Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Medicaid Intensive Community Mental Health Treatment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to provide States with the option of covering intensive community mental health treatment under the Medicaid program.

Mental Illness Consumer-Run Services Support Act - Directs the Secretary of Health and Human Services to award grants, contracts, or cooperative agreements to public and private nonprofit entities to establish ten regional centers to assist State and local governments, and health maintenance and other organizations develop complimentary peer-support and other nonprofessional services for persons with persistent mental illnesses. Gives preference to consumer-run organizations with appropriate background and experience.

Reaffirms the U.S. commitment to opposing any commercial and lethal scientific whaling and to supporting the expansion of whale sanctuaries. Calls for: (1) the President to use all available diplomatic channels to convey U.S. opposition to commercial whaling activities and lethal scientific whaling and to consider actions, including bilateral negotiations and sanctions, to eliminate such whaling and to prevent any trade in whale meat; and (2) the United States to strongly oppose any effort at the 53rd meeting of the International Whaling Commission in London to approve the resumption of commercial whaling and all efforts at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species to downlist any threatened or endangered whale population and to reopen international trade in whale meat.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Retirement Security Advice Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to allow prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice.

Calls for U.S. corporations to make greater contributions to faith-based organizations battling societal challenges. Expresses the sense of Congress that such corporations: (1) are important partners with government in efforts to overcome social problems; and (2) should not adopt policies that prohibit contributions to faith-based organizations.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Expresses the sense of Congress that: (1) the United States should not subsidize any oil or gas pipeline in the South Caucasus the commercial viability of which is in doubt or which hinders the U.S. goal of integrating Armenia into a secure and prosperous regional economic framework; (2) all proposals for South Caucasus oil and gas pipeline routes should be carefully evaluated to ensure that all Caucasus nations are included in consideration of energy and trade routes; (3) any engineering and feasibility study, and any project implementation, that utilizes U.S. Government funds, regarding the Baku-Ceyhan pipeline or similar energy transportation projects, must include trans-Armenian routes; and (4) the Trade Development Agency should fund and support a feasibility study to determine the cost savings of a trans-Armenia Baku-Ceyhan pipeline.

Amends the Agricultural Market Transition Act to: (1) reduce quota peanut price support levels through crop year 2003; (2) extend marketing assessment services through 2003; and (3) make nonrecourse loans available to all peanut producers at 85 percent of estimated market value as of crop year 2004. Amends the Agricultural Adjustment Act of 1938 to eliminate peanut quotas as of crop year 2004. Amends the National School Lunch Act to authorize the purchase at world market price of additional (excess of poundage quota) peanuts for the school lunch and other specified food and nutrition programs. States that such peanuts shall not be considered domestic edible use peanuts under the Agricultural Adjustment Act of 1938 or the Agricultural Market Transition Act.

Trade Promotion Authority Act of 2001 - Sets forth the overall trade negotiating objectives of the United States for trade agreements (generally similar to the objectives of the Omnibus Trade and Competitiveness Act of 1988 (OTCA)), including to: (1) further strengthen the system of international trading disciplines and procedures, including dispute settlement; and (2) foster economic growth, raise living standards, and promote full employment in the United States and to enhance the global economy. Sets forth the principal U.S. negotiating objectives (generally similar to the principal OTCA negotiating objectives) regarding trade barriers and other trade distortions, trade in services, foreign investment, intellectual property, transparency, improvement of the World Trade Organization (WTO) and other multilateral and bilateral trade agreements, foreign regulatory practices, electronic commerce, reciprocal trade in agriculture, and WTO extended negotiations. Requires the United States Trade Representative (USTR) to consult closely with Congress during trade negotiations. Sets forth the authority of the President (generally similar to the authority under OTCA) to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. States that a trade agreement may be entered into (before June 1, 2005; or June 1, 2007, if trade authorities procedures (or fast-track procedures) are extended under this Act) only if it makes progress in meeting the overall and principal trade negotiating objectives, and the President satisfies certain notification and consultation requirements set forth in this Act, including submission of the agreement for assessment by the International Trade Commission. Applies trade authorities procedures to bills implementing trade agreements if they consist of: (1) a provision approving a trade agreement entered into under this Act, and approving any statement of administrative action; and (2) if changes in existing laws or new statutory authority are required to implement such agreements, provisions necessary to implement them, either repealing or amending existing laws or providing new statutory law. Authorizes both Houses of Congress to adopt, within 60 days of each other, a procedural disapproval resolution denying trade authorities procedures to any trade agreement if the President has failed or refused to notify or consult with Congress about it. Exempts from the notice and consultation requirements of this Act any tariff or nontariff agreement which results from negotiations commenced before enactment of this Act, and which: (1) is entered into under the auspices of the WTO regarding the rules of origin work program; (2) is entered into with Chile or Singapore; or (3) establishes a Free Trade Area for the Americas. Requires the appointment of a Congressional Oversight Group to serve as advisor to the U.S. delegation after the President notifies Congress of his intention to enter into the negotiation of any tariff or nontariff trade agreement. Requires the President to submit an implementation and enforcement plan at the same time a final text of any tariff or nontariff trade agreement is submitted to Congress.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Declares that the House of Representations condemns and deplores: (1) the continued detention of Li Shaomin, Gao Zhan, Wu Jianmin, Tan Guangguang, Teng Chunyan, and other scholars detained on false charges by the Government of the People's Republic of China and calls for their immediate and unconditional release; (2) the lack of due process afforded to these detainees and the probable coercion of confessions from some of them; and (3) the ongoing and systematic pattern of human rights violations by the Chinese Government. Urges the Chinese Government to consider: (1) the implications to the broader U.S.-Chinese relationship of detaining and coercing confessions from U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions; and (2) releasing Liu Yaping on humanitarian grounds. Expresses the sense of the House of Representatives that the President should: (1) make the release of the scholars a top priority of U.S. foreign policy with the Chinese Government; (2) make every effort to assist the scholars and their families while discussions of their release continue; (3) make it clear that the detention of U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions of spying and the infliction of human rights violations upon U.S. citizens and residents, is not in the interests of the Chinese Government; and (4) send a special, high ranking representative to reiterate the deep concern of the United States regarding the continued imprisonment of the scholars and to discuss their legal status and immediate humanitarian needs.

Rural Teachers Recruitment Act of 2001 - Authorizes the Secretary of Education to make grants to eligible rural local educational agencies to recruit and retain qualified teachers for elementary and secondary schools. Includes among authorized uses of such teacher incentive program funds: (1) salary increases; (2) reimbursement for teacher certification and relocation expenses; and (3) assistance to pay college and graduate school tuition and training expenses.

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985 to direct the President, beginning after the 2000-2001 quota year, to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Internet Equity and Education Act of 2001 - Amends the Higher Education Act of 1965 (HEA) to exempt courses offered through telecommunications from certain limitations on student financial assistance with respect to correspondence courses. Allows such exemption if the institution offering such course through telecommunications: (1) is participating in the guaranteed or the direct student loan program; and (2) has a cohort default rate of less than ten percent for each of the most recent fiscal years for which data are available. Defines a week of instruction as one in which at least one day of instruction, examination preparation, or examination occurs, for purposes of determining an academic year for HEA student aid programs. Prohibits higher education institutions participating in HEA student assistance programs from making any incentive, non-salary payment, based directly on success in securing enrollments or financial aid, to any person or entity directly engaged in student recruiting or admission activities, or making decisions regarding the award of student financial assistance. Exempts from such prohibition recruitment of foreign students not eligible to receive Federal student assistance.

English Language Unity Act of 2001 - Amends specified Federal law to declare English to be the official language of the United States. Requires the official functions of the United States (meaning, in this case, the States and the District of Columbia) to be conducted in English. Requires a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Amends specified Federal law to declare, as a general rule of construction, that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the Laws of the United States. Requires the Department of Justice to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the Laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Working Families Flexibility Act of 2001 - Amends the Fair Labor Standards Act of 1938 to provide for compensatory time for all employees. Allows an employee to receive, in lieu of monetary overtime compensation, compensatory time off at a rate not less than one and one-half hours for each hour of employment for which overtime compensation is required under the Act.

Hospital Medicare Payment Parity Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services, where hospitals in one urban area are treated for geographical reclassification purposes as being located in another urban area, to calculate and apply the wage index for that one urban area as if the hospitals so treated had not been excluded from the calculation of such wage index (thus precluding it from being reduced by such treatment).

Apprenticeship Enhancement Act of 2001 - Amends the National Apprenticeship Act to direct the Secretary of Labor to ensure that applications relating to apprenticeship programs are processed in a fair and timely manner. Allows aggrieved applicants to file petitions for judicial review of final determinations by the Secretary or applicable designee.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Veterans Medicare Reimbursement Demonstration Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretaries of Health and Human Services (HHS) and of Veterans Affairs (VA) to establish a Medicare subvention demonstration project under which the HHS Secretary, acting under a coordinated care health plan model, shall reimburse the VA Secretary from the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund for Medicare health care services furnished to targeted Medicare-eligible veterans who volunteer for such project. Requires the demonstration project to be conducted at up to ten sites jointly designated by the Secretaries. Directs the VA Secretary to establish and operate coordinated care health plans to provide benefits to the targeted veterans enrolled in the project.

Senior Housing Commission Extension Act of 2001 - Amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2000 to extend the Commission on Affordable Housing and Health Care Facility Needs in the 21st Century. Provides for the detailing of Federal personnel to the Commission on a non-reimbursable (currently reimbursable) basis.

Small Business Liability Protection Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide (with exceptions) that persons shall be liable for response costs at a National Priorities List (NPL) facility as non-owners or operators only if the total of material containing a hazardous substance that the business arranged for disposal, transport, or treatment of, or accepted for transport, was greater than 110 gallons of liquid material or 200 pounds of solid material. Applies this exemption only to activities taking place before April 1, 2001. Exempts a person from liability for response costs (with exceptions) at a NPL facility for municipal solid waste (MSW) as a non-owner or operator if the person is an owner, operator, or lessee of residential property from which all of the person's MSW was generated, or a certain small business or small charitable tax-exempt organization that generated all its MSW, with respect to the facility concerned. Makes nongovernmental entities that commence a contribution action liable to the defendant for all reasonable costs of defending the action if the defendant is not liable based on the above-described exemptions. Adds to the list of parties eligible for de minimis final settlements certain persons and businesses that demonstrate an inability or limited ability to pay response costs. Revises conditions of eligibility for such settlements for de minimis parties.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Medicare Patient Access to Preventive and Diagnostic Tests Act - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to: (1) establish procedures for determining the basis for, and amount of, Medicare payment for any clinical diagnostic laboratory test with respect to which a new or substantially revised Health Care Financing Administration Common Procedure Coding System (HCPCS) code is assigned on or after January 1, 2002; (2) set the national fee schedule amounts for tests performed; (3) establish a mechanism for review of the adequacy of payment amounts for a particular test; and (4) prohibit the Secretary from delegating the authority to make determinations with respect to clinical diagnostic laboratory tests to a regional office of the Health Care Financing Administration or to a certain contracted entity. Prohibits the Secretary from assigning a code for a new clinical diagnostic laboratory test that differs from the code recommended by the American Medical Association Common Procedure Terminology Editorial Panel and results in lower payment than would be made if the Secretary accepted such recommendation solely on the basis that the test is a test that may be performed by a laboratory with a certificate of waiver under the Public Health Service Act.

Women's Health Office Act of 2001 - Amends the Public Health Service Act to establish: (1) within the Office of the Secretary of Health and Human Services an Office on Women's Health (2) within the Office of the Director of the Centers for Disease Control and Prevention an office to be known as the Office of Women's Health; and (3) establish within the Office of the Director of the Agency for Healthcare Research and Quality an office to be known as the Office of Women's Health. Amends the Social Security Act to establish within the Office of the Administrator of the Health Resources and Services Administration an office to be known as the Office of Women's Health. Amends the Federal Food, Drug, and Cosmetic Act to establish within the Office of the Commissioner of the Food and Drug Administration an office to be known as the Office of Women's Health.

Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment. Sets forth certain limits on the reduction of duties on such products.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Directs the Secretary of Agriculture, using specified authority under the Agricultural Act of 1949, to provide eligible commodities and financial and technical assistance to establish and expand overseas preschool and school feeding programs, and maternal, infant, and child nutrition programs. Urges the President to engage multilateral and private sector involvement.

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia. Declares that: (1) the requirements of the National Environmental Policy Act of 1969, the Commemorative Works Act, and any other law pertaining to the siting and design of the Memorial have been met; and (2) the decision to construct the Memorial at such site, decisions implementing this Act, and decisions about design are final, conclusive, and not subject to administrative or judicial review.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Access to Emergency Medical Services Act of 2001 - Requires a group health plan or health insurance coverage offered by a health insurance issuer that provides any emergency services benefits (including ambulance services) to cover such services: (1) without prior authorization; (2) whether or not the health care provider furnishing such services is a participating provider; (3) in a manner so that if such services are provided by a nonparticipating provider, the participant, beneficiary, or enrollee is not liable for amounts that would exceed those of a participating provider; and (4) without regard to any other term or condition of such plan or coverage (other than exclusion or coordination of benefits, a specified affiliation or waiting period, and applicable cost sharing). Requires such plan or issuer, in the case of non-emergency maintenance or post-stabilization care services, to provide for reimbursement for services provided by nonparticipating providers in a manner consistent with specified guidelines under the Social Security Act or as the Secretary of Health and Human Services shall establish. Requires plans and issuers to make information regarding emergency services coverage available annually. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to deem requirements of this Act to be incorporated into such Acts and the Internal Revenue Code.

America's Red Rock Wilderness Act of 2001 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin wilderness areas; (2) Zion and Mojave Desert wilderness areas; (3) Grand Staircase-Escalante wilderness areas; (4) Moab-LaSal Canyons wilderness areas; (5) Henry Mountains wilderness areas; (6) Glen Canyon wilderness areas; (7) San Juan-Anasazi wilderness areas; (8) Canyonlands Basin wilderness areas; (9) San Rafael Swell wilderness areas; and (10) Book Cliffs and Uinta Basin wilderness areas. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

FHA Multifamily Housing Mortgage Loan Limit Adjustment Act of 2001 - Amends the National Housing Act to increase multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Urges all cemeteries to: (1) maintain the American flags placed on the graves of veterans on Memorial Day until at least May 31, the day after the original Memorial Day (except in inclement weather); and (2) create partnerships with local veterans' organizations to allow veterans to assist in the removal of such flags.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.
