National Traffic Fatality and Injury Reduction Act of 1990 - Authorizes the Secretary of Transportation to make grants for traffic safety programs to States which require any person riding a motorcycle to wear a helmet and any driver or front seat passenger of a passenger car to have seat belts properly fastened. Requires States receiving grants to agree to maintain their average levels of expenditures for traffic safety programs over the preceding two fiscal years. Prohibits a State from receiving such a grant in more than three fiscal years. Specifies the Federal share of grants and the aggregate amount of such grants to each State. Sets forth requirements with respect to: (1) States' eligibility for grants; and (2) measurement of compliance with State safety laws. Eliminates a provision prohibiting a highway safety program approved by the Secretary from requiring that motorcycle operators or passengers 18 years or older wear a safety helmet. Amends the National Traffic and Motor Vehicle Safety Act of 1966 to authorize the Secretary to conduct or provide assistance to States in promoting the use of safety belts, child safety restraints, motorcycle helmets, and other safety equipment. Authorizes appropriations. Directs the Secretary to withhold a certain percentage of Federal-aid highway funds apportionment to any State where it is lawful to: (1) operate or ride a motorcycle without wearing a motorcycle helmet; or (2) occupy a front seating position in a passenger car without using a safety belt or child safety restraint. Provides that such funds shall remain available to such State for a specified period provided for State compliance with safety requirements.

Energy and Environmental Security Act of 1990 - Title I: Extension and Modification of Tax Incentives for Ethanol - Amends the Internal Revenue Code to extend excise tax reductions for specified alcohol fuel mixtures for nine years. Directs the U.S. Comptroller General to study the options for reimbursing the Highway Trust Fund for the reduction in its receipts due to such reductions. Extends a tax credit for alcohol fuels to December 31, 2002. Prohibits carryovers of such credits after 2004. Extends such credits to alcohol used to produce ethyl tertiary butyl ether (ETBE). Amends the Harmonized Tariff Schedule of the United States to extend: (1) the tariff treatment for ethanol to ETBE; and (2) the effective period of the temporary duty on ethanol to December 31, 2002. Title II: Oxygenated Fuels and Aromatic Compounds - Amends the Clean Air Act to prohibit, during October to March of each year, the introduction into commerce in any carbon monoxide nonattainment area of gasoline with an oxygen content of less than 3.1 percent. Provides for the exchange of oxygen credits between sellers of fuels with an oxygen content higher than required and other sellers of fuels to offset the use of fuels with a lower content than required. Prohibits such exchanges between sellers in different nonattainment areas. Requires retailers of oxygenated fuels to label fuel dispensing systems with a notice that the fuel is oxygenated and will reduce carbon monoxide emissions. Directs the Administrator of the Environmental Protection Agency to develop environmental profiles for each of the aromatic compounds in gasoline and to take action to limit the use of such compounds in accordance with the profiles. Title III: Development and Use of Ethanol - Requires the Secretary of Energy to: (1) give funding priority to ethanol development projects that have high potential for immediate benefits; and (2) establish a program to promote the development and use of ethanol in motor fuel.

Encourages the Secretary to assist the Secretary of State in negotiating and administering international environmental protection agreements and participating in the work of international environmental protection organizations. Encourages the Secretary to continue the Department's role in conducting international environmental research and providing technical assistance to other nations to improve environmental quality. Requires the Secretary to establish an Advisory Committee on Environmental Statistics to advise the Center and the Congress on the collection and dissemination of statistical data. Directs the Secretary to maintain a comprehensive guide to the Department's environmental and public health information services. Requires the Secretary to establish an Advisory Committee on Public Access to provide recommendations on improving public access to departmental information. Directs the Secretary to: (1) study the use of computer telecommunications and other means to provide for access to such information; and (2) permit the reduction or waiver of user fees for such access. Title II: Commission on Environmental Administration - Establishes the Commission on Environmental Administration to analyze and make recommendations on specified reorganization and management issues in the Department. Authorizes appropriations.

Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Access to Education Act of 1989 - Title I: Access and Choice in Federal Education Programs - Amends the Elementary and Secondary Education Act of 1965 to allow the use of certain special education financial assistance (Financial Assistance to Meet Special Educational Needs of Children) funds for innovative projects to provide continued services to eligible children transferred to ineligible areas as part of an open enrollment public school system. Allows a local educational agency to provide basic program services to educationally deprived children who, under a desegregation plan or open enrollment system, attend a school not located in an eligible school attendance area. Requires that information on basic program services under an open enrollment system be provided to parents of eligible children. Allows the use of local targeted assistance program funds for the planning and implementation of open enrollment systems. Amends the Higher Education Act of 1965 to establish special rules for Pell grant, supplemental educational opportunity grant, and State student incentive grant eligibility for secondary school open enrollment participants enrolled in or accepted for classes offered by higher education institutions. Amends the Defense Dependents' Education Act of 1978 to provide for parental choice open enrollment for overseas military dependents. Title II: Demonstration Projects and Research - Authorizes the Secretary of Education (the Secretary) to make grants to State educational agencies to develop and expand policies, programs, and projects that increase opportunities of parents to select the public school or program attended by their children, particularly disadvantaged, minority, or rural area children. Authorizes the Secretary to make grants to local educational agencies or consortia for open enrollment demonstration projects that increase parental access to excellent, distinctive, and diverse schools or programs that can meet their children's educational needs and promote parental choice. Provides for research and dissemination of results on open enrollment systems. Authorizes appropriations to carry out this title for FY 1990 through 1995.

National Environmental Education Act

National Environmental Education Act - Directs the Administrator of the Environmental Protection Agency (EPA) to establish an Office of Environmental Education within the Office of External Affairs to carry out this Act. Establishes an Environmental Education and Training Program to train educational professionals in the development and delivery of environmental education and training programs and studies. Directs the Administrator to make an annual grant to an institution of higher education or nonprofit research institution to establish and operate such program. Sets forth application and eligibility requirements and criteria to be considered in awarding such grants. Authorizes the Administrator to enter into cooperative agreements or provide grants to support projects to design, demonstrate, and disseminate practices related to environmental education and training. Outlines activities eligible for grant support and priorities in awarding such grants. Requires the Administrator to publish an annual solicitation for environmental education grants. Authorizes local education agencies, colleges or universities, State education or environmental agencies, or nonprofit agencies to apply for such grants. Limits Federal funds for demonstration projects to 75 percent of the total cost, except in specified instances. Limits such grants to $100,000 and requires 25 percent of all funds obligated under this section to be for grants of no more than $5,000. Requires the Administrator to provide for internships by postsecondary students with Federal agencies involved in environmental issues. Directs the Administrator, to the extent practicable, to support at least 150 internships annually. Makes eligible for participation in such program students enrolled at accredited colleges or universities who have successfully completed at least four courses or the equivalent in environmental sciences. Requires the Administrator to provide for a series of national awards recognizing outstanding contributions to environmental education to include: (1) the Theodore Roosevelt Award for environmental teaching or administration; (2) the Henry David Thoreau Award for literature on the environment and pollution problems; and (3) the Rachel Carson Award for film or print media for public education and information on environmental issues or problems. Provides that recipients of such awards shall be nominated by the Environmental Education Advisory Council. Requires the regional administrator of each EPA office to present an "Outstanding Environmental Educator Award" annually to a teacher or faculty member from a local education agency, college or university, or nonprofit organization in recognition of an outstanding contribution to environmental education. Establishes a National Environmental Education Advisory Council. Requires the Council to report biennially to the Congress on: (1) the extent and quality of environmental education in the Nation's schools; (2) activities conducted pursuant to this Act; (3) obstacles to improving environmental education; and (4) training and skills needed to respond to environmental problems. Establishes the Environmental Education Trust Fund to carry out this Act. Allocates funding for this Act's activities and authorizes 50 percent of penalties received under specified environmental Acts to be appropriated to the Fund.

Makes such deduction inapplicable to certain corporations. Increases the dollar limitation in the amortization of reforestation expenditures incurred after September 18, 1989, and before January 1, 1992, with respect to Hurricane Hugo property. Excludes any deduction for Hurricane Hugo timber damage assessment expenses as a miscellaneous itemized deduction. Provides for the nontaxable treatment of the sale or exchange of timber damaged by Hurricane Hugo and of the use of such proceeds for related mortgage payments. Exempts from late-filing penalties any taxpayer affected by Hurricane Hugo who fails to file a return during a specified period. Amends the Internal Revenue Code to provide for the treatment of passive timber activities under the passive loss rules, for losses suffered as a result of Hurricane Hugo.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Sets forth the public education and planning and response elements of the Program. Requires the establishment within the U.S. Geological Survey of a Center for the International Exchange of Earthquake Information. Establishes within the U.S. Geological Survey an Earthquake Investigations Program to learn lessons which can be applied to reduce the loss of lives and property in future earthquakes. Increases the authorization of appropriations to the National Institute of Standards and Technology for responsibilities under the Act. Authorizes appropriations to the U.S. Geological Survey for earthquake investigations under this Act.

Increases the dollar limitation in the amortization of reforestation expenditures incurred after September 18, 1989, and before January 1, 1992, with respect to Hurricane Hugo property. Excludes any deduction for Hurricane Hugo timber damage assessment expenses as a miscellaneous itemized deduction. Provides for the nontaxable treatment of the sale or exchange of timber damaged by Hurricane Hugo and of the use of such proceeds for related mortgage payments. Exempts from late-filing penalties any taxpayer affected by Hurricane Hugo who fails to file a return during a specified period. Amends the Internal Revenue Code to provide for the treatment of passive timber activities under the passive loss rules, including losses suffered as a result of Hurricane Hugo.

Food Contamination Prevention Act - Amends the Solid Waste Disposal Act to require the Administrator of the Environmental Protection Agency to promulgate regulations: (1) prohibiting the transportation in commerce of hazardous, medical, recyclable, and terminal waste in any refrigerated or other vehicle designed for transporting perishable food or in any vehicle that is also used to transport any food, food additive, drug, cosmetic, or device, or any package containing such items; (2) establishing health and safety standards for the transportation in commerce of recyclable and reusable waste in vehicles that are also used to transport any food, food additive, drug, cosmetic, or device, or any package containing such items; (3) requiring any vehicle used to transport solid waste to be labeled in a manner that identifies the vehicle as a dedicated or nondedicated waste vehicle and that identifies the class of waste transported by such vehicle; (4) requiring each solid waste management facility to institute a program to ensure that all nondedicated waste vehicles that are used to transport solid waste are kept free from contaminants through the use of reasonably available current technology; and (5) establishing criteria for three classes of nonhazardous solid waste (reusable, recyclable, and terminal as defined in this Act). Prescribes criminal penalties for violation of such regulations.

Billboard Control Act of 1989

Billboard Control Act of 1989 - Revises Federal provisions with respect to restrictions on outdoor advertising adjacent to interstate and Federal-aid primary highways. Specifies that a State shall be treated as failing to provide effective control of the erection and maintenance of outdoor advertising signs, displays, and devices (signs): (1) unless the State submits to the Secretary of Transportation by December 1st of each year an inventory of conforming and non-conforming signs in such State; and (2) if the State allows vegetation located on any land on which the State owns a right-of-way for a highway to be cut to improve the visibility of such signs. Requires the Secretary to submit to the Congress a detailed annual report on the extent to which each State has complied with the requirements of this Act, including a compilation of inventories and a description of the Secretary's efforts to assure that necessary directional information about facilities providing goods and services of interest to the traveling public is available to motorists. Makes exceptions to restrictions under this Act for signs which are lawfully in existence on September 1, 1989, and those located in industrial or commercial areas.

Authorizes the Secretary of Agriculture to make grants to aid businesses unable to secure credit and create jobs in rural areas. Amends the Consolidated Farm and Rural Development Act to increase annual water and waste facility assistance limits. Authorizes the Secretary to provide water and waste facilities loans to specified rural entities. Authorizes the Farm Credit System to provide loans and other financial assistance to rural sewer and water projects. Establishes in the Farmers Home Administration a national rural waste water circuit rider grant program. Amends the Rural Electrification Act of 1936 to establish: (1) a technical assistance unit; and (2) an Assistant Administrator for Economic Development. Amends the Consolidated and Rural Development Act to authorize a rural business development grant program. Directs the Secretary to establish within the National Agricultural Library a National Rural Assistance Information Clearinghouse. Treats a rural county experiencing specified population reduction as a labor surplus area.
