Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Consumer Product Safety Modernization Act - Makes any children's consumer product containing more than specified amounts of lead a banned hazardous substance under the Federal Hazardous Substances Act. Lowers the lead level at which paint is a banned hazardous product under the Consumer Product Safety Act. Requires independent third party testing of children's products. Provides for a variety of measures to facilitate identifying a product's source, intermediate parties, and end user. Requires replacing durable infant or toddler product voluntary standards with consumer product safety rules. Requires, in certain circumstances, that choking warnings be included in associated advertising. Authorizes appropriations: (1) to carry out the Consumer Product Safety Act and any other provision of law the Consumer Product Safety Commission (CPSC) carries out; and (2) for capital improvements to the Commission's research, development, and testing facility. Allows the CPSC to transact business with two members, if they are not of the same political party, until August 3, 2008. Modifies procedures for promulgating rules and regulations under the Consumer Product Safety Act and the Federal Hazardous Substances Act. Modifies procedures regarding the public disclosure by the CPSC of information regarding a consumer product. Allows the CPSC to prohibit product stockpiling. Requires notice to the CPSC if a consumer product fails to comply with a rule under the Federal Hazardous Substances Act, the Flammable Fabrics Act, or the Poison Prevention Packaging Act. Modifies requirements regarding action plans of manufacturers, distributors, or retailers to deal with products that present a substantial hazard. Requires manufacturers, distributors, or retailers to give public notice of a substantial product hazard on their Internet website and to third party Internet websites on which the product was for sale. Authorizes the CPSC to prohibit the export of, and makes it unlawful to sell, a product or substance that is not in conformity with applicable requirements. Increases the maximum civil penalties under the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Flammable Fabrics Act. Authorizes the forfeiture of assets associated with the violation of any Act enforced by the CPSC. Authorizes the CPSC, in certain circumstances, to make certain information obtained by the Commission available to any federal, state, local, or foreign government agency.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Requires the Under Secretary for Science and Technology of the Department of Homeland Security (DHS) to ensure that any federal government interagency or intra-agency agreement to develop and transition new technology explicitly characterizes the requirements, expected use, and concept of operations for that technology. Amends the Homeland Security Act of 2002 to terminate the Homeland Security Science and Technology Advisory Committee on December 31, 2012. Requires the Under Secretary to enter into an arrangement with the National Research Council for an assessment of the basic science research needs in the border and maritime security domain. Directs the Secretary of Homeland Security and the Director of the Joint Planning and Development Office to research and develop technologies to permit routine operation of unmanned aerial vehicles within the national airspace for border and maritime security missions without degradation of existing safety levels for national airspace system users. Requires: (1) the Under Secretary to research and develop technologies to permit detection of near surface voids, such as tunnels, with an emphasis on technologies with real time capability; and (2) the Under Secretary and the Director of the National Institute of Standards and Technology (NIST) to establish a joint research and development program on anticounterfeit technologies and standards.

Condemns the September 2007 attacks on African Union (AU) peacekeepers that occurred in Haskanita, Darfur, Sudan. Expresses condolences and sympathies to the people and governments of Nigeria, Mali, Senegal, and Botswana and to the families and friends of those individuals who were killed, injured, or missing in the attacks. Expresses readiness to support efforts to bring to justice those individuals responsible for the attacks and to dismantle the networks that carry out such attacks. Expresses support for the people of Darfur, and encourages all parties involved in the conflict to commit to negotiate a final peace agreement at the peace talks scheduled for October 27, 2007, in Tripoli, Libya.

Relocation Empowerment and Placement Assistance for Iraqi Refugees Act of 2007 or REPAIR Act of 2007 - Waives visa and related fees relating to special immigrant status for Afghan or Iraqi nationals who worked with the U.S. Chief of Mission or the U.S. Armed Forces as interpreters or translators. Waives numerical limitations with respect to such special immigrants. Expands such category to include persons who: (1) performed such services with a U.S. contractor; or (2) performed other services. Makes additional U.S. military officers eligible to recommend such nationals for special immigrant status. Directs the Secretary of State (Secretary) to make every effort to ensure that aliens applying for special immigrant status and visas, and aliens applying for refugee status and visas, may apply and interview within Iraq in Baghdad and Irbil through in-country processing mechanisms. Directs the Secretary and the Secretary of Defense to jointly establish a program to offer federal employment to relocated Iraqi special immigrants as translators, interpreters, and cultural awareness instructors. States that such special immigrants shall be eligible for the same resettlement assistance as refugees. Directs the Secretary to provide such special immigrants with computer literacy and vocational training, English language training, and employment and counseling services. Expresses the sense Congress that the United States should provide an orientation into life in the United States for Iraqi special immigrants and should make all reasonable efforts to provide temporary safe haven for alien applicants who are in imminent danger in Iraq.

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Stop the Sale of Murderabilia to Protect the Dignity of Crime Victims Act of 2007 - Amends the federal criminal code to: (1) restrict the items that a federal prisoner may place in the mail or for delivery; and (2) provide for civil and criminal forfeiture of real or personal property used to commit a crime or obtained as a result of such crime. Provides civil remedies, including injunctions, damages, and attorney fees, for persons aggrieved by federal prisoners using the mail in violation of this Act.

Preventing Government Shutdown Act of 2007 - Provides for automatic continuing appropriations if any regular appropriation for a fiscal year (or, if applicable, for each fiscal year in a biennium) does not become law before the beginning of such fiscal year, or a joint resolution making continuing appropriations is not in effect. Appropriates amounts necessary to continue any project or activity for which funds were provided in the preceding fiscal year: (1) in the corresponding regular appropriation Act for such preceding fiscal year; or (2) if such legislation did not become law, then in the joint resolution making continuing appropriations for such preceding fiscal year. Requires the appropriations and funds made available, and authority granted, for any fiscal year for a project or activity to be available for the period beginning with the first day of a lapse in appropriations and ending with the earlier of: (1) the date on which the applicable regular appropriation bill for such fiscal year becomes law (whether or not such law provides for such project or activity) or a continuing resolution making appropriations becomes law, as the case may be; or (2) the last day of such fiscal year.

Directs the Clerk of the House of Representatives to request the Senate to return H.R. 3161 (making FY2008 appropriations for agriculture, rural development, the Food and Drug Administration, and related agencies programs) and modify the engrossment of the bill to prohibit fund use: (1) to employ an alien who is not authorized to be employed in the United States; and (2) for rental housing assistance to an alien not authorized to receive such assistance.

Americans Saving Through Health Research Bonds Act of 2007 - Authorizes the Secretary of the Treasury to designate one or more series of savings bonds or savings certificates for each institute of the National Institutes of Health (NIH). Requires the Secretary to: (1) deduct and withhold 10% of the amount of any interest payable under such a Health Research Bond; and (2) pay any withheld amount to the relevant NIH institute to carry out institute research activities. Terminates the program ten years after the date of enactment of this Act.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

Student and Teacher Safety Act of 2007 - Requires local educational agencies to have in effect policies that deem to be reasonable and permissible a search of any minor student on public school grounds if conducted by a full-time teacher or school official, acting on any reasonable suspicion based on professional experience and judgment, to ensure that the school and students remain free from the threat of all weapons, dangerous materials, or illegal narcotics. Requires search measures to be reasonably related to search objectives, without being excessively intrusive in light of the nature of the offense and the student's age and sex. Denies Safe and Drug Free School funds, provided under the Elementary and Secondary Education Act of 1965, to local educational agencies that fail to comply with this Act.

Children's Health Insurance Program Reauthorization Act of 2007 - Reauthorizes the State Children's Health Insurance Program (CHIP) (also known as SCHIP) under title XXI of the Social Security Act (SSA) through FY2012. Provides allotments for the 50 states and the District of Columbia. Revises funding for the territories under CHIP and Medicaid (SSA title XIX). Provides incentive bonuses for states. Phases out coverage for nonpregnant childless adults under CHIP and sets conditions for coverage of parents. Gives states the option to cover low-income pregnant women under CHIP through a state plan amendment. Establishes in the Treasury the CHIP Contingency Fund. Provides for the two-year availability of allotments. Provides for limitation on matching rate for states that propose to cover children with effective family income exceeding 300% of the poverty line. Provides an option for qualifying states to receive the enhanced portion of the CHIP matching rate for Medicaid coverage of certain children. Outlines outreach and enrollment requirements, including ones for reducing administrative barriers to enrollment.. Gives states the option to verify declaration of citizenship or nationality for purposes of eligibility for Medicaid through verification of name and Social Security number. Provides for additional state option for providing premium assistance. Provides for special enrollment period under group health plans in case of termination of Medicaid or CHIP coverage or eligibility for assistance in purchase of employment-based coverage. Provides for development of an initial core set of health care quality measures for children enrolled in Medicaid or CHIP. Revises requirements related to payment error rate measurement and data collection. Provides for mental health parity in CHIP plans. Requires the Secretary of Health and Human Services to award dental health grants. Amends the Internal Revenue Code to provide for an increase in excise tax rate on tobacco products. Amends the Tax Increase Prevention and Reconciliation Act of 2005 with respect to time for payment of corporate estimated taxes.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Dog Fighting Prohibition Act - Amends the Animal Welfare Act to make it unlawful to: (1) knowingly sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; and (2) knowingly sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purposes of having the dog, animal, or offspring of the dog or other animal participate in a dog fighting venture. Provides for imprisonment for up to five years for violations.

Puget Sound Watershed Comprehensive Conservation Project Act of 2007 - Requires the Secretary of Agriculture to: (1) carry out a competitive grant program for the Puget Sound area to provide comprehensive conservation planning to address water quality; and (2) enter into cooperative agreements with state and local governments, Indian tribes, or non-governmental entities with a history of working with agricultural producers to carry out projects under the program. Authorizes the Secretary to: (1) provide project demonstration grants, provide technical assistance, and carry out information and education programs to improve water quality in the area by reducing soil erosion and improving sediment control; and (2) provide a priority for projects and activities that directly reduce soil erosion or improve water quality.

Commends and supports the efforts of the U.S. public and advocacy groups to raise awareness about and help end the humanitarian crisis and genocide in Darfur, Sudan, and to promote peace, defend human rights, and improve the lives of those affected in Sudan and Chad. Urges the United States to work with the international community to implement a more robust set of multilateral measures until President El-Bashir accepts a full-scale international peacekeeping force in Darfur.

Violent Crime Prevention and Enforcement Act of 2007 - Amends the federal criminal code to: (1) authorize the Attorney General to impose civil fines on firearms licensees who willfully violate federal firearms laws; (2) increase criminal penalties for transferring firearms for use in crimes of violence or drug trafficking and for conspiracies against the United States; (3) increase criminal penalties for felons with prior convictions for violent crimes and serious drug offenses who unlawfully possess firearms; (4) expand criteria for the detention for persons charged with firearms offenses prior to trial; (5) include other felony crimes of violence in the prohibition against interstate travel to commit murder-for-hire and increase criminal penalties for such crimes; (6) impose a 10-year limitation period for prosecutions of noncapital crimes of violence and terrorism; and (7) impose increased criminal penalties for illegal aliens who commit felony crimes of violence or drug trafficking.

National Park Centennial Fund Act - Establishes in the Treasury the National Park Centennial Fund, in which in each fiscal year from FY2008 through FY2017, there shall be deposited into the Fund amounts collected from new fees or fee increases for commercial activities, including leases, on federal lands administered by the Secretary of the Interior totaling $100 million each fiscal year. Requires the Administration's annual budget submission for the Department of the Interior to include a list of National Park Centennial Proposals. Specifies that the list include proposals that meet the requirements of one or more of : (1) an Education in Parks Centennial Initiative; (2) a Diversity in Parks Centennial Initiative; (3) a Supporting Park Professionals Centennial Initiative; (4) an Environmental Leadership Centennial Initiative; (5) a Natural Resource Protection Centennial Initiative; and (6) allowing the President to submit proposals for projects prioritized in the existing National Park Service Line Item Construction Program for funding from the Fund. Requires submission of a report detailing a service-wide strategy for increasing diversity among National Park Service employees and visitors to units of the National Park System. Makes, from FY2009-FY2018, unobligated amounts in the Fund available only for National Park Centennial Projects submitted pursuant to this Act approved in appropriation Acts for the Department. Provides for the distribution of such unobligated amounts among the six Initiatives.

Dental Health Promotion Act of 2007 - Amends the Internal Revenue Code to allow reimbursement from flexible spending accounts for products used to diagnose, cure, mitigate, treat, or prevent the onset of tooth decay (caries), periodontal diseases, and conditions ailing the teeth, gums, and mouth, or affecting their functioning.

Public Land Communities Transition Assistance Act of 2007 - Authorizes appropriations for FY2008-FY2012 for the making of payments to units of general local government in which entitlement lands are located. Sets forth provisions for the making of transition payments for FY2008-FY2012 to eligible states, U.S. territories, and counties previously receiving payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Sets forth special requirements with regard to transition payments for FY2008-FY2011 applicable to the states of California, Oregon, and Washington and eligible counties in those states in lieu of the payments that otherwise would have been made under the above transition payment provisions. Directs the Secretaries of the Interior and Agriculture to promulgate regulations to establish new fees or fee increases for commercial activities on federal lands, National Forest System lands, and National Grasslands administered by the respective Secretary.

Bear Protection Act of 2007 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect state regulation of bear population or to affect the lawful hunting of bears under state law.

Captive Primate Safety Act - Amends the Lacey Act Amendments of 1981 to add nonhuman primates (i.e., monkeys, great apes, lemurs, etc.) to the definition of "prohibited wildlife species" for purposes of the prohibition against the sale or purchase of such species in interstate or foreign commerce. Makes it unlawful for a person to sell or purchase a live animal of any prohibited wildlife species in interstate or foreign commerce (i.e., for pet trade purposes). Sets forth: (1) exceptions to such prohibition; and (2) civil and criminal penalties for violations of the requirements of this Act.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Victims of Crime Act Preservation Fund Act of 2007 - Excludes receipts and disbursements of the Crime Victims Fund from executive and congressional budgets. Prohibits the consideration of any legislation in the House of Representatives or the Senate that would authorize the use of amounts in the Crime Victims Fund for a purpose not authorized by the Victims of Crime Act of 1984. Allows the Senate to waive or suspend such prohibition by a three-fifths vote.

Expresses the sense of Congress that a commemorative postage stamp be issued by the United States Postal Service to honor our nation's disabled veterans.

Green Chemistry Research and Development Act of 2007 - Directs the President to establish a Green Chemistry Research and Development Program to promote and coordinate Federal research, development, demonstration, education, and technology transfer activities related to green chemistry. Requires the President to establish an Interagency Working Group to oversee the planning, management, and coordination of the Program. Amends the National Institute of Standards and Technology Act to provide for the Regional Centers for the Transfer of Manufacturing Technology to enhance productivity and technological performance in U.S. manufacturing through the enabling of supply chain manufacturers to continuously make improvements with the aim of reducing or eliminating the use or generation of hazardous substances. Requires the Director of the National Science Foundation to carry out a program to award grants to institutions of higher education to support their efforts to revise their undergraduate curriculum in chemistry and chemical engineering to incorporate green chemistry concepts and strategies. Requires such Director to enter into an arrangement with the National Research Council to conduct a study of, and report on, the factors that constitute barriers to the successful commercial application of promising results from green chemistry research and development. Directs the agencies participating in the Program to carry out a joint, coordinated program to award grants to institutions of higher education to establish partnerships with companies in the chemical industry to retrain chemists and chemical engineers in the use of green chemistry concepts and strategies.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Tax Increase Prevention Act of 2007 - Repeals the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001 (i.e., December 31, 2010), thus making the tax reductions enacted by that Act permanent. Repeals the termination date for provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing income tax rates on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax deduction for state and local sales taxes; (2) the tax deduction for tuition and related expenses; (3) the increased expensing allowance for small business assets and related provisions; and (4) the tax credit for increasing research activities. Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.

Food and Agriculture Risk Management for the 21st Century Act of 2007 or FARM 21 Act of 2007 - Prohibits, after 2007, any direct, counter-cyclical or transition payment to an individual or entity whose adjusted gross income exceeds $200,000. Directs the Secretary of Agriculture to offer to enter into a risk management account with a qualifying farm or ranch operator. Extends direct payments and reduces payment amounts. Requires specified payment percentages, and 100% for FY2012, to be deposited into a risk management account. Links such payments to environmental stewardship. Extends counter-cyclical payments. Repeals: (1) the milk price support program; (2) specified commodity support programs; and (3) the sugar tariff quota. Directs the Secretary to establish a recourse loan program for all commodities, including sugar, for which marketing loans were available. Reduces the crop insurance administrative and operating reimbursement rate. Extends: (1) the environmental quality incentives program; (2) the conservation innovation grants program; (3) the wetlands reserve program; (4) the grasslands reserve program; (5) the wildlife habitat incentives program; (6) the farm and ranchland protection program; and (7) the healthy forests reserve program. Extends: (1) the fruit and vegetables in school program; (2) the farm to school program; and (3) the farmers market promotion program. Directs the Secretary to assist eligible trade organizations increase the consumption of fruits and vegetables in the United States to meet federal health guidelines. Extends the McGovern-Dole international food for education and child nutrition program. Extends: (1) the biorefinery grant and loan program; (2) the renewable energy systems and energy efficiency improvements program; and (3) the biomass research and development program. Sets forth specified rural development project eligibility criteria. Extends: (1) the value-added producer grant program; (2) the rural broadband access program; (3) the rural business opportunity grant program; and (4) the farmworker training grant program. Directs the Secretary to establish a rural entrepreneurship and microenterprise program to provide low- and moderate-income individuals with skills and technical and financial assistance to establish new small businesses in rural areas. Authorizes the Secretary to provide grants and carry out a rural microloan program. Directs the Secretary to use specified Commodity Credit Corporation funds for: (1) water or waste disposal grants or loans; (2) emergency community water assistance grants; (3) community facilities grants and loans that support projects that assist rural first responders; (4) broadband access loans; and (5) distance learning and telemedicine grants. Amends the Food Stamp Act of 1977 with respect to: (1) combat pay and retirement account exclusions; (2) standard deduction increases; (3) child care deduction limits; (4) state cost-sharing during natural disasters; (5) minimum benefits; (6) program reauthorization; (7) program administration; (8) cash payment pilot projects; (9) block grants for Puerto Rico and American Samoa; (10) the commodity distribution program; (11) outreach grants; (12) the emergency food assistance program; and (13) community food projects. Directs the Secretary to offer to enter into a contract or grant agreement with a primary nongovernmental organization to establish the National Food for the Hungry Transportation Fund to track, collect, and deliver time-sensitive food products.
