Marianas Trench Marine National Monument Management Enhancement Act of 2010 or Bonitan Tasi - Directs the Secretaries of the Interior and of Commerce to treat the government of Guam as a cooperating agency and as substantially similar to the government of the Commonwealth of the Northern Mariana Islands, including in: (1) the implementation of management plans and management regulations affecting the Marianas Trench Marine National Monument; (2) the identification of indigenous persons for whom traditional access for cultural and religious uses within the National Monument is otherwise required; (3) carrying out a comprehensive program to assess and promote National Monument-related living and non-living natural resource exploration and research, tourism, and recreational and economic opportunities; and (4) the appointment of the members of the Mariana Monument Advisory Council. Authorizes the Secretary of the Interior to: (1) expand and enhance visitor services programs at Guam National Wildlife Refuge; and (2) initiate the comprehensive program. Permits, under the expansion and enhancement of such programs and the comprehensive program, the inclusion of activities for: (1) improvement of the conservation of coral reef ecosystems of Guam; and (2) construction or lease of a facility for a multipurpose center in Guam to facilitate marine and coastal fish and wildlife research and conservation, to facilitate environmental education, and to preserve specified natural and historical artifacts and information.

Detainee Transfer and Release Security Act of 2010 - Prohibits the President from releasing or transferring an individual currently detained at Naval Station, Guantanamo Bay, Cuba, to the custody of the individual's country of origin or to a third country unless the President certifies to Congress that: (1) such country is not a designated state sponsor of terrorism; (2) such country's government can secure and exercise control over all of its territory; (3) no portion of such country's territory serves as a safe haven for terrorists or insurgent groups, particularly al Qaeda; and (4) there is no confirmed case of any individual who had been detained at Guantanamo who reengaged in terrorist activities subsequent to being transferred or released to such country.

Congratulates the National Federation of the Blind for 70 years of outstanding service to the blind, especially its fight for an equal education and access to Braille for all blind children in this country. Supports the designation of National Braille Literacy Month. Calls upon the people of this country to recognize the central role that Braille plays in the lives of blind people and to support the efforts of the National Federation of the Blind to promote Braille literacy.

Expresses support for: (1) designation of a National Autism Awareness Month; and (2) devoting new resources to researching the root causes of autism, identifying the best methods of early intervention and treatment, expanding programs for individuals with autism, and promoting understanding of their special needs. Commends parents and relatives for providing for the special needs of children with autism. Stresses the need to begin early intervention services. Recognizes: (1) the shortage of appropriately trained teachers to teach, assist, and respond to special needs students; and (2) the importance of worker training programs tailored to the needs of developmentally disabled persons.

Expresses: (1) condolences and sympathy for the loss of life and the physical and psychological damage in Haiti caused by the January 2010 earthquake; and (2) solidarity with Haitians, Haitian Americans, and those who have lost loved ones or have otherwise been affected by the tragedy. Commends the efforts of the governments of Haiti and the United States, the United Nations and the international community, and the American people. Supports: (1) Administration efforts to provide and coordinate international humanitarian assistance and to provide relief to affected communities; and (2) long-term reconstruction efforts for Haiti. Urges countries and institutions that hold debt against Haiti to suspend debt payments and cancel all remaining debt. Urges the President to make necessary resources available for current and long-term assistance to Haiti.

Recognizes the fifth anniversary of the signing of the Comprehensive Peace Agreement between the government of the Republic of the Sudan and the Sudan People's Liberation Movement/Army. Urges: (1) all parties in Sudan to cease hostile activities and to commit to establishing peace; and (2) the President of the United States and the Secretary of State to intervene at the highest levels within the international community to reinvigorate support for the establishment of peace in Sudan.

State and Local Law Enforcement Hatch Act Reform Act of 2010 - Amends the Hatch Act to: (1) allow state and local law enforcement officers to be candidates for the office of sheriff; and (2) allow sheriffs to engage in campaign activities by attending or speaking at political campaign rallies or events, holding or sponsoring political fundraisers, or appearing on political advertisements. Establishes a limitation period of six months after the later of the date of the alleged violation or the date of enactment of this Act for presenting charges against a law enforcement officer for Hatch Act violations.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Belarus Arms Transfers Accountability Act of 2009 - Expresses the sense of Congress that: (1) the Secretary of State should consider reports of arms sales by Belarus to state sponsors of terrorism and states that do not cooperate with the United States in its anti-terrorism efforts, as well as any information gathered for a certain congressional report concerning Belarus' proliferation of conventional and nuclear weapons to such countries, including Venezuela, in determining whether to impose terrorism and nonproliferation sanctions to deter such arms sales by Belarus; and (2) any use by Iran of nuclear cooperation agreements with other countries as a means to proliferate weapons technology and expertise to countries such as Venezuela, either directly or by arrangements with Belarus or other countries, would not be in the interest of the United States. Directs the Secretary to report annually to the appropriate congressional committees on exports of weapons and related services by the government of Belarus and Belarusian enterprises, especially to state sponsors of terrorism or countries not fully cooperating with U.S. antiterrorism efforts, including Venezuela.

Condemns the violent suppression of legitimate political dissent and gross human rights abuses perpetrated by forces under the command of the National Council for Democracy and Development (CNDD) in Guinea and demands that these perpetrators be brought to justice. Expresses concern about the further deterioration of security and rule of law in Guinea. Calls on China to cease its material support for the CNDD. Urges all member states of the United Nations to join the United States, the European Union (EU), the African Union (AU), and the Economic Community of West Africa States (ECOWAS) to impose sanctions against the regime until constitutional order and rule of law has been restored in Guinea.

Children's Fruit and Vegetable Act of 2009 - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to: (1) promote the use of salad or fruit and vegetable bars in schools participating in the school lunch program; (2) provide training and technical assistance to states and schools on how to do so; and (3) provide grants to states for a one-time payment to schools for the cost of setting up and operating salad or fruit and vegetable bars. Directs the Secretary to identify and remove barriers to the equitable purchase of fruits and vegetables within the Secretary's procurement and distribution systems. Authorizes the Secretary to use administrative funds under the Act's fresh fruit and vegetable program to provide program participants with technical assistance and national and regional training conferences that emphasize best practices. Directs the Secretary, within two years of receiving the findings of the National Academy of Sciences' review of the National School Lunch and School Breakfast Program Meal Patterns and Nutrient Standards, to promulgate a final rule updating the nutrition standards and meal requirements for school meal programs so they are consistent with such findings. Requires the Secretary to allocate funds to states, in proportion to each state's administrative expense allocation under the school lunch and breakfast programs, so they can award competitive grants to school food authorities for the equipment needed to prepare, process, and store food for the school lunch program. Directs the Secretary to provide competitive matching grants and technical assistance to schools and nonprofit entities to carry out farm-to-school programs that improve the access of school lunch and breakfast program participants to local foods.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Amends title XVIII (Medicare) of the Social Security Act to authorize continued use of 2009 Medicare practice expense relative value units for certain cardiology services. Directs the Secretary of Health and Human Services (HHS) to contract with an independent entity to study and report to Congress on the practice expense methodology used to determine relative value units under this Act to determine whether the cost finding, indirect cost allocation, scaling, and budget neutrality methodologies used: (1) are consistent with generally accepted accounting principles; (2) distribute the burden of any necessary budget neutrality adjustments proportionally among all physicians' services; and (3) result in allowances that accurately reflect the relative direct and indirect resources involved in the provision of various physicians' services.

Outpatient Mental Health Modernization Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to allow as partial hospitalization services nutritional planning, meals, and transportation. Directs the Secretary of Heatlh and Human Services (HHS) to convene a Behavioral Health Advisory Committee to address issues relating to: (1) discrimination against the chronically mentally ill, elderly, and U.S. veterans as it relates to receiving treatment for mental illness; and (2) the establishment of conditions of participation for community mental health centers that provide partial hospitalization services under the Medicare program.

Nonprofit Mortgage Licensing Clarification Act of 2009 - Amends the S.A.F.E. Mortgage Licensing Act of 2008 to permit a state to exempt from certain registration or licensing requirements any charitable organization exempt from federal tax (including their employees and agents acting as loan originators), if the organization: (1) executes loan originations in order to promote or facilitate homeownership for certain low-income, disabled, or other disadvantaged persons or families; (2) offers loans at interest rates lower than the bank prime loan rate, or that are no-interest loans or loans with interest rates significantly below those for loans to purchase generally available single-family housing; and (3) does not otherwise engage in the business of a loan originator or mortgage broker.

Expresses the sense of Congress that the President and the Secretaries of State and Defense (DOD) should urge France and the other North Atlantic Treaty Organization (NATO) and European Union (EU) members not to sell major weapons systems or offensive military equipment to the Russian Federation until that country has: (1) withdrawn its troops from Georgia and revoked its recognition as sovereign states of the separatist regions within Georgia; (2) fulfilled its commitments to withdraw its military forces from the Transnistrian region of the Republic of Moldova; (3) ceased actions that violate or threaten the sovereignty and territorial integrity of neighboring states; (4) halted weapons and related technology sales to state sponsors of terrorism; and (5) taken steps to enforce the rule of law and human rights within the Russian Federation.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Provides that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002.

National Commission on American Recovery and Reinvestment Act of 2009 - Establishes in the legislative branch the National Commission on American Recovery and Reinvestment. Requires the Commission to: (1) investigate and make findings on the number of jobs saved or created as a result of the American Recovery and Reinvestment Act of 2009; and (2) make recommendations on changes that could be made to such Act to save or create more jobs as well as steps that could be taken to prevent the improper payment of funds allocated under it.

Calls on the President to: (1) not enter into or extend any arms control agreement with the Russian Federation that may jeopardize the ability of the United States to ensure a credible strategic deterrent with regard to the People's Republic of China (PRC) or other countries that are deemed capable of deploying a strategic nuclear arsenal; (2) report to Congress on any plans or steps taken to enter into any bilateral arms control agreement with the Russian Federation; (3) report to Congress on the PRC's capabilities and intentions regarding the future deployment of a major strategic nuclear arsenal; and (4) refuse to enter into any strategic nuclear arms agreement with the Russian Federation or any other country that would require the United States to limit or suspend its efforts to create missile defense systems for itself and its allies. Urges the President to refrain from negotiating any follow-on agreement to START I until the Nuclear Posture Review is completed and the President, Congress, and all relevant U.S. government departments and agencies have had an opportunity to evaluate the Nuclear Posture Review.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Alzheimer's Treatment and Caregiver Support Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to expand treatment services for patients with Alzheimer's disease and training and support services for families and caregivers of such patients.

Conflict Minerals Trade Act - States that it is U.S. policy to promote peace in the eastern Democratic Republic of the Congo by supporting efforts of the government of the Democratic Republic of the Congo, other governments in the Great Lakes Region of Africa, and the international community to: (1) stop commercial activities involving the natural resources of the Democratic Republic of the Congo that contribute to armed groups and human rights violations in the Democratic Republic of the Congo; and (2) develop stronger governance and economic institutions to improve transparency in the cross-border trade of natural resources in order to reduce exploitation by armed groups and promote local and regional development. Directs the Secretary of State to: (1) produce a Congo Conflict Minerals Map of mineral-rich zones and areas under the control of armed groups in the Democratic Republic of the Congo; and (2) submit a related report to the appropriate congressional committees. Directs the Secretary and the Secretary of Commerce to provide guidance to commercial entities seeking to exercise due diligence to ensure that conflict minerals used in their products do not finance armed conflict, result in labor or human rights violations, or damage the environment. Directs the Secretary to: (1) submit a strategy to the appropriate congressional committees addressing linkages between human rights abuses, armed groups, and the mining of conflict minerals; (2) ensure that the annual Country Reports on Human Rights Practices relating to the Democratic Republic of the Congo or countries that share a border with the Democratic Republic of the Congo include a description of instances where the extraction and cross-border trade in conflict minerals has negatively affected human rights conditions; and (3) include in the annual report to the Organization for Economic Co-operation and Development Investment Committee a description of efforts to ensure that enterprises under U.S. jurisdiction are exercising diligence to ensure that their purchases of minerals or metals are not originating from mines and trading routes that are used to finance armed groups in the Democratic Republic of the Congo. Expresses the sense of Congress that the Administrator of the United States Agency for International Development (USAID) should expand programs to assist communities in the eastern Democratic Republic of the Congo whose livelihoods depend on the mineral trade. Directs the Secretary of Commerce to annually publish in the Federal Register a list of articles specified in the Harmonized Tariff Schedule of the United States that should be identified as likely containing conflict minerals. Requires importers of articles specified in the Harmonized Tariff Schedule of the United States that are included on the potential conflict goods list to certify on the importer's Customs declaration that such articles contain conflict minerals or are conflict mineral free. Sets forth: (1) penalties relating to the introduction of goods that contain conflict minerals into the United States; and (2) events that must prior to the expiration of this Act's provisions.

Clean Renewable Water Supply Act of 2009 - Amends the Internal Revenue Code to provide for the issuance, until 2019, of tax-exempt clean renewable water supply bonds to finance certain water recycling, desalination, and groundwater remediation projects that comply with requirements for minimization of environmental impact. Establishes a national clean renewable water supply bond limitation for each of calendar years 2010-2018. Sets forth provsions governing the allocation of such limitation among qualified projects. Directs the Secretary of the Treasury to conduct a study of the method of allocation to determine whether a different method would result in the development of projects to provide new supplies of water in a more efficient manner.

Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Enhanced Restitution Enforcement and Equitable Retirement Treatment Act of 2009 - Amends the federal criminal code to: (1) impose a late fee on unpaid criminal fines or restitution obligations of $2,500 or more; (2) revise requirements for the modification or remission of unpaid criminal fines, restitution obligations, or special assessments; (3) require the Attorney General to establish guidelines for the enforcement of all criminal and civil obligations owed to the United States; and (4) increase special assessments on persons convicted of federal misdemeanors and felonies. Amends the federal judicial code to impose a late fee on unpaid money judgments owed to the United States. Establishes in the Treasury the Department of Justice (DOJ) Enhanced Financial Recovery Fund to support DOJ debt collection activities. Requires current federal agency share contributions for personnel benefits incurred as a result of this Act to be paid from such Fund. Requires assistant U.S. attorneys to be treated in the same manner as federal law enforcement officers for purposes of federal employee retirement benefit provisions.

Benefit Rating Acceleration for Veteran Entitlements Act of 2009 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Reaffirms congressional opposition to trade boycotts of Israel and calls on the President to take stronger steps to end all trade boycotts of Israel. Amends the Trade Act of 1974 to direct the United States Trade Representative to include in: (1) the annual trade barrier report a list of each country (and specified boycott-related information about such country) that participates in any trade boycott of Israel; and (2) the National Trade Estimate a report on U.S. steps taken at the World Trade Organization (WTO) or other international fora to end the trade boycott of Israel.

States that: (1) it is U.S. policy to seek justice for U.S. victims of terrorism and to hold terrorists and their state-sponsors accountable for their actions; and (2) U.S. law regarding victims of terrorism supersedes the Algiers Accords and any other agreement with Iran stemming from the holding of U.S. hostages in Iran from November 1979 through January 1981. Abrogates and deems not applicable any provision of the Algiers Accords, entered into with Iran on January 19, 1981, that purports to prohibit a U.S. citizen from prosecuting any claim relating to such hostage taking in any U.S. court or to limit the jurisdiction of any U.S. court with respect to such matter. Requires the President to direct payments as provided for by this Act to a common fund to be established and administered by certified class representatives for U.S. citizens who were hostages in Iran.

Test Prep for Heroes Act - Authorizes the use of entitlement assistance under the Post-9/11 veterans' educational assistance program for payment for a test preparatory course in connection with licensing or certification in a vocation or profession.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require all House Committees to post record votes on their web sites within 48 hours of such votes. Exempts record votes taken in executive sessions in the Committee on Standards of Official Conduct.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Veterans Health Care Stamp Act - Requires the U.S. Postal Service to provide for the issuance and sale of a veterans health care stamp to help fund the medical care and treatment of veterans.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.
