Nuclear Powerplant Standardization and Licensing Reform Act of 1991 - Amends the Atomic Energy Act of 1954 to require the Nuclear Regulatory Commission to grant: (1) design certifications for standardized production or utilization facilities or discrete subsystems of such facilities; and (2) early site permits for site approval for production or utilization facilities. Directs the Commission to issue a combined construction and operating license for a production or utilization facility if certain conditions are met. Requires the Commission to specify in any such license the emergency preparedness requirements that shall apply and the standards for meeting such requirements.

Allows a technician employed in a position in which National Guard membership is required as a condition of employment who is separated from the National Guard, to continue to be employed as a technician under the following circumstances: (1) such technician has no less than 20 years of credible service for military retirement purposes; (2) such technician is involuntarily separated from the National Guard; and (3) the circumstances of the involuntary separation are other than for cause. Allows such technician to convert to competitive career status in the civil service.

Acclaims the President for his decisive leadership, unerring judgment, and sound decisions with respect to the Persian Gulf crisis. Commends and expresses appreciation to the members of the U.S. armed forces and other members of the international coalition who participated in Operation Desert Storm. Conveys sympathy and condolences to the families and friends of coalition and U.S. forces who were injured or killed during such operation. Expresses compassion for the families of noncombatants who suffered hardship and personal losses during the Persian Gulf War. Supports continued efforts to promote peace and stability in the Persian Gulf.

National Recreational Trails Fund Act of 1991 - Amends the Internal Revenue Code to establish the National Recreational Trails Trust Fund (Fund). Requires the Secretary of the Treasury to pay into the Fund an amount equivalent to 0.5 percent of total Highway Trust Fund receipts, adjusted triennially to reflect revenues from nonhighway recreational fuel taxes. Requires the Secretary to use such amounts in the Fund to make grants to the States for constructing and maintaining recreational trails. Establishes the National Recreational Trails Act Advisory Committee.

Trade Agreements Compliance Act of 1991 - Amends the Trade Act of 1974 to authorize certain economically affected persons to request the U.S. Trade Representative (USTR) to review whether a foreign country is in material compliance with the terms of a bilateral trade agreement to which the United States is a party. Prescribes guidelines for such a review. Provides that nothing in this Act may be construed as requiring actions that are inconsistent with U.S. international obligations, including the General Agreement on Tariffs and Trade.

Amends Federal law to deny annuity benefits to a Member of Congress convicted of a State or Federal felony. Authorizes the restoration of such annuity: (1) if the individual is pardoned by the Governor in the case of a felony under State law; or (2) in the case of a reversal.

Volunteer Protection Act of 1991 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

Reclamation Drought Response Act of 1991 - Authorizes the Secretary of the Interior to: (1) prepare and implement cooperative drought contingency plans for the prevention or mitigation of the adverse effects of drought; (2) make loans for certain prevention or mitigation activities; (3) purchase water for Federal reclamation project and nonproject water users; (4) provide technical assistance to certain States and U.S. territories for drought contingency planning; and (5) conduct a Precipitation Management Technology Transfer Program to help alleviate problems caused by precipitation variability and droughts in the West. Authorizes establishment of the Reclamation Drought Response Fund for defraying expenses necessary to implement cooperative drought contingency plans and to make loans for prevention or mitigation activities. Outlines provisions regarding operational costs for the delivery of water under cooperative drought contingency plans. Authorizes appropriations.

Private Property Rights Act of 1991 - Provides that no regulation promulgated by an executive agency shall become effective until the Attorney General certifies that the agency is in compliance with the Executive Order 12630 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such where possible. Limits judicial review of actions under this Act to whether such certification has occurred. Permits such review only in the same forum and at the same time as the pertinent regulation is subject to review.

Comprehensive Recycling Act of 1991 - Establishes as national goals: (1) the recycling of municipal waste; and (2) the creation and strengthening of markets for recycled materials. Requires the Administrator of the Environmental Protection Agency to provide technical assistance and guidance to States on recycling methods and opportunities. Directs States to develop and implement comprehensive multimaterial recycling programs. Requires such programs to be designed to provide at least 20 percent of a State's population with an opportunity to participate in such programs within two years of this Act's enactment. Provides that such programs must be available to an additional 20 percent of a State's population every two years, until the entire population is provided with such opportunity. Sets forth minimum program requirements. Deems a State or its municipalities to be in compliance with this Act if they have in place an alternative program that meets this Act's requirements. Requires States to include recycling programs in the regional solid waste plan required by the Solid Waste Disposal Act. Makes States with approved plans eligible for Federal assistance for recycling infrastructures. Amends the Solid Waste Disposal Act to require the Administrator to make grants to States for the development of programs to promote the use of recycling techniques by businesses, local governments, or regional waste management authorities.

Grand Canyon Protection Act of 1991 - Requires the Secretary of the Interior to operate Glen Canyon Dam in such a manner as to protect, mitigate adverse impacts to, and improve the values for which Grand Canyon National Park and Glen Canyon National Recreation Area were established. Directs the Secretary to: (1) develop a plan for operating the Dam on an interim basis to protect, mitigate adverse effects to, and improve the condition of the natural, recreational, and cultural resources of the Park and Recreation Area; and (2) implement the plan on the earlier of September 1, 1991, or the date of cessation of research flows used for preparing an environmental impact statement ordered by the Secretary. Enumerates certain objectives to be included in the plan as implemented, including noninterference with the water storage and delivery functions of the Dam, the minimization of adverse environmental impacts of the Dam operations on the downstream Park and Recreation Area, and adjustment and monitoring of sufficient water flows downstream from the Dam. Directs the Secretary to consult with appropriate agencies of the Department of the Interior, the Secretary of Energy, the Governors of affected States, and affected Indian tribes in the development and implementation of the plan. Authorizes the Secretary to deviate from the plan if found necessary and in the public interest. Requires the Secretary to complete a final Glen Canyon Dam environmental impact statement within three years after enactment of this Act. Directs the Secretary to: (1) adopt criteria and operating plans separate from those specified under the Colorado River Basin Project Act of 1968; and (2) ensure that the Dam is operated in a manner consistent with the protection of the Park and Recreation Area. Requires the Secretary to establish and implement long-term monitoring requirements to assure that the Dam is operated in a manner consistent with the protection of the Park and the Recreation Area downstream. Provides that costs of preparing the environmental impact statement and conducting long-term monitoring shall be nonreimbursable. Permits the Secretary to use funds received from the sale of electric power and energy from the Colorado River Storage Project to prepare the environmental impact statement and to conduct the monitoring. Authorizes appropriations.

Link-up for Learning Demonstration Grant Act - Establishes a program of grants to local educational agencies (LEAs) in partnership with other eligible entities for coordinated educational and other student support services for at-risk youth. Makes eligible to apply for such a grant: (1) an LEA that seeks to plan and implement a coordinated services program for at-risk students with at least one other cooperating public agency; and (2) a consortium, including at least one LEA and one cooperating public service agency, formed to coordinate support services for at-risk students. Allows nonprofit organizations, institutions of higher education, and private enterprises with experience or expertise in providing services for at-risk students also to participate as a cooperating agency with an LEA or consortium in developing, operating, or evaluating such programs. Makes an LEA that is receiving assistance under the Head Start Transition program also eligible for assistance under this Act if it meets certain criteria. Allows educationally deprived students, in chapter 1 eligible schools or students in chapter 1 schoolwide projects, and their family members, to receive services provided by a project under this Act. Allows an eligible LEA to select any school, grade span, or program area for project services, providing such student eligibility requirements are met and the project design is of adequate size, scope, and quality. Allows such grants to be for up to three years, subject to satisfactory progress. Limits the Federal share of project costs to 80 percent. Establishes a Federal Interagency Task Force consisting of the Secretaries of Education, Health and Human Services, and Housing and Urban Development, and other appropriate Federal agency heads, to identify means to facilitate interagency collaboration at Federal, State, and local levels to improve support services for at-risk students. Requires the Task Force to: (1) identify and eliminate program regulations or practices impeding coordination and collaboration; (2) develop and implement plans for jointly funded programs, unified eligibility and application procedures, and confidentiality regulations that facilitate information sharing; and (3) make recommendations to the Congress on legislative action to facilitate coordination of support services. Directs the Secretary of Education to: (1) conduct a study of grantees under this Act to identify regulatory and legislative obstacles to coordinated support services and innovative procedures and programs; and (2) report study results to the Congress with recommendations for legislative action. Authorizes appropriations.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent (under current law it will expire after tax year 1991); and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1994 and thereafter.

Amends Federal provisions relating to the National Guard to include positions held by civilian technicians of the National Guard within the competitive service. Provides that service performed by such technicians prior to the effective date of this Act shall be considered competitive service for purposes of eligibility for certain Federal benefits.

San Carlos Apache Tribe Water Rights Settlement Act of 1990 - Directs the Secretary of the Interior to reallocate an additional specified amount of water for the San Carlos Apache Tribe (the Tribe) from the following sources under specified terms and conditions: (1) water that is not required for delivery to the Ak-Chin Indian Reservation under Federal law; and (2) Central Arizona Project (CAP) water having a municipal and industrial priority previously allocated to Phelps Dodge Corporation, and the city of Globe, Arizona. Directs the Secretary to designate for the benefit of the Tribe such active conservation capacity behind Coolidge Dam on the Gila River as the Secretary is not using to meet the obligations of the San Carlos Irrigation Project (SCIP) for irrigation storage. Limits any water stored by the Tribe to the dam's first spill water. Directs the Secretary to execute a specified Agreement which establishes, with specified exceptions and subject to the management plan established under this Act, the Tribe's permanent right to: (1) the on-Reservation diversion and use of all groundwater beneath its Reservation; and (2) all surface water in all tributaries within the Reservation to the mainstreams of the Black River, the Salt River below its confluence with the Black River, the San Pedro River, and the Gila River, including the right to fully regulate and store such water on the tributaries. Preserves the claims of the Tribe and the United States, as trustee for it, with respect to parties not subject to the waiver authorized by this Act. Ratifies the contract between the Salt River Project Agricultural Improvement and Power District and the Roosevelt Water Conservation District dated October 24, 1924. Directs the Secretary to revise a certain subcontract of the District for agricultural water service from CAP to permit the conversion of agricultural water to municipal and industrial uses. Authorizes the Secretary, subject to Tribal approval, to: (1) renew the right-of-way permit granted to Phelps Dodge Corporation on March 8, 1950, for the construction, operation, and maintenance of an electrical transmission line, and an existing road for access to such facilities; (2) renew the right-of-way permit granted to the Corporation for the construction, use, operation and maintenance of a water plant, pipeline, canal, water flowage easement through Willow Creek and an existing access road to those facilities over the lands of the Tribe; and (3) grant a water flowage easement through the portions of Eagle Creek flowing through the Tribe's Reservation. States that each right-of-way and flowage easement shall be for 100 years, and gives Phelps Dodge the right to renew them for an additional 100 years, subject to payment of rent at a rate based upon fair market value. Directs the Secretary to amend the CAP water delivery contract between the United States and the AK-Chin Indian Community dated December 11, 1980, to: (1) include the obligation of the United States to provide additional water, under specified conditions; (2) extend its term through the end of 2099 and provide for its subsequent renewal; and (3) authorize the Tribe to lease CAP water to which it is entitled under the Tribal CAP Delivery Contract within Maricopa, Pinal, and Pima Counties, to the city of Scottsdale pursuant to the Agreement, and to specified Arizona cities. Directs the Secretary to enter into agreements to permit the Tribe to exchange, within Arizona, all or part of the water available to it under the Tribal CAP Delivery Contract. Ratifies the Agreement among the parties with respect to: (1) the right of Globe and Safford to withdraw and use water from certain sources; and (2) the right of Phelps Dodge, under its agreement with the Tribe, to divert, withdraw, and use water. Directs the Secretary to: (1) design and construct new facilities for the delivery of water to tribal reservation lands at a cost which shall not exceed the cost for such design and construction which would have been incurred by the Secretary in the absence of the agreement and this Act pursuant to the existing authority of the Colorado River Basin Project Act; and (2) amend the contract between the United States, the Economic Development Administration, and the Tribe relating to the construction of the Elgo Dam on the Reservation to discharge all remaining repayment obligations of the United States on the enactment of this Act. Establishes the San Carlos Apache Tribe Development Trust Fund within the Treasury to contain the funds appropriated for it, the funds provided by Arizona under the agreement, and the funds received from the tribal water leases authorized by this Act. Outlines provisions regarding the use of the Fund. Authorizes appropriations for FY 1992 through FY 1994. Provides that the benefits realized by the Tribe and its members under this Act shall constitute full and complete satisfaction of all members' present and past claims for water rights, with specified exceptions. Authorizes the Tribe and the Secretary on behalf of the United States to waive and release all present and future water rights claims. Directs the Secretary to carry out all necessary environmental compliance during the implementation phase of this settlement. Authorizes appropriations. Directs the Secretary to establish a groundwater management plan for the San Carlos Apache Reservation. Declares that concessions for recreation and fish and wildlife purposes on San Carlos Lake may be granted only by the Tribe's governing body.

Arctic Coastal Plain Domestic Energy Leasing Act of 1991 - Directs the Secretary of the Interior to implement a competitive oil and gas leasing program for the Coastal Plain Study Area of the Arctic National Wildlife Refuge. States that this Act shall be considered the primary land management authorization for all exploration and production activities on the Coastal Plain. Provides that no land management review shall be required except as specifically authorized by this Act. Mandates that all receipts from sales, rentals, bonuses, and royalties on leases under this Act be deposited into the Treasury. Directs the Secretary to promulgate regulations to ensure that oil and gas exploration and transportation activities are conducted to achieve the reasonable protection of animal and environmental resources (including subsistence uses of the Coastal Plain). States that the "Arctic National Wildlife Refuge, Alaska, Coastal Plain Resource Assessment," prepared by the Secretary, satisfies all legal requirements for such promulgation and that no further studies or assessments shall be required. Directs the Secretary to provide impact aid and other assistance to communities on the North Slope and elsewhere in Alaska in order to ensure the public services needed to accommodate oil and gas production and transportation activities on the Coastal Plain.

Publicly Owned Treatment Works Biomonitoring Use Act - Amends the Federal Water Pollution Control Act to provide that if the Administrator of the Environmental Protection Agency determines that in the control of toxicity it is necessary to include biological monitoring, testing, or assessment methods as a condition of a permit issued to a publicly owned treatment works, the failure of a single whole effluent toxicity test shall not result in a violation finding. Makes it a violation of this Act if the treatment works fails to comply with a schedule or other permit condition to identify and control toxic discharges.

Amends the Internal Revenue Code to raise from $5,000,000 to $25,000,000 the threshold amount of tax-exempt bonds that a small governmental unit may issue and still remain within the exception from arbitrage rebate requirements. Makes the exception from such rebate for construction bonds effective as if included under the Tax Reform Act of 1986. Permits elections concerning such bonds to be made until 180 days after the date of enactment of this Act. States that any rebates paid shall not be refunded. Increases from $10,000,000 to $25,000,000 the amount of tax-exempt obligations excepted from the pro rata allocation of interest expense of financial institutions to tax-exempt interest for qualified small issuers. Repeals the five percent unrelated and disproportionate private use rules for private activity bonds. Provides that a bond shall not be treated as an arbitrage bond by reason of any failure to meet any requirements of temporary period investments if all earnings which would cause such bond to be an arbitrage bond are paid to the United States by the issuer by the required due dates. Reduces from 100 percent to 90 percent the amount of arbitrage to be rebated to the United States if certain State and local bonds are not to be treated as arbitrage bonds. Provides that an advance refunding bond will not be tax-exempt if it results in amounts becoming available which are invested in substantially guaranteed higher yielding investments pursuant to a contract entered during a certain period before or after issuance of the bond.

Line-Item Rescission Act of 1989 - Amends the Congressional Budget and Impoundment Control Act of 1974 to allow the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted on the same calendar day the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal. Requires the item of budget authority proposed to be rescinded to be made available for obligation unless both Houses adopt the bill rescinding such item within 60 days.
