Strengthening Medicare Anti-Fraud Measures Act of 2010 - Amends title XI of the Social Security Act to authorize the Secretary of Health and Human Services (HHS) to exclude from participation in any federal health care program entities affiliated with a sanctioned entity, as well as any officer or managing employee of an affiliated entity (currently, only individuals with an ownership or control interest in a sanctioned entity), if the affiliated entity was so affiliated at the time of any of the conduct forming the basis for the conviction or exclusion of the sanctioned entity.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

No Prisoner Access to Social Security Numbers Act of 2010 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to prohibit governmental entities from employing, or entering into or maintaining a contract for the use or employment of, prisoners in any capacity that would allow such prisoners access to the Social Security account numbers of other individuals (or any derivatives of such numbers).

Condemns the government of the Islamic Republic of Iran for its: (1) threats to annihilate the United States and Israel; (2) support of international terrorism; and (3) incitement of genocide of the Israeli people. Supports using all means to persuade the government of Iran to stop building and acquiring nuclear weapons. Reaffirms the U.S. bond with Israel and pledges to work with the government of Israel and the people of Israel to ensure that their nation receives critical economic and military assistance, including missile defense capabilities, needed to address the Iranian threat. Supports Israel's right to use all means necessary to confront and eliminate nuclear threats posed by Iran.

Lifelong Learning Accounts Act of 2010 - Amends the Internal Revenue Code to: (1) establish tax-exempt lifelong learning accounts to pay certain educational expenses, including tuition, fees, books, supplies, and information technology devices required for the education of, or courses of instruction of, the account beneficiary; (2) allow individuals between ages 18 and 71 an income-based tax credit for cash contributions to their lifelong learning accounts; (3) exclude from employee gross income employer contributions to a lifelong learning account; and (4) allow employers a tax credit for contributions made to the lifelong learning accounts of their employees and for administrative costs associated with small employer lifelong learning accounts.

Condemns the inclusion of inflammatory and inaccurate content in Iranian textbooks that is aimed at indoctrinating and radicalizing students with anti-Israeli, anti-Semitic, and anti-Western sentiment and at restricting the rights of women. Calls on the government of Iran to reform its textbooks and educational system to promote peace, tolerance, equality, and the development of civil society. Urges the President, regarding the conduct of Iran, to consider the harmful and disturbing content propagated by the Iranian education system.

Directs the Secretary of Health and Human Services (HHS) to develop and implement a fraud, waste, and abuse comprehensive prepayment review Prevention System for reviewing claims for reimbursement under title XVIII (Medicare) of the Social Security Act. Requires the Secretary to carry out the system acting through the Center for Program Integrity of the Centers for Medicare and Medicaid Services (CMS). Requires the Prevention System to cover all types of providers and suppliers under the Medicare program, but allows it to be limited to a subset of claim segments. Requires the Prevention System to: (1) be a high volume, rapid, near real-time information technology solution which includes data pooling and scoring capabilities to quickly and accurately capture and evaluate data; (2) identify high-risk Medicare claims by scoring all such claims in near real-time before payment is made; (3) involve a statistically sound, empirically derived predictive modeling technology; and (4) utilize a fraud management system that presents score, reason codes, and treatment actions for high-risk scored transactions, and a feedback loop to gain access to outcome information on adjudicated Medicare claims. Prohibits the Secretary from making a payment on a claim selected for review until it has been reviewed under the System.

America Stands with Israel Act - Expresses the sense of Congress that the United States: (1) supports Israel's right to defend itself; (2) supports Israel's naval blockade of Gaza; and (3) should oppose any investigation by the United Nations (U.N.) into the flotilla incident (involving the May 2010 Israeli interception of ships carrying supplies to Gaza). Requires the Secretary of State to direct the U.S. Permanent Representative to the United Nations to cease U.S. participation in and membership on the United Nations Human Rights Council (UNHRC). Prohibits the Secretary from contributing any funds to the United Nations for an investigation into the flotilla incident. Directs the Secretary to ensure that no U.S. contributions to the United Nations are used for any such investigation, including by withholding from U.S. contributions to the regularly assessed biennial budget of the United Nations amounts equal to any amounts so expended.

Restores provisions of law amended by such Acts. Enacts the Common Sense Health Care Reform and Affordability Act (H.R. 4038), as introduced in the House of Representatives on November 9, 2009.

Federal Workforce Reduction Act of 2010 - Prohibits the head of an executive agency from appointing any individual to a position in the agency in any fiscal year for which the Director of the Office of Management and Budget (OMB) projects a federal budget deficit. Makes an exception if: (1) there is a position available in the federal workforce hiring pool (to be established by the President); and (2) the President approves an agency head's request for the allocation of a position in the pool to the agency. Sets the number of positions in the hiring pool at zero as of the first day of FY2011, after which the number shall: (1) increase by .50 for each full time-equivalent position in any agency which subsequently becomes vacant; and (2) decrease by 1.0 for each request for a full time-equivalent position that is approved by the President. Authorizes the President to waive this limitation upon determining that such waiver is required by the existence of a state of war, other national security concern, or an extraordinary emergency threatening life, health, safety, or property. Exempts the Department of Defense (DOD), the Department of Homeland Security (DHS), and the Department of Veterans Affairs (VA).

Demands that Hamas: (1) immediately and unconditionally release Israeli soldier Gilad Shalit; (2) allow access to the Israeli captives by competent medical personnel and representatives of the International Committee of the Red Cross; and (3) provide Gilad Shalit the humane treatment all captives are entitled to as a fundamental human right, including communication with his family. Expresses: (1) commitment to the survival of Israel as a Jewish and democratic state within recognized and secure borders; (2) support in resolving the Israeli-Palestinian conflict through the creation of a democratic, viable, and independent Palestinian state living in peace alongside Israel; (3) sympathy for Gilad Shalit's family; and (4) commitment to seek the release of Gilad Shalit and other missing Israeli soldiers. Recalls Israeli soldiers Ehud Goldwasser, Eldad Regev, Zecharya Baumel, Zvi Feldman, Yehuda Katz, Ron Arad, Guy Hever, and Majdy Halabi. Condemns: (1) Hamas for the cross border attack and kidnapping of Gilad Shalit; and (2) Iran and Syria for their support for international terrorism.

Prohibits the Secretary of Veterans Affairs (VA), in determining the eligibility of a small business for inclusion in a VA-maintained database of small businesses owned and controlled by veterans and the veteran owners thereof, from considering: (1) the work schedule of the veteran owner; or (2) whether the small business sells or otherwise conducts business with respect to more than one product line.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Higher Education Affordability and Equity Act of 2010 - Amends the Internal Revenue Code to: (1) repeal the dollar limitation on the tax deduction for interest on education loans and expand eligibility for such deduction by increasing the threshold for the phaseout of such deduction; (2) increase to $5,000 the maximum allowable contribution to a Coverdell education savings account; and (3) include qualified higher education expenses (i.e., books, supplies, room, board, and special needs services) as amounts excludable from gross income as a qualified scholarship. Exempts from the general terminating date of the Economic Growth and Tax Relief Reconciliation Act (i.e., December 31, 2010) provisions of that Act modifying education individual retirement accounts and expanding the tax deduction for student loan interest.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Prohibits the Committee on Rules from reporting a rule or order that provides for disposition of the Senate amendments to H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) unless it provides for: (1) at least one hour of debate, equally divided and controlled by the majority leader and the minority leader; and (2) a requirement that the Speaker put the question on disposition of the Senate amendments and that the yeas and nays be considered as ordered thereon.

American Job Creation and Investment Act - Amends the Internal Revenue Code to allow a corporation to elect in 2010 and 2011 to increase its alternative minimum tax (AMT) credits by a specified credit adjustment amount for purposes of increasing its U.S. workforce and making investments in business equipment. Allows a similar election for a taxable year which includes December 31, 2009, with certain restrictions. Terminates such additional credit allowance after December 31, 2011.

Treats cash contributions made after February 26, 2010, and on or before April 15, 2010, for the relief of earthquake victims in Chile as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution. Extends from March 1, 2010, through April 15, 2010, the period in which cash contributions for the relief of earthquake victims in Haiti will be deemed to have been made on December 31, 2009, for purposes of the the tax deduction for charitable contributions. Designates this Act as an emergency requirement, thus exempting its provisions from the pay-as-you-go requirement of budget neutrality.

Medicare Secondary Payer Enhancement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act with respect to any settlement, judgment, award, or other payment between a Medicare claimant and an applicable plan involving a payment made for items and services by the Secretary of Health and Human Services (HHS). Prescribes requirements for a voluntary calculation and direct reimbursement by a Medicare claimant and an applicable plan to the Hospital Insurance Trust Fund or the Supplementary Medical Insurance Trust Fund, as appropriate, of a conditional payment of Medicare secondary payer claims for settlement purposes. Grants the Secretary the right to contest the amount of any such reimbursement, and the right of the claimant and plan to request a final recovery demand for reimbursement. Declares that requirements to reimburse the appropriate Trust Fund for any payment made by the Secretary with respect to an item or service shall not apply with respect to any settlement, judgment, award, or other payment by an applicable plan: (1) constituting a total payment obligation to a claimant of not more than $5,000; or (2) involving the ongoing responsibility for other medical payments of not more than $5,000. Changes from mandatory to discretionary the current civil money penalty for failure of an applicable plan to submit certain information to the Secretary with respect to any claimant. Prescribes requirements for the creation of safe harbors from such sanctions. Directs the Secretary to modify reporting requirements for liability insurance (including self-insurance), no fault insurance, and workers' compensation laws and plans so that entities responsible for reporting information are not required to access or report to the Secretary beneficiary Social Security numbers or health identification numbers. Sets a statute of limitations with respect to the recovery of payments by the United States. Establishes $30 user fees, adjusted annually for inflation, for requests submitted to the Secretary for direct conditional payment reimbursement and for final demand of a conditional payment.

Protecting Taxpayers from Excessive Compensation Act of 2010 - Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to direct the Federal Housing Finance Agency, in its capacity as conservator or receiver of a government-sponsored enterprise (Federal National Mortgage Association [Fannie Mae] or the Federal Home Loan Mortgage Corporation [Freddie Mac]), to prohibit the provision of compensation to any employee, officer, or executive officer of such enterprise, for any period during such conservatorship or receivership, in an amount exceeding the rate of basic pay at such time for the Chairman of the Joint Chiefs of Staff of the Armed Forces.
