Alice Paul Women's Suffrage Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2011 - Amends title II (Old Age, Survivors and Disability Benefits) (OASDI) of the Social Security Act (SSA) to extend the months of coverage of immunosuppressive drugs for kidney transplant patients. Amends SSA title XVIII (Medicare) to make eligible for enrollment in Medicare part B (Supplementary Medical Insurance), solely for the purpose of such drug coverage, every individual whose insurance benefits under Medicare part A (Hospital Insurance) have ended by reason of a kidney transplant or the end of any requirement for a regular course of dialysis. Directs the Secretary of Health and Human Services (HHS) to determine a monthly premium rate for such individuals equal to 35% of the monthly actuarial rate for enrollees age 65 and over. Prescribes a formula for detemination of a government contribution to such a premium.

American Horse Slaughter Prevention Act of 2011 - Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition. Increases the cap on the amount of appropriations that may be used to carry out such Act.

Health Equity and Accountability Act of 2011 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of Health and Human Services (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group, a technical clearinghouse, and an advisory committee; (2) awarding grants to academic institutions, (3) establishing a health and health care disparities education program, and (4) providing for scholarships, loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2011 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies. Expands Medicare coverage of marriage and family therapist services and mental health counselor services. Provides for community mental health services to be offered through federally-qualified behavioral health centers. Lung Cancer Mortality Reduction Act of 2011 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2017. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2011 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2011 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2011 - Requires the Secretary to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Secretary to carry out activities to expand the Minority HIV/AIDS Initiative. National Black Clergy for the Elimination of HIV/AIDS Act of 2011 - Provides for a program of grants to public health agencies and faith-based organizations to address HIV/AIDS in the African-American community. Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act or the JUSTICE Act - Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act of 2011 - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Minority Diabetes Initiative Act - Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations. Sets forth provisions regarding the use of health information technology to reduce health disparities. Prohibits discrimination in federal health programs or activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the President to enforce Executive Order 12898 (requires federal agencies to take actions to achieve environmental justice) as federal law. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) a Healthy Food Financing Initiative.

Fix America's Schools Today (FAST) Act of 2011 - Directs the Secretary of Education to allocate grants to states and, through them, subgrants to local educational agencies (LEAs) to modernize, renovate, or repair early learning or elementary or secondary education facilities. Requires the Secretary to allocate grants directly to the 100 LEAs with the largest numbers of children aged 5-17 living in poverty to modernize, renovate, or repair such facilities. Requires allocation of such funds among these LEAs in proportion to each LEA's respective share of school improvement funds under part A of title I of the Elementary and Secondary Education Act of 1965. Requires states to give subgrant priority to projects that comply with certain green building standards. Prohibits the use of such grants for new construction or routine maintenance costs. Reserves funds for a survey, by the National Center for Education Statistics, of nationwide public school construction, modernization, renovation, and repair needs. Directs the Secretary to allocate grants to states to modernize, renovate, or repair existing facilities at community colleges. Prohibits the use of such grants: (1) for routine maintenance costs, (2) on facilities used for events for which the public is charged admission, or (3) on facilities which are used for sectarian purposes. Requires states, in providing assistance to community college projects, to consider the extent to which the project complies with certain green building standards. Limits the amount of time states and LEAs have to obligate this Act's grants and subgrants. Requires, with certain exceptions, the iron, steel, and manufactured goods used in projects funded by this Act to be domestic. Applies the prevailing wage rate requirements of the Davis-Bacon Act to projects assisted pursuant to this Act.

Wounded Veteran Job Security Act - Expands the definition of "service in the uniformed services" for the purposes of uniformed servicemembers' employment and reemployment rights to include a period for which a person is absent from a position of employment to obtain medical treatment for an injury or illness recognized as service connected by the Secretary of Veterans Affairs (VA), or for which a line-of-duty document has been granted by the Secretary of Defense (DOD). Directs such a person intending to return to a position of employment to notify the employer within a specified time period. Requires a person submitting an application for reemployment due to such an absence for medical treatment to provide the employer, upon request, with documentation to establish eligibility for reemployment, including a link between the injury or illness and the medical treatment obtained.

Joint Select Committee on Job Creation Act of 2011 - Establishes the Joint Select Committee on Job Creation, whose goal shall be to restore the nation's workforce to full employment over FY2012 and FY2013. Requires the joint committee to provide recommendations and legislative language that will significantly improve the short-term and long-term employment levels in the United States. Prescribes legislative procedures for consideration in both chambers of the Joint Committee's recommendations.

Revises the membership eligibility requirements of the federal charter for the Blue Star Mothers of America, Inc. Redefines "mother" to mean a woman who filled the role of birth mother. Adds, in addition to adoptive mother and stepmother (as in the current charter), foster-mother, grandmother, or legal guardian of a person who is serving in the Armed Forces or has served in, or has been honorably discharged from it (as in the current charter). Repeals the limitation to service in World War II or the Korean hostilities of the Armed Forces service of the eligible mother's son or daughter. Allows the eligible mother to be a U.S. citizen living outside the United States. (Currently the charter limits membership to eligible mothers living in the United States.)

Directs the Secretary of Veterans Affairs (VA) to designate one city in the United States each year as an "American World War II City" based on: (1) contributions to the war effort during World War II; and (2) efforts to preserve the history of such contributions, including preservation organizations or museums, restoration of World War II facilities, and recognition of World War II veterans. Designates Wilmington, North Carolina, as the first such city.

Cancer Drug Coverage Parity Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan providing benefits for intravenously administered or injected anticancer medications to provide no less favorable coverage for prescribed, orally administered anticancer medication that is used to kill or slow the growth of cancerous cells and that has been approved by the Food and Drug Administration (FDA). Applies such requirement to medication that is prescribed based on a finding by the treating physician that the medication is: (1) medically necessary for the purpose of killing or slowing the growth of cancerous cells in accordance with nationally accepted standards of medical practice; (2) clinically appropriate in terms of type, frequency, extent site, and duration; and (3) not primarily for the convenience of the patient, physician, or other health care provider. Permits such coverage to be subject to the same cost-sharing applicable to intravenously administered or injected anticancer medications under the plan. Prohibits a health plan from imposing an increase in out-of-pocket costs, or reclassifying benefits, with respect to anticancer medications. Requires a plan to provide notice to each participant and beneficiary regarding the coverage required under this Act. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Requires the Medicare Payment Advisory Commission to assess how closing the Medicare part D donut hole affects Medicare coverage for orally administered anticancer medications, with a particular focus on cost and accessibility.

Expresses the sense of Congress that: (1) any deficit reduction plan put forward by the Joint Select Committee on Deficit Reduction should not balance the budget by eroding America's hard-earned retirement plan and social safety net; (2) Medicare's ability to deliver high quality health care in a cost-efficient manner should be strengthened and its benefits should be preserved for current and future retirees; (3) appropriate reform to strengthen Social Security's long-term outlook should ensure that it remains a critical source of protection for the people of the United States and their families without further increasing the retirement age or otherwise decreasing benefits; and (4) federal funding for the Medicaid program should be maintained so that senior citizens, poor and disabled children, and others with disabilities are able to gain and retain access to affordable health care.

Education for All Act of 2011 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote quality universal basic education. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic quality education plans. Directs the Administrator of the United States Agency for International Development (USAID) to designate a Coordinator of United States Government Actions to Provide Basic Education Assistance who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Recognizes there are American and South Korean prisoners of war (POWs) and civilian abductees from the Korean War who are still alive in North Korea and who want to be repatriated. Calls upon the U.S. government to resume search and recovery operations in North Korea for remains of American POWs. Recommends that the United States and South Korea jointly investigate reports of sightings of American POW/MIAs. Encourages North Korea to repatriate American and South Korean POWs. Calls upon North Korea to: (1) admit to the abduction of more than 100,000 South Korean civilians and reveal the status of the abductees; and (2) agree to family reunions and repatriation of the abductees.

Aviation Jobs and Safety Act of 2011 - Amends the Internal Revenue Code to extend through September 30, 2011, increased excise taxes on aviation fuels, the excise tax on air transportation of persons and property, and the expenditure authority for the Airport and Airway Trust Fund. Extends through September 30, 2011: (1) the authorization of appropriations for airport planning and development and noise compatibility planning projects (known as airport improvement projects [AIPs]), and (2) the authority of the Secretary of Transportation to make new AIP grants. Extends until October 1, 2011: (1) the pilot program for passenger facility fee authorizations at non-hub airports, and (2) disclosure requirements for large and medium hub airports applying for AIP grants. Directs the Secretary to extend through September 30, 2011, the termination date of insurance coverage for domestic or foreign-flag aircraft. Grants the Secretary discretionary authority to further extend such coverage through December 31, 2011. Extends through December 31, 2011, the authority of the Secretary to limit air carrier liability for claims arising out of acts of terrorism. Extends through September 30, 2011: (1) grant eligibility for airports located in the Marshall Islands, Micronesia, and Palau; (2) grants to state and local governments for land use compatibility AIPs; and (3) authority for approving an application of the Metropolitan Washington Airports Authority for an airport development grant or for permission to impose a passenger facility fee. Amends the Vision 100 - Century of Aviation Reauthorization Act to extend through September 30, 2011: (1) the temporary increase to 95% of the federal government's share of certain AIP costs, and (2) funding for airport development at Midway Island Airport.

Humane Enforcement and Legal Protections for Separated Children Act or the HELP Separated Children Act - Sets forth: (1) apprehension procedures for immigration enforcement-related activities engaged in by the Department of Homeland Security (DHS) or by other entities under agreement with DHS, and (2) related protections for apprehended persons who belong to specified vulnerable population groups. Amends the Immigration and Nationality Act to: (1) authorize an alien who has been arrested or detained pending a removal determination to be represented by counsel (at no cost to the government), and (2) require that an alien who has been in such custody for more that 48 hours be brought for a custody determination not later than 72 hours after commencement of detention. Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require that state plans for foster care and adoption assistance include provisions regarding foster care children with a parent, legal guardian, or primary caregiver relative who is in immigration detainment or has been removed from the United States. Directs the Secretary of Homeland Security to: (1) mandate vulnerable population and child welfare training for immigration enforcement personnel, and (2) ensure that immigration detention facilities take steps to preserve family unity.

National Pediatric Acquired Brain Injury Plan Act of 2011 - Requires the Secretary of Health and Human Services (HHS) to make a payment for each fiscal year from FY2012-FY2018 to the State Lead Center in each state for implementation of the National Acquired Brain Injury Plan, as developed by the International Advisory Board of the Sarah Jane Brain Foundation.

Seniors Protection Act of 2011 - Directs the Secretary of the Treasury to disburse a $250 payment to recipients of Social Security, SSI (Supplemental Security Income under title XVI of the Social Security Act), railroad retirement benefits, and veterans disability compensation or pension benefits if no cost-of-living adjustment is payable in 2011. Allows a tax credit for $250 ($500 in the case of a joint return if both spouses are eligible) for certain federal, state, and territorial retirees.

Helping Homeless Heroes Act of 2011 - Allows grants made by the Secretary of Veterans Affairs (VA) for homeless veterans' comprehensive services programs (outreach, rehabilitation, vocational counseling, and transitional housing assistance) to be used for the construction of new facilities. Prohibits the Secretary from denying applications for such grants solely on the basis that the grant entity proposes to use funding from other private or public sources, as long as such entity demonstrates that a private nonprofit organization will provide project oversight and site control. Revises eligibility: (1) under the grant program for entities serving homeless veterans with special needs, and (2) for treatment and rehabilitation of homeless veterans who are not seriously mentally ill. Includes all individuals caring for minor dependents (current law applies only to women caring for minor dependents) within the definition of "homeless veterans with special needs." Directs the Secretary to submit to Congress a comprehensive plan to end homelessness among veterans. Requires the plan to consider circumstances and requirements unique to veterans located in rural areas. Extends provisions concerning: (1) homeless veterans' health care to December 31, 2012; (2) centers for provision of comprehensive services and property transfers for housing assistance to December 31, 2014; and (3) the Advisory Committee on Homeless Veterans to December 30, 2013.

Federal First Offender Improvement Act of 2011 - Amends the federal criminal code to extend the pre-judgment probation and expungement procedures for simple possession of a controlled substance under the Controlled Substances Act to individuals who are convicted under such Act of drug trafficking or of attempting or conspiring to commit a drug offense. Sets forth requirements for granting pre-judgment probation for drug trafficking or of attempting or conspiring to commit a drug offense, including that: (1) the offender did not use violence or credible threats of violence or possess a firearm or other dangerous weapon (or induce another participant to do so) while committing the offense; (2) the offense did not result in death or serious injury to any person; (3) the offender was not an organizer, leader, manager, or supervisor of others in the offense and was not engaged in a continuing criminal enterprise; and (4) the offender has not been previously convicted of a crime of violence or other offense punishable by a prison term of more than one year. Provides for a period of such probation of up to two years. Revises the requirement for pre-judgment probation for simple possession to having not been previously convicted of a crime of violence or other offense punishable by a term of imprisonment for more than one year. Eliminates the requirement that an offender seeking expungement of a record of a disposition be less than 21 years old at the time of the offense.

Directs the Secretary of Veterans Affairs (VA) to enter into a contract or agreement with each state home to pay for nursing home care provided in the home to certain veterans with service-connected disabilities. Requires such payment to be based on a methodology, developed by the Secretary in consultation with the home state, to adequately reimburse the state home for the care provided under such contract or agreement. (Current law requires payment at the lesser of the prevailing rate in the geographic area for non-VA nursing homes or the daily cost of care, both of which are determined by the Secretary.)

Veterans Day Moment of Silence Act - Directs the President to issue an annual proclamation calling on the people of the United States to observe two minutes of silence on Veterans Day, beginning at 2:11 p.m. eastern time, in honor of the service and sacrifice of veterans throughout the history of the nation.

Pulmonary Fibrosis Research Enhancement Act - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to: (1) establish the National Pulmonary Fibrosis Advisory Board, (2) develop a system to collect data on pulmonary fibrosis and other interstitial lung diseases, and (3) establish the National PF Registry. Requires the Secretary of Health and Human Services (HHS), in developing the Registry, to: (1) expand and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure; and (2) provide for research access to pulmonary fibrosis data. Directs the Secretary to ensure that epidemiological and other types of information are made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs (VA). Requires the Director of CDC to prepare the National Pulmonary Fibrosis Education and Awareness Plan, which shall: (1) focus on strategies to increase public education and awareness of pulmonary fibrosis, (2) address the need for new physician education strategies to improve diagnosis and treatment standards, and (3) assess and monitor the costs of pulmonary fibrosis and its burden on patients and families. Encourages the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate Institute pulmonary fibrosis research activities.

Animal Fighting Spectator Prohibition Act of 2011 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Family and Medical Leave Inclusion Act - Amends the Family and Medical Leave Act of 1993 to provide for employee leave to care for a domestic partner or his or her child, parent-in-law, adult child, sibling, grandparent, grandchild, son-in-law, or daughter-in-law (as well as for a spouse, child, or parent), if such person has a serious health condition. Amends federal civil service law to apply the same leave allowance to federal employees.

Southwest Border Judgeship Expansion Act of 2011 - Directs the President to appoint, by and with the Senate's advice and consent, specified additional: (1) permanent district judges for various federal judicial districts in Arizona, California, New Mexico, and Texas; and (2) temporary district judges for various federal districts in such states. Prohibits, for each of the districts in which a temporary district judge is required to be appointed under this Act, filling the first vacancy arising on such a district court 10 years or more after a judge is first confirmed to fill the temporary district judgeship created in that district. Converts to permanent judgeships certain existing temporary judgeships for the district of Arizona, the central district of California, the district of New Mexico, and the eastern district of Texas.

Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Research of Alcohol Detection Systems for Stopping Alcohol-related Fatalities Everywhere Act of 2011 or ROADS SAFE Act of 2011 - Directs the Administrator of the National Highway Traffic Safety Administration (NHTSA) to carry out a collaborative research effort to continue to explore the feasibility and the potential benefits of, and the public policy challenges associated with, more widespread deployment of in-vehicle technology to prevent alcohol-impaired driving.

Border Health Security Act of 2011 - Amends the United States-Mexico Border Health Commission Act to revise the duties of the United States-Mexico Border Health Commission to include serving as an independent and objective body to both recommend and implement initiatives that solve border health issues. Authorizes a member of the Commission to provide advice or recommendations to Congress concerning issues that are considered by the Commission. Requires the Secretary of Health and Human Services (HHS), acting through the members of the Commission, to award grants to eligible entities to improve the health of individuals residing in the United States-Mexico Border Area. Requires the Secretary to award grants under the Early Warning Infectious Disease Surveillance project to eligible entities for infection disease surveillance activities in the United States-Mexico Border Area. Requires the Commission to: (1) prepare a binational strategic plan to guide the operations of the Commission, and (2) develop and approve an operational work plan and budget based on the strategic plan. Requires the Government Accountability Office (GAO) to conduct an evaluation of Commission activities. Requires the Secretary to enter into a contract with the Institute of Medicine for a study concerning binational health infrastructure, with respect to the United States and Mexico and the United States and Canada (including trauma and emergency care), and health insurance efforts. Authorizes the Secretary to coordinate with the Secretary of Homeland Security (DHS) in establishing a health alert system that: (1) alerts clinicians and public health officials of emerging disease clusters and syndromes along the United States-Mexico Border Area; and (2) is alerted to signs of health threats, disasters of mass scale, or bioterrorism along the United States-Mexico Border Area.

Caring for Military Kids with Autism Act - Requires the autism spectrum disorder treatment authorized for dependents in uniformed services facilities under TRICARE (a Department of Defense [DOD] managed health care system) to include behavioral health treatment, including applied behavior analysis, when prescribed by a physician.

TANF Supplemental Grants Extension Act - Makes appropriations through FY2011, at the same level as provided through the fourth quarter of FY2010, for supplemental grants for population increases in qualifying states under title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act.

Innovation Inspiration School Grant Program Act - Authorizes the Secretary of Education to award competitive matching grants to local educational agencies (LEAs) to: (1) promote science, technology, engineering (including robotics), and mathematics (STEM) in secondary schools; (2) support the participation of secondary school students in nontraditional STEM teaching methods; and (3) broaden secondary school students' access to STEM careers. Gives priority to grant applications that target: (1) a rural or urban school, (2) a low-performing school or LEA, or (3) an LEA or school that serves students who are eligible for free or reduced price lunches under the school lunch program. Authorizes the Secretary to waive all or part of the matching requirement for financially-strapped LEAs. Directs the Secretary to evaluate the efficacy of the grant program.

Border Tunnel Prevention Act of 2011 - Amends the federal criminal code to: (1) subject anyone who attempts or conspires to construct or finance construction of an unauthorized tunnel or subterranean passage that crosses the international border between the United States and another country, to use such a tunnel for smuggling, or to disregard such construction or use, to the penalties prescribed for someone who commits such an offense; (2) make such a border tunnel offense a predicate offense for a money laundering violation and for authorization for interception of wire, oral, or electronic communications; and (3) provide for the criminal forfeiture of proceeds of such an offense and the seizure and forfeiture of merchandise introduced into the United States through such a tunnel. Encourages the Secretary of Homeland Security (DHS) to annually provide each known nongovernmental owner and tenant of land located in a national security zone with a written notification that describes federal laws related to the construction of illegal border tunnels and the procedures for reporting violations of such laws to U.S. Immigration and Customs Enforcement (ICE). Defines: (1) "national security zone" as any Southwest Border land designated by the Secretary as being at a high risk for border tunnel activity; and (2) "Southwest Border land" as all parcels of real property in the United States that are located within one mile of the U.S.-Mexico international border and that are not owned by a federal, state, tribal, or local government entity. Requires the Secretary to submit an annual report describing: (1) cross border tunnels discovered in Southwest Border land; and (2) DHS needs to effectively prevent, investigate, and prosecute border tunnel construction on such land.

Pet Safety and Protection Act of 2011 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Preserving Access to Life-Saving Medications Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to require the manufacturer of a prescription drug marketed in interstate commerce to notify the Secretary of Health and Human Services (HHS) of a discontinuance or interruption in the manufacture of such drug. Requires the notification to be submitted six months prior to the date of a discontinuance or interruption, if possible. Allows the reduction of the notification period if the manufacturer certifies to the Secretary that good cause exists for the reduction. Authorizes the Secretary to reduce the notification period based on the type of discontinuance or interruption at issue or any other factor. Treats any information provided to the Secretary under this Act as a trade secret or confidential information. Establishes civil monetary penalties for violations. Requires the Secretary to publish on the website of the Food and Drug Administration (FDA) and distribute to the appropriate health care providers and patient organizations information on discontinuances, interruptions, and drug shortages. Requires the Secretary to notify a manufacturer of: (1) any determination by the Secretary that a drug may be vulnerable to a drug shortage, and (2) the Secretary's duty to collaborate to improve continuity of supply. Prohibits the Secretary from requiring a manufacturer to: (1) manufacture a drug in the event of a discontinuance or interruption, or (2) delay or alter a discontinuance or interruption. Declares that no provision of federal law shall be construed to prohibit a manufacturer from, or penalize a manufacturer for, allocating distribution of its products in order to manage an actual or potential drug shortage. Requires the Comptroller General to examine issues related to drug shortages.

Children's Act for Responsible Employment of 2011 or the CARE Act of 2011 - Amends the Fair Labor Standards Act of 1938 to define "oppressive child labor," for purposes of the Act's child labor prohibitions, as the employment of any employee who is: (1) 16 or 17 in any occupation found by the Secretary of Labor to be particularly hazardous for their employment or detrimental to their health or well-being; (2) 14 or 15, unless the employment is confined to periods which do not interfere with the employee's schooling, health, or well-being; or (3) under 14. Revises the Act's exemptions to make the restrictions on oppressive child labor inapplicable to the following: (1) employment in agriculture of an employee under 18 years of age by his or her parent, or by a person standing in the place of the parent, on a farm owned by the parent or person (current law uses an age- and consent-based scheme); and (2) employment of an employee under age 16 by a parent, or a person standing in place of a parent, other than in agriculture, manufacturing, mining, or any other employment the Secretary finds to be particularly hazardous for the employment of children age 16 or 17 or detrimental to their health or well-being (current law applies the child labor restrictions to particularly hazardous agricultural employment, except where the child is employed by a parent or a person standing in place of the parent on a farm owned or operated by such person). Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in duties involving the handling of pesticides.

Adult Education and Economic Growth Act of 2011 - Amends the Workforce Investment Act of 1988 to revise requirements for statewide and local workforce investment systems to include adult education activities. Revises member composition of: (1) state workforce investment boards to include state representatives responsible for implementing adult education, literacy, and workplace skills programs under the Adult Education and Family Literacy Act (AEFLA); and (2) youth councils established by local workforce investment boards to include representatives of adult education. Revises requirements for five-year state and local worker investment plans. Authorizes the use of funds for: (1) statewide and local youth activities to provide opportunities for multiple career pathways for eligible youth, and (2) training services for local adult and dislocated workers to include integration of adult education and training. Requires the Secretary of Labor to carry out specified employment and training demonstration and pilot projects. Amends the AEFLA to include among adult education and literacy services programs activities to assist adults with limited English proficiency to improve their English and mathematical skills, acquire an understanding of the American system of government and responsibilities of citizenship, and, where necessary, obtain knowledge and skills to transition to postsecondary education, job training, and employment in family-sustaining jobs. Revises requirements for the allocation and reservation of AEFLA funds. Revises state distribution requirements with respect to grants and contracts to eligible providers of activities for adult education and literacy and corrections education of institutionalized individuals. Expands an eligible agency's use of funds for corrections education and education for other institutionalized individuals to include academic programs for: (1) integrated education and training and sequential education and training programs, (2) career pathways, (3) dual enrollment, and (4) preparation for postsecondary education and training. Replaces the National Institute for Literacy with the National Center for Adult Education, Literacy, and Workplace Skills (Center). Requires national leadership activities to include activities to improve workplace skills programs nationwide. Requires the Secretary of Education to allocate grants to states for integrated English literacy and civics education programs. Requires the Secretary of Education to award grants to assist states in developing a 21st century delivery system for adult education, literacy, and workplace skills services as well as adults in developing technology literacy. Requires the Center to establish the National Adult Learning and Technology Resource Center. Requires the Secretary of Education to direct the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education, literacy, and workplace skills. Amends the Internal Revenue Code to allow an employer educational assistance program credit for 50% of the qualified educational assistance expenses (up to $5,250) paid per taxable year on behalf of an employee.

NADBank Enhancement Act of 2011 - Amends the North American Free Trade Agreement Implementation Act to authorize the President to agree to amendments to the Border Environment Cooperation Agreement between the United States and Mexico to change the purposes and functions of the North American Development Bank (NADBank), including changes that would allow it to finance infrastructure projects in the border region between the two countries that promote growth in trade and commerce between them, support sustainable economic development, reduce poverty, foster job creation, and promote social development in the region.

Nurse Staffing Standards for Patient Safety and Quality Care Act of 2011 - Amends the Public Health Service Act to require hospitals to implement a staffing plan that includes a minimum direct care registered nurse-to-patient ratio by unit, adjustments above the minimum ratio under appropriate circumstances, and compliance with minimum licensed practical nurse staffing requirements. Requires the Secretary of Health and Human Services (HHS) to develop a national acuity tool to establish nurse staffing requirements above minimum ratios. Directs the Secretary to adjust Medicare payments to hospitals to cover additional costs incurred in providing services to Medicare beneficiaries that are attributable to compliance with such ratios. Authorizes a nurse to object to, or refuse to participate in, any activity, policy, practice, assignment or task if in good faith it would violate minimum ratios under this Act or if the nurse is not prepared by education, training, or experience to fulfill the assignment without compromising the safety of any patient or jeopardizing the license of the nurse. Prohibits a hospital from: (1) taking specified actions against a nurse based on the nurse's refusal to accept an assignment for such a reason; or (2) discriminating against any patient, employee, or any other individual for good faith complaints or grievances relating to the care, services, or conditions of the hospital or of any affiliated or related facilities. Prohibits actions by hospitals to restrain such rights. Sets forth enforcement provisions. Applies provisions of this Act through federal health programs, including Medicare, Medicaid, and Department of Veterans Affairs (VA) health benefits programs.

Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA] ) to transfer annually, without further appropriation, unclaimed money recovered at airport security checkpoints to United Service Organizations (USO), Incorporated, for funding its activities in support of USO airport centers. (Currently, such moneys are retained by the TSA for civil aviation security.)
