Authorizes appropriations. Subtitle B: HOPE for HUD Multifamily Homeownership - Authorizes technical assistance, planning, and implementation matching grants for multifamily housing. Authorizes appropriations. Subtitle C: HOPE for Homeownership through Nonprofit Organizations - Authorizes implementation matching grants to private nonprofit organizations to carry out homeownership programs. Authorizes appropriations. Title II: Preservation of Low-Income Housing and Resident Homeownership - Retitles title II of the Emergency Low Income Housing Preservation Act of 1987 as the "Low-Income Housing Preservation and Resident Homeownership Act of 1990." Revises mortgage prepayment provisions. Authorizes approval of resident homeownership plans. Sets forth related conditions. Title III: Other HOPE Programs - Amends the Stewart B. McKinney Homeless Assistance Act to establish the shelter plus care program to provide specified rental assistance in connection with related support services to homeless persons who are seriously mentally ill or who have chronic alcohol or drug problems. Authorizes appropriations. Establishes a demonstration program to test the effectiveness of combining housing vouchers and support services to assist frail elderly persons to continue to live independently. Amends the United States Housing Act of 1937 to establish the Operation Bootstrap program to promote the development of local strategies to coordinate certificate and voucher program assistance with public and private resources to enable eligible families to achieve economic independence. Authorizes appropriations. Title IV: Housing Opportunity Zones - Authorizes the Secretary of Housing and Urban Development to designate Housing Opportunity Zones and approve Barrier-Removal Plans for cities and urban counties in order to remove legislative and administrative barriers to new and rehabilitated housing production.

Restricted Weapons Act of 1990

Restricted Weapons Act of 1990 - Amends the Federal criminal code to prohibit the possession or transfer of a restricted weapon, unless such weapon was lawfully: (1) possessed before the date it was most recently added to the published list required under this Act; or (2) transferred before such date and is registered with the Secretary of the Treasury within 90 days after such date and such weapon complies with regulations prescribed by the Secretary. Defines "restricted weapon" to mean any firearm which is on the list most recently published by the Secretary under this Act. Requires the Secretary to: (1) designate as a restricted weapon any semiautomatic rifle which is manufactured in the United States and is not generally recognized as suitable for, or readily adaptable to, sporting purposes and any firearm the importation of which is involved in specified criminal violations; (2) compile and publish a list of the firearms so designated; and (3) periodically revise such list. Sets penalties for the unlawful possession or transfer of a restricted weapon and the failure to register a restricted weapon. Provides for an enhanced penalty for possession or use of a restricted weapon during a crime of violence or a drug trafficking crime. Requires the Secretary to: (1) prescribe regulations governing the transfer of restricted weapons; and (2) establish a system for mail-in registration of such weapons. Authorizes the Secretary to assess fees in connection with the transfer and registration of restricted weapons. Prohibits the export of restricted weapons, with exceptions for U.S. departments or agencies and foreign governments (unless such a government engages in a consistent pattern of gross violations of human rights or has repeatedly provided support for international terrorism). Sets penalties for violations of this provision. Prohibits the manufacture of a firearm to which a silencer or bayonet may be attached without alteration of the firearm. Sets penalties for violations of this provision. Prohibits the possession or transfer of large capacity ammunition feeding devices, except where lawfully possessed before enactment of this Act. Defines such devices to include: (1) a detachable magazine, belt, or similar device which has, or can be readily converted to have, a capacity of more than seven rounds of ammunition; and (2) any part or combination of parts intended to convert a detachable magazine into such a device. Excludes from such definition any attached tubular device designed to accept and capable of operating with only .22 rimfire caliber ammunition. Sets penalties for violations. Requires the Secretary to promulgate regulations requiring manufacturers of such devices to stamp each such device with a permanent distinguishing mark.

Civil Rights Protections Act of 1990 - Amends specified provisions of Federal law relating to equal protection under the law to declare that: (1) the rights protected by those provisions are protected against nongovernmental discrimination as well as against impairment under color of State law; and (2) those provisions afford the same protection against discrimination in the performance, breach, or termination of a contract, or in the setting of the terms or conditions thereof, as it does in the making or enforcement of the contract. Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a seniority system is adopted, an individual becomes subject to it, or a person is injured by the application of the system or a provision thereof, if it was adopted for an intentionally discriminatory purpose, whether or not that discriminatory purpose is apparent on the face of the provision.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter Tuition Assistance Account, the Hazardous Materials Response Computer Account, the Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Establishes a National Hero Scholarship to fund the higher education of a child, spouse, or dependent parent of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974 and the provision of information concerning surplus Federal property and infectious diseases pursuant to this Act. Establishes the Firefighter Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to provide States with funds from the Hazardous Materials Response Computer Account of the fund for distribution to local fire services that wish to purchase computer equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to fire services, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable. Permits the Administrator, in certain circumstances, to award to a domestic firm a contract that, under the use of competitive procedures, would be awarded to a foreign firm.

Sugar Equity and Reform Act of 1990 - Title I: Sugar Price Support Program - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to support the price of each of the 1991 through 1995 crops of domestically grown sugarcane through six-month nonrecourse loans, with the loan rate for raw cane sugar at 95 percent of the rate announced for the preceding crop year. Requires the loan rate for sugar beets to be fair and reasonable in relation to the rate for sugarcane. Title II: Regulation of Sugar Imports - Prescribes policy for the regulation of sugar imports, including quotas and lowest tariff rates. Directs the Secretary to announce a market stabilization price and a threshold price for raw sugar no later than 30 days before the beginning of the October 1, 1991, sugar marketing year. Requires the President to maintain the market price for raw sugar at or near the market stabilization price through imposition of tariff rate import quotas on various sugar products. Amends the Food Security Act of 1985 to repeal the mandate to operate the sugar program at no cost to the Government by preventing the accumulation of sugar acquired by the Commodity Credit Corporation through sugar loan forfeitures. Repeals the requirement that a sugar exporting country verify that it does not import Cuban sugar for reexport to the United States.

Extends from 60 to 120 days the time during which an objection to a discharge in bankruptcy petition may be filed. Restricts to $7,500 the amount of real estate or insurance assets which may be shielded under the homestead exemption to the bankruptcy code.

Requires the Board to establish licensing standards for new or substantially modified DOE defense nuclear facilities. Prohibits such facilities from commencing operations without such a license. Grants the Board investigatory and oversight powers over the transportation of nuclear materials between facilities. Requires the Board to maintain an onsite staff for investigation, review, and compliance at each DOE defense nuclear facility. Requires the Secretary of Energy to notify the Board and the Congress immediately of any abnormal occurrence at a DOE defense nuclear facility that may result in an unplanned release of radioactive or hazardous materials. Authorizes the Board to issue administrative orders and bring suit in Federal court to compel compliance with its standards (including compliance with State and Federal standards). Authorizes the President, in the interests of national security, to issue the orders the overriding either court orders or administrative orders of the Board. Establishes civil and criminal penalties for violations under this Act.

Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Amends the Department of Housing and Urban Development Act to require HUD to make funding decisions and assistance allocations public. Prohibits advance disclosure of funding decisions and establishes civil monetary penalties for such violations. Amends the Housing and Community Development Act of 1974 to revise headquarters reserve categories. Requires that amounts made available to the reserve be approved in appropriation Acts. Repeals the Secretary of HUD's authority to make grants for technical assistance, special projects, and new communities under the community development block grant program (CDBG). Permits the Secretary to set aside .1 percent of specified appropriations for technical assistance. Amends the Department of Housing and Urban Development Act to require that all HUD regulation and handbook waivers be in writing and specify the grounds for the waiver. Authorizes the Secretary to impose civil monetary penalties on mortgagees or lenders for specified violations. Amends the National Housing Act to authorize the Secretary to impose civil monetary penalties on multifamily mortgagors for specified violations. Amends the Housing Act of 1959 to authorize the Secretary to impose civil monetary penalties on housing for the elderly or handicapped program mortgagors for specified violations. Amends the National Housing Act to authorize the Secretary to impose civil monetary penalties on Government National Mortgage Association issuers for specified violations. Amends the Interstate Land Sales Full Disclosure Act to authorize the Secretary to impose civil monetary penalties on land developers for specified violations. Amends the Department of Housing and Urban Development Act to require expenditure reporting and registration of consultants, lobbyists, and others attempting to influence HUD decisions. Establishes civil monetary penalties for reporting violations. Title II: Management Reform - Amends the Department of Housing and Urban Development Act to establish in HUD: (1) a Chief Financial Officer to serve as the Secretary's principal financial management advisor; and (2) a Federal Housing Administration (FHA) Comptroller. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for program evaluation and monitoring. Authorizes the transfer of additional specified appropriations for management reform activities. Amends the Department of Housing and Urban Development Act to provide for expedited congressional review of HUD rulemaking. Authorizes the use of national comparability studies in implementing section 8 (c)(2) (lower income rent adjustments) of the United States Housing Act of 1937. Amends the Housing and Community Development Act of 1974 to target community development block grant use to low- and moderate-income persons. Nullifies State laws permitting single family mortgagors to redeem foreclosed properties under the rehabilitation loan program of the Housing Act of 1964. Title III: Federal Housing Administrative Reform - Amends the National Housing Act to require the Secretary to make available annually to the public an audited financial statement of the insurance funds established under such Act. Eliminates private investor-owners from the FHA single family mortgage insurance program. Retains program eligibility for public and nonprofit investor-owners. Limits secondary residence (vacation home) program eligibility to instances of undue mortgagor hardship. Requires credit reviews (under standards prescribed by HUD) of persons acquiring FHA-mortgaged properties at any time during the life of the mortgage. Repeals title X (mortgage insurance for new communities land development) of the National Housing Act. Prohibits dealer and loan broker participation in the organization of property improvement loans.

Food Contamination Prevention Act - Amends the Solid Waste Disposal Act to require the Administrator of the Environmental Protection Agency to promulgate regulations: (1) prohibiting the transportation in commerce of hazardous, medical, recyclable, and terminal waste in any refrigerated or other vehicle designed for transporting perishable food or in any vehicle that is also used to transport any food, food additive, drug, cosmetic, or device, or any package containing such items; (2) establishing health and safety standards for the transportation in commerce of recyclable and reusable waste in vehicles that are also used to transport any food, food additive, drug, cosmetic, or device, or any package containing such items; (3) requiring any vehicle used to transport solid waste to be labeled in a manner that identifies the vehicle as a dedicated or nondedicated waste vehicle and that identifies the class of waste transported by such vehicle; (4) requiring each solid waste management facility to institute a program to ensure that all nondedicated waste vehicles that are used to transport solid waste are kept free from contaminants through the use of reasonably available current technology; and (5) establishing criteria for three classes of nonhazardous solid waste (reusable, recyclable, and terminal as defined in this Act). Prescribes criminal penalties for violation of such regulations.

Amends the Inspector General Act of 1978 to: (1) authorize inspectors general to subpoena witnesses; (2) authorize inspectors general to transmit a report directly to the appropriate congressional committee if the Secretary of an agency fails to do so; and (3) appoint inspectors general for ten-year terms. Establishes within the Department of Housing and Urban Development (HUD) a Comptroller to advise the Secretary on Department financial and management activities. Prohibits: (1) HUD fee arrangements tied to success in obtaining a grant or the amount of such grant; and (2) HUD officers or employees from disclosing inside information during the housing assistance selection process.

Requires each eligible institution of higher education participating in any program under student assistance (title IV) provisions of the Act, to prepare, publish, and distribute to all current students and employees, and to any applicant for enrollment or employment, upon request, an annual report containing specified types of information with respect to its campus security policies and campus crime statistics. Requires each such institution to make interim reports on specified types of crimes reported to campus security or local law enforcement authorities, and to distribute such reports to students and employees in a timely manner. Directs the Secretary of Education periodically to survey campus security policies, procedures, and practices and disseminate information on those that have been effective in reducing campus crime.
