Expresses support for the goals and ideals of National Night Out. Requests that the President: (1) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the Administration to make crime reduction an important priority; and (2) coordinate the efforts of the Federal Emergency Management Agency (FEMA), the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Government Accountability Office Improvement Act of 2008 - Authorizes the Comptroller General to: (1) obtain federal agency records required to discharge his or her duties, including through bringing civil actions under this Act; (2) interview federal agency officers and employees to get information about agency duties, powers, activities, organization, and financial transactions; and (3) administer oaths to witnesses (currently, the Comptroller General may administer oaths to witnesses when auditing and settling accounts). Declares that no provision of the Social Security Act, the Federal Food, Drug, and Cosmetic Act, or the Hart-Scott-Rodino Antitrust Improvements Act of 1976 shall be construed to limit, amend, or supersede the authority of the Comptroller General to obtain information, to inspect records, or to interview specified agency officers or employees, including with respect to: (1) information disclosed to or obtained by the Secretary of Health and Human Services under the Social Security Act; (2) information concerning any method or process which is entitled to protection as a trade secret; and (3) information disclosed to the Assistant Attorney General of the Antitrust Division of the Department of Justice (DOJ) or the Federal Trade Commission (FTC) for purposes of pre-merger review under the Clayton Act. Requires the Comptroller General to: (1) report annually on the overall degree of cooperation of agencies subject to the Chief Financial Officers Act of 1990 and other agencies designated by the Comptroller General in making personnel available for interviews, providing written answers to questions, submitting to an oath authorized by the Comptroller General, granting access to records, providing timely comments to draft reports, adopting report recommendations, and responding to such matters as the Comptroller General deems appropriate; and (2) report to Congress when agencies do not respond to requests regarding such matters.

Fulfilling the Potential of Women in Academic Science and Engineering Act of 2008 - Requires the Director of the Office of Science and Technology Policy to develop a policy for federal science agencies to carry out a program of workshops that educate specified federally funded researchers about methods that minimize the effects of gender bias in the evaluation of federal research grants and in the related academic advancement of the recipients of these grants. Requires the support of at least one workshop every two years among the federal science agencies in the major science and engineering disciplines. Authorizes federal science agencies to carry out such program by making grants to eligible organizations as described in this Act. Requires the Director to transmit a report evaluating such program's impact in reducing gender bias towards women engaged in research funded by the federal government. Requires the Director to develop a policy to extend research grant support and provide interim technical support for federally funded researchers who are caregivers. Requires transmission of a copy of such policy to specified congressional committees. Requires federal science agencies to collect specified standardized annual data for all applications for research and development grants to institutions of higher education and to submit the data collected to the National Science Foundation (NSF). Makes the NSF responsible for storing and publishing all such grant data. Requires annual publication of a list of the institutions of higher education science and engineering departments represented by individuals who attend the workshops described above.

Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 or FISA Amendments Act of 2008 - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to authorize the Attorney General (AG) and Director of National Intelligence (DNI) to jointly authorize the targeting (electronic surveillance) of persons located outside the United States in order to acquire foreign intelligence information, subject to specified requirements, including: (1) prior certification to the Foreign Intelligence Surveillance Court (Court); and (2) certain targeting and minimization procedures. Authorizes: (1) the AG and DNI to direct an electronic communication service provider (provider) to provide the government with all necessary assistance to accomplish the acquisition of information from targeted persons; and (2) the provider to challenge such a directive through the Court. Requires the AG and DNI to conduct semiannual assessments of compliance with targeting and minimization procedures. Provides Court jurisdiction for approving the targeting of a U.S. person located outside the United States when the acquisition is conducted within the United States. Allows the AG to authorize an emergency acquisition of such a target in certain circumstances, upon application within seven days for a Court order authorizing the surveillance. Provides similar Court jurisdiction and outlines similar procedures for the acquisition (and emergency acquisition) of a physical search. Authorizes: (1) joint applications and concurrent approvals of requests for acquisitions proposed to be conducted both inside and outside the United States; and (2) concurrent authorizations of electronic surveillance and physical searches. Directs the AG to report semiannually to the intelligence and judiciary committees concerning the implementation of information acquisition requirements. States that, other than by express statutory authorization, FISA and the procedures of chapters 119 (Wire and Electronic Communications Interception and Interception of Oral Communications), 121 (Stored Wire and Electronic Communications and Transactional Records Access), and 206 (Pen Registers and Trap and Trace Devices) of the federal criminal code shall be the exclusive means by which electronic surveillance and the interception of domestic wire, oral, or electronic communications may be conducted. Requires the AG to submit semiannually to the intelligence committees copies of any orders of the Court or the Foreign Intelligence Surveillance Court of Review that include significant construction or interpretation of FISA, including any such orders issued during the five-year period before the enactment of this Act. Requires the AG, after authorizing the installation and use of a pen register or trap and trace device on an emergency basis, to apply to the Court for an authorization order within seven days (current law requires 48 hours) after the emergency installation and use. Authorizes the Court to sit en banc when: (1) necessary to secure or maintain uniformity of Court decisions; or (2) the proceeding involves a question of exceptional importance. Authorizes the acquisition of foreign intelligence information from an entity not substantially composed of U.S. persons that is engaged in the international proliferation of weapons of mass destruction. Provides certain protections for entities (including a provider, custodian, or landlord) providing surveillance assistance at the request of the AG or the intelligence community. Requires the review of surveillance actions conducted during the period beginning on September 11, 2001, and ending on January 17, 2007.

Military Children’s School Investment Act - Amends the Impact Aid program (which compensates local educational agencies (LEAs) for the financial burden of federal activities affecting their areas) of the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to LEAs that: (1) were eligible for Impact Aid in the prior fiscal year due to federally-connected children; and (2) are experiencing an enrollment increase of at least 250 or 10% consisting of certain federally-connected children whose arrival is due to military base closures and realignments or global rebasing, force structure changes or reductions, or actions initiated by the Secretary of Defense. Requires such grants to be used: (1) to construct new schools or expand existing schools to accommodate the influx of students; (2) repair or upgrade academic facilities; or (3) lease, with the Secretary's approval, buildings or portions of buildings from a private entity for additional school space.

Amends the Commodity Exchange Act to make it unlawful for a person to enter into or execute an otherwise excluded swap transaction or exempt transaction involving crude oil, heating oil, gasoline, or diesel fuel (specified energy commodity), unless the person has been certified by the Commodities Future Trading Commission (CFTC) as having the capacity of accepting physical delivery of the commodity. Makes it unlawful, as well, for any person to hold a contract or agreement of sale of a specified energy commodity for future delivery, which is otherwise an excluded swap transaction or an exempt transaction, unless the CFTC has certified that the person has the capacity to produce or manufacture the commodity.

Modifies the procedures the U.S. Postal Service must follow in connection with the closing or consolidation of any post office, including: (1) requiring an assessment of the need for the closure or consolidation; (2) eliminating a requirement to consider the resulting Postal Service economic savings; (3) requiring a posting in each affected post office at least 90 days before the final decision is made; and (4) requiring (currently, allowing) suspension of the determination pending an appeal to the Postal Regulatory Commission. Provides for exceptions for emergency suspensions (as defined under Postal Service regulations) or lease termination or cancellation by a party other than the Postal Service. Defines "post office," for the provisions amended by this Act, to include an office, branch, station, or other facility operated by the Postal Service.

Cure and Understanding through Research for Alzheimer's Act of 2008 or La Cura Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Expresses the sense of the House of Representatives that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

National Silver Alert Act - Directs the Attorney General to: (1) establish a national Silver Alert communications network to assist regional and local search efforts for missing seniors; (2) assign a Department of Justice officer to serve as the Silver Alert Coordinator to coordinate the network with states; and (3) award grants to states for support of Silver Alert plans and the network. Defines "missing senior" as any individual who is reported as missing to or by a law enforcement agency and who meets state requirements for designation as a missing senior. Directs the Coordinator to: (1) establish minimum standards for the issuance of, and the extent of the dissemination of, alerts issued through the network; and (2) make available to states, local governments, law enforcement agencies, and other concerned entities network training and information.

Merida Initiative to Combat Illicit Narcotics and Reduce Organized Crime Authorization Act of 2008 - Authorizes the President to provide assistance to Mexico and to the countries of Central America for: (1) law enforcement and security assistance, including combating gangs and illegal drug and arms trafficking; and (2) the enhancement of the rule of law and the strengthening of civilian institutions, including the promotion of human rights. Sets forth additional supported activities and limitations on assistance. Directs the President to report to the appropriate congressional committees respecting measures taken to: (1) address U.S. demand-related aspects of the drug-trafficking phenomenon; (2) combat the southbound flow of illegal precursor chemicals and bulk cash transfers into Mexico; and (3) implement and measure the success of activities taken under this Act. Directs the Attorney General to expand the resources provided for the Project Gunrunner initiative of the Bureau of Alcohol, Tobacco, Firearms, and Explosives to prosecute individuals involved in firearms trafficking across the U.S.-Mexico border. Directs the President to designate within the Department of State a Coordinator of United States Government Activities to Implement the Merida Initiative. Terminates the authority of this Act after September 30, 2010.

Amends the Immigration and Nationality Act to allow a surviving spouse of a U.S. citizen who was married for less than two years at the time of the citizen's death who proves by a preponderance of the evidence that the marriage was entered into in good faith and not for the purpose of obtaining an immigration benefit to self-petition (within the required two years) for continued immediate relative status. Extends the petition filing deadline for two years after the date of the enactment of this Act for an alien spouse who failed to file within the required two-year period but would be considered by reason of this Act to remain an immediate relative.

Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act of 2008 - Directs the Secretary of the Interior to suspend petroleum acquisition for the Strategic Petroleum Reserve (SPR) through the royalty-in-kind program during the period between enactment of this Act and December 31, 2008. Instructs the Secretary of Energy to suspend petroleum acquisition for the SPR through any acquisition method during such period. Authorizes both Secretaries to resume acquisition during such period, but no earlier than 30 days after the President notifies Congress that the weighted average price of petroleum in the United States for the most recent 90-day period is $75 or less per barrel. Directs the Secretary of Energy, to the extent practicable, to: (1) accept delivery of royalty-in-kind oil scheduled for delivery to the Department of Energy (DOE) for the SPR pursuant to an existing contract with the Secretary of the Interior; and (2) negotiate deferral of any oil delivery scheduled for the SPR pursuant to a contract entered into by DOE before, and in effect on, the date of enactment of this Act.

States that any person who served honorably as a member of the U.S. Armed Forces (Armed Forces) in support of contingency operations shall be eligible for naturalization as if the person had served during a period of presidentially-designated military hostilities. Amends the Immigration and Nationality Act to extend the period for filing a naturalization application after completion of eligible military service. Eliminates conditional permanent resident status for certain alien spouses (and sons or daughters) who are members or veterans of the Armed Forces. Sets forth factors to be considered in initiating removal proceedings against active duty members of the Armed Forces or veterans. Prohibits removal of an alien who is a member or veteran of the Armed Forces based upon: (1) illegal reentry; (2) expedited removal for commission of certain crimes; or (3) inspection for admissions or asylum. Exempts from specified grounds of inadmissibility or deportation an alien who is a member or veteran of the Armed Forces or an alien who is the spouse, child, son, daughter, parent, or minor sibling of a member serving in the Armed Forces. Authorizes the Secretary of Homeland Security or the Attorney General to waive other grounds (with specified exceptions) for such removal. Sets forth waiver factors. Exempts from worldwide immigrant visa numerical limitations an alien who is eligible for a family-sponsored immigrant visa and is either the spouse or child of a permanent resident alien who is serving in the Armed Forces. Directs the Secretary to adjust to permanent resident status an alien who is a parent, spouse, child, son or daughter, or minor sibling of a citizen or person eligible for naturalization through military service who is serving or has served in the Armed Forces during specified periods of hostilities. Permits posthumous benefits under specified circumstances. Waives certain grounds of inadmissibility.

Intelligence Authorization Act for Fiscal Year 2009 - Authorizes appropriations for FY2009 for the conduct of intelligence and intelligence-related activities of the: (1) Office of the Director of National Intelligence; (2) Central Intelligence Agency (CIA); (3) Department of Defense (DOD); (4) Defense Intelligence Agency (DIA); (5) National Security Agency (NSA); (6) Departments of the Army, Navy, and Air Force; (7) Coast Guard; (8) Departments of State, the Treasury, Energy, and Justice; (9) Federal Bureau of Investigation (FBI); (10) Drug Enforcement Administration (DEA); (11) National Reconnaissance Office; (12) National Geospatial-Intelligence Agency; and (13) Department of Homeland Security. Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2009, for such activities are those specified in the classified Schedule of Authorizations, which shall be made available to the congressional appropriations committees and the President. Allows the Director of National Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2009 when necessary for the performance of important intelligence functions. Requires notification of the intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2009, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY2009 for the Central Intelligence Agency Retirement and Disability Fund. States that appropriations authorized by this Act for salary, pay, retirement, and other benefits for federal employees may be increased by such additional or supplemental amounts as necessary for increases in such compensation or benefits authorized by law. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution or laws of the United States.

Creates, for veterans who were subjected to certain chemical or biological warfare testing involving Project 112 conducted through Deseret Test Center (including the Shipboard Hazard and Defense Project, also known as Project SHAD), a presumption that a disease was incurred in or aggravated by service, notwithstanding that there is no record of evidence of the disease during the period of service, if the disease warrants presumtion of service connection by reason of increased exposure to a biological, chemical, or other toxic agent.

National Trauma Center Stabilization Act of 2008 - Amends the Public Health Service Act to revise provisions governing grants to trauma centers. Directs the Secretary of Health and Human Services to establish four programs to award grants to public or nonprofit trauma centers to: (1) assist in defraying substantial uncompensated care costs; (2) further a center's core mission; (3) provide emergency relief to ensure continued and future availability of trauma service; and (4) support the development and maintenance of innovative information technology systems. Sets forth: (1) minimum qualifications of eligible centers, including requirements for levels of uncompensated care provided; and (2) preferences for awarding grants among level I, II, III, and IV trauma centers and among centers based on the changing availability of or demand for trauma care in the area served and financial need. Requires grantees to submit a long-term plan for providing trauma care. Requires the Secretary to: (1) annually determine and notify centers of their eligibility to receive a grant; and (2) periodically report on the status of such grants, the financial stability of the centers, the populations using the centers, and the effectiveness and efficiency of center activities. Authorizes appropriations for such grants for FY2009-FY2014 and specifies percentages to be reserved for the different types of grants.

Expresses support for: (1) the goals and ideals of Mental Health Month; and (2) the findings of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for people, the economy, and the nation. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those with mental illness.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Southwest Border Violence Reduction Act of 2008 - Directs the Attorney General to: (1) to expand resources for the Project Gunrunner initiative of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to identify, investigate, and prosecute firearms trafficking across the U.S.- Mexico border; and (2) provide ATF agents, equipment, and training to assist Mexican law enforcement officers in combating firearms trafficking and other criminal enterprises.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Amends the Internal Revenue Code to establish in the Treasury the Homeless Veterans Assistance Fund and to allow individual taxpayers to designate on their tax returns $3.00 of income taxes ($6.00 in the case of joint returns) to be paid over to such Fund to provide assistance to homeless veterans.

Food Assistance to Improve Reintegration Act of 2008 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal the denial of food stamp eligibility for a person convicted of a felony which has as an element the possession, use, or distribution of a controlled substance. .

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Recognizes: (1) National Public Health Week; (2) the efforts of public health professionals, first responders, states, municipalities, and local communities to incorporate measures to adapt health care systems to address impacts of climate change; and (3) the role of adaptation in preventing impacts of climate change on vulnerable communities, the improvement of health status and equity through efforts to address climate change, and the need to include health policy in the development of climate responses. Encourages: (1) further research, interdisciplinary partnership, and collaboration to understand and monitor the health impacts of climate change, for preparedness activities, and for improvement of health care infrastructure; and (2) every American to learn about the impact of climate change on health.

Veterans Education Improvement Act of 2008 - Amends the Montgomery GI Bill educational assistance program for veterans to: (1) increase the rates of basic educational assistance and the time limit for entitlement to and use of such assistance; (2) provide a stipend for individuals using such assistance to pursue a program of education at an institution of higher learning; (3) extend the period for the collection of a fee for the use of such assistance; (4) authorize the use of such assistance for business courses and seminars, courses taken to prepare for licensing or certification tests, and the repayment of federal student loans; (5) allow for withdrawal of the election not to enroll in the program; (6) state that such assistance shall not reduce eligibility for other financial aid; (7) extend the increase in benefits for certain individuals pursuing apprenticeships or on-job training; (8) modify the amount for reimbursement of state and local agencies administering veterans' education benefits; (9) provide educational assistance for veterans discharged under a general discharge; (10) increase the reporting fee payable to educational institutions that enroll veterans receiving assistance; (11) provide additional areas of work-study for veterans; (12) require a five-year pilot program for on-campus work-study positions; (13) increase the number of employees in the Education Service of the Department of Veterans Affairs (VA); (14) require an action plan for upgrading VA information technology used in the administration of educational benefits; and (15) modify the advance payment of initial educational assistance or subsistence allowance.
