Censures Vice President Richard B. Cheney for: (1) failing to respond to information requests concerning allegations that he and others in the Administration of President George W. Bush misled Congress and the American people regarding the decision to go to war in Iraq, misstated and manipulated intelligence information regarding the justification for the war, countenanced torture and degrading treatment of persons in Iraq, and permitted inappropriate retaliation against critics of the Administration; and (2) failing to adequately account for specific misstatements the Vice President made regarding the war.

K-16 Critical Foreign Language Pipeline Act - Amends the David L. Boren National Security Education Act of 1991 to create a Critical Foreign Language Program. Directs the Secretary of Defense to provide grants to five institutions of higher education to establish such program to collaborate with elementary schools and secondary schools for language learning pipelines to train students from kindergarten through college to be proficient in those foreign languages that the Secretary identifies as being the most critical in the interests of U.S. national security.

Condemns: (1) the arbitrary detention of Dr. Pham Hong Son and others by the government of the Socialist Republic of Vietnam and calls for their immediate release; and (2) the violations of freedom of speech, religion, movement, association, and the lack of due process afforded to individuals in Vietnam. Urges the government of Vietnam to: (1) consider the implications of its actions for the broader U.S.-Vietnam relationship, including trade relations; and (2) allow access to the Central Highlands and to the Northwest Highlands by foreign diplomats, the international press, and nongovernmental organizations. Applauds the European Parliament for its December 2005 resolution regarding human rights in Vietnam. Expresses the sense of Congress that the United States should: (1) make the immediate release of Dr. Pham Hong Son and others a top concern; (2) continue to urge the government of Vietnam to comply with internationally recognized standards for basic freedoms and human rights; (3) make clear to the government of Vietnam that it must adhere to the rule of law and respect the freedom of the press in order for it to accede to the World Trade Organization (WTO); and (4) make clear to the government of Vietnam that the detention of Dr. Pham and others is not in the interest of Vietnam because such detentions create obstacles to improved U.S. relations.

The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Supports strengthened economic, scientific, military, humanitarian, and anti-terrorism ties between the United States and India. States that the United States and India have a vital common interest in reducing the dangers posed by nuclear weapons through effective nonproliferation and disarmament endeavors. Expresses concern that the supply of nuclear fuel to India could result in the availability of India's existing fissile material stockpile, and in India's capacity to produce fissile material, for weapons purposes and thereby compromise U.S. ability to comply with the Treaty on the Non-Proliferation of Nuclear Weapons. Finds that the proposal for full civilian nuclear cooperation between the United States and India poses potentially adverse implications for U.S. nuclear nonproliferation objectives. Disapproves of any nuclear cooperation proposal that would result in the export or transfer to any country that: (1) is not a party to the Treaty on the Nonproliferation of Nuclear Weapons and has detonated a nuclear explosive device; or (2) is a nonnuclear-weapon state under that Treaty, but has not accepted full International Atomic Energy Agency (IAEA) safeguards over all of its nuclear facilities, materials, equipment, or technology that could assist in nuclear weapons production.

Prohibits the Secretary of Transportation from issuing any final rule that would change the Department of Transportation's (DOT) interpretation of what constitutes "actual control" of an airline with respect to requirements prohibiting foreign interests from exercising actual control over all airline operations. Directs the Secretary to report to Congress on the impact of DOT's proposed change of allowing foreign interests to control economic and competitive decisions while requiring U.S. citizens to control decisions concerning commitments to the Civil Reserve Air Fleet, transportation security, safety, and organizational documents. (Under current law, only an airline that qualifies as "a citizen of the United States" may provide service between U.S. cities or on international routes obtained by the United States through international agreements. Defines "a citizen of the United States" as an individual who is a citizen of the United States, a partnership each of whose partners is an individual who is a citizen of the United States, or a corporation or association in which at least 75% of the voting interest is owned or controlled by persons that are citizens of the United States).

Urges: (1) the government of the Russian Federation to withdraw the proposed legislation that would restrict the establishment and activities of domestic and foreign nongovernmental organizations in the Russian Federation or to modify the legislation to ensure the unobstructed establishment and free and autonomous operations and activities of such organizations in accordance with the practices universally adopted by the Western democracies; and (2) in the event the proposed legislation is not withdrawn or sufficiently modified, the State Duma and the Federation Council of the Federal Assembly to amend the legislation to ensure such freedoms.

Global Democracy Promotion Act of 2005 - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Fuel Choices for American Security Act of 2005 - Instructs Director of the Office of Management and Budget to publish an action plan in the Federal Register that targets oil savings for specified years. Directs the Secretaries of Energy and of Transportation, and the Administrator of the Environmental Protection Agency (Administrator), to promulgate regulations to implement the standards set forth in the Director's action plan. Requires the head of each federal agency to establish an oil usage baseline and develop a specified plan to reduce oil consumption. Directs the Postmaster General to report to Congress on annual fleetwide fuel savings and cost savings associated with eliminating Saturday mail delivery. Directs the Secretary of Energy to conduct a national media campaign to decrease domestic oil consumption. Amends federal transportation law to set forth a national tire efficiency program. Amends the Internal Revenue Code (IRC) to establish an idling reduction tax credit. Directs the Secretary of Transportation to conduct a research and development program for electric drive transportation technology. Directs the Secretary of Energy (Secretary) to establish a lightweight material research and development program. Amends the Energy Policy Act of 2005 to direct the Secretary to accelerate hybrid technology improvements by using loan guarantees that target automobile manufacturers and suppliers. Amends the IRC to allow: (1) an advanced technology motor vehicles manufacturing credit; and (2) a qualified flexible fuel hybrid and plug-in hybrid motor vehicle credit. Terminates the limitation on the number of qualified hybrid and advanced lean burn technology vehicles eligible for alternative motor vehicle credit. Directs the Secretary to issue regulations requiring each federal agency to achieve by FY2015 at least a 20% reduction in its fleet petroleum consumption. Amends the IRC to: (1) establish a fuel-efficient tax credit for private fleets; and (2) subject heavy vehicles to the depreciation limitation imposed upon certain luxury automobiles. Prescribes: (1) a production schedule for passenger cars that are either fuel choice enabling motor vehicles, or alternative fuel automobiles; and (2) calculations for flexible fuel vehicle economy. Requires the Secretary to transmit an action plan to Congress to ensure: (1) an increasing supply by non-oil fuels of the total domestic ground transportation fuel demand; and (2) nationwide inclusion of at least 10 % ethanol in the domestic ground transportation fuel supply by December 31, 2015. Amends the IRC to increase the alternative fuel vehicle refueling property credit. Amends federal transportation law to establish the Alternative Fueling Infrastructure Trust Fund. Amends the Clean Air Act to prescribe the minimum quantity of renewable fuel derived from cellulosic biomass for specified calendar years. Amends federal transportation law to direct the Secretary of Transportation to designate Transit-Oriented Development Corridors in certain urbanized areas. Amends the Energy Policy Act of 2005 to: (1) repeal the geographical limitation on the Sugar Cane Ethanol Program; (2) authorize preprocessing and harvesting demonstration grants for transportation fuel produced from biomass (in lieu of ethanol production); (3) direct the Secretary to establish a loan guarantee program for conversion of municipal solid waste into transportation fuel produced from biomass (in lieu of ethanol); and (4) instruct the Administrator to fund demonstration projects for producing transportation fuel produced from biomass (in lieu of ethanol).

Community and Rural Medical Residency Preservation Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to the counting of time spent in outpatient settings by full-time-equivalent residents in approved medical residency training programs, for purposes of direct graduate medical education payments and indirect medical education payments. Defines all, or substantially all, of the costs for the training program in that nonhospital setting as the residents' stipends and benefits and other amounts, if any, as determined by the hospital and the entity (wholly owned or operated by the hospital) operating the nonhospital setting. Declares that the hospital is not required to pay the entity any amounts other than those determined by the hospital and the entity in order for the hospital to be considered to have incurred all, or substantially all, of the costs for ther training program in that setting.

States that: (1) the deployment of U.S. forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date; (2) a quick-reaction U.S. force and an over-the-horizon presence of U.S. Marines shall be deployed in the region; and (3) the United States shall pursue security and stability in Iraq through diplomacy.

Iraq Contracting Fraud Review Act of 2005 - Directs The Secretary of Defense, acting through the Director of the Defense Contract Audit Agency, to review of each covered contract to determine if the contract has been the subject of fraud or any other contracting impropriety. Defines a covered contract as a contract or subcontract entered into on or after March 1, 2003, by the Department of Defense (DOD), if the contract or subcontract: (1) relates to reconstruction or troop support in Iraq; and (2) involves any contractor, subcontractor, or federal employee that has been indicted or convicted for fraud with respect to another DOD contract relating to such reconstruction or troop support in Iraq.

Reiterates the House of Representatives' support for the Good Friday Agreement as the blueprint for a lasting peace in Northern Ireland. Commends: (1) the Prime Minister of the United Kingdom Tony Blair and the Irish Taoiseach Bertie Ahern for their leadership in seeing to a peaceful resolution in Northern Ireland; (2) the Sinn Fein leadership in successfully urging the Irish Republican Army (IRA) to end its armed struggle and put its weapons beyond use; and (3) the leadership of Sir Hugh S. Orde, Chief Constable of the Police Service of Northern Ireland. Expresses the sense of the House of Representatives that: (1) all groups and organizations should end their involvement in paramilitary activity; (2) all Northern Ireland political parties should agree to share power according to the democratic mandate of the Good Friday Agreement, commit to work in good faith with all the institutions of the Good Friday Agreement, and work toward participating with the Police Service of Northern Ireland; and (3) the government of the United Kingdom and the government of Ireland should work to fully implement the Good Friday Agreement.

Condemns in the strongest terms the terrorist attacks that occurred on November 9, 2005, in Amman, Jordan. Expresses the condolences of the House of Representatives to the families and friends of those individuals who were killed in the attacks, and its sympathies to the injured. Expresses the solidarity and support of the people and government of the United States with the people and government of the Hashemite Kingdom of Jordan. Expresses the readiness of the House to support and assist the Jordanian authorities in their efforts to bring to justice those individuals responsible for the attacks, and to pursue and dismantle the networks which plan and carry out such attacks.

Plan B for Plan B Act of 2005 - Requires the Commissioner of Food and Drugs to approve or disapprove within 30 days the supplemental new drug application submitted by Women's Capital Corporation for Plan B (defined as .75 mg levonorgestrel tablets [commonly referred to as the morning-after pill]), as amended by a formal response to the Food and Drug Administration's non-approvable determination, that would switch the drug from prescription-only to nonprescription status for women 16 years or older. Deems the Commissioner as having approved the application if the deadline is not met and continues such approval unless the Commissioner publishes in the Federal Register a determination to approve or disapprove the application.

Medicaid Preservation Act of 2005 - Prohibits reductions in authorized federal funding under the Medicaid program under title XIX of the Social Security Act until full consideration has been given to the recommendations of the Bipartisan Commission on Medicaid. Establishes the Bipartisan Commission to review and make recommendations about: (1) each of Medicaid's major functional responsibilities; (2) issues that either threaten or could improve the long-term financial condition of Medicaid; (3) the way Medicare payment policies impact Medicaid, and ways to address specific payment problems that such policies may create in service delivery to populations typically not covered by Medicare, such as children and pregnant women; and (5) payments to safety net providers. Requires each recommendation to include an analysis of its effect under Medicaid and, if applicable, Medicare and other federal health programs, on: (1) federal and state expenditures; (2) provider payment rates; (3) beneficiary out-of-pocket expenditures; (4) beneficiary access to covered items and services; and (5) coverage of items and services.

Hurricane Katrina Recovery, Reclamation. Restoration, Reconstruction and Reunion Act of 2005 - Hurricane Katrina Victim Restoration Fund of 2005 - Provides for the determination of eligibility for compensation for any individual (or relatives of a deceased individual) who sustained economic or noneconomic losses as a result of Hurricane Katrina so that the individual (or relatives) are restored as nearly as possible to their condition before Hurricane Katrina. Directs the Administrator of the Environmental Protection Agency to develop a Comprehensive Environmental Sampling and Toxicity Assessment Plan. Provides for federal and state government to notify hurricane survivors of health risks they may face upon returning to their domiciles. Provides for the offer of alternative land and/or housing as compensation to residents whose homes or businesses have been destroyed or terminally compromised. Revises the TANF Emergency Response and Recovery Act of 2005 to provide for reimbursement of states for Temporary Assistance to Needy Families (TANF) benefits provided under part A of title IV of the Social Security Act to families from other states affected by Hurricane Katrina. Sets forth requirements relating to emergency extended unemployment compensation. Requires the Secretary of Health and Human Services to establish a program of emergency health coverage continuation relief. Sets forth housing and education requirements. Displaced Citizens Voter Protection Provisions of 2005 - Prescribes requirements for the protection of voting rights of Katrina evacuees. Prescribes requirements for: (1) regulatory relief for financial services; and (2) disaster loans and small business relief. Amends the Internal Revenue Code to provide for: (1) a tax credit for an eligible homebuyer who purchases a principal residence in the Hurricane Katrina disaster area; (2) an increase in the housing credit dollar amount; and (3) tax-exempt bonds for qualified Gulf Coast recovery projects. Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends the federal bankruptcy code to exempt victims of natural disasters, including small businesses, from certain requirements for debtors seeking relief. Directs the Director of the Federal Emergency Management Agency (FEMA) to establish a temporary flood insurance buy-in program. Expresses the sense of Congress that the President should present, within six months, a plan to eradicate poverty in the United States by 2015.

Expresses the sense of the House of Representatives that: (1) the Republic of Croatia has made significant progress in strengthening its democratic institutions and respect for human rights and the rule of law; (2) Croatia should be commended for its progress in meeting the political, economic, military, and other requirements of the North Atlantic Treaty Organization's (NATO) Membership Action Plan, its contribution to the global war on terrorism, and for its constructive participation in the United States-Adriatic Charter; (3) the government of Croatia should be commended for the significant improvement in its cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY); and (4) with complete satisfaction of NATO guidelines and criteria for membership, Croatia should be invited to be a full NATO member.

Focus on Family Health Worldwide Act of 2005 - Amends the Foreign Assistance Act of 1961 to authorize the President, through the United States Agency for International Development (USAID), to provide assistance for voluntary family planning programs in developing countries, including activities to: (1) improve public knowledge of voluntary family planning programs; (2) support public and private voluntary family planning programs, including networks for community-based and subsidized commercial distribution of contraceptives; (3) expand training for health care providers and educators; (4) provide improved coordination between voluntary family planning programs and programs that receive U.S. assistance for the prevention of HIV/AIDS and other sexually transmitted infections; and (5) strengthen supply chain logistics for the procurement and distribution of safe contraceptives, including coordination with the supply chain for HIV/AIDS prevention, care, and treatment. Gives priority to developing countries with acute family planning and maternal health needs. Authorizes appropriations.

Recognizes the need for every child to be vaccinated against polio. Urges all appropriate federal departments and agencies to immediately educate: (1) Americans about the need for polio vaccination; and (2) U.S. polio survivors and medical professionals about the cause and treatment of post-polio sequelae. Expresses support for the goals and ideals of observing the Year of Polio Awareness (the year beginning November 1, 2005).

(Social Security Protection and Congressional Accountability Rule) - Amends rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill or joint resolution with an anticipated effect of increasing or decreasing outlays or revenues by at least $100 million (major legislation) during the five-year period covered by the most recently agreed to concurrent resolution on the budget until at least seven calendar days after the text of the legislation, amendment, and related rule or order has been published in the Congressional Record. Makes it out of order as well to conclude a recorded vote on: (1) any economically significant legislation or major legislation or related amendment or conference report after 10 p.m. or before 9 a.m.; or (3) any major legislation or related amendment or conference report more than 30 minutes after the commencement of such recorded vote. Requires the applicability of any point of order set forth in this resolution to be determined on the basis of estimates made by the Committee on the Budget. Authorizes the Speaker to recognize the majority leader for the purpose of offering a motion to waive this clause on the grounds of national security, homeland security, or other emergency. Prohibits such waiver without two-thirds of the Members voting, a quorum being present, and agreeing to it. Amends rule XIII (Calendar and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order proposing a waiver of this resolution.

Security Council and all civilized nations to: (1) condemn these statements and to censure Iran for its statements and policies aimed at destroying Israel; and (2) consider measures to deny Iran the means to carry out its threats and to prevent Iran from acquiring nuclear weapons. Reaffirms the unwavering alliance between the United States and Israel and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Condemns the government of Syria for its apparent involvement in the assassination of former Lebanese Prime Minister Rafik Hariri, and demands that Syrian President Bashar Assad and the government of Syria cooperate with international and Lebanese efforts to further investigate such assassination and bring those responsible to justice. Supports: (1) the findings of the United Nations International Independent Investigation Commission (UNIIIC); and (2) full implementation of U.N. Security Council Resolution 1595. Urges the United States to support international and Lebanese efforts to investigate such assassination and bring its perpetrators to justice, including establishment of an international tribunal, if so requested by the government of Lebanon.

Community Cancer Care Preservation Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to subject to quarterly reconciliation any payments to physicians for drugs or biologicals made according to average sales price payment methodology in order to assure that they do not exceed or fall short of the actual average sales price during any preceding period. Requires the Secretary of Health and Human Services to review all such payments in the preceding quarter and compare them to the verified average sales price reported by the manufacturer for such quarter. Removes prompt pay discounts from the calculation of the manufacturer's average sales price. Extends through December 31, 2006, the current demonstration project to identify and assess oncology services that positively affect cancer outcomes. Requires the Secretary to make an additional 2% for drug administration services payment to physicians for overhead and related costs. Directs the Secretary to develop indicators for the evaluation of the quality of oncology services provided in the physician office setting. Requires the Director of the National Cancer Institute to develop a strategic plan to increase the number of cancer patients who enroll in clinical trials.

Advocates Dedicated to Older Child Parental Tax Credit (ADOPT) Act of 2005 - Amends the Internal Revenue Code to allow a $2,000 tax credit for costs associated with the adoption of a child who has reached nine years of age before the adoption decree becomes final. Allows the credit each year until such child attains the age of 19.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Urges all Americans to observe Korean American Day so as to have a greater appreciation of Korean Americans' contributions to the United States. Honors the 103rd anniversary of the arrival of the first Korean immigrants to the United States.

National Police Athletic League (PAL) Youth Enrichment Reauthorization Act of 2005 - Amends the National Police Athletic League Youth Enrichment Act of 2000 to: (1) rename the Police Athletic League the Police Athletic/Activities League (PAL); (2) reauthorize grants under the Act through 2010; (3) decrease the number of programs that PAL chapters receiving grant funds are required to create or expand from four to two; and (4) allow PAL chapters to use grants funds for programs to provide character development and leadership training.

Recognizes the 40th anniversary of the Second Vatican Council's Declaration on the Relation of the Church to Non-Christian Religions, Nostra Aetate. Expresses support for the new collaborative relationship that has grown between Jews and Roman Catholics. Requests the President to: (1) issue a proclamation recognizing the 40th anniversary of the Nostra Aetate; and (2) exert U.S. leadership toward ensuring that anti-Semitism and all forms of religious and racial bigotry are not tolerated worldwide.

Social Security COLA Protection Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to limit increases in the monthly Medicare premium, including the Medicare Advantage prescription drug program premium, to 25% of any Social Security cost of living increase.

Expresses the sense of the House of Representatives that: (1) Hurricane Katrina and other such disasters should not be used to weaken, waive, or roll back federal public health, environmental, and environmental justice laws and regulations; (2) state, local, and regional authorities must retain their authority for compliance and permitting of industrial and other facilities and their role in monitoring and cleanup; (3) testing, monitoring, cleanup, and recovery in areas of national emergency should be completed in a manner designed to protect public health and the environment, ensure habitability, and mitigate against the effects of future storms and in compliance with Executive Order 12898 (requires federal actions to address environmental justice in minority and low-income populations); and (4) the federal rebuilding of the Gulf Region communities and economy should be a model of an integrated, diverse, and sustainable society.
