Lupus Research, Education, Awareness, Communication, and Healthcare Amendments of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand research on lupus to include: (1) basic research to discover the pathogenesis and pathophysiology of the disease; and (2) research to validate lupus biomarkers. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to work with a consortium of academic health institutions to undertake an epidemiological study to determine the prevalence and incidence of lupus in the United States. Requires the Director of CDC to: (1) enter into a cooperative agreement with such consortium to develop, implement, and manage a system for lupus data collection and analysis; and (2) ensure that such consortium represents different geographic areas and includes individuals of racial and ethnic backgrounds disproportionately affected by lupus. Requires the Secretary to enter into a contract with the Institute of Medicine to study and make recommendations related to lupus, to include: (1) evaluating federal and state activities related to lupus and recommending ways to expand such activities; (2) identifying gaps in federal research; and (3) recommending ways to improve the quality of life for people with lupus. Requires the Secretary, acting through the Director of the Office on Women's Health, to conduct and support a national lupus public awareness and health professional education campaign, with an emphasis on reaching populations at highest risk for the disease.

Requests the President to transmit to the House of Representatives (House), within 14 days of the adoption of this resolution, all documents in the possession of the President relating to the disclosure of the identity of Ms. Valerie Plame as an employee of the Central Intelligence Agency (CIA) during the period beginning on May 6, 2003, and ending on July 31, 2003. Directs: (1) the Secretary of State, Secretary of Defense, CIA Director, and Attorney General to each transmit to the House, within such 14 days, all documents in possession of such officials relating to such disclosure during such period; and (2) the CIA Director to transmit to the House, within such 14 days, the results of any internal investigation by the CIA into such disclosure, whether such results (or reports) are in draft or final form.

Lifespan Respite Care Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants or cooperative agreements to an agency, organization, or political subdivision to: (1) develop lifespan respite care at the state and local level; (2) provide respite care services for family caregivers caring for children or adults; (3) train and recruit respite care workers and volunteers; (4) provide information to caregivers about available respite or support services; and (5) assist caregivers in gaining access to such services. Defines "respite care" to mean planned or emergency care provided to a child or adult with a special need in order to provide temporary relief to the family caregiver. Instructs the Secretary to work cooperatively with existing federal respite program officers to ensure coordination of services for family caregivers. Permits the use of funds for: (1) training programs for family caregivers; (2) other services essential to the provision of respite care; or (3) training and education for new caregivers. Limits grants to five years. Directs the Secretary to award a grant or cooperative agreement to a public or private nonprofit entity to establish the National Resource Center on Lifespan Respite Care to: (1) maintain a national database on lifespan respite care; (2) provide training and technical assistance to state, community, and nonprofit respite care programs; and (3) provide information, referral, and educational programs to the public on lifespan respite care.

Servicemembers' Group Life Insurance Enhancement Act of 2005 - Repeals, as of August 31, 2005, section 1012 of Division A of P.L. 109-13 which increased the maximum amount of coverage under the Servicemembers' Group Life Insurance (SGLI) program to $400,000 and, for members serving in certain areas or operations, allowed $150,000 of such amount to be paid for by the Secretary concerned. Reinstates Federal provisions concerning such coverage as in effect prior to the enactment of the above Act. Reinstates the P.L. 109-13 SGLI $400,000 maximum member coverage amount. Requires the Secretary of the military department concerned, whenever a member who is eligible for SGLI executes a life insurance option, to notify that member's spouse, or, if not married, next of kin, of such execution. Includes as life insurance options an election not to be covered, to be covered in an amount less than the maximum, or for a change in the amount of coverage. Requires the same notification whenever an unmarried member who is eligible for SGLI marries. Requires amounts of SGLI elected by members to be evenly divisible by $50,000 (currently $10,000). Allows a member to elect not to be insured under SGLI for traumatic injury protection. Allows a member who has made an election not to be so insured to thereafter elect to be insured upon written application, proof of good health, and compliance with applicable terms and conditions. Makes the effective date of the latter election the date the application is received by the Secretary of Veterans Affairs.

Housing America's Workforce Act - Amends the Internal Revenue Code to allow employers a business tax credit for up to 50 percent of the qualified housing expenses paid for the benefit of their employees. Defines "qualified housing expenses" to include homeownership assistance and rental assistance. Limits the amount of such credit to the lesser of $10,000 or six percent of an employee's home purchase price, or up to $2,000 for rental assistance. Excludes from employee gross income the value of employer-paid housing assistance. Authorizes the Secretary of Housing and Urban Development to award grants in FY2006-FY2008, on a competitive basis, to nonprofit housing organizations or local governments for certain costs, including operating costs and technical assistance costs, of employer-assisted housing programs. Requires the Secretary to establish a national clearinghouse, including a website, to provide information about employer-assisted housing programs to federal, state, and local governments and other interested entities. Directs the Comptroller General to conduct a national evaluation of employer-assisted housing programs and provide to the Secretary an interim report by January 1, 2008, and final report by December 31, 2009.

Directs the Secretary of the Army to carry out without delay a thorough review of the cases of all 28 individuals convicted in the court-martial arising from a disturbance at Fort Lawton, Seattle, Washington, on August 14, 1944, in order to determine the validity of the original findings and sentences and the extent, if any, to which racial prejudice or other improper factors may have tainted the original investigation and trials. Requires the Secretary: (1) to report to Congress on the review's results; and (2) if it is determined that there was error or an injustice, to correct the individual's military records as necessary.

Build Houses for Our Military's Enlisted Servicemembers Act or the Build HOMES Act - Amends the Department of Housing and Urban Development Act to exclude basic housing assistance amounts received by a member of the Armed Forces from consideration as income for any federal housing assistance program.

Assistant United States Attorney Retirement Benefit Equity Act of 2005 - Grants an assistant United States attorney the same civil service retirement benefits as a law enforcement officer, except as specified. Includes within the definition of "assistant United States attorney" any other attorney employed by the Department of Justice (DOJ) occupying a position designated by the Attorney General upon finding that the position: (1) involves routine employee responsibilities that are substantially similar to those of assistant U.S. attorneys; and (2) is critical to DOJ's successful accomplishment of an important mission. Sets forth provisions regarding the designation of attorneys as assistant U.S. attorneys. Requires DOJ to take measures reasonably designed to provide notice to incumbent assistant U.S. attorneys on their election rights and on the effects of making or not making a timely election. Allows an incumbent to elect, for all purposes, to be treated in accordance with this Act or to be treated as if this Act had never been enacted. Sets forth provisions regarding: (1) time limits for making an election; (2) retroactive effects; and (3) individual contributions for prior service.

Veteran-Owned Small Business Promotion Act of 2005 - Requires the Department of Veterans Affairs to award not less than nine percent of the total value of all prime contract and subcontract awards for each fiscal year to small businesses owned and controlled by veterans. Requires at least one-third of those awards to go to small businesses owned and controlled by veterans with service-connected disabilities. Requires a business, in order to be so eligible, to be listed in a database of veteran-owned small businesses maintained by the Secretary of Veterans Affairs. Provides enforcement penalties for misrepresentation as a veteran-owned small business. Treats a veteran's surviving spouse as a veteran for purposes of eligibility of a business after the death of the veteran-owner. Provides the highest priority in the award of such contracts and subcontracts to small businesses owned and controlled by veterans with service-connected disabilities. Directs the Secretary, in procuring goods and services pursuant to a contracting preference, to give priority to a small business owned and controlled by a veteran if such small business also meets the requirements of the contracting preference.

Mortgage Insurance Fairness Act of 2005 - Amends the Internal Revenue Code to allow a tax deduction for mortgage insurance premiums. Reduces the amount of such deduction for taxpayers with adjusted gross incomes exeeding $100,000. Authorizes the Secretary of the Treasury to require informational returns from any individual who receives payment of more than $600 in mortgage insurance premiums.

Money Follows the Person Act of 2005 - Authorizes the Secretary of Health and Human Services to award grants to states for demonstration projects (MFP demonstration projects) designed to: (1) increase the use of home and community-based, rather than institutional, long-term care services (rebalancing) under state Medicaid programs; (2) eliminate barriers or mechanisms that prevent or restrict the flexible use of Medicaid funds to enable Medicaid-eligible individuals to receive support for appropriate and necessary long-term care services in the settings of their choice; (3) increase the ability of state Medicaid programs to assure continued provision of home and community-based long term care services to eligible individuals who choose to transition from an institutional to a community setting; and (4) ensure that procedures are in place to provide quality assurance for eligible individuals receiving Medicaid home and community-based long-term care services and to provide for continuous quality improvement in such services.

Expresses the the sense of Congress that: (1) the United States should accelerate Iraqi security force training, and urge the North Atlantic Treaty Organization (NATO) and other international organizations to take a more prominent training role; (2) the President and the Secretary of Defense should develop a comprehensive plan to deal with the problems that the U.S. military is experiencing because of high operational tempo in Iraq; and (3) the President should develop and explain to the people of the United States a strategy for success in Iraq which includes plans for quicker and more effective training of Iraqi army and police forces, and U.S. military withdrawal once Iraqi security forces are able to provide security on a self-sustaining basis.

Establishes in the legislative branch the Independent Commission on the Investigation of Detainee Abuses to conduct a full, complete, independent, and impartial investigation of the abuses of detainees in connection with Operation Iraqi Freedom, Operation Enduring Freedom, or any operation within the Global War on Terrorism, including, but not limited to: (1) the extent of the abuses; (2) why the abuses occurred; and (3) who is responsible. Directs the Commission, in connection with the investigation, to assess, analyze, and evaluate relevant persons, policies, procedures, reports, and events. Authorizes the Commission to report interim findings, conclusions, and recommendations to Congress and the President. Requires a final report containing recommendations for corrective measures. Terminates the Commission 60 days after its final report.

Pulmonary Hypertension Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health (NIH) agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Amends the Small Business Act to authorize a Small Business Development Center in an eligible state to apply for an additional Small Business Administration grant to be used solely to provide services to assist with outreach, development, and enhancement on Indian lands of small business startups and expansions owned by Indian tribe members, Native Alaskans, and Native Hawaiians (members and Natives). Defines an eligible state as one in which at least one percent of its population is comprised of such members and Natives. Limits each grant to $300,000 in a fiscal year. Requires a state receiving such a grant to request the advice of local tribal councils on how best to provide assistance to such members or Natives and where to locate satellite centers to provide such assistance.

Dr. James Allen Disabled Veterans Equity Act - Requires the Secretary of Veterans Affairs to pay special disability compensation due to a veteran's loss of paired organs when the veteran has suffered impairment of vision compensable to a degree of ten percent or more (currently, blindness) in one eye as a result of a service-connected disability and impairment of vision (currently, blindness) in the other eye as a result of a non-service-connected disability not the result of the veteran's own willful misconduct.

Atomic Veterans Relief Act - Includes within the definition of a "radiation-risk activity" for purposes of eligibility criteria for veterans' disability compensation the exposure to ionizing radiation due to residual contamination resulting from participation in a nuclear detonation. Directs the Secretary of Veterans Affairs to include in regulations pertaining to the service-connection of veterans' disabilities additional provisions to ensure, in the case of a claim by a radiation-exposed veteran for service-connection of a nonpresumptive disability, that the procedures for establishment of whether the disability is service-connected do not require imputation to the veteran, through a process known as dose reconstruction, of any particular level of exposure to ionizing radiation.

Directs the Secretary of Veterans to designate, establish, and operate at selected Department of Veterans Affairs health-care facilities six centers for Parkinson's disease research, education, and clinical activities. Requires the Under Secretary for Health to establish a panel to assess the scientific and clinical merit of proposals submitted by a facility for the operation of such a center.

American Veterans Homeownership Act of 2005 - Amends the Internal Revenue Code to: (1) revise the definition of qualified veteran for purposes of the veterans' mortgage bond program to include all veterans who served on active duty regardless of date of service; (2) allow veterans to apply for financing under such bond program up to 25 years after the end of their active duty; and (3) revise volume limitations applicable to the issuance of such bonds in certain states.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) increased investment in childhood cancer research; (3) incentives to encourage medical trainees and investigators to enter the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.

Supply Our Soldiers Act of 2005 - Directs the United States Postal Service (USPS) and the Secretary of Defense to provide a program under which postal benefits are made available for personal correspondence and other mail matter sent from within the United States by designated representatives (next-of-kin) to members of the Armed Forces who are: (1) serving on active duty abroad in support of military operations or against an enemy of the United States or other hostile force; or (2) hospitalized in a U.S. military facility as a result of disease or injury incurred during service overseas. Limits postal benefits to $150 per calendar quarter, and limits the size and weight of allowable parcels. Allows charitable organizations to apply for such benefits.

Detainee Treatment Accountability Act - Directs the Secretary of Defense to transmit a copy of any confidential or exclusive report provided to the Department of Defense (DOD) by an entity outside the U.S. government concerning treatment of DOD detainees held at any location in connection with an armed conflict, including the war on terror, within 15 days of receipt to: (1) the Committee on Armed Services and the Committee on Foreign Relations of the Senate; and (2) the Committee on Armed Services and the Committee on International Relations of the House of Representatives.

Ending the Medicare Disability Waiting Period Act of 2005 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for Medicare benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or PREEMIE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand and coordinate NIH research on preterm labor and delivery, infant mortality, and low birthweight infants. Establishes the Maternal-Fetal Medicine Units Network and the Neonatal Research Units Network within NIH. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) expand and coordinate CDC activities on preterm labor and delivery and infant mortality; (2) conduct a study on the relationship between prematurity, birth defects, and developmental disabilities; and (3) review the Pregnancy Risk Assessment Monitoring Survey. Requires the National Institute of Child Health and Human Development's national longitudinal study of environmental influences on children's health and development to consider the impact of assisted reproduction technologies. Requires the Director of NIH to contract with the Institute of Medicine to study the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration (HRSA) to assess certain core performance and outcome measures utilized under the Social Security Act for purposes of expanding such measures to include known risk factors of low birthweight and prematurity. Requires the Secretary of Health and Human Services to: (1) conduct a demonstration project to improve the provision of information on prematurity to health professionals and the public; (2) conduct projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit, during the transition of the infant to the home, and in the event of a newborn death; and (3) establish an Interagency Coordinating Council on Prematurity and Low Birthweight.

Expresses the sense of Congress that cancer-related infertility is a serious quality of life issue for cancer patients. Urges the medical community to increase its efforts to ensure that discussions about the risk of infertility and fertility preservation options are an integral part of pretreatment planning and consent for treatment for all reproductive-age patients. Calls for the federal government, acting through the National Institutes of Health (NIH), to: (1) encourage research to strengthen fertility preservation technologies; (2) consider ways to improve access to fertility preservation options; and (3) raise awareness about the fertility side effects and preservation options.

Keeping Our Promises to America's Children Act of 2005 - Provides a moratorium on compliance with certain requirements for adequate yearly progress under the Elementary and Secondary Education Act of 1965 as amended by the No Child Left Behind Act of 2001 (ESEA), for any fiscal year in which amounts appropriated are less than those authorized for the applicable program, project, or activity under ESEA title I (Improving the Academic Achievement of the Disadvantaged) part A (Improving Basic Programs Operated by Local Educational Agencies) (I-A). Authorizes state or local educational agencies receiving I-A funds to observe such moratorium. Directs the Secretary of Education to ensure that otherwise applicable negative consequences shall not apply to such recipients because of such action.

College Affordability and Accountability Act - Amends the Higher Education Act of 1965 (HEA) to require state maintenance of effort in providing funding to public institutions of higher education (IHEs). Requires all IHEs to plan, engage in, and report on cost containment strategies. Authorizes the Secretary of Education to conduct research on such strategies. Directs the Secretary to publish an annual report on college affordability and to disseminate certain data, including the net price tuition index (NTPI) for each IHE through a college price calculator on an enhanced college opportunities on line (COOL) website. Establishes a Pell Plus program to provide an increased award to each Pell Grant recipient at IHEs that maintain specified types of: (1) low tuition; (2) guaranteed tuition; or (3) affordable tuition. Establishes a program of grants for cooperative education for IHEs that restrain tuition increases. Authorizes grants and contracts for cooperative education demonstration and innovation projects, training and resource centers, and research. Directs the Secretary to commission the National Research Council to study the viability of developing and implementing standards in environmental, health, and safety areas to provide for differential regulation of: (1) industrial laboratories and facilities; and (2) research and teaching laboratories. Authorizes the Secretary to select IHEs, IHE systems, or IHE consortia for voluntary participation in an articulation agreement demonstration program to specify the acceptability of courses in transfer toward meeting specific degree requirements, as a means to lower tuition prices for students. Directs the Advisory Committee on Student Financial Assistance to convene a task force of experts to: (1) determine the best methods to finance higher education in the long-term; (2) help public institutions utilize long-term budgeting; (3) review the trends of financing of higher education; and (4) define the role played by the states, the federal government, families, and outside entities in financing higher education, and determine the best methods to strengthen this partnership.

Vision Preservation Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), and the National Institutes of Health (NIH), to expand and intensify programs to increase awareness of vision problems, including: (1) activities to establish a solid scientific base of knowledge on the prevention and control of vision problems and related disabilities; (2) research within CDC on the prevention and management of vision loss; and (3) programs targeted to prevent vision loss, treat eye and vision conditions, and rehabilitate people of all ages who are blind or partially sighted in underserved and minority communities. Amends the Social Security Act to include within the maternal and child health service block grant program the introduction of core performance measures on eye health by incorporating vision screening standards into state programs. Requires the Director of NIH to expand, intensify, and coordinate programs for the conduct and support of research with respect to vision loss prevention and vision rehabilitation. Amends title XVIII (Medicare) of the Social Security Act to provide coverage for vision rehabilitation services. Requires the Secretary to: (1) conduct a study on barriers faced by medically underserved populations to vision services that are covered under the medicare program, including vision rehabilitation and other vision-related services; and (2) enter into an agreement with the Institute of Medicine to study the cost benefit of providing a universal dilated eye exam under the medicare program.

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Long-Term Care and Retirement Security Act of 2005 - Amends the Internal Revenue Code to: (1) allow a tax deduction from gross income for long-term care insurance premiums; (2) include long-term care insurance in employee benefit cafeteria plans and flexible spending arrangements; (3) allow a tax credit for certain long-term care costs; (4) set forth certain consumer protections for long-term care insurance contracts; and (5) allow tax free exchanges of long-term care insurance contracts.

Healthcare Student Financial Assistance Act - Directs the Secretary of Education to make certain revisions to specified regulations for student loan repayment deferment, under the Federal Family Education Loan, Federal Direct Student Loan, and Perkins Loan programs, with respect to borrowers who are in postgraduate medical and dental residency and fellowship programs. Amends the the Higher Education Act of 1965 to provide that a specified limitation on students in medical residency programs does not apply to students in dental residency programs under certain student loan deferment provisions.

Amends the Communications Act of 1934 to make federal provisions which prohibit the obligation or expenditure of funds either in excess of appropriated amounts or in violation of sequestration orders under the Balanced Budget and Emergency Deficit Control Act of 1986 inapplicable to: (1) any amount collected or received as federal universal service contributions; or (2) the expenditure or obligation of amounts attributable to such contributions.

Recognizes the historical significance to the Nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and solving the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Visitors Interested in Strengthening America (VISA) Act of 2005 - Amends the Immigration and Nationality Act to authorize a Department of Homeland Security official to waive certain entry documentary requirements for a nonimmigrant child (unmarried and under the age of 16) who is a citizen or national of Mexico and accompanying parent or adult chaperone in instances of: (1) medical visits; (2) student groups; or (3) special community events. Sets forth additional requirements for such entries.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Credit Union Regulatory Improvements Act of 2005 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of well-capitalized, adequately capitalized, under capitalized, and significantly undercapitalized credit unions. Sets the minimum risk-based net ratio at 8%. Revises the requirement that the National Credit Union Administration Board design the risk-based net worth standard to take account of any material risks to insured credit unions. Requires the standard to be designed in relation to risk assets, and to be based on comparable standards for taking into account material risks to insured depository institutions under the Federal Deposit Insurance Act that are applicable to credit unions. Revises definitions relating to net worth of credit unions. Cites circumstances in which the Board may waive the requirement that an undercapitalized credit union submit an acceptable net worth restoration plan. Revamps guidelines governing limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in buildings in credit union offices in underserved areas. Permits a credit union to invest securities for its own account. Increases from 12 to 15 years the term of credit union loans. Increases from 1% to 3% the investment limit in credit union service organizations. Permits credit unions to offer check cashing and money transfer services to persons within the field of membership (instead of, as currently, to members only). Extends to voluntary mergers on or after August 7, 1998, involving multiple common-bond credit unions the exemption from the numerical limit (only a group with fewer than 3,000 members) for eligibility for inclusion in the field of membership category of such a credit union. Requires the Board to prescribe criteria for continued membership of certain member groups in the case of conversions of certain credit unions to a community charter. Amends the Securities Exchange Act of 1934 and the Investment Advisers Act of 1940 to treat credit unions as banks which shall not be considered brokers or dealers because the credit unions engage in certain broker- or dealer-related activities.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.

Montgomery GI Bill Improvements Act of 2005 - Amends the Montgomery GI Bill to authorize enhanced educational assistance to a member of the Armed Forces who, after September 30, 2005: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides a monthly stipend for approved programs of education. Increases the rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; and (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance. Excludes educational assistance payments from income for purposes of eligibility for Federal educational loans. Repeals the ten-year delimiting date for use of entitlement to basic educational assistance for: (1) veterans; (2) Selected Reserve members; and (3) members of the reserve components called or ordered to active service in response to a war or national emergency. Eliminates: (1) with respect to transfer of basic educational assistance to a dependent by a member of the Armed Forces with critical skills the requirements that such skill or specialty be designated by the Secretary concerned as eligible for such transfer; and (2) with respect to accelerated payments of basic educational assistance the requirement that the individual is enrolled in a program leading to employment in a high technology occupation. Increases student loan program repayment amounts for active duty and Selected reserve members. Limits total repayment amounts for: (1) active duty members with specialties to $40,000; and (2) Selected Reserve members with specialties to $20,000.

Medical Malpractice Relief Act of 2005 - Amends the Internal Revenue Code to allow a business tax credit for taxable years beginning in 2005 or 2006 for expenditures for medical professional malpractice insurance. Allows a credit for: (1) 30 percent of the malpractice insurance expenditures of a physician who practices in any surgical specialty or subspecialty, emergency medicine, obstetrics, or anesthesiology or who does intervention work that is reflected in medical malpractice insurance expenditures; and (2) 20 percent of such expenditures of a physician who practices in general medicine, allergy, dermatology, pathology, or other specialty and of any hospital, clinic, or long-term care provider. Limits the amount of expenditures that may be taken into account to twice the average of costs of medical malpractice insurance for similarly situated health care providers. Directs the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to make grants to certain nonprofit hospitals, clinics, and long-term care providers to assist such entities in defraying their medical malpractice insurance expenditures. Limits the amount of such grants to 15 percent of the medical malpractice insurance expenditures incurred by such entities in any year.

Veterans Outreach Act of 2005 - Rescinds a specified Department of Veterans Affairs (VA) memorandum (Status of VHA Enrollment and Associated Issues) from the Deputy Under Secretary for Health for Operations and Management. States that: (1) Veterans Integrated Service Networks' marketing activities shall be carried out without regard to such memorandum; and (2) no VA funds shall be used to carry out such memorandum. Directs the Secretary of the VA to annually prepare a plan for VA outreach activities for the following year which shall include plans to: (1) identify veterans who are not enrolled for VA benefits; and (2) inform veterans and their dependents of benefits changes, including medical and nursing care eligibility. Directs the Secretary to: (1) establish procedures to coordinate VA outreach activities; and (2) assign VA employees to conduct outreach program services for eligible dependents (spouse, surviving spouse (whether or not remarried), child (regardless of age or marital status), or parent of a person who served in the active military, naval, or air service).
