4) carry out research to develop an improved prostate cancer screening blood test using in-vitro detection.

Achievements of the GI Bill Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single gold medal in honor of the recipients of assistance under the Servicemen's Readjustment Act of 1944 (commonly known as the GI Bill of Rights), in recognition of their great contributions in both their military and civilian life, and the contributions of Harry W. Colmery in initiating actions which led to the enactment of that Act. Requires the medal, following its award, to be given to the Smithsonian Institution for display. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at appropriate locations selected by the Secretaries of Veterans Affairs (VA), Defense (DOD), or Education.

Condemns the suicide plane attack against the Internal Revenue Service (IRS) in Austin, Texas, on February 18, 2010, and commends IRS employees for their dedication and public service. Honors Vernon Hunter, a victim of the attack, Shane Hill, who suffered severe injuries, and all those who were injured while serving their country. Recognizes the heroic actions of the first responders, emergency services personnel, IRS employees, and citizens on the ground, such as Robert De Haven, whose actions minimized the loss of life. Rejects any statement or act that incites hatred or expresses sympathy for those who would attack public employees.

Temporary Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through April 5, 2010. Postpones the termination of the program until September 4, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until April 5, 2010: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and September 4, 2010, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through March 31, 2010, premium assistance for COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. Extends specified appropriations and funds made available and authority granted pursuant to the Continuing Appropriations Resolution, 2010 for continued extension or reauthorization of certain surface transportation programs through the earlier of March 28, 2010, or enactment into law of an Act to extend or reauthorize such programs. Amends title XVIII (Medicare) of the Social Security Act to extend through March 31, 2010: (1) the 0% update to the conversion factor in the Medicare physican payment computation; and (2) the Medicare physical therapy services caps exceptions process. Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through March 31, 2010. Prohibits the Secretary of Health and Human Services (HHS) from publishing updated poverty guidelines for 2010 until after such date. Amends the Continuing Appropriations Resolution, 2010 to extend through March 28, 2010, the national flood insurance program. Amends the ARRA to extend through March 28, 2010, the small business loan guarantee program. Extends through March 28, 2010, the adjustment of royalty fees for the secondary transmission of the primary analog transmissions of network stations and superstations. Extends through such date the moratorium on copyright liability for certain subscribers not receiving a signal of Grade A intensity of a local network television broadcast station and receiving signals of network stations affiliated with the same network, if such subscribers had satellite service of such network signal terminated between July 11, 1998, and October 31, 1999. Amends the Communications Act of 1934 to extend through March 28, 2010, the exemption of a subscriber from the originating station consent requirement for retransmission of broadcasting station signals if the subscriber receives the retransmitted signals directly to a home satellite antenna, is located outside the station's local market, and resides in an unserved household. Extends through March 29, 2010, the requirement that certain Federal Communications Commission (FCC) regulations prohibit: (1) a television broadcast station that provides retransmission consent from engaging in exclusive contracts for carriage or failing to negotiate in good faith; and (2) a multichannel video programming distributor from failing to negotiate in good faith for retransmission consent.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Healthy Start Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to deliver commodity assistance to states for their school breakfast programs. (Currently, commodity assistance is delivered to states for their school lunch programs.) Sets forth the formula for determining the amount of such assistance to be provided to each state for its school breakfast program.

Manufacturing Modernization and Diversification Act of 2010 - Directs the Secretary of the Treasury to certify special purpose vehicles (SPVs) created by a state to take part in a program to carry out collateral support and loan participation programs for the benefit of qualified manufacturers (manufacturers with less than $50 million in annual revenue and less than $50 million in assets). Outlines SPV application requirements. Allows, under the collateral support program, a qualified manufacturer that wishes to receive a bank loan but has insufficient collateral to ask the bank to seek collateral loan support from the SPV. Prohibits an SPV from providing more than $20 million in collateral support to any one manufacturer. Requires manufacturers to be charged a fee for such support. Allows, under the loan participation program, a qualified manufacturer that wishes to receive a bank loan but would not otherwise qualify for the loan to ask the bank to seek participation for such loan from the SPV. Prohibits an SPV from providing more than $20 million in participation support to any one manufacturer. Requires manufacturers to be charged a fee for such support. Requires: (1) periodic reports from such banks to participating SPVs; and (2) quarterly reports from the Secretary to Congress on participants in and impacts of the support and participation programs.

Haitian Emergency Life Protection Act of 2010 or the H.E.L.P. Act - Amends the Immigration and Nationality Act with respect to V- visa nonimmigrants (spouses and minor children of lawful permanent residents who come to the United States to wait for completion of the immigrant visa process) to include Haitian nationals whose petition for a family-sponsored immigrant visa was approved on or before January 12, 2010. Authorizes the Department of State to use secondary evidence to verify eligibility for such status or for immediate relative status. Sunsets the provisions of this Act two years after its enactment.

Debt Relief for Earthquake Recovery in Haiti Act of 2010 - Amends the the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Monetary Fund (IMF), the International Bank for Reconstruction and Development, the Inter-American Development Bank, and other multilateral development institutions to: (1) cancel all debts owed by Haiti to such institutions; (2) suspend Haiti's debt payments to such institutions until the debts are canceled completely; and (3) provide additional assistance from such institutions to Haiti in grant form in order to avoid additional debt accumulation. Directs the Secretary to urge other bilateral, multilateral, and private creditors to cancel all debts owed by Haiti to such creditors.

Requires a restroom in a public building to be a family restroom (e.g., specifically equipped to accommodate use by men and women for the purpose of changing the diaper of a child and aiding a child in the restroom) or otherwise to be equipped with baby changing facilities that the Administrator of General Services (GSA) determines are physically safe, sanitary, and appropriate. Makes this requirement inapplicable to a restroom that: (1) is not available for public use; or (2) contains clear and conspicuous signage indicating where a family restroom is located within the same section or corridor of such building.

Fair Access to Credit Scores Act of 2010 - Amends the Fair Credit Reporting Act to require consumer reporting agencies to disclose any information in the consumer's file concerning credit scores or other related risk scores or predictors when the consumer requests a free annual disclosure (credit report). Requires all consumer reporting agencies to maintain information in the consumer's file concerning such scores or predictors for at least one year from the date on which such information is placed in the file. Directs the Comptroller General to study and report to Congress on bankruptcy risk scores used by consumer reporting agencies, including an analysis of: (1) the factors used to determine such scores; (2) how bankruptcy risk scores impact the ability of consumers to receive loans; and (3) actions that consumers can take to improve such scores.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) development of a national AIDS strategy to reduce new HIV infections; (3) the strengthening of stable African-American communities; (4) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (5) reducing the number of HIV infections in the African-American community resulting from injection drug use; (6) comprehensive HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment and care as early as possible; and (7) appropriate funding for HIV/AIDS prevention, care, treatment, and housing. Encourages state and local governments to recognize such day and to encourage individuals, especially African-Americans, to get tested for HIV.

Buffalo Soldiers in the National Parks Study Act - Directs the Secretary of the Interior to study alternatives for the commemoration and interpretation of the role of the Buffalo Soldiers (African-American troops who, in the late 19th century and early 20th century, came to be known as the Buffalo Soldiers) in the early years of the National Parks, which shall include an evaluation of the suitability and feasibility of establishing a national historic trail commemorating the route traveled by the Buffalo Soldiers from their post in the Presidio in San Francisco to the Sequoia and Yosemite National Parks and to any other National Parks where they may have served.

Expresses: (1) condolences and sympathy for the loss of life and the physical and psychological damage in Haiti caused by the January 2010 earthquake; and (2) solidarity with Haitians, Haitian Americans, and those who have lost loved ones or have otherwise been affected by the tragedy. Commends the efforts of the governments of Haiti and the United States, the United Nations and the international community, and the American people. Supports: (1) Administration efforts to provide and coordinate international humanitarian assistance and to provide relief to affected communities; and (2) long-term reconstruction efforts for Haiti. Urges countries and institutions that hold debt against Haiti to suspend debt payments and cancel all remaining debt. Urges the President to make necessary resources available for current and long-term assistance to Haiti.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Regulated Investment Company Modernization Act of 2009 - Amends the Internal Revenue Code, with respect to regulated investment companies (RICs), to: (1) permit RICs an unlimited carryforward of their net capital losses; (2) eliminate restrictions on the investment of RICs in commodities; (3) limit penalties for failure of RICs to satisfy gross income and asset tests; (4) modify rules for allocating RIC capital gain dividend distributions; (5) include certain nondeductible items of RIC income in earnings and profit calculations; (6) allow RICs that invest exclusively in the shares of other RICs to pass through to their shareholders tax-exempt interest and foreign tax credits, without regard to certain investment limitations; (7) modify rules relating to the declaration of RIC dividends, return of capital distributions, and stock redemptions; (8) allow certain RICs with shares that are redeemable upon demand to treat distributions in redemption of stock as an exchange of fund shares or a dividend for tax purposes; (9) allow a deferral of end-of-year losses of RICs; and (10) modify excise tax and penalty rules applicable to RICs.

American Electric Vehicle Manufacturing Act - Directs the Secretary of Energy to establish a two-phased program to: (1) award funds for the manufacture, testing, and delivery of at least 20,000 electric drive U.S. Postal Service Long Life Vehicles or other road vehicles for local postal delivery; and (2) further the deployment of electric drive vehicles and the development of grid services using them, including Vehicle-to-Grid. Prescribes Phase I program requirements to direct the Secretary to award funds for the production and delivery of: (1) 2,000 all-electric trucks (including an additional number of Electric Vehicle Battery Packs) to the U.S. Postal Service; (2) 4,000 new electric U.S. Postal Service Long Life Vehicles, including 200 new Derivative Electric Vehicles, to replace existing U.S. Postal Service Long Life Vehicles; (3) 1,000 plug-in hybrid electric vehicle powertrains and 2,000 all-electric powertrains for converting existing U.S. Postal Service Long Life Vehicles; and (4) 1,000 plug-in hybrid electric vehicles to the U.S. Postal Service. Requires: (1) installation of 12,000 charging stations at U.S. Postal Service facilities; (2) the deployment of Smart Grid technologies, principally Vehicle-to-Grid; (3) activities to increase lithium ion battery repurposing and lithium ion battery recycling infrastructure; and (4) the development of standards and safety policies for the deployment of the Phase I vehicle test fleet. Establishes the Postal Service Sustainability Fund. Directs the Secretary, based on a Phase I performance report and on recommendations of the Inspector General of the U.S. Postal Service, to select one or more recipients for the award of funds for Phase II of the program for the production and delivery of 10,000 electric postal delivery vehicles and 12,000 charging stations. Requires the Secretary to establish a public information clearinghouse for all data collected under this Act. Requires the Secretary to give priority in the awarding of funds for Phase I and Phase II to applicants that comply with Buy America Act requirements.
