Expresses support for the designation of National Suicide Prevention Month. Recognizes suicide as a preventable public health problem and supports declaring that suicide prevention should be a priority. Promotes awareness that suicide most often occurs when stressors exceed the current coping abilities of an individual suffering from a mental health condition.

Prohibiting Future Ransom Payments to Iran Act This bill declares that it shall be the policy of the U.S. government not to pay ransom or release prisoners for the purpose of securing the release of U.S. citizens taken hostage abroad. The U.S. government is prohibited from providing promissory notes (including currency) issued by the U.S. government or by a foreign government to the government of Iran. The conduct of a transaction or payment in connection with a claim settlement agreement brought before the Iran-United States Claims Tribunal (established on January 19, 1981) may be made only: (1) on a case-by-case basis pursuant to a specific license by the Department of the Treasury's Office of Foreign Assets Control, and (2) in a manner that does not contradict such promissory note prohibition. The President must publish a list of such transactions or payments. Such promissory note prohibition and licensing requirement shall remain in effect until the President certifies that: (1) a preliminary or final rule providing for Iran's designation as a jurisdiction of primary money laundering concern has been rescinded, and (2) the Department of State has removed Iran from the list of countries that have repeatedly provided support for acts of international terrorism. The President shall: (1) submit, every 180 days for 3 years, a report that evaluates each outstanding claim before the tribunal; and (2) provide notice prior to conducting a transaction or payment from the U.S. government to the government of Iran in connection with a claim settlement agreement. Nothing in this bill shall: (1) apply to activities subject to the non-covert intelligence reporting requirements under title V of the National Security Act of 1947, or (2) be construed to authorize any U.S. government payment to the government of Iran.

No Ransom Payments Act of 2016 This bill prohibits the President from paying final judgments, awards, or compromise settlements to Iran using specified Department of Treasury funds (specified funds) until the President certifies that: (1) Iran has returned any money from such funds paid to it by the United States after January 1, 2016, (2) Iran has satisfied all outstanding judgments against it awarded to U.S. plaintiffs by U.S. courts, and (3) individuals taken hostage and held for 444 days following the U.S. Embassy seizure in Iran on November 4, 1979, have been compensated from the United States Victims of State Sponsored Terrorism Fund. The President must certify before providing or authorizing payment of any funds to Iran that: (1) the funds will not be used to support international terrorism, and (2) Iran or Iran-supported groups are not unjustly detaining U.S. citizens. The President, within 60 days after enactment of this bill, shall impose property transaction and U.S. entry sanctions against any Iranian person: involved in the kidnapping or unjust detention of a U.S. citizen on or after March 9, 2007; that engages, or attempts to engage, in an activity or transaction that materially contributes to such kidnapping or unjust detentions; and owned or controlled by such a person, acting on behalf of such a person, or providing support for such a person. The Director of National Intelligence shall report within 60 days on whether funds paid to Iran by the United States after January 1, 2016, have been used by Iran to support international terrorism. The President and U.S. government officers shall not: make a payment to a government or person to secure the release of unjustly detained U.S. citizens (a payment to assist arrested U.S. citizens is excluded from such prohibition), or use specified funds to make any payment to a state sponsor of acts of international terrorism (a specific payment or a specific payee is excluded from such prohibition if Congress has passed a joint resolution waiving the application of such prohibition).

Disability Community Act of 2016 This bill amends title XIX (Medicaid) of the Social Security Act to temporarily establish a higher federal matching rate with respect to Medicaid expenditures for certain services furnished to individuals with developmental disabilities if such expenditures are attributable to compliance with specified regulations. In the case of a state Medicaid program that does not require the use of an electronic visit verification system for personal care services and home health services, the federal matching rate for medical assistance expended on such services shall be incrementally reduced.

Conserving Our Reefs and Livelihoods Act of 2016 This bill amends the Coral Reef Conservation Act of 2000 to expand the coral reef conservation program by awarding remaining program grant funds to appropriate projects, including monitoring and assessment, research, and education necessary to protect and restore coral reefs. The Coral Reef Conservation Fund is renamed the Coral Reef Conservation and Restoration Fund. The National Oceanic and Atmospheric Administration (NOAA) must establish the Center of Excellence in Coral Reef Ecosystem Science Cooperative Institute. Additionally, the bill directs NOAA to submit to Congress a national coral reef action strategy. The U.S. Coral Reef Task Force is authorized to carry out prize competitions that promote coral reef research and conservation. The prize competitions must be designed to help the United States achieve its goal of developing new and effective ways to advance the understanding, monitoring, and sustainability of coral reef ecosystems. The Department of the Interior may provide coral reef conservation and restoration assistance. Interior must obtain approval from the relevant fish and wildlife management agency of a state or territory before restricting fishing access to state or territorial waters within its jurisdiction. The bill directs NOAA to award competitive grants for colleges, universities, and nonprofit research organizations to research lionfish and their impact on the Atlantic Ocean and Gulf of Mexico ecosystems.

Declares that the House of Representatives stands together with all people of the United States in the face of terror and hate. Reaffirms the commitment of the United States and its allies to defeat the Islamic State of Iraq and the Levant and other terrorist groups at home and abroad and to address the threat posed by homegrown terrorism.

Caesar Syria Civilian Protection Act of 2016 This bill declares that it is U.S. policy that all diplomatic and coercive economic means should be used to compel the government of Bashir al-Assad to halt the slaughter of the Syrian people and actively work toward transition to a democratic government. This bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly provides significant financial, material, or technological support: (1) to the government of Syria and the Central Bank of Syria, including Syria's intelligence and security services or its armed forces, including through money laundering or with respect to Syria's gas or petroleum production or civilian aircraft services; and (2) that materially contributes to Syria's ability to acquire or develop ballistic missiles, chemical, biological, or nuclear weapons, or destabilizing numbers and types of advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for or complicit in: (1) directing the commission of serious human rights abuses against citizens of Syria or their family members, regardless of whether such abuses occurred in Syria; or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The Department of State and the Agency for International Development shall report on the monitoring and evaluation of ongoing assistance programs in Syria and to the Syrian people. The bill requires the President to: (1) submit an updated list of Syrian officials who are responsible for or complicit in the commission of serious human rights abuses against Syrian citizens, and (2) assess the potential effectiveness of a no-fly zone over Syria. The State Department shall provide assistance to entities taking criminal and evidence gathering actions for prosection of individuals who have committed crimes against humanity or war crimes in Syria since March 2011. The President may suspend sanctions against Syria under specified conditions. The bill: (1) expresses the sense of Congress with respect to a transitional government in Syria, and (2) sets forth activities and transactions that are exempt from sanctions.

Nicaraguan Investment Conditionality Act (NICA) of 2016 This bill directs the President to instruct the U.S. Executive Director at each international financial institution to use U.S. influence to oppose any loan or other fund use for the government of Nicaragua's benefit, other than for basic human needs or to promote democracy, unless the Department of State certifies that Nicaragua is taking effective steps to: (1) hold elections overseen by credible domestic and international electoral observers, (2) promote democracy and an independent judiciary system and electoral council, (3) strengthen the rule of law, and (4) respect the right to freedom of association and expression. The President shall direct the U.S. Permanent Representative to the Organization of American States to use U.S. influence to advocate for an Electoral Observation Mission to be sent to Nicaragua in 2016 and 2017.

Senior Citizen Protection Act of 2016 This bill requires the Department of Justice (DOJ) to establish guidelines for states to design and implement elder abuse registries. DOJ may award state grants to establish and operate such registries. Additionally, DOJ must establish and maintain a national database that contains information from state elder abuse registries.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Eli Wiesel. The Joint Committee may authorize the Architect of the Capitol to enter into the agreement as well as related contracts. The Joint Committee shall place the statue in a suitable permanent location in the U.S. Capitol.

Urges the President, U.S. allies, and the United Nations to raise the cases of Siamak and Baquer Namazi with Iranian officials at every opportunity and undertake efforts to secure their immediate release. Encourages the President to utilize appropriate measures against such government if they are not released.

Expresses support for: (1) the goals and ideals of National Latino AIDS Awareness Day; (2) the implementation of the National HIV/AIDS Strategy; (3) effective and comprehensive HIV prevention education programs; (4) appropriate funding of HIV/AIDS prevention, care, treatment, research, and housing; and (5) a comprehensive prevention and treatment strategy that empowers stakeholders to engage their communities to help decrease violence, discrimination, and stigma towards individuals who disclose their sexual orientation or HIV status and to normalize voluntary testing practices. Encourages individuals, especially Latinos, to get tested for HIV. Commends the work of organizations providing services to people living with and vulnerable to HIV/AIDS.

This bill authorizes the Department of Justice (DOJ) to deny the transfer of a firearm or explosive, or the issuance of an explosives license or permit, to known or suspected terrorists. Specifically, the bill authorizes DOJ to deny those transfers, licenses, or permits if the citizens or permanent residents of the United States are included in the Federal Bureau of Investigation's Terrorist Screening Database's no-fly list or the selectee list. DOJ and federal, state, and local law enforcement must be notified immediately of requests to transfer a firearm or explosive to a person who is, or in the last five years was, identified on the database. The bill establishes a judicial review process for appealing a denial by DOJ.

This bill prohibits U.S. agency funds from being used until the earlier of the enactment date of an Act authorizing FY2017 appropriations for military activities of the Department of Defense (DOD) or January 1, 2017, for the transfer or release to or within the United States, its territories, or possessions or to any foreign country or entity of an individual detained at Naval Station, Guantanamo Bay, Cuba. "Individual detained at Guantanamo" means an individual located at Guantanamo as of October 1, 2009, who: (1) is not a U.S. national or a member of the Armed Forces, and (2) is in the custody or under the control of DOD or otherwise detained at Guantanamo.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Expresses appreciation to the European Union (EU) for the progress made in countering Hizballah since the EU designated Hizballah's military wing as a terrorist organization. Supports cooperation between the United States and the EU in thwarting Hizballah's criminal and terrorist activities. Urges the EU to designate Hizballah in its entirety as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and active supporters, freezing Hizballah's assets in Europe, and prohibiting fund raising activities in support of Hizballah.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

ALS Disability Insurance Access Act of 2016 This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis, and require their payment starting the first month during all of which the individual is under a disability and in which the individual becomes entitled to the benefits.

National Mitigation Investment Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to increase the maximum total of contributions for a major disaster by an amount equal to 4% of the estimated aggregate amount of grants to be made under such Act if, at the time of a declaration of a major disaster, the affected state has in effect and is actively enforcing an approved state building code. To be eligible for such increased federal contributions, a state must submit its building code to the President for approval. The President shall approve such a code upon determining that it: (1) is consistent with the most recent version of a nationally recognized model building code; (2) has been adopted by the state within six years of the most recent version of such nationally recognized code; and (3) uses the nationally recognized code as a minimum standard. The Federal Emergency Management Agency (FEMA) shall set appropriate standards for the periodic update, resubmittal, and approval of previously approved state building codes. Recipients may use hazard mitigation assistance received under such Act to conduct activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by a flood. States and local governments may use technical and financial assistance received under such Act to implement predisaster hazard mitigation measures to establish and operate a building department and carry out enforcement activities to implement an approved state building code. In determining whether to provide such assistance, the President shall take into account the extent to which a state or local government is carrying out activities to implement an approved state building code. The National Advisory Council shall commence a comprehensive study to evaluate disaster costs and losses and develop recommendations for reducing them. FEMA shall conduct a pilot program to award grants to state, local, and tribal governments to aid and encourage the adoption and active enforcement of nationally recognized model building codes, state building codes, and related mitigation measures.

Christa McAuliffe Commemorative Coin Act of 2016 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe. The design of the coins shall bear an image of and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2018. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

Venezuela Defense of Human Rights and Civil Society Extension Act of 2016 This bill amends the Venezuela Defense of Human Rights and Civil Society Act of 2014 to extend through December 31, 2019, provisions requiring the President to impose sanctions against individuals in Venezuela who are responsible for human rights violations.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Urges the working group established by the Federal Republic of Germany and the Conference on Jewish Material Claims Against Germany to recognize the imperative to fund immediately and fully the medical, mental health, and long-term care needs of surviving Holocaust victims, with full transparency and accountability, to ensure all funds for Holocaust victims from the Federal Republic of Germany are administered efficiently, fairly, and without delay. Urges the Federal Republic of Germany also to reaffirm its commitment to fulfill its moral responsibility to Holocaust victims by: ensuring that each Holocaust victim receives all of the prescribed medical care, home care, mental health care, and other vital services necessary to live in dignity; and providing, without delay, additional financial resources to address the unique needs of Holocaust victims.

Recognizes the legacy of Russian opposition leader Boris Yefimovich Nemtsov, who dedicated his life to fighting corruption and promoting the principles of democracy, rule of law, and the inherent dignity of human beings. Urges the U.S. government, in official contacts with representatives of the Russian government, to emphasize the importance of bringing to justice all of the conspirators in the murder of Boris Yefimovich Nemtsov. Calls on the President to increase significantly U.S. support for the causes for which Boris Yefimovich Nemtsov gave his life.

United States Financial System Protection Act of 2016 This bill applies to transfers of funds to or from Iran, or for the direct or indirect benefit of an Iranian person or the government of Iran, for a specified period only, the existing authorization for U.S. depository institutions and registered brokers or dealers in securities to process such a funds transfer if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that has been authorized by a specific or general license and does not involve debiting or crediting an Iranian account. The period of application shall be from on or after January 1, 2016, until the President certifies to the appropriate congressional committees that the government of Iran has ceased: supporting acts of international terrorism; and developing nuclear, biological, and chemical weapons and ballistic missiles and ballistic missile launch technology (and has dismantled existing ones). The requirements of this bill shall also apply to foreign financial institutions and registered brokers or dealers in securities if the funds to be transferred are denominated in U.S. dollars. The President may not, except for certain humanitarian purposes, issue any license under the International Emergency Economic Powers Act or take other action that permits a domestic or foreign depository institution or registered broker or dealer in securities to conduct an offshore U.S. dollar clearing system, or supply U.S. dollars for any such system conducted or overseen by a foreign government or financial institution, for transactions (including funds transfers) involving or for the benefit of the government of Iran or an Iranian person. The President may not rescind a preliminary draft rule or final rule authorizing designation of Iran as a jurisdiction of primary money laundering concern without first certifying to Congress that the government of Iran is no longer engaged in support for terrorism, pursuit of weapons of mass destruction, and any illicit and deceptive financial activities.

Cranial Prosthetic Medicaid Coverage Enhancement Act This bill amends title XIX (Medicaid) of the Social Security Act to alter coverage requirements under a state plan for medical assistance. Specifically, a state plan that provides medical assistance for an individual's inpatient hospital services shall also provide biennial medical assistance to the individual for one cranial prosthesis, as specified by the bill. (A cranial prosthesis is a custom-made wig designed for a patient who has suffered hair loss as a result of a medical condition or treatment.)

United States-Caribbean Strategic Engagement Act of 2016 This bill directs the Department of State to submit to Congress a multi-year strategy for U.S. engagement with the Caribbean region that: identifies State Department and U.S. Agency for International Development (USAID) efforts to prioritize U.S. policy towards the Caribbean region; broadens State Department and USAID outreach to the Caribbean diaspora community in the United States to promote their involvement in Caribbean economic development and citizen security; outlines an approach to partner with Caribbean governments to improve citizen security, reduce illicit drug trafficking, strengthen the rule of law, and improve the effectiveness of the Caribbean Basin Security Initiative (CBSI); encourages efforts of the region to implement regional and national strategies that improve Caribbean energy security; improves diplomatic engagement with Caribbean governments; and assists Caribbean countries in diversifying their economies, reducing free trade and investment barriers, and supporting the training and employment of persons in marginalized communities. The Government Accountability Office shall submit reports to Congress regarding: (1) the CBSI; and (2) diplomatic outreach from the U.S. embassy in Barbados to Antigua and Barbuda, Dominica, St. Kitts and Nevis, St. Lucia and St. Vincent, and the Grenadines.

Urges the Department of State to provide: (1) equipment and training to the men and women of the Kurdish Peshmerga in the fight against the Islamic State of Iraq and Syria (ISIS), and (2) assistance to the Kurdistan Regional Government to assist in meeting the needs of the internally displaced persons and refugee populations. Encourages the Peshmerga to continue and redouble their efforts to protect minorities who are fleeing persecution in Iraq and Syria.

This bill amends the Internal Revenue Code, with respect to the child tax credit, to: (1) increase the allowable amount of such credit from $1,000 to $2,000 for each qualifying child, (2) raise the modified adjusted gross income threshold amount at which the phase-out of the credit begins, and (3) increase such threshold amount by $15,000 for each qualifying child of the taxpayer beyond the first child.

Coral Reef Sustainability Through Innovation Act of 2016 This bill amends the Coral Reef Conservation Act to authorize the 12 federal agencies on the U.S. Coral Reef Task Force, which includes the National Oceanic and Atmospheric Administration, to carry out, either individually or cooperatively, prize competitions that promote coral reef research and conservation. The prize competitions should be designed to help the United States achieve its goal of developing new and effective ways to advance the understanding, monitoring, and sustainability of coral reef ecosystems. Priority is given to establish programs that address communities, environments, or industries that are in distress due to the decline or degradation of coral reef ecosystems.

Condemns the attacks against the residents of Camp Liberty/Hurriya in Iraq. Urges the government of Iraq to: (1) bring to justice those responsible for the attacks; and (2) ensure access to food, clean water, medical assistance, electricity and other necessary supplies and equipment. Calls on the United States to work with Iraq to: (1) bring Camp Liberty/Hurriya to the same level of protection as that of the Baghdad International Airport to ensure the security of the residents, and (2) facilitate the residents' ability to sell their property and assets in order to fund their costs of living and resettlement out of Iraq. Urges the United States to work with Iraq and the United Nations High Commissioner for Refugees (UNHCR) to ensure that Camp Liberty/Hurriya residents, without exception, are safely resettled outside of Iraq and Iran according to the terms of the December 2011 Memorandum of Understanding. Calls on the United States to work with Albania and UNHCR to provide suitable housing for the remaining Camp Liberty/Hurriya residents in Albania.

United States Naval Station Guantanamo Bay Preservation Act This bill prohibits any action to modify, abrogate, or replace the stipulations, agreements, and commitments contained in the Guantanamo Lease Agreements, or to impair or abandon the jurisdiction and control of the United States over Naval Station, Guantanamo Bay, Cuba, unless specifically authorized or otherwise provided by: a statute enacted on or after the enactment of this Act; a treaty ratified with the advice and consent of the Senate on or after enactment of this Act; or a modification of the Treaty Between the United States of America and Cuba signed at Washington, DC, on May 29, 1934, that is ratified with the advice and consent of the Senate on or after enactment of this Act. "Guantanamo Lease Agreements" means: the Agreement Between the United States of America and the Republic of Cuba for the Lease to the United States of Lands in Cuba for coaling and naval stations, signed by the President of the United States on February 23, 1903; and the Lease to the United States by the Government of Cuba of Certain Areas of Land and Water for Naval or Coaling Stations, signed by the President of the United States on October 2, 1903.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

Displaced Jewish Refugees from Arab Countries and Iran Act This bill directs the President to report annually to Congress on actions the Department of State and other relevant federal departments and agencies have taken in the preceding year regarding resolution of the issue of Jewish refugees from Arab countries and Iran. The report shall include a description of: actions in bilateral and multilateral fora to address the issue of rights for Jewish refugees from Arab countries; and measures to help ensure that the interests of Jews displaced from Arab countries and Iran and of all refugees displaced as a result of the Arab-Israeli conflict, including Arabs, Jews, Christians, and other groups, are considered in any final settlement of the Middle East refugee question that is part of any comprehensive Arab-Israeli peace.

This bill directs the U.S. Army Corps of Engineers, after completion of the study of the Herbert Hoover Dike, Florida, known as the Herbert Hoover Dike Dam Safety Modification Study, to: (1) carry out, without any further congressional authorization, the projects recommended as part the study; and (2) complete such projects by December 31, 2020. Appropriations in the amount of $800 million are made to carry out this bill.

Sanctioned Iranian Entities Oversight Act of 2016 This bill amends the National Defense Authorization Act for Fiscal Year 2013 to extend through 2019 the annual report the President must submit to Congress regarding the use of certain Iranian seaports by foreign vessels and the use of foreign airports by sanctioned Iranian air carriers. Such report shall also include a description of Department of State efforts to encourage other countries to prohibit the use of air space and airports by sanctioned Iranian air carriers.

Building Rail Access for Customers and the Economy Act or the BRACE Act This bill amends the Internal Revenue Code to make permanent the tax credit for railroad track maintenance.
