National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

1863 Gettysburg Campaign Act - Directs the Secretary of the Treasury to mint and issue commemorative five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the history and memory of the 1863 invasion of Pennsylvania, the Battle of Gettysburg, and the Gettysburg Address of President Abraham Lincoln.

Medicare Premium Fairness Act - Amends title XVIII (Medicare) of the Social Security Act with respect to the part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for 2010. Makes such premium, and the related monthly actuarial rate, the same as those for 2009. Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million. Makes $567 million the amount available to the MIF for FY2015.

Surface Transportation Extension Act of 2009 - Reauthorizes the federal-aid highway, highway safety, motor carrier safety, transit, boating safety, and other programs funded out of the Highway Trust Fund for the period beginning October 1, 2009, and ending on the earlier of: (1) the enactment of a multiyear law reauthorizing such programs; and (2) December 31, 2009.

Fiscal Year 2010 Federal Aviation Administration Extension Act - Amends the Internal Revenue Code to extend through December 31, 2009: (1) excise taxes on aviation fuels and air transportation of persons and property; and (2) the expenditure authority for the Airport and Airway Trust Fund. Authorizes appropriations through the three-month period beginning on October 1, 2009, for airport improvement program (AIP) projects, including project grant authority. Extends through December 31, 2009, various airport development projects, including: (1) the pilot program for passenger facility fees at nonhub airports; (2) small airport grants for airports located in the Marshall Islands, Micronesia, and Palau; (3) state and local airport land use compatibility projects; (4) the authority of the Metropolitan Washington Airports Authority to apply for an airport development grant and impose a passenger facility fee; (5) the temporary increase to 95% in the government share of certain AIP project costs; and (6) Midway Island airport development. Extends through FY2010 the authorization of appropriations for agreements the Sectrary of Transportation makes for assistance under the small community air service development program. Extends through December 31, 2009, Department of Transportation (DOT) insurance coverage for domestic and foreign-flag air carriers. Allows further extension through March 31, 2010. Extends through March 31, 2010, air carrier liability limits for injuries to passengers resulting from acts of terrorism. Extends through December 31, 2009, certain competitive access assurance requirements for large or medium hub airport sponsors applying for AIP grants. Extends through FY2010 the termination date of any order issued by the Secretary with respect to the eligibility of certain places for essential air service compensation. Extends through the three-month period beginning on October 1, 2009, the authorization of appropriations for: (1) Federal Aviation Administration (FAA) operations; (2) air navigation facilities and equipment; and (3) research, engineering, and development.

Constitution and Citizenship Day Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish a Constitution Day Grant Program awarding competitive grants to local educational agencies and charter schools to commemorate, and enhance educational programs that teach students about, the U.S. Constitution and their state constitution. Requires such program to occur annually on Constitution Day, September 17, or the following Monday if that day falls on a weekend, and give students the ability to register to vote.

Service Members Home Ownership Tax Act of 2009 - Amends the Internal Revenue Code to: (1) exempt members of the uniformed services, the Foreign Service, and employees of the intelligence community on official extended duty service from the recapture requirements of the first-time homebuyer tax credit; (2) extend the first-time homebuyer tax credit through November 30, 2010, for individuals serving on official extended duty service outside the United States for at least 90 days in 2009; (3) exclude from gross income payments to military personnel to compensate for declines in housing values due to a base closure or realignment; and (4) increase penalties for failure to file a partnership or S corporation tax return. Amends the Corporate Estimated Tax Shift Act of 2009 to increase corporate estimated tax payments in the third quarter of 2014 by an additional 0.5%.

Children's Act for Responsible Employment of 2009 or the CARE Act of 2009 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Ex-Offenders Voting Rights Act of 2009 - Declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence in a correctional institution or facility or is on parole or probation for a felony offense. Authorizes the Attorney General or private individuals to bring civil actions to remedy violations of this Act. Specifies that: (1) nothing in this Act shall be construed to prohibit a state from enacting any state law that affords the right to vote in any election for federal office on terms less restrictive than those terms established by this Act; and (2) the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law, and shall not supersede, restrict, or limit the application of the Voting Rights Act of 1965 or the National Voter Registration Act of 1993.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Internal Revenue Code to extend from 2009 through 2010 the 6.2% surtax on employers under the Federal Unemployment Tax Act (FUTA). Delays the scheduled 2010 reduction in the surtax to 6% until 2011. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require an employer to report to the state Directory of New Hires, in addition to other information, the date services for remuneration were first performed by a newly hired employee. Qualifies the requirement that an employer file new hire reports on a W-4 or equivalent form by adding the phrase "to the extent practicable."

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

Emergency Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the Emergency Unemployment Compensation (EUC) program through December 31, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend through January 1, 2011: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional EUC, if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Railroad Unemployment Insurance Act to extend through December 31, 2010, the temporary increase in extended unemployment benefits for employees with 10 or more years of service and for those with less than 10. Makes additional appropriations to cover such cost. Amends the American Recovery and Reinvestment Act of 2009 to make additional appropriations to the Railroad Retirement Board to cover administrative expenses associated with such additional extended benefits. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require information entered into the data base of the National Directory of New Hires to be deleted 48 (currently, 24) months after its entry. Authorizes the Secretary of Health and Human Services (HHS) to permit federal departments and agencies or their agents to use data in each component of the Federal Parent Locator Service and information reported by employers to assess the effectiveness of federal programs in achieving positive labor market outcomes. Allows personal identifiers to be provided to such entities, subject to certain privacy provisions.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Amends the Internal Revenue Code with respect to determination of the balances of the Highway Trust Fund September 30, 1998. Replaces the $8.017 billion Restoration of Fund balance appropriation with a $5 billion Increase in Fund balance appropriation (without fiscal year limitation). Amends the Omnibus Appropriations Act, 2009 with respect to advances to the Unemployment Trust Fund and to the Black Lung Disability Trust Fund under the Employment and Training Administration (ETA) of the Department of Labor. Removes the FY2010 limitation on the appropriation as well as the specific dollar amount for such advances, replacing them with such appropriations as may be necessary. Increases from $315 billion to $400 billion the maximum loan principal for FY2009 commitments to guarantee single family loans insured under the Mutual Mortgage Insurance Fund (MMIF) of the Federal Housing Administration (FHA). Increases from $300 billion to $400 billion the limit on new Government National Mortgage Association (GNMA or Ginnie Mae) commitments to issue guarantees under the Mortgage-Backed Securities Loan Guarantee Program.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

Democracy Restoration Act of 2009 - Declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence in a correctional institution or facility. Provides for enforcement and remedies for violations of this Act. Specifies that: (1) nothing in this Act shall be construed to prohibit a state from enacting any state law that affords the right to vote in any election for federal office on terms less restrictive than those terms established by this Act; and (2) the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law, and shall not supersede, restrict, or limit the application of the Voting Rights Act of 1965 or the National Voter Registration Act of 1993. Prohibits any state, unit of local government, or other person from receiving or using any federal grant amounts to construct or improve a place of incarceration unless that person has a program to notify each U.S. citizen incarcerated in that person's jurisdiction, on release from such incarceration, of that individual's rights under this Act.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Student Breakfast and Education Improvement Act of 2009 - Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to award competitive grants to state or local educational agencies (LEAs) for the establishment or enhancement of school breakfast programs at, and through the provision of subgrants to, schools where at least 65% of the students are eligible for free or reduced-price school lunches under the school lunch program. Authorizes schools to use the school breakfast subgrants to: (1) increase the quantity of local or fresh food available under their programs; (2) provide nutrition education and first-hand knowledge of food systems to students; (3) extend the period during which breakfast is available, including during the school day; (4) increase participation in their breakfast programs, including through the provision of universal free breakfasts; or (5) collaborate with institutions of higher education or other research entities in compiling data and reports on their breakfast programs. Gives priority to subgrant applicant schools at least 75% of whose students are eligible for free or reduced-price school lunches and which intend to use the funds to procure local produce, provide universal free breakfasts, or provide breakfast during the school day. Directs grantees, at least 180 days before the end of a grant term, to evaluate whether it would be cost-effective for subgrantee schools to provide universal free breakfasts under the school breakfast program.

Fairness in Cocaine Sentencing Act of 2009 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to eliminate increased and mandatory minimum penalties for drug offenses involving mixtures or substances which contain cocaine base (i.e., crack cocaine).

America's Affordable Health Choices Act of 2009 - Sets forth provisions governing health insurance plans and issuers, including: (1) exempting grandfathered health insurance coverage from requirements of this Act; (2) prohibiting preexisting condition exclusions; (3) providing for guaranteed coverage to all individuals and employers and automatic renewal of coverage; (4) prohibiting premium variances, except for reasons of age, area, or family enrollment; and (5) prohibiting rescission of health insurance coverage without clear and convincing evidence of fraud. Requires qualified health benefits plans to provide essential benefits. Prohibits an essential benefits package from imposing any annual or lifetime coverage limits. Lists required covered services, including hospitalization, prescription drugs, mental health services, preventive services, maternity care, and children's dental, vision, and hearing services and equipment. Limits annual out-of-pocket expenses to $5,000 for an individual and $10,000 for a family. Establishes the Health Choices Administration as an independent agency to be headed by a Health Choices Commissioner. Establishes the Health Insurance Exchange within the Health Choices Administration in order to provide individuals and employers access to health insurance coverage choices, including a public health insurance option. Requires the Commissioner to: (1) contract with entities to offer health benefit plans through the Exchange to eligible individuals; and (2) establish a risk-pooling mechanism for Exchange-participating health plans. Provides for an affordability premium credit and an affordability cost-sharing credit for low-income individuals and families participating in the Exchange. Requires employers to offer health benefits coverage to employees and make specified contributions towards such coverage or make contributions to the Exchange for employees obtaining coverage through the Exchange. Exempts businesses with payrolls below $250,000 from such requirement. Amends the Internal Revenue Code to impose a tax on: (1) an individual without coverage under a health benefits plan; and (2) an employer that fails to satisfy health coverage participation requirements for an employee. Imposes a surtax on individual modified adjusted gross income exceeding $350,000. Amends title XVIII (Medicare) of the Social Security Act to revise provisions relating to payment, coverage, and access, including to: (1) reduce payments to hospitals to account for excess readmissions; (2) limit cost-sharing for Medicare Advantage beneficiaries; (3) reduce the coverage gap under Medicare Part D (Voluntary Prescription Drug Benefit Program); (4) provide for increased payment for primary health care services; and (5) prohibit cost-sharing for covered preventive services. Requires the Secretary of Health and Human Services (HHS) to provide for the development of quality measures for the delivery of health care services in the United States. Establishes a Center for Comparative Effectiveness Research within the Agency for Healthcare Research and Quality, financed by a tax on accident and health insurance policies, to conduct and support health care services effectiveness research. Sets forth provisions to reduce health care fraud. Amends title XIX (Medicaid) of the Social Security Act to: (1) expand Medicaid eligibility for low-income individuals and families; (2) require coverage of additional preventive services; and (3) increase payments for primary care services. Sets forth provisions relating to the health workforce, including: (1) addressing health care workforce needs through loan repayment and training; (2) establishing the Public Health Workforce Corps; (3) addressing health care workforce diversity; and (4) establishing the Advisory Committee on Health Workforce Evaluation and Assessment. Sets forth provisions to: (1) provide for prevention and wellness activities; (2) establish the Center for Quality Improvement; (3) establish the position of the Assistant Secretary for Health Information; (4) revise the 340B drug discount program (a program limiting the cost of covered outpatient drugs to certain federal grantees); (5) establish a school-based health care program; and (6) establish a national medical device registry.

Young Adults Financial Literacy Act - Authorizes the Secretary of the Treasury to make competitive grants to, and enter contracts with, eligible institutions to establish centers of excellence to support research, development and planning, implementation, and evaluation of effective programs in financial literacy education for young adults and families ages 15-24 years old. Defines "eligible institution" as any partnership consisting of an institution of higher education and any of the following: (1) one or more local educational agencies; (2) a nonprofit agency, organization, or association; (3) a community-based organization; or (4) a financial institution.

Amends the Internal Revenue Code to allow a tax credit for 50% of the non-clinical research expenses for certain infectious diseases or conditions for which there is no significant market in developed nations and which disproportionately affect poor and marginalized populations. Requires any taxpayer who claims this tax credit to donate to a charitable organization or foreign government for public purposes the rights to any license for treatment of such diseases.

Requires the Architect of the Capitol to: (1) solicit bids and enter into an agreement for the creation of a statue of "The Unknown Slave"; and (2) acquire and permanently display it in Emancipation Hall in the Capitol Visitor Center.

Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to make quarterly payments to states with Medicaid plans for 90% of their expenditures for routine HIV screening services.

National Parents Corps Act of 2009 - Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention, subject to the availability of appropriations, to award a grant to a nonprofit entity (to be known as the NPCP Nonprofit Partner) to establish a National Parents Corps program to promote safety and combat youth violence and substance abuse in public middle or secondary schools. Requires the NPCP Nonprofit Partner to: (1) select for program participation annually schools that agree to host a Parent Leader for a number of years equal to the number of grade levels they offer; and (2) employ, after a background check, a Parent Leader from among the parents of students enrolled in the lowest grade at each participating school to work on a full-time basis with students, other parents, and school officials to treat, prevent, and reduce violence and drug, alcohol, and tobacco addiction among students. Urges participating schools to take the measures necessary to secure funding for the employment of Parent Leaders after federal funding becomes unavailable.

Health Equity and Accountability Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Agency for Healthcare Research and Quality, to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a national working group on workforce diversity; (2) an aggregated database on health professional students; and (3) the Advisory Committee on Health Professions Training for Diversity. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, primary language, and sexual orientation. Directs each federal health agency to implement a strategic plan to eliminate disparities on the basis of race, ethnicity, and primary language and improve the health and health care of minority populations. Prohibits discrimination under any health care service or research program or activity receiving federal financial assistance on the basis of sex, race, color, national origin, sexual orientation, gender identity, or disability status. Requires the establishment of: (1) an Office of Health Disparities within the Office of Civil Rights; (2) civil rights compliance offices in HHS agencies that administer health programs; and (3) an Office of Minority Health within specified agencies. Reestablishes the Indian Health Service within the Public Health Service of HHS to be administered by the Assistant Secretary of Indian Health. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Health Empowerment Zone Act of 2009 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Sets forth programs to reduce health disparities, including by: (1) expanding the Minority HIV/AIDS initiative; (2) establishing the Rural Health Quality Advisory Commission; and (3) revising eligibility requirements for federal assistance programs with respect to individuals lawfully present in the United States. Lung Cancer Mortality Reduction Act of 2009 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2015. Provides for research and other activities with respect to diabetes in minority populations.

Calls upon European parliamentarians to promote racial equality and combat racial discrimination through efforts such as introducing legislation, speaking out in their parliaments against racism, and working with Black European and other minority communities to develop relevant policies.

Encourages: (1) primary care physicians and other clinicians nationwide to become actively involved in HIV/AIDS awareness, testing, treatment, and referral services; and (2) individuals to get tested for HIV and educate themselves about the prevention and treatment of HIV/AIDS.

Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal the denial to drug felons of eligibility for benefits under the Temporary Assistance for Needy Families (TANF) program.
