Coastal Resilience Research and Education Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to designate public institutions of higher education as National Centers of Excellence in Coastal Resilience Research and Education. NOAA shall designate as a center only a public institution of higher education that, among other things (1) has demonstrated proven expertise in the physical, engineering, and environmental sciences, particularly research and education on the impacts of sea-level rise, coastal flooding, or shoreline erosion; (2) has demonstrated a commitment to understanding the socioeconomic impacts of climate change; and (3) is in a state that frequently experiences coastal flooding or shoreline erosion in connection with sea-level rise, severe coastal storms, or seawater intrusion into groundwater supplies. NOAA must review reports from the centers to ensure that their recommendations and guidance regarding sea-level rise, coastal flooding, shoreline erosion, and related issues are communicated to relevant federal agencies. In carrying out this bill, NOAA may use (1) the National Oceanographic Partnership Program, (2) the Coastlines and People initiative, and (3) the National Sea Grant College Program.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

United States-Turkey Relations Review Act of 2019 This bill directs the Department of State to report to Congress an assessment of Turkey. The report shall include (1) an assessment conducted with North Atlantic Treaty Organization (NATO) member states as to Turkey's ability and willingness to fulfill its NATO obligations, (2) a review of the bilateral U.S.-Turkey relationship, and (3) an assessment of the posture of U.S. forces in Turkey and the surrounding region.

Climate-Ready Fisheries Act of 2019 This bill directs the Government Accountability Office to examine efforts by the Regional Fishery Management Councils, the Atlantic States Marine Fisheries Commission, and the National Marine Fisheries Service to prepare and adapt fisheries for the impacts of climate change.

This resolution expresses Congress's opposition to the decision to end U.S. efforts to prevent Turkey's military operations against Kurdish forces in northeast Syria. It also calls on (1) Turkey to immediately cease unilateral military action in northeast Syria and respect existing agreements, (2) the United States to continue supporting Syrian Kurdish communities through military and humanitarian support and ensure that the Turkish military acts with restraint, and (3) the White House to present a clear and specific plan for the enduring defeat of the Islamic State of Iraq and Syria (ISIS).

Partnering and Leveraging Assistance to Stop Trash for International Cleaner Seas Act or the PLASTICS Act This bill authorizes the Department of State and the U.S. Agency for International Development (USAID) to prioritize and advance global efforts to prevent and reduce marine debris and plastic waste. The State Department and USAID are authorized to work with private-sector and nongovernmental entities to complement such efforts.

Background Ozone Research Act This bill directs the Environmental Protection Agency to seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine under which the National Academies shall conduct a study on the current and future research needs regarding background ozone (the ground-level ozone that would exist in the absence of any human-produced emissions).

Nation's Oldest Port National Heritage Area Act This bill establishes the Nation's Oldest Port National Heritage Area in Florida. Such heritage area shall include natural watersheds in Nassau, Duval, St. Johns, and Flagler Counties. The Nation's Oldest Port Heritage Area Alliance, Inc., shall serve as the coordinating entity for the heritage area and shall develop a management plan for it.

Government Bailout Prevention Act This bill prohibits the use of federal funds to purchase or guarantee obligations of, issue lines of credit to, or provide grants to any state (defined to include the District of Columbia and any U.S. territory or possession), municipal, local, or county government that, on or after January 1, 2019, has defaulted on its obligations, is at risk of defaulting, or has filed for bankruptcy. The Department of the Treasury is prohibited from using general fund revenues or borrowed funds to purchase or guarantee any asset or obligation of any such state, municipal, local, or county government. Federal Reserve banks are prohibited from assisting such a state, municipal, local, or county government or other entity with taxing or bonding authority.

Modernizing America with Rebuilding to Kickstart the Economy of the Twenty-first Century with a Historic Infrastructure-Centered Expansion Act or the MARKET CHOICE Act This bill imposes a tax on the greenhouse gas emissions of fossil fuels, certain industrial processes, and certain product uses. The bill appropriates and transfers specified revenue from the tax to a Rebuilding Infrastructure and Solutions for the Environment Trust Fund (RISE Trust Fund) established by the bill. Specified amounts in the trust fund shall be available, as provided by appropriations Acts, for the federal Highway Trust Fund, grants to low-income households; and other specified energy, environmental, infrastructure, and research and development priorities. The bill also eliminates the federal motor vehicle and aviation fuel taxes, modifies the tax credit for carbon capture and storage and the qualifying advanced coal project tax credit, imposes a moratorium on finalizing and enforcing certain Clean Air Act regulations on greenhouse gas emissions, and establishes a National Climate Commission to review policies to reduce greenhouse gas emissions. The moratorium on regulations expires in 2033 if specified emission targets are not reached.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Justice for Victims of Kleptocracy Act of 2019 This bill requires the Department of Justice to publish and regularly update its website with an accounting of property that is forfeited to the United States as a result of foreign government corruption. It also expresses the sense of Congress that forfeited funds shall be returned to the lawful owner.

Taxpayer Fairness for Resource Development Act of 2019 This bill addresses royalties related to the development of federal energy resources. Among other things, the bill increases the onshore royalty rates for new oil, gas, and coal leases; increases onshore rental rates for oil and gas leasing; modifies the current onshore oil and gas minimum bid from $2 to $5 and requires it to be adjusted every four years for inflation; and makes revisions to the charter of the Royalty Policy Committee, including to increase to six the number of members who are representatives of academia or the public.

Bonding Reform and Taxpayer Protection Act of 2019 This bill revises bonding requirements for oil and gas development. Specifically, the bill increases the amount of bond that oil and gas developers must provide prior to conducting surface-disturbing activities and requires such amounts to adjust every three years for inflation. The bill also requires the Department of the Interior and the Department of Agriculture to establish uniform standards for all interim and final reclamation plans and not release any bond amounts until the standards have been met by oil and gas developers.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Freedom From Union Violence Act of 2019 This bill revises provisions commonly known as the Hobbs Act that prohibit obstructing (or attempting or conspiring to obstruct) interstate commerce by means of robbery or extortion. Specifically, the bill exempts from the prohibition conduct that (1) is incidental to otherwise peaceful picketing during a labor dispute; (2) consists solely of minor bodily injury, minor property damage, or threats of such minor injury or damage; and (3) is not part of a pattern of violent conduct or of a coordinated violent activity. Such exempted conduct is subject to prosecution only by state and local authorities.

Clean Industrial Technology Act of 2019 or the CIT Act of 2019 This bill provides incentives for the nonpower industrial sector to reduce nonwater greenhouse gas emissions to the atmosphere. Specifically, the bill requires the Department of Energy (DOE) to establish an industrial emissions reduction technology research, development, demonstration, and commercial application program. Under the program, DOE must award grants and fund demonstration projects to develop and evaluate technologies designed to increase (1) the industrial competitiveness of the United States, and (2) the emission reductions of nonpower industrial sectors. DOE may also enter into contracts and cooperative agreements for these purposes. In addition, DOE must establish an Industrial Technology Innovation Advisory Committee to provide advice to DOE and the Office of Science and Technology Policy about the program. Finally, DOE must establish a technical assistance program to promote the commercial application of emission reduction technologies in nonpower industrial sectors.

Restoring Resilient Reefs Act of 2019 This bill addresses the conservation and sustainability of coral reef ecosystems. Among other things, the bill reauthorizes through FY2024 and revises the Coral Reef Conservation Program; directs the National Oceanic and Atmospheric Administration (NOAA) to provide block grants to states to support state coral reef management and restoration; requires NOAA to establish standards for the formation of partnerships among government and community members for the stewardship of coral reefs; provides statutory authority for the U.S. Coral Reef Task Force to lead, coordinate, and strengthen federal government actions to preserve, conserve, and restore coral reef ecosystems; requires the Department of the Interior to provide grants upon the declaration of a coral reef emergency to implement emergency plans; and authorizes Interior to provide scientific expertise, technical assistance, and financial assistance for the conservation and restoration of coral reefs.

Super Pollutants Act of 2019 This bill generally provides for the reduction of emissions of black carbon, methane, and certain hydrofluorocarbons (also referred to as short-lived climate pollutants) through policy initiatives of specified federal agencies. The bill also requires the President to establish the Interagency Task Force on Short-Lived Climate Pollutant Mitigation.

National Oceans and Coastal Security Improvements Act of 2019 This bill revises the National Ocean and Coastal Security Fund. (The fund supports programs and activities to protect, conserve, and restore ocean and coastal resources and coastal infrastructure.) Specifically, the bill revises the maximum amounts that may be used to provide grants from the fund; details new eligible uses for the fund's grant program, including for restoration, protection, or maintenance of living ocean, coastal, and Great Lakes resources and their habitats; requires the National Oceanic and Atmospheric Administration and the National Fish and Wildlife Foundation to award grants from the fund to eligible coastal states based on a specified formula; and specifies additional requirements for coastal states to be eligible to receive funding from the fund.

ARPA-E Reauthorization Act of 2019 This bill revises and reauthorizes through FY2024 the Department of Energy's (DOE's) Advanced Research Projects Agency-Energy (ARPA-E). The bill expands the goals of ARPA-E to include the development of energy technologies that (1) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (2) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy. The bill also authorizes DOE to enter into an agreement with the National Academy of Sciences to evaluate how well ARPA-E is achieving its goals and missions.

Higher Education Reform and Opportunity Act of 2019 This bill revises requirements governing the financing and accreditation of postsecondary education. Specifically, the bill makes postsecondary education courses and programs (e.g., apprenticeship programs) that provide credits toward a postsecondary certification, credential, or degree eligible for federal student aid funding if the programs and courses are accredited by a state that has an alternative accreditation agreement with the Department of Education. The bill also requires institutions to publish certain enrollment and financial aid information, such as (1) the percentage of former financial aid recipients who are employed at various intervals following graduation, and (2) the average amount of total federal student loan debt accrued upon graduation. The Government Accountability Office must compile and study all such information published by institutions and submit a report containing the results. In addition, the bill consolidates federal student loans into one student loan program and eliminates loan forgiveness for borrowers. Lastly, the bill requires an institution that receives federal student aid funding to pay a default rate fine that is based on the default rate of loans made to its students.

Save Our Seas 2.0 Act or the SOS 2.0 Act This bill establishes requirements and incentives to reduce, recycle, and prevent marine debris (e.g., plastics), including requirements to establish a Marine Debris Response Trust Fund, a Marine Debris Foundation, a Genius Prize for Save Our Seas Innovations, a strategy to improve waste management and recycling infrastructure, a Waste Management Revolving Fund for states, a Waste Management Infrastructure Grant program, a Drinking Water Infrastructure Grant program, a Wastewater Infrastructure Grant program, and a Trash-Free Water Grant program.

Stemming Warming and Augmenting Pay Act of 2019 or the SWAP Act. This bill imposes a tax on combusted fossil fuel greenhouse gas emissions. The tax is equal to $30 per metric ton of carbon dioxide equivalent emissions beginning in 2021. The tax increases by 5% plus inflation each year and increases by $3 per ton every two years if the previous year's emission goals are not met. The revenue from such tax is divided (1) 70% for the reduction of payroll taxes; (2) 10% for additional payments to Social Security beneficiaries, and (3) 20% to establish a carbon trust fund for block grants to offset higher energy costs for low-income households, climate adaptation, energy efficiency, carbon sequestration, and research and development programs. The bill also amends the Clean Air Act to impose a 12-year moratorium on regulations that limit greenhouse gas emissions. This moratorium may be lifted if certain emission targets are not met.

Raise Wages, Cut Carbon Act of 2019 This bill imposes excise taxes on fossil fuels and fluorinated greenhouse gases and uses revenues from such taxes to reduce social security taxes. The bill annually increases funding beginning in FY2020 for the low-income home energy assistance program and the weatherization assistance program for low-income persons. It also directs the Social Security Administration to distribute to Social Security retirement beneficiaries 10% of environmental tax revenues beginning in FY2020. The bill imposes taxes on (1) the manufacturer, producer, or importer of coal (including lignite and peat), petroleum and petroleum products, and natural gas ($40 per ton in 2020 with a 2.5% increase each year emission reduction targets are not met); (2) any imported taxable product sold or used by its importer; and (3) fluorinated greenhouse gases. The bill requires a supermajority of either the House of Representatives or the Senate to change the revenue neutrality established by this bill. The bill also amends the Clean Air Act to suspend certain regulations that limit greenhouse gas emissions. The suspensions expire if emissions targets are not reached after a specified time period.

This resolution calls on the President and the Department of State to (1) make the repeal of blasphemy, heresy, and apostasy laws a priority in bilateral relationships between the United States and countries that have such laws; (2) designate countries that enforce such laws as countries of particular concern for religious freedom; and (3) oppose efforts by the United Nations to implement an international anti-blasphemy norm. The resolution also calls on the governments of countries that enforce such laws to amend or repeal them and to release anyone imprisoned pursuant to them.

Promoting United States International Leadership in 5G Act of 2019 This bill directs the Department of State to provide assistance and technical expertise to enhance U.S. leadership in international bodies that set standards for 5th and future generations of mobile telecommunications (5G) technology, such as the International Telecommunication Union. The State Department shall also work to increase the participation of allies, partners, and the private sector. (International bodies develop standards for certain technologies, such as those used in wireless data transmission, to ensure interoperability between different companies' products. Stakeholders, such as companies that manufacture equipment that uses such technologies or companies that hold relevant patents, typically participate in the standards-setting process.) The State Department shall report to Congress on (1) its strategy to promote U.S. leadership in the standards-setting bodies relevant to 5G technology; (2) its strategy for diplomatic engagement with allies and partners to share security-risk information related to 5G; and (3) China's activities in standards-setting bodies for 5G technology, including the scope and scale of such activities.

Fight for a Modern Minimum Wage Act This bill raises the minimum wage and provides for a regional minimum wage. Employees who are paid the minimum wage shall be paid at a rate of (1) $8.50 an hour beginning on January 1, 2020; and (2) five years after such date and quinquennially thereafter, the amount determined as the minimum wage rate under a formula prescribed by this bill. The bill provides for a regional minimum wage rate for a state or locality set by the Department of Labor if (1) such state or locality opts for such rate and notifies Labor, and (2) such rate is not less than the minimum wage rate that is in effect on January 1, 2020.

Coastal State Climate Preparedness Act of 2019 This bill directs the Department of Commerce to establish a coastal climate change adaptation preparedness and response program to (1) assist coastal states with voluntarily developing coastal climate change adaptation plans, and (2) provide financial and technical assistance and training for coastal states to implement the adaptation plans.

Bolstering Economies, Anglers, Coastal Habitats, Ecosystems and Security in Florida Act or the BEACHES in Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf off the coast of Florida. Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

End Price Gouging for Medications Act This bill requires the Department of Health and Human Services (HHS) to set maximum prices for prescription drugs under specified federal health programs. Specifically, HHS must establish reference prices based on certain factors, including drug prices in listed countries. Retail prices of covered drugs under specified federal health programs (e.g., Medicare and Medicaid) may not exceed the established reference prices. Drugs must also be available at such prices to uninsured individuals and to individuals with private health insurance.

Eliminating the RFS and Its Destructive Outcomes Act This bill repeals the Environmental Protection Agency's Renewable Fuel Standard program, which requires transportation fuel to contain a minimum volume of renewable fuel.

Drug Price Transparency for Medicare Patients Act of 2019 This bill provides statutory authority for the Centers for Medicare & Medicaid Services rule titled "Medicare and Medicaid Programs; Regulation to Require Drug Pricing Transparency," published on May 10, 2019. The rule requires direct-to-consumer television advertisements for covered drugs and biologics under Medicare and Medicaid to include the list price of a 30-day supply or for a typical course of treatment, if the list price is at least $35 per month. The rule takes effect July 9, 2019.
