No Financial Aid for Sex Offenders Act - Amends the Higher Education Act of 1965 to prohibit the award of Pell grants and student loans to individuals subject to an involuntary civil commitment upon completion of a period of incarceration for a sexual offense.

Marine Turtle Conservation Act of 2003 - Directs the Secretary of the Interior to use amounts in the Multinational Species Conservation Fund to finance projects for the conservation of marine turtles and their nesting habitats in foreign countries. Authorizes the Secretary to approve projects that help recover and sustain viable populations of marine turtles in the wild by assisting conservation programs in foreign countries. Gives preference to projects which: (1) are designed for long-term conservation of marine turtles and their nesting habitats; and (2) have matching funds available. Establishes the Marine Turtle Conservation Fund as a separate account in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of marine turtles.

Expresses the sense of Congress that: (1) the plight of Jewish refugees from Arab countries should be recognized and included in any settlement of the Middle East conflict or as part of any agreement regarding the issue of refugees; (2) the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) should establish a program and timetable for resettling all of the Palestinian refugees; (3) the UNRWA should immediately replace anti-Semitic and anti-Israel educational materials used in the UNRWA education system and take steps to ensure that UNRWA facilities are not being used to store weapons; and (4) Arab countries should accept a meaningful number of refugees and take a larger role in financing UNRWA.

Unaccompanied Alien Child Protection Act of 2003 - Establishes procedures for immigration officers who find an unaccompanied alien child at a U.S. land border or point of entry who is a national or habitual resident of a contiguous country. Establishes that other unaccompanied alien children, including trafficking victims, shall be in the care of the Office of Refugee Resettlement, except that such children who threaten U.S. security or who are charged with or have been convicted of a felony shall be in the care of the Directorate of Border and Transportation Security. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for detention and prohibited detention practices. Expresses the sense of Congress that the United States Government should ensure that it does not repatriate children in its custody into life- and safety-threatening settings. Directs the Secretary of State to include in the annual State Department Country Report on Human Rights an assessment of the degree to which each country protects children from smugglers and traffickers. Directs the Office, with respect to unaccompanied alien children in the custody of the Office or the Department of Homeland Security, to: (1) develop age determination procedures; and (2) provide immigration counsel. Directs the Executive Office for Immigration Review to develop model guidelines for legal representation of children. Authorizes the Office to provide that each unaccompanied child have a guardian ad litem. Requires the Office to implement a pilot program for the appointment of guardians ad litem. Amends special immigrant juvenile provisions of the Immigration and Nationality Act (INA). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Secretary of Homeland Security to provide immigration officers with related training. Exempts unaccompanied alien children from certain removal and asylum provisions. Amends the Homeland Security Act of 2002 to set forth additional responsibilities and authorities of the Office with respect to unaccompanied alien children.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or the PREEMIE Act - Amends the Public Health Service Act to require both the National Institutes of Health (NIH) and the Centers for Disease Control (CDC) to expand and coordinate research relating to preterm labor and delivery and infant mortality. Establishes within NIH two networks: a Maternal-Fetal Medicine Units Network and a Neonatal Research Unit Network. Requires the Director of the CDC to study and report on the relationship between prematurity, birth defects, and developmental disabilities as well as review the Pregnancy Risk Assessment Monitoring Survey. Requires the Director of NIH to contract with the Institute of Medicine of the National Academy of Sciences for a study on the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration to assess the current national core performance and outcome measures under the Maternal and Child Health Block Grant with the goal of expanding them to include known risk factors of low birthweight and prematurity such as smoking by pregnant women. Requires the Secretary of Health and Human Services to make grants for a demonstration project to improve the provision of information on prematurity to health professionals and other health care providers and the public. Funds grants for projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit (nicu). Establishes an Interagency Coordinating Council on Prematurity and Low Birthweight.

ILSA Enhancement and Compliance Act - Amends the Iran and Libya Sanctions Act of 1996 to urge the President to immediately commence diplomatic efforts to establish a multilateral sanctions regime against Libya (currently limited to Iran). Expands reporting requirements by the President to Congress to cover Libya and specified governmental actions and assistance with respect to Iran or Libya. Authorizes the President to suspend the application of sanctions upon certification that: (1) the suspension is vital to national security; and (2) the country has undertaken substantial measures to prevent the acquisition and development of weapons of mass destruction by the Government of Iran or Libya. Directs the President: (1) upon disclosure of specified activity related to investment in Iran or Libya, to direct the Secretary of the Treasury to initiate an investigation; and (2) to impose two or more of specified mandatory sanctions upon determining that a person has provided to Iran or Libya any goods, services, technology, or other items which significantly and materially contributed to their ability to acquire chemical, biological, or nuclear weapons or specified other capabilities. Makes specified sanctions under the Act mandatory. Repeals the Act's sunset provision. Directs the Securities and Exchange Commission to establish an Office of Global Security Risk to: (1) establish a process for identifying all issuers that are operating in countries (particularly Iran and Libya) whose governments have repeatedly provided support for acts of international terrorism; and (2) ensure and enhance issuer disclosures regarding operations, risks of operating, and activities in such countries.

Keeping Families Together Act of 2003 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (Act) to repeal the provision amending the definition of "aggravated felony," and restore provisions of law amended by such provision as if it had not been enacted, including residency-or status-related rights of an affected legal alien. Amends the Immigration and Nationality Act to revise detention of criminal alien provisions, effective as if included in the Act. Repeals, as if included in the Act: (1) certain provisions respecting termination of continuous presence or physical presence in the United States; and (2) the definition of "conviction." Authorizes the Attorney General to admit certain lawfully admitted permanent resident aliens returning to the United States who temporarily proceeded abroad voluntarily and not under an order of deportation or removal, effective as of a specified date, as if certain sections of the Antiterrorism and Effective Death Penalty Act of 1996 and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 had not been enacted. Revises provisions respecting judicial review of removal orders. Requires the Attorney General to establish a post-proceeding removal relief process for affected aliens.

Urges the Government of the Lao People's Democratic Republic, the United Nations, the European Union, and the Association of South East Asian Nations to work for: (1) unrestricted access to Laos by international election monitors and international human rights organizations; (2) the rights of opposition political parties and their candidates to run for public office and for all adult citizens of Laos to vote; (3) the right of the citizens to assemble, protest, and to organize; (4) the cessation of all acts of violence against the Hmong population; and (5) the release of those jailed in connection with the 1999 pro-democracy demonstrations.

Calls for the Government of the People's Republic of China (PRC) to: (1) stop interfering in the exercise of religious and political freedoms within the United States, such as the right to practice Falun Gong; (2) cease using diplomatic missions in the United States to spread falsehoods about Falun Gong; (3) release prisoners of conscience; (4) end the harassment, detention, physical abuse, and imprisonment of individuals who are exercising their legitimate rights to freedom of religion, of expression, and of association as stated in the PRC Constitution; and (5) demonstrate its willingness to abide by international standards of such freedoms by ceasing to restrict them. Calls on the President to take such actions as: (1) issuing a formal protest about repeated Chinese Government human rights violations to the Chinese Foreign Ministry; and (2) working more closely with Chinese human rights activists to identify Chinese authorities who have been personally responsible for acts of violence and persecution in China. Urges the Attorney General to investigate reports that Chinese consular officials in the United States have committed illegal acts while attempting to intimidate or inappropriately influence Falun Gong practitioners or local elected officials, and determine an appropriate legal response. Calls on local government officials in the United States to recognize and support organizations and individuals that share the goals of the local community, including Falun Gong practitioners, and report to Congress, the Attorney General, and the Secretary of State any incidents of pressure or harassment by Chinese agents.

Prevent Prematurity and Improve Child Health Act of 2003 -Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to give States the option to expand or add coverage of certain pregnant women under Medicaid and SCHIP and to provide optional coverage of legal immigrants under such programs. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Covers tobacco cessation medications and counseling for pregnant women, also, under the Maternal and Child Health Services program under SSA title V. Gives States the option under Medicaid of: (1) providing family planning services and supplies to individuals with incomes that do not exceed a State's income eligibility level for medical assistance; and (2) extending the postpartum period for provision of family planning services and supplies. Gives States the option of providing wrap-around SCHIP coverage to children who have other health coverage. ........................................

Commission to Establish the National Museum of the American Latino Act of 2003 - Establishes the Commission to Establish a National Museum of the American Latino. Directs the Commission to: (1) report to the President and Congress with recommendations on a plan of action to establish and maintain, in Washington, DC, the National Museum of the American Latino; (2) develop a fundraising plan, examine specified issues (including whether the Museum should be within the Smithsonian Institution), and make legislative recommendations; and (3) convene a national conference on the Museum. Directs the Secretary of the Interior to provide administrative services, facilities, and funds necessary for performance of Commission functions.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Employment Non-Discrimination Act of 2003 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Keeping Families Together Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award competitive grants to States to establish systems of individualized mental health treatment and family support services for children who are in custody or in danger of entering the custody of the state for the purpose of receiving mental health services. Requires eligible States to: (1) have laws or policies in effect that ensure that children receive appropriate mental health services so that parents do not have to relinquish legal custody of such children; (2) provide matching funds; (3) establish infrastructure for interagency cooperation and cross system financing; and (4) expand public health insurance programs to cover these services after the grant expires. Establishes a Federal interagency task force to examine mental health issues in the child welfare and juvenile justice systems and the role of their agencies in promoting access by children and youth to mental health services. Amends the Social Security Act to permit the use of the Medicaid home and community-based services waiver to provide mental health services to children and youths as an alternative to care in inpatient psychiatric hospitals.

HRIFA Improvement Act of 2003 - Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) include document fraud among the grounds of inadmissibility which shall not preclude an otherwise qualifying Haitian alien from permanent resident status adjustment; and (2) provide that determinations with respect to children shall be made using the age of an individual as of the date of enactment of this Act. Permits new status adjustment applications to be filed for a limited time period. Directs the Secretary of Homeland Security to establish procedures for reopening status adjustment applications based upon the amendments made by this Act.

Tax Reform Action Commission Act of 2003 - Establishes in the legislative branch a Tax Reform Action Commission to make specific recommendations to Congress for the reform of the internal revenue laws in a manner that produces a system that is: (1) simple, transparent, and efficient; (2) fair and equitable to all Americans; and (3) neutral between different activities and between current consumption and future consumption.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Government Network Security Act of 2003 - Directs each Federal agency to develop and implement a plan for protecting the security and privacy of Government computers and networks from the risks posed by peer-to-peer file sharing. Requires the Comptroller General to review and report to specified congressional committees on the adequacy of such agency plans.

Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.

Agricultural Job Opportunity, Benefits, and Security Act of 2003 - Directs the Secretary of Homeland Security, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker (and spouse and minor children) to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Pediatric Palliative Care Act of 2003 - Amends the Public Health Service Act to provide grants to: (1) provide training in pediatric palliative care and related services; (2) implement or expand pediatric palliative care programs for children with life-threatening conditions; (3) expand the number of physicians, nurses, mental health professionals, and appropriate allied health professionals and specialists with pediatric palliative clinical training and research experience; (4) enhance pediatric palliative care and care for children with life-threatening conditions in general pediatric or family practice residency training programs through the development of model programs; and (5) fund research in pediatric pain and symptom management that will utilize existing facilities of the National Institutes of Health. Provides for Medicare and private sector pediatric palliative care demonstration projects.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Prohibits appropriated foreign assistance funds (including direct loans, credits, insurance, and guarantees of the U.S. Export-Import Bank) from being expended to finance directly any assistance or reparations to Cuba, Libya, North Korea, Iran, Saudi Arabia, or Syria.

Commends the people and the Government of the Hashemite Kingdom of Jordan for conducting transparent participatory elections. Expresses the desire of Congress that this process toward democratization continue to thrive to become a model for other Arab countries. Reaffirms the friendship and special relations that exist between the peoples of the United States and Jordan. Offers the commitment of Congress to assist Jordan in its future challenges of democratic reform to ensure democracy is able to grow and flourish. Commends His Majesty King Abdullah II for his efforts in promoting political, economic, and social reforms, and for his unequivocal determination to promote peace in the Middle East.

National Commission on the Modernization of the United Nations Act of 2003 - Establishes the National Commission on the Modernization of the United Nations to study: (1) the extent of modernization of the organizational structure and practices of the United Nations (UN) that can be effectuated with and without changes to its Charter; (2) the principles to which member states should adhere and the consequences of a state espousing and enforcing values counter to the Charter; (3) the feasibility of mandating each member state to agree to adhere to the principles of UN membership, and to review the principles of the UN to determine whether the state should withdraw if the UN is not adhering to the Charter; (4) whether all states should have one vote in the General Assembly and whether the UN should be structured in a bicameral fashion; (5) whether auxiliary commissions and organizations of the UN should be funded by member dues, whether such entities drain resources away from the primary function of the UN, or whether member states can create and fund caucuses to deal with matters of common interest; (6) whether the UN should have a separate peacekeeping force, while identifying successes of past peacekeeping and humanitarian efforts; and (7) the credibility of resolutions when the UN does not mandate absolute obedience.

Expanding Opportunities in Higher Education Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize various programs and provisions. Repeals HEA provisions, under the definition of institution of higher education, that: (1) currently require for-profit institutions of higher education to derive at least ten percent of their revenue from funds that do not come from HEA title IV student assistance programs (the 90/10 rule); and (2) currently restrict distance education in terms of the relative number of courses an institution may offer by telecommunications, and relative number of students enrolled in such courses, for purposes of student assistance program eligibility (the 50 percent rule). (Retains such rule for correspondence courses not offered by telecommunications.) Revises HEA title III (Institutional Aid) to extend authorizations of appropriations for: (1) part A grants for American Indian tribally controlled colleges and universities, and for Alaska Native and Native Hawaiian-serving institutions; (2) part B grants for historically Black colleges and universities (HBCU); (3) endowment challenge grants for institutions; (4) HBCU capital financing; and (5) the minority science and engineering improvement program. Revises HEA title V (Developing Institutions) to extend the authorization of appropriations for grants to Hispanic-serving institutions. Revises HEA title IV (Student Assistance) to treat as independent students those currently serving on active duty in the Armed Forces for other than training purposes (thus including active duty members of the National Guard and Reserves). Revises requirements, and extends authorizations of appropriations for, the following title IV programs: (1) Federal TRIO support services programs for disadvantaged students; (2) GEAR UP early intervention and college awareness programs for low-income students; and (3) HEP/CAMP special programs for students whose families are engaged in migrant and seasonal farmwork. Directs the Advisory Committee on Student Financial Assistance to study and report on the feasibility of simplifying the need analysis methodology for all for Federal student financial assistance programs and the process of applying for such assistance. Requires the Secretary of Education to initiate a redesign of the free application for Federal student aid (FAFSA). Revises requirements for a simplified needs test. Amends the Education of the Deaf Act of 1986 to extend the authorization of appropriations in general, as well as for monitoring and evaluation, and for Federal endowment programs for Gallaudet University and the National Technical Institute for the Deaf (NTID). Extends authorizations of appropriations for programs under the Tribally Controlled College or University Assistance Act of 1978, the Navajo Community College Act, and the United States Institute of Peace Act.

Congressional Tribute to Celia Cruz Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation of a congressional gold medal in commemoration of Celia Cruz (a Cuban-born entertainer who became known as the "Queen of Salsa") in recognition of her contributions to music, Latino culture, and American society.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Provides that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2000.

Social Security Number Privacy and Identity Theft Prevention Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and display to the general public of social security account numbers (SSNs) (or any derivatives) by Federal, State, and local governments and bankruptcy case trustees; (2) prohibit the display of SSNs on checks issued for payment by such governments, or on driver's licenses or motor vehicle registrations issued by a State or local government; (3) prohibit the Federal, State, or local government display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by Federal, State, or local governments; (5) prohibit the selling, purchasing, or displaying of SSNs (with certain exceptions), or the obtaining or use of any individual's SSN to locate or identify such individual with the intent to physically injure or harm such individual or to use the individual's ID for any illegal purpose by any person; and (6) require States to require independent verification of birth records provided in support of applications for SSNs. Subjects to the Fair Credit Reporting Act information regarding a consumer's SSN (and any derivative) (credit header information). Provides that any person who refuses to do business with an individual because the individual will not consent to that person's receipt of his or her SSN shall be considered to have committed an unfair or deceptive act or practice in violation of the Federal Trade Commission Act, except in certain cases required under Federal law. Directs the Commissioner of Social Security to: (1) undertake to make improvements to the enumeration at birth program for the issuance of social security account numbers to newborns; and (2) by regulation restrict the issuance of multiple replacement social security cards to any individual to minimize fraud. Establishes: (1) civil and criminal penalties for violations of this Act; (2) criminal penalties for employees of the Social Security Administration who knowingly and fraudulently issue social security cards or social security account numbers; and (3) enhanced penalties in cases of terrorism, drug trafficking, crimes of violence, or prior offenses.

Cancer Survivorship Research and Quality of Life Act of 2003 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH, acting through the Director of the Institute, to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to study the health challenges associated with cancer survivorship and carry out projects and interventions. Requires the Secretary to make grants for the monitoring and evaluation of cancer care and survivorship.

Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare recognition of the services of respiratory therapists that are furnished as part-time or intermittent nursing care or physical therapy services under a plan of care for home health services. Directs the Secretary of Health and Human Services to study and report to Congress on the impact of paying for the services of respiratory therapists as a separate benefit under part B (Supplementary Medical Insurance) of Medicare, and as an explicit component of the several benefits under part A (Hospital Insurance) of Medicare.
