Free File Program Act of 2011 - Authorizes and directs the Secretary of the Treasury to continue to implement and operate the Internal Revenue Service (IRS) Free File program (free online individual income tax preparation and electronic filing services provided by the private sector technology industry to lower income taxpayers).

Silviculture Regulatory Consistency Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from requiring a permit under national pollutant discharge elimination system permitting requirements for a discharge resulting from the conduct of any silvicultural activity, such as nursery operations, site preparation, reforestation, thinning, prescribed burning, pest and fire control, harvesting operations, surface drainage, or road use, construction, and maintenance, from which there is runoff. Specifies that nothing in this Act exempts silvicultural activity from permit requirements for the discharge of dredged or fill material into navigable waters.

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

21st Century Readiness Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to support 21st century readiness initiatives that fuse core academic subject knowledge and higher-order thinking skills (such as critical thinking and problem solving, communication, collaboration, creativity, and innovation) to ensure that students are prepared for postsecondary education and careers, upon graduation from secondary school. Amends title I (Improving the Academic Achievement of the Disadvantaged) of the ESEA to require the Secretary of Education, as part of the national assessment of title I programs, to examine the extent to which such initiatives improve student readiness for postsecondary education and careers. Includes 21st century readiness initiatives in comprehensive school reform programs and school dropout prevention and reentry programs under title I. Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the ESEA to require high-quality professional development programs to incorporate an aligned system of teaching and learning that includes 21st century skills (such as critical thinking and problem solving, communication, collaboration, creativity, and innovation), standards, curriculum, instruction, and assessments. Requires LEAs to use title II subgrants to enable educators to deliver instruction on higher-order thinking skills and use the latest available technology in doing so. Amends title IV (21st Century Schools) of the ESEA to include 21st century readiness initiatives in 21st Century Community Learning Center activities. (21st Century Community Learning Centers provide students with before and after school programs to improve their academic performance.) Amends title VI (Flexibility and Accountability) of the ESEA to allow assessment grants to be used by states to develop or improve assessments that use technology to measure core academic subject knowledge and higher-order thinking skills to ensure that students can apply a range of skill competencies alongside core academic subject knowledge, and do so in real-world contexts.

Directs the Secretary of Veterans Affairs (VA) to enter into a contract or agreement with each state home to pay for nursing home care provided in the home to certain veterans with service-connected disabilities. Requires such payment to be based on a methodology, developed by the Secretary in consultation with the home state, to adequately reimburse the state home for the care provided under such contract or agreement. (Current law requires payment at the lesser of the prevailing rate in the geographic area for non-VA nursing homes or the daily cost of care, both of which are determined by the Secretary.)

Taxpayer Freedom to File Protection Act of 2011 - Prohibits the Secretary of the Treasury from developing or implementing a return-free tax system. Repeals provisions of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary to develop a return-free tax system.

Animal Fighting Spectator Prohibition Act of 2011 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Creating American Prosperity through Preservation Act of 2011 - Amends the Internal Revenue Code, with respect to tax credits for building rehabilitation expenditures, to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures, (2) provide for an additional 2% credit amount for a building that is a qualified energy efficient rehabilitated building (increased energy efficiency of 30% or more), (3) change the placed-in-service requirement for non-historic rehabilitated buildings from before 1936 to 50 years prior to the year in which qualified rehabilitation expenditures are taken into account, and (4) exempt from tax the proceeds of a state historic tax credit.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Volunteer Responder Incentive Protection Reauthorization Act of 2011 - Amends Internal Revenue Code provisions allowing a tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local government by: (1) increasing the amount of benefits excludible, and (2) extending such tax exclusion through 2015.

Kate Puzey Peace Corps Volunteer Protection Act of 2011 - Amends the Peace Corps Act to require the Director of the Peace Corps: (1) as part of the training provided to all volunteers, to develop and implement comprehensive sexual assault risk-reduction and response training that conforms to best practices in the sexual assault field; and (2) once a trainee has arrived in such trainee's country of service, to provide that individual with training tailored to such country, including cultural training relating to gender relations, risk-reduction strategies, a safety plan in the event of an assault, treatment available in such country, MedEvac procedures, and information regarding the legal process for pressing charges against an attacker. Requires the Director to provide each: (1) applicant for enrollment with a historical analysis of crimes against, and risks to, volunteers in the country in which the applicant has been invited to serve; and (2) trainee, before enrolling as a volunteer, with contact information of the Peace Corps' Inspector General for purposes of reporting violations of the sexual assault protocol or any other criminal or administrative wrongdoing by individuals who do business with the Peace Corps, and with clear, written guidelines regarding whom to contact and what steps to take in the event of a sexual assault. Requires the Director to: (1) develop, implement, and distribute comprehensive sexual assault protocol guidelines that conform to best practices in the sexual assault field that are applicable to all posts at which volunteers serve, and train all in-country staff regarding the protocol and guidelines; (2) expeditiously remove a volunteer who feels at risk of imminent bodily harm and requests removal from the site in which such volunteer is serving, and assess and evaluate the safety of the site; (3) establish sexual assault response teams; (4) conduct case reviews of a statistically significant number of cases on a quarterly basis; (5) establish a global tracking and recording system to track and record incidents of assault against volunteers; (6) establish an alternative reporting system and hotline access system through which volunteers who are assault victims can report and receive support anonymously; and (7) assign a certified victims advocate in Peace Corps headquarters who shall report directly to the Director. Establishes in the Peace Corps a Sexual Assault Advisory Council. Requires the Director to: (1) establish goals, metrics, and monitoring and evaluation plans for all Peace Corps programs and Country Directors; (2) annually conduct a confidential survey of volunteers regarding the effectiveness of Peace Corps programs and staff and the safety of volunteers; (3) establish and maintain a process to protect confidentiality and safety of volunteers reporting incidents and the information reported and to ensure that such information is acted on appropriately; and (4) determine the level of access to communication, including cellular and Internet access, of each volunteer. Prohibits the Director from: (1) disclosing personally identifying information or personal information of a volunteer who is a victim of assault collected in connection with services requested, utilized, or denied through Peace Corps programs; or (2) revealing such information without the informed, purpose-limited, and reasonably time-limited consent of such volunteer about whom such information is sought.

Amends the Bretton Woods Agreements Act to repeal authority to: (1) provide certain loans to the International Monetary Fund (IMF), including loans related to the New Arrangements to Borrow (NAB); (2) increase the U.S. quota in the IMF; and (3) approve the sale of IMF gold. Rescinds related appropriations.

Fire Grants Reauthorization Act of 2011 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2016 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Prohibits providing program funds to the Association of Community Organizations for Reform Now (ACORN) or any of its affiliates, subsidiaries, or allied organizations. Increases: (1) funding for fire prevention and firefighter safety programs, and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments, (2) volunteer fire departments, and (3) combination fire departments. Requires remaining amounts to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant. Directs the Administrator of FEMA to make grants directly to career, volunteer, and combination fire departments for the purpose of increasing the number of firefighters to help communities meet industry minimum standards and attain 24-hour staffing to provide adequate protection from fire and fire-related hazards and to fulfill traditional missions of fire departments that antedate the creation of the Department of Homeland Security (DHS). Authorizes the Administrator of the United States Fire Administration, in conjunction with the National Fire Protection Association, to conduct and report to Congress on a study to: (1) define the current roles and activities associated with the fire services on a national, state, regional, and local level: (2) identify the equipment, staffing, and training required to fulfill such roles and activities; (3) conduct an assessment to identify gaps between what fire departments currently possess and what they require on a national and state-by-state basis; and (4) measure the impact of the AFG program in meeting the needs and filling the gaps identified.

Pet Safety and Protection Act of 2011 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Impact Aid Timely Repayment Act of 2011 - Amends title VIII (Impact Aid) of the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to complete Impact Aid payments to eligible local educational agencies (LEAs) within three fiscal years of their appropriation. (The Impact Aid program compensates LEAs for the financial burden of federal activities affecting their school districts.)

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2011 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2014: (1) certification in each medical imaging or radiation therapy modality and service they plan or perform from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants from the requirements of this Act. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a process for the certification of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program; and (4) publish a list of approved accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to ensure access to quality medical imaging. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Veterans Missing in America Act of 2011 - Recognizes the tireless work and dedication of the Missing in America Project, in conjunction with numerous veterans service organizations, in identifying unclaimed remains of veterans. Directs the Secretary of Veterans Affairs (VA) to cooperate with such organizations to assist entities in possession of unclaimed or abandoned human remains in determining if any such remains are the remains of veterans or other individuals eligible for burial in a national cemetery. Requires the Secretary, upon a positive determination with respect to any such remains, to provide for and cover the cost of the burial and funeral expenses if the Secretary determines that: (1) there is no next of kin or other person claiming the remains, and (2) there are no other sufficient resources to cover such expenses. Directs the Secretary to establish a publicly accessible database of the names of any veteran or other individual so identified.

Asia-Pacific Economic Cooperation Business Travel Cards Act of 2011 - Directs the Secretary of Homeland Security (DHS), by November 11, 2011, to establish the APEC Business Travel Program to issue Asia-Pacific Economic Cooperation Business Travel Cards (ABTCs) to eligible U.S. citizen business leaders and senior U.S. government officials actively engaged in Asia-Pacific Economic Cooperation (APEC) business. Requires the Secretary to: (1) integrate application procedures for and issuance of ABTCs with other international registered traveler programs of DHS, such as Global Entry, NEXUS, and SENTRI; and (2) work in conjunction with private sector entities to ensure that applicants satisfy ABTC requirements. Authorizes the Secretary to: (1) utilize such entities to enroll and issue ABTCs, and (2) impose and modify an ABTC issuance fee.

States that the House of Representatives: (1) acknowledges that the framework of past anti-Chinese legislation, including the Chinese Exclusion Act, is incompatible with the basic founding principles of equality recognized in the Declaration of Independence and the U.S. Constitution; (2) regrets passing six decades of legislation targeting the Chinese people for physical and political exclusion; and (3) reaffirms its commitment to preserving the same civil rights and constitutional protections for people of Chinese or other Asian descent in the United States accorded to all others.

Protecting Children From Internet Pornographers Act of 2011 - Amends the federal criminal code to prohibit knowingly conducting in interstate or foreign commerce a financial transaction that will facilitate access to, or the possession of, child pornography. Adds as predicate offenses to the money laundering statute provisions regarding: (1) such financial facilitation of access to child pornography, (2) obscene visual representation of the abuse of children, and (3) a felony by a registered sex offender involving a minor. Requires a provider of an electronic communication service or remote computing service to retain for at least 18 months the temporarily assigned network addresses the service assigns to each account unless that address is transmitted by radio communication. Bars any cause of action against a provider for retaining records as required. Makes a good faith reliance on the requirement to retain records a complete defense to a civil action. Expresses the sense of Congress that such records should be stored securely to protect customer privacy and prevent breaches of the records. Allows the issuance of an administrative subpoena for the investigation of unregistered sex offenders by the United States Marshals Service. Requires a U.S. district court to issue a protective order prohibiting harassment or intimidation of a minor victim or witness if the court finds evidence that the conduct at issue is reasonably likely to adversely affect the willingness of the minor witness or victim to testify or otherwise participate in a federal criminal case or investigation. Directs the United States Sentencing Commission to review and amend the federal sentencing guidelines and policy statements to ensure that such guidelines provide an additional penalty for sex trafficking of children and other child abuse crimes. Imposes a fine and/or prison term of up to 20 years for the possession of pornographic images of a child under the age of 12.

Community Forestry Conservation Act of 2011 - Provides for the treatment of qualified forest conservation bonds as tax-exempt facility bonds under the Internal Revenue Code. Defines "qualified forest conservation bonds" as bonds issued for certain forestry organizations within 48 months after the enactment of this Act. Requires 95 percent or more of the net proceeds of such bonds to be used for specified forestry project costs, including the acquisition of forest lands subject to a conservation restriction. Exempts from income tax income, gains, and other tax incidents generated by certain harvesting activity on forest lands purchased with qualified forest conservation bonds.

Recovering Missing Children Act - Amends the Internal Revenue Code to allow the disclosure of tax returns and return information to officers and employees of state or local law enforcement agencies who are partnering with a federal agency in investigations of missing or exploited child cases and who are personally and directly engaged in such investigations. Limits the use of such information solely for locating a missing child, in a grand jury proceeding, or in any preparation for judicial or administrative proceedings.

Iran Threat Reduction Act of 2011 - Declares that it is U.S. policy to deny Iran the ability to support acts of foreign terrorist organizations and develop unconventional weapons and ballistic missiles. Urges the President to initiate diplomatic efforts to expand the multilateral sanctions regime regarding Iran. Directs the President to initiate an investigation into the imposition of sanctions upon receipt of credible information that a person is engaged in a sanctionable activity under this Act. Directs the President to impose specified sanctions on a person who knowingly: (1) makes specified investments with respect to Iran's ability to develop petroleum resources; (2) sells, leases, or provides to Iran goods, services, technology, information, or support that could facilitate Iran's domestic production of refined petroleum products; (3) sells or provides to Iran refined petroleum products, or provides goods, services, technology, information, or support that could contribute to Iran's ability to import refined petroleum products; or (4) exports or otherwise facilitated transshipment to Iran of any goods, services, technology, or other items that would contribute to Iran's ability to acquire or develop chemical, biological, or nuclear weapons, or acquire or develop destabilizing numbers and types of advanced conventional weapons. Sets forth exceptions to such sanctions for: (1) the procurement of certain defense articles or services; (2) eligible products to designated countries or instrumentalities; (3) products, technology, or services under contracts entered into before the date on which the President publishes in the Federal Register the name of the person on which the sanctions are to be imposed; (4) spare or component parts, or information and technology that are essential to U.S. products or production, and related servicing and maintenance; or (5) medicines, medical supplies, or other humanitarian items. Defines sanctions to include: (1) prohibitions on Export-Import Bank assistance, (2) prohibitions on loans from U.S. financial institutions and other financial services, (3) prohibitions on foreign exchange and other banking transactions, (4) prohibitions on property transactions, and (5) export and procurement sanctions. Authorizes: (1) the Secretary of State to issue, upon request, an advisory opinion with respect to whether a proposed activity would be sanctionable, and (2) a person to rely in good faith on such opinion and proceed without being subject to sanctions. Imposes sanctions under this Act for at least two years. Authorizes the President to terminate sanctions after one year if the sanctioned person is no longer engaging in a sanctionable activity and the President has received reliable assurances that the person will not knowingly engage in such future activity. Authorizes the President to waive imposition of sanctions if in the national security interest of the United States. States that a determination to impose sanctions under this Act shall not be reviewable in any court. Repeals the Iran Sanctions Act of 1996. Authorizes the President to provide financial and political assistance to certain foreign and domestic individuals, organizations, and entities that support democracy in Iran. Imposes visa, property, and financial sanctions on persons identified as officials of the government of Iran, security services, or the Islamic Revolutionary Guard Corps (IRGC) who were complicit in the commission of serious human rights abuses against citizens of Iran or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Directs the Secretary of State to submit an annual report to Congress regarding the promotion of Internet freedom and information access in Iran. Imposes specified sanctions on a person that knowingly assisted in the exportation of petroleum, oil, or natural gas produced by the IRGC or its affiliates. Blocks the U.S. property interests of foreign persons or their affiliates that have committed, or pose a significant risk of committing, acts of violence threatening the peace or economic stability of Iraq or Afghanistan. Directs the President to develop a National Strategy to Counter Iran. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to direct the Secretary of the Treasury to require any person owned or controlled by a domestic financial institution to certify that such person is not engaged in corresponding relations or business activity with the IRGC. Requires a report on the Central Bank of Iran's activities to facilitate Iran's efforts to acquire nuclear missile capacities and promote terrorism. Amends the Securities Exchange Act of 1934 to require securities issuers to disclose in their mandatory annual or quarterly reports to the Securities and Exchange Commission (SEC) whether they or their affiliates have: (1) engaged in certain activities relating to Iran, terrorism, and the proliferation of weapons of mass destruction; (2) knowingly engaged in specified activities, or knowingly violated certain regulations prescribed under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010; (3) knowingly conducted any transaction or dealing with a person whose property and interests in property are blocked by certain Executive Orders; or (4) knowingly conducted a transaction or dealing with any person listed in the Iranian Transactions Regulations. Requires the President to: (1) initiate an investigation into the possible imposition of sanctions when the SEC receives a report that an issuer or its affiliate has engaged in the cited activities, and (2) determine whether sanctions should be imposed on the issuer or the affiliate concerned. States that, except to meet U.S. international obligations, the Secretary of State shall deny a visa to, and the Secretary of Homeland Security (DHS) shall exclude from U.S. entry, a person who is an agent, official, or a representative of the government of Iran; and (2) presents a threat to the United States or is affiliated with terrorist organizations. Restricts the movement of such persons in the United States. Terminates the provisions of this Act when Iran: (1) has dismantled its efforts to develop or acquire nuclear, chemical, and biological weapons; (2) no longer provides support for acts of international terrorism; and (3) poses no threat to U.S. national security, interests, or allies.

COPS Improvements Act of 2011 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to modify the public safety and community policing grant program (COPS ON THE BEAT grant program) to: (1) establish within the Department of Justice (DOJ), under the general authority of the Attorney General, the Office of Community Oriented Policing Services to be headed by a Director; and (2) authorize the Attorney General to carry out more than one such program. Repeals provisions authorizing: (1) the Attorney General to give preferential consideration to applications for hiring and rehiring additional career law enforcement officers that involve a non-federal contribution exceeding a 25% minimum; and (2) the use of such grants to develop and implement either innovative programs to permit members of the community to assist state, tribal, and local law enforcement agencies in the prevention of crime in the community or new administrative and managerial systems to facilitate the adoption of community-oriented policing as an organization-wide philosophy. Authorizes the use of such grants to: (1) hire school resource officers and establish local partnerships to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) establish and implement innovative programs to reduce and prevent illegal drug manufacturing, distribution, and use; (3) meet emerging law enforcement needs; (4) hire former members of the Armed Forces to serve as career law enforcement officers for deployment in community-oriented policing; (5) pay for additional community prosecuting programs to handle cases from specific geographic areas and to address counter-terrorism problems and violent crime in local communities; and (6) develop new technologies to assist state and local law enforcement agencies in crime prevention and training. Authorizes the Attorney General to extend grant periods and to renew grants if the grant recipient can demonstrate significant progress in achieving the objectives of the initial grant application. Includes officers for the Amtrak Police Department within the definition of "career law enforcement officer" for purposes of such grant program. Extends the authorization of appropriations for the program for FY2012-FY2017.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Affirms that Palestinian efforts to circumvent direct negotiations will harm U.S.-Palestinian relations and will have implications for U.S. assistance programs for the Palestinians and the Palestinians Authority (PA). Reaffirms the U.S. statutory requirement precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the United States and Israel.

Home Construction Lending Regulatory Improvement Act of 2011 - Directs the appropriate federal banking agencies to initiate a coordinated rulemaking with respect to financial institutions under their respective jurisdictions that make real estate loans to home builders. Requires such rulemaking to provide for: (1) elimination of the 100% of bank capital measurement, (2) realistic market-based appraisals, and (3) a prohibition against compelling lenders to call or curtail loans in good standing. Prohibits a federal banking agency also from preventing a qualified financial institution from making a real estate loan to a home builder that has a viable project.

American Job Protection Act - Amends the Internal Revenue Code to repeal provisions added by the Patient Protection and Affordable Care Act requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Teacher Tax Relief Act of 2011 - Amends Internal Revenue Code, with respect to the tax deduction for the expenses of elementary and secondary school teachers, to: (1) increase the maximum dollar amount of such deduction to $500, (2) allow the deduction of professional development expenses, and (3) make such deduction permanent.

Annual National Classified School Employee of the Year Award Act - Directs the Secretary of Education to award National Classified School Employee of the Year Awards to classified public school employees within certain occupational specialties who provide exemplary service to students in pre-kindergarten through higher education. Requires the Secretary to choose an awardee each year, out of nominations received from each state, from one of the following occupational specialties: (1) paraprofessional services, (2) clerical and administrative services, (3) transportation services, (4) food and nutrition services, (5) custodial and maintenance services, (6) security services, (7) health and student services, (8) technical services, and (9) skilled trades.

Crime Victims Fund Preservation Act of 2011 - Excludes receipts and disbursements of the Crime Victims Fund from executive and congressional budgets. Prohibits the consideration of any legislation in the House of Representatives or the Senate that would authorize the use of amounts in the Crime Victims Fund for a purpose not authorized by the Victims of Crime Act of 1984. Allows the Senate to waive or suspend such prohibition by a three-fifths vote.

Amends the Tariff Act of 1930 to increase from $200 to $1,000 the aggregate retail value of articles that may be imported duty-free into the United States by one person on one day. Changes from a maximum of $2,500 to a minimum of $2,500 the threshold aggregate value of a shipment of merchandise for the declaration and entry of which the Secretary of the Treasury is authorized to prescribe rules and regulations.

Medicare Beneficiary Preservation of Choice Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act, to repeal the allowance for disenrollment, between January 1 and March 15 of each year, only from an MedicareAdvantage plan to elect enrollment in the original Medicare fee-for-service program. Restores the option under previous law to elect to change from a MedicareAdvantage to the original Medicare fee-for-service plan, or from the original Medicare fee-for-service to a MedicareAdvantage plan, once a year during the first three months.

Small Businesses Add Value for Employees Act of 2011 or the SAVE Act of 2011 - Amends Internal Revenue Code provisions relating to employer-established simple individual retirement accounts (IRAs) to: (1) repeal certain restrictions on rollovers from simple IRAs, (2) allow employers to elect to terminate qualified salary reduction arrangements at any time during the year, (3) repeal the enhanced 25% penalty on premature withdrawals made from simple IRAs within the first two plan years, (4) allow additional nonelective employer contributions to simple IRAs, (5) establish automatic deferral IRAs, (6) allow a transfer of unused balances in flexible spending arrangements to a qualified retirement or eligible deferred compensation plan, (7) increase the tax credit for small employer pension plan startup costs, and (8) establish multiple small employer retirement plans that provide for automatic employee contributions. Requires the Office of Financial Education of the Department of the Treasury to develop and implement an outreach plan to educate small businesses on the types and benefits of available retirement plans. Requires the Secretaries of the Treasury and Labor to develop recommendations for small businesses to improve retirement outcomes. Requires the Secretary of the Treasury, in consultation with the Secretary of Education, to develop age-appropriate financial literacy curricula for elementary and secondary schools. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) permit payroll deduction plans for individual retirement accounts or annuities, and (2) require disclosures relating to lifetime income from pension plans and annuities.

Medicare Identity Theft Prevention Act of 2011 - Directs the Secretary of Health and Human Services (HHS) to establish cost-effective procedures to ensure that: (1) a Social Security account number (or any derivative) is not displayed, coded, or embedded on the Medicare card issued to an individual entitled to benefits under part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act or enrolled under Medicare part B (Supplementary Medical Insurance); and (2) any other identifier displayed on such card is easily identifiable as not being the Social Security account number (or a derivative).

Sexual Assault Forensic Evidence Registry Act of 2011 or the SAFER Act of 2011 - Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) allow states or local governments to use grant funds under such Act to conduct audits of samples of sexual assault evidence that are awaiting testing, and (2) provide funding in FY2012-FY2016 for such purpose. Authorizes the Attorney General to award grants for such audits only if the grant recipient (i.e., a state or local government) submits a plan for performing the audit of samples of sexual assault evidence and includes a good-faith estimate of the number of such samples. Requires the Attorney General to: (1) establish a Sexual Assault Forensic Evidence Registry to include information about samples of sexual assault evidence awaiting testing and to track the testing and processing of such samples, and (2) develop and disseminate to law enforcement and other appropriate agencies a report on best practices for the testing and use of DNA evidence collected as part of a criminal investigation of sexual assault cases. Sets forth requirements relating to information required to be included in such Registry, the protection of personally identifiable information in the Registry, and the updating of information in the Registry. Expresses the sense of Congress that law enforcement agencies and other appropriate entities should use the best practices developed by the Attorney General to develop, evaluate, and improve DNA evidence protocols.

Offshore Drilling Safety Improvement Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to issue regulations requiring: (1) that all oil and gas drilling and production operations on the outer Continental Shelf have safety and environmental management systems in place, including blowout preventers and additional backup emergency shutoff equipment such as acoustic shut-off technology; and (2) that such equipment use the best available and safest technologies. Requires consideration of the need for different technology requirements in different environments and depths. Applies such regulations to: (1) all new oil and gas drilling and production operations, and (2) all existing drilling and production operations six months after the issuance of the regulations. Requires the Secretary, every five years thereafter, to review blowout preventer and emergency shutoff equipment technology and revise the regulations as necessary to require use of the best available technology. Amends the Department of Energy Organization Act to require the Department of Energy (DOE) Assistant Secretaries to identify the best available and safest technology for offshore oil and gas exploration and production.

Great Ape Protection and Cost Savings Act of 2011 - Prohibits: (1) conducting invasive research on great apes; (2) possessing, maintaining, or housing a great ape for the purpose of conducting invasive research; (3) using federal funds to conduct such research on a great ape or to support an entity conducting or facilitating invasive research on a great ape either within or outside of the United States; (4) knowingly breeding a great ape for the purpose of conducting or facilitating such research; (5) transporting, moving, delivering receiving, leasing, renting, donating, purchasing, selling, or borrowing a great ape in interstate or foreign commerce for conducting or facilitating such research; and (6) transferring federal ownership of a great ape to a non-federal entity unless the entity is a suitable sanctuary. Defines "great ape" as any chimpanzee, bonobo, gorilla, orangutan, or gibbon. Defines "invasive research" as research that may cause death, injury, pain, distress, fear, or trauma to great apes, including drug testing or exposure to a substance or isolation, social deprivation, or other experimental manipulations that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) to effectuate the permanent retirement of all great apes that are owned by the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act. Establishes in the Treasury the Great Ape Sanctuary System Fund to be administered by the Secretary for construction, renovation, and operation of the sanctuary system for surplus chimpanzees.

Taxpayer Receipt Act - Amends the Internal Revenue Code to require the Secretary of the Treasury to provide every taxpayer who files an individual income tax return for any taxable year an itemized tax receipt showing: (1) the proportionate allocation of the taxpayer's payment in such year among major expenditure categories of the federal budget (e.g., social security, national defense, Medicare and other federal health programs, low-income assistance programs, unemployment benefits, net interest on the federal debt, and other federal programs); and (2) the amount of the federal debt at the end of the fiscal year and the amount of additional borrowing by the federal government in such fiscal year per each legal U.S. resident.

S Corporation Modernization Act of 2011 - Amends the Internal Revenue Code to revise the tax treatment of S corporations by: (1) permanently reducing from 10 to 5 years the period during which S corporation built-in gains are subject to tax; (2) repealing mandatory termination of S corporation elections for excessive passive investment income; (3) allowing S corporations to increase passive investment income from 25 to 60% without incurring additional tax; (4) allowing nonresident aliens to be potential current beneficiaries of an electing small business trust (ESBT); (5) allowing individual retirement accounts (IRAs) to be S corporation shareholders; (6) allowing ESBTs to claim expanded charitable tax deductions; and (7) making permanent the rule requiring a basis adjustment to stock of an S corporation making charitable contributions of property.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.
