Denounces, demands the cessation of, and condemns the perpetrators of the practices of female genital mutilation, domestic violence, honor killings, acid burning, dowry deaths, and other gender-based persecutions. Expresses the sense of the House of Representatives that: (1) participation, protection, recognition, and independence of women is crucial to achieving a just, moral, and honorable society; (2) regardless of religion, geography, or form of government, women should not be denied equal rights, which should be defended; and (3) the United States should renew consideration of and ratify its signature on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

Paterson Great Falls National Park Act of 2007 - Establishes in the city of Paterson in the county of Passaic in New Jersey, the Paterson Great Falls National Park as a unit of the National Park System. Requires the Park to be administered in partnership by the Secretary of the Interior, the state of New Jersey, the city of Paterson and its applicable subdivisions, and others. Establishes the Paterson Great Falls National Historical Park Partnership to coordinate the activities of federal, state, and local authorities and the private sector in the development, for the Secretary's approval, and implementation of an integrated resource management plan. Directs the Secretary, acting through the Director of the National Park Service, to establish a Paterson Great Falls National Park Advisory Council. Authorizes the Secretary to acquire land or interests within the boundaries of the Park by donation, purchase with donated or appropriated funds, or exchange.

Gun Show Loophole Closing Act of 2007 - Amends the federal criminal code to provide for regulation of firearms transfers at special firearms events (events at which 75 or more firearms are offered or exhibited for sale, exchange, or transfer if one or more of the firearms has been shipped or transported in, or otherwise affects, interstate or foreign commerce, excluding an offer or exhibit of firearms: (1) by an individual, from that individual's personal collection, at that individual's private residence, if the individual is not required to be licensed; and (2) at events conducted and attended by permanent or annual dues paying members of private, not-for-profit organizations whose primary purpose is owning and maintaining real property for hunting activities). Prohibits any person from operating a special firearms event without notifying the Attorney General. Sets forth: (1) responsibilities of special firearms events operators and of firearms licensees and transferors other than licensees at such events, including with regard to criminal background checks; (2) special firearms event license application requirements; and (3) penalties for violation of this Act. Authorizes a state to apply to the Attorney General for, and sets forth criteria for, certification of the 24-hour verification authority of that state with respect to criminal background checks. Increases penalties for: (1) serious record keeping violations by licensees; and (2) violations of criminal background check requirements.

Domestic Violence Victim Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) include among the eligibility criteria for certain federal grants state laws authorizing gun confiscation by law enforcement officers in certain domestic violence cases; and (2) authorize grants for state hire of additional personnel for entering information relating to protection orders. Amends the Violence Against Women Act of 1994 to: (1) authorize grants for training programs to establish integrated domestic violence courts; (2) include among the eligibility criteria of the National Stalker and Domestic Violence Reduction grant program state certification that its laws relating to the elements of a stalking offense require only that the defendant has on more than one occasion harassed or threatened the victim (thereby excluding any requirement for a specific intent to cause fear); and (3) authorize grants for state hire of additional personnel for entering information relating to stalking and domestic violence data.

Right to Know About Airport Pollution Act of 2005 [ sic ] - Directs the Administrator of the Environmental Protection Agency (EPA) to study, and report to Congress on: (1) the feasibility of regulating air, noise, water, and solid waste pollution from all sources in and around airports using airport bubbles; and (2) the feasibility and desirability of strengthening EPA air pollutant emissions standards for airplane engines. Defines an "airport bubble" as an area: (1) in and around an airport (or other facility using aircraft) within which sources of pollution and levels of pollution from those sources are to be identified and reduced; and (2) containing a variety of types of air, noise, water, and solid waste sources of pollution in which the aggregate of each type of pollutant from the respective sources is regulated as if the various sources were a single source. Requires the Administrator to promulgate regulations requiring each airport that regularly serves commercial or military jet aircraft to report, under toxic chemical release reporting provisions of the Emergency Planning and Community Right-To-Know Act of 1986 and source reduction and recycling data collection provisions of the Pollution Prevention Act of 1990, releases and other waste management activities associated with the manufacturing, processing, or other use of toxic chemicals listed under the Emergency Planning and Community Right-To-Know Act of 1986.

Revolutionary War and War of 1812 Battlefield Protection Act - Amends the American Battlefield Protection Act of 1996 to direct the Secretary of the Interior, acting through the American Battlefield Protection Program, to establish an acquisition grant program for battlefields and associated sites identified in the Revolutionary War and War of 1812 Historic Preservation Study (battlefield report). Authorizes the Secretary to provide grants to States or local governments (eligible entities) to pay the Federal share of the cost of acquiring such sites. Permits eligible entities to acquire an interest in eligible sites using such grants in partnership with nonprofit organizations. Requires the non-federal share of the cost of acquisition of eligible sites to be not less than 50 percent of the total. Subjects acquired property to the Land and Water Conservation Fund Act's prohibition against conversion to other than public outdoor recreation uses without the Secretary's approval. Requires the Secretary to submit to Congress a report on activities carried out under this Act and updates to the battlefield report.

Oceans Conservation, Education, and National Strategy for the 21st Century Act - Establishes a national policy to protect, maintain, and restore the health of marine ecosystems and requires that federal agencies administer U.S. policies and laws accordingly. Allows more stringent federal and state requirements. States that there shall be an agency known as the National Oceanic and Atmospheric Administration (NOAA), declares that Reorganization Plan No. 4 of 1970 (concerning NOAA) shall have no further force or effect, and sets forth NOAA's mission and functions. (Reestablishes NOAA and requires a reorganization plan.) Creates an Under Secretary of Commerce for Oceans and Atmosphere and makes that person the Administrator of NOAA. Requires maintenance within NOAA of: (1) the National Weather Service; (2) programs to protect, maintain, and restore the health and sustainability of coastal, ocean, and Great Lakes resources; (3) the Office of Education; and (4) a Science Advisory Board. Establishes: (1) a National Oceans Advisor; (2) a Committee on Ocean Policy; and (3) the Council of Advisors on Oceans Policy. Designates certain ocean regions for ecosystem-based management and establishes a Regional Ocean Partnership for each region. Requires the Administrator to establish a network of regional ocean ecosystem resource information systems for each ocean region and other specified bodies of water. Authorizes related contracts. Establishes in the Treasury the Ocean and Great Lakes Conservation Trust Fund. Requires payments to coastal states for development and implementation of Regional Ocean Strategic Plans. Requires the U.S. Postal Service to provide for a special postage stamp to afford the public a convenient way to support efforts to protect, maintain, and restore marine ecosystems.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Darfur Accountability and Divestment Act of 2007 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Education for the 21st Century (E-21) Act - Establishes assistance programs for: (1) middle school computer literacy; and (2) high-quality educational software for all schools. Authorizes the Secretary of Education to award grants to states (especially those with a priority on training middle school teachers) that integrate into the state curriculum the goal of making all middle school graduates in the state technologically literate. Requires use of such grants for teacher training in technology, emphasizing programs preparing teachers in elementary, middle, and secondary schools to become technology leaders and then serve as experts and train other teachers. Authorizes the Secretary to award competitive grants for students at secondary schools and institutions of higher education (IHEs) to work with IHE faculty, software developers, and experts in educational technology in developing high-quality educational software and Internet websites. Directs the Secretary to recognize outstanding software and websites developed with such assistance that focus on core curriculum areas, especially: (1) for the first year of awards, mathematics, science, and reading; and (2) for the second and third years of awards, again mathematics, science, and reading, but also social studies, the humanities, and the arts. Requires: (1) such recognized educational software to be made available to local educational agencies for free downloading from the Department of Education's website; and (2) such recognized websites to be accessible to any Web user.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Housing Opportunities Made Easier Act, or the HOME Act - Instructs the Secretary of Housing and Urban Development to: (1) provide 150,000 incremental vouchers to public housing agencies in FY2008 for tenant-based rental housing assistance under section 8 of the United States Housing Act of 1937; and (2) renew such vouchers in each ensuing fiscal year.

Housing Authority Funding Fairness Act of 2007 - Amends the United States Housing Act of 1937 to: (1) repeal tenant-based contract renewals by application of an inflation factor; and (2) authorize FY2008-FY2012 appropriations for tenant-based rental assistance (vouchers). Prescribes requirements for renewal funding for each public housing agency.

Secure Rural Schools and Community Self-Determination Reauthorization Act of 2007 - Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to extend the Act through FY2013. Revises requirements regarding the merchantable material contracting pilot program. Requires counties participating in county projects to submit a specified notification for each project for which the participating county obligated county funds. Provides for the review of such notifications.

Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Smarter Funding for All of America's Homeland Security Act of 2007 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to states and eligible regional entities on the basis of the threat to a state or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant state or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Recognizes the special legal and political relationship the Indian tribes have with the United States and the solemn covenant with the land we share. Commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land. Acknowledges years of official depredations, ill-conceived policies, and the breaking of covenants by the Federal Government regarding Indian tribes. Apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens. Expresses the regret of the United States for the ramifications of former offenses and its commitment to build on the positive relationships of the past and present to move toward reconciliation. Urges the President to acknowledge the offenses of the United States against Indian tribes in U.S. history. Commends the State governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all State governments to do the same. Declares that nothing in this Joint Resolution authorizes any claim against the United States or serves as a settlement of any claim against it.

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Urges the League of Arab States to: (1) declare the systematic torture, rape, and displacement of Darfurians a genocide; (2) pass a resolution to support and accept U.N. peacekeepers to enforce the ceasefire, protect civilians, and ensure access to humanitarian assistance in Darfur; and (3) work with the United Nations, the African Union, and the United States Presidential Special Envoy for Sudan, Andrew Natsios, to bring about peace and stability to Darfur, the refugee camps, and along the Chadian border.

Geneva Distinctive Emblems Protection Act of 2006 - Amends the federal criminal code to prohibit the wearing or displaying of the Red Crescent or the Third Protocol Emblem (the Red Crystal) for the fraudulent purpose of claiming membership in an authorized national society using such emblems. Imposes a fine and/or prison term of up to six month for violations.

Cost of Living Fairness Act of 2006 - Requires the Commissioner of Labor Statistics to develop and report to Congress and the Comptroller General on a methodology for determining the cost of living in each state which accounts for the costs of housing, goods, and services. Requires the Comptroller General to study and report to Congress on how federal benefits provided to beneficiaries in each state under certain programs would be distributed if: (1) the cost of living in each state, as determined under the methodology, were a factor in the determination of such benefits; and (2) the methodology were applied so that federal benefits vary only to the extent that such determination would result in an increase of benefits to beneficiaries in a state. Specifies such benefit programs as all those providing vouchers, coupons, cash grants, or cash reimbursements based on the beneficiary's income.

Recognizes the Reverend Waitstill Sharp and Martha Sharp as genuine American heroes, and pays tribute to them as their names are added to the Wall of Rescuers in the permanent exhibition of the U.S. Holocaust Memorial Museum on September 14, 2006. Commends the organization founded to support the Sharps' work, the Unitarian Universalist Service Committee, for its efforts to rescue Jews and opponents of the Nazi regime in Europe and for carrying on the Sharps' legacy by working to save the lives of the people of Darfur, Sudan, and to protect human rights worldwide.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest.

City Youth Violence Recovery Act of 2006 - Authorizes the Secretary of Health and Human Services to award grants to partnerships between a state mental health authority and one or more local public or private entities to prevent or alleviate the effects of youth violence in urban communities with a high or increasing incidence of such violence by providing violence-prevention education, mentoring, counseling, and mental health services to children and adolescents. Gives priority to grant applicants that agree to use the grant in communities that lack the resources to address youth violence. Requires grant applicants to agree to use no more than 15% of a grant for violence-prevention education.

Authorizes appropriations for FY2007 to carry out title XXVI of the Public Health Service Act (popularly known as the Ryan White Care Act). Prohibits the Secretary of Health and Human Services, in determining the amounts of formula grants for FY2007, from using a methodology for counting the number of AIDS or HIV cases that is different than the methodology used by the Secretary for FY2006.

Confidence in Voting Act of 2006 - Amends the Help America Vote Act of 2002 to direct the Election Assistance Commission to pay to each jurisdiction that conducts a general election on November 7, 2006, and uses a voting system other than an optical scan or other paper ballot voting system, an amount equal to the documented costs it pays or incurs for the preparation, production, and use of contingency paper ballots for such election. Sets a maximum payment of 75 cents for each contingency paper ballot printed. Sets forth conditions for payment.

Darfur Accountability and Divestment Act of 2006 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Gestational Diabetes Act of 2006 or the GEDI Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to convene a Research Advisory Committee. Requires the Director of CDC, in consultation with such Committee, to develop a multisite research project to expand and enhance surveillance data and public health research on gestational diabetes. Directs the Secretary, acting through the Director of CDC, to award competitive grants to nonprofit organizations or state health agencies for demonstration projects that test specified hypotheses about interventions designed to reduce the incidence of gestational diabetes and obesity among young women and implement relevant activities. Requires the Director of CDC and the Director of the National Institute of Child Health and Human Development, in collaboration with the National Institute of Diabetes and Digestive and Kidney Diseases, to conduct and support basic, clinical, and public health research regarding gestational diabetes and obesity during pregnancy. Requires the Director of CDC to encourage screening for gestational diabetes within state-based diabetes prevention and control programs to reduce the incidence of gestational diabetes and its related complications.

Nonitemizer Real Property Tax Deduction Act of 2006 - Amends the Internal Revenue Code to: (1) increase the standard tax deduction for taxpayers who do not itemize tax deductions by $500 ($1,000 for joint returns) of the real property taxes paid or accrued by such taxpayers in a taxable year; (2) define economic substance for purposes of evaluating tax shelter transactions; and (3) impose a penalty for understatements of tax liability resulting from transactions lacking economic substance.

Healthy Farms, Foods, and Fuels Act of 2006 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; and (8) the organic agriculture research and extension initiative. Establishes: (1) the cooperative conservation partnership initiative; (2) the suburban and community forestry and open space program; (3) an integrated pest management initiative; and (4) a conservation initiative for socially disadvantaged farmers and ranchers. Revises: (1) the farmland protection program; (2) funding for the healthy forests reserve program; and (3) the national organic certification and transition cost share program. Makes permanent funding available for: (1) the education grant program for Hispanic-serving institutions; and (2) the fresh fruit and vegetable program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) WIC farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program.

9/11 Comprehensive Health Benefits Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare-based eligibility and benefits for individuals with a 9/11 disaster-connected health condition. Makes Medicare the secondary payor for 9/11-related coverage. Prohibits a workers' compensation law or plan from discriminating against an individual by virtue of the individual's entitlement to such benefits. Prohibits an employer from discriminating against an individual regarding hiring, advancement, compensation, or other terms, conditions, and privileges of employment by virtue of the individual's entitlement to such benefits. Directs the Secretary of Health and Human Services to establish a consortium to conduct and coordinate screening, monitoring, treatment, and diagnostic research on the 9/11 disaster-connected health conditions.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Medicare Independent Living Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to eliminate the in-the-home restriction for Medicare coverage of mobility devices for individuals with expected long-term needs. Deems such devices to be durable medical equipment (DME) if they are used in customary settings for the purpose of normal domestic, vocational, or community activities.

Expresses the sense of Congress that the Director of the National Institutes of Health should: (1) be commended for working with leading scientists and researchers to organize the first National Institutes of Health conference on hydrocephalus; and (2) continue the current collaboration among specified entities with respect to such condition. Calls for increased: (1) funding for hydrocephalus research; and (2) public awareness and professional education regarding hydrocephalus through federal government and patient advocacy organization partnerships.

Amends the Immigration and Nationality Act to redefine "terrorist organization" for purposes of the alien terrorist exclusion as an organization of two or more individuals engaged in terrorist activities whose activities threaten the security of U.S. nationals or U.S. national security, as determined by the Secretary of State independently or upon the request of the Attorney General or the Secretary of Homeland Security. States that the Secretary of State's failure to determine that a group threatens the security of U.S. nationals or national security shall not affect the application of any of the other security and terrorism-related bars on admission to any of the group's members. Redefines "engage in terrorist activity" for purposes of alien terrorist exclusion to provide an undue coercion or duress exception with respect to providing terrorists with material support.
