21st Century Veterans Equitable Treatment Act - Directs the Secretary of Veterans Affairs to: (1) establish a maximum specialist referral period (the period between a veteran's referral to a specialty clinic of the Department of Veterans Affairs by a Department primary care physician and the actual appointment with a specialist); and (2) provide appropriate transportation to such appointments for qualified veterans. Requires the Secretary, in any case in which such period is exceeded or in which transportation was not so provided, to promptly provide for such care or transportation from a private source and to reimburse such source at an appropriate rate. Requires expedited reimbursement procedures. Directs the Secretary to include within standards of performance used for measuring Department medical care administration a standard of assessing improvements in appointment waiting times.

Presidential Report on Iraq Resolution of 2003 - Directs the President prior to using U.S. armed forces against Iraq pursuant to the Authorization for Use of Military Force Against Iraq Resolution of 2002 to report to Congress the following: (1) a determination that further diplomatic means will not adequately protect U.S. national security against the threat posed by Iraq; (2) a full accounting of the implications of initiating military action against Iraq in regard to homeland security, the war on terrorism, regional stability in the Middle East, and proliferation of weapons of mass destruction; (3) steps the United States and its allies will take to ensure that such weapons will be safeguarded from dispersal to other rogue states or international terrorist organizations; (4) the U.S. plan for achieving long-term social, economic, and political stabilization of a post-conflict Iraq, including a plan to provide humanitarian assistance to the Iraqi people and to ensure their human rights, as well as bringing to justice individuals responsible for serious violations of international humanitarian and human rights law committed in Iraq; (5) the extent of international support for military action against Iraq and the impact of such action on support for the broader war on terrorism; (6) steps the United States and its allies will take to protect U.S. soldiers, allied forces, and Iraqi civilians from any hazards resulting from military operations; and (7) an estimate of the full costs associated with military action against Iraq, including the anticipated effects of such action on the U.S. economy and the Federal budget.

Outlines requirements for provider education and technical assistance under Medicare. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to assist confidentially service providers and suppliers with respect to grievances and requests for information. Amends SSA title XVIII to direct the Secretary to appoint a Medicare Beneficiary Ombudsman to assist Medicare beneficiaries with respect to grievances and requests for information. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Former Prisoners of War Special Compensation Act of 2003 - Directs the Secretary of Veterans Affairs to pay special monthly compensation to each veteran who is a former prisoner of war and was detained or interned for at least 30 days. Provides various rates of payment, ranging from $150 for those detained for between 30 and 120 days to a maximum of $450 for those detained more than 540 days. States that such special compensation shall: (1) be in addition to any other authorized payments; and (2) shall not be considered income for purposes of eligibility under any Federal or federally assisted program. Prohibits the payment of veterans' disability compensation for any alcohol- or drug-related disability even if the abuse is secondary to a service-connected disability. Removes the requirement that former prisoners of war must have been detained or interned for at least 90 days in order to be eligible for veterans' outpatient dental care.

Environmental Health Research Act of 2003 - Amends the Public Health Service Act to require the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Requires each center to: (1) collaborate with community organizations; and (2) use the facilities of a single institution or be formed from a consortium of institutions. Limits support to five years but allows extensions under specified circumstances. Authorizes appropriations. Requires the Director of the National Institute of Environmental Health Sciences to establish a comprehensive research program on the impact and occurrence of hormone disrupting chemicals as they affect human, ecological, and wildlife health. Requires the program to: (1) compile scientifically valid information, with an emphasis on the effect of low doses during critical life stages and the extent of human and wildlife exposure; (2) research the mechanisms by which such chemicals interact with biological systems as well as their screening and tracking; and (3) include the participation of the U.S. Geological Survey. Directs the Secretary of Health and Human Services to establish the Hormone Disruption Research Interagency Commission. Establishes a Hormone Disruption Research Panel within the Institute.

(Abbreviated new drug applications are filed where the new drugs uses or active ingredient(s) are the same as those for a previously approved drug, also known as a "listed drug.") Amends the Public Health Service Act to require the Director of the National Institutes of Health to support qualifying clinical research on the development of new drugs at designated small public or private entities. Emphasizes drug research which has the potential to make a significant contribution for the prevention, diagnosis, or treatment of a disease which has not received significant Federal funding. Entitles the Director to five percent of the profits from sales during the patent period. Requires the Comptroller General to study and report to Congress on the effects of: (1) Federal funding on the costs of research and the pricing of prescription drugs; and (2) pharmaceutical patent extensions and market exclusivity periods on delays in introducing generic versions.

Assure Access to Mammography Act of 2003 - Provides that, with respect to payment for a screening or diagnostic mammography furnished to a Medicare beneficiary, the amount of payment made to a hospital-based facility in which such screening or diagnostic mammography is performed during the applicable period is equal to 200 percent of the amount of payment that would otherwise apply under the Medicare fee schedule established under title XVIII of the Social Security Act with respect to the technical component of such screening or diagnostic mammography. Provides for not counting certain radiological residents against graduate medical education limitations. Directs the Secretary of Health and Human Services to enter into an arrangement with the Institute of Medicine of the National Academy of Sciences to study and report to the Secretary on Medicare reimbursement for gender-specific services. Directs the Medicare Payment Advisory Commission to study and report to Congress on Medicare reimbursement for screening services.

Social Security Protection Act of 2003 - Amends the Social Security Act to direct, with certain limitations, the Commissioner of Social Security to fully reimburse Social Security beneficiaries for any part of their benefit that was misused by a representative payee. Defines misuse of benefits. Establishes that a representative payee that is not a Federal, State or local government agency will be held liable for misuse of funds and for lying or withholding information relevant to his right to be a representative payee. Forbids a prospective representative payee of a beneficiary from serving if he has been convicted of any Federal or State offense resulting in imprisonment for more than one year, unless the Commissioner deems it appropriate. Forbids a fugitive felon from serving as a representative payee. Identifies attorneys who have received certain sanctions as ineligible to be representative payees. Establishes that certain individuals fleeing prosecution, custody, or confinement, or violating probation or parole shall not be allowed benefits unless the Commissioner finds good cause to allow them. Forbids benefits from being distributed to individuals violating probation or parole under State or Federal law. Forbids payment of benefits to individuals removed from the United States. Provides for disqualification from payment during trial work period upon conviction of fraudulent concealment of work activity. Outlines authority for judicial orders of restitution. Sets cap on assessments owed by attorney representatives upon receiving payments for past-due benefits. Sets cap of 25 percent of the amount of payment of past-due benefits for a payment from the Commissioner to an attorney representative. Extends availability of Federal and State work incentive services to additional individuals.

Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Veterans Prescription Access Improvement Act - Requires the Secretary of Veterans Affairs to furnish to a veteran such drugs and medicines as may be ordered on prescription of a duly licensed physician in the treatment of any illness or injury of such veteran. (Currently, other requirements must be met before such veterans will be furnished drugs and medicines on private practitioner prescriptions.)

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI ) Program (the Program), providing all individuals residing in the United States (including in U.S. territories) with health care. States benefits the Program shall offer, including: (1) primary care and prevention; (2) prescription drugs; (3) emergency care; and (4) mental health services. Prohibits institutions from participating as health providers in the Program unless they are a public or nonprofit institution, and provides for conversions of investor-owned providers with compensation for real property and equipment. Allows health maintenance organizations to participate in the Program under specified conditions. Permits patients to freedom of choice of participating physicians and other clinicians, hospitals, and inpatient care facilities. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Declares that the Program shall establish a prescription drug formulary system, which shall encourage best practices in prescribing and shall be updated frequently. Requires the Secretary of Health and Human Services to appoint a Director for the Program, who in turn shall appoint a director for an Office of Quality Control. Requires the director of the Office of Quality Control to conduct an annual review on the adequacy of medically needed services. Establishes a National Board of Universal Quality and Access, which shall advise the Secretary and the Director to ensure quality, access, and affordability. Provides for the eventual integration of the health programs of the Department of Veterans' Affairs and the Indian Health Service into the Program. Declares that this Act shall take effect on January 1, 2005.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

Chance to Succeed Act of 2003 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to include as a work activity satisfactory participation in services to address barriers designed to improve future employment opportunities, including substance abuse treatment, physical rehabilitation, and mental health, mental retardation and developmental disabilities services. Requires the assessment for each assistance recipient to determine whether the recipient has any barriers to employment or program compliance. Prohibits a State to which a TANF grant is made from imposing a sanction against an individual or family on the basis of noncompliance with a program requirement: (1) unless the State satisfies specified notice and review requirements; or (2) if the individual whose conduct is the basis of the sanction is in the uncompleted process of being screened or assessed for a mental health problem, disability, substance abuse problem, or sexual or domestic violence situation, or if the services outlined in the service plan developed for the individual or family were not offered, available, and accessible to the individual or family at the time of the noncompliance. Provides that nothing in this Act shall be construed as prohibiting a State in compliance with the requirements of this Act from imposing a sanction for noncompliance with work requirements against an individual or family who opts to not take full advantage of the opportunity for assessment or the services and supports made available to ensure that the individual or family can comply with program requirements if such an individual or family is not complying with the State's work requirements. Requires each State receiving a State family assistance grant to establish an advisory panel to review the efficacy of each TANF-funded program.
