Medicare Benefit Improvements Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers up to 80 hours of annual in-home respite care furnished to an individual who has incurred expenses equal to a specified Medicare Part B (Supplementary Medical Insurance) cost-sharing limit and, for the preceding three months, has been unable to perform at least two specified daily living activities without the assistance of an uncompensated primary caregiver with whom he or she resides. Covers nursing care and home health aide services as home health services if such services are needed less than seven days each week or are needed for up to 38 consecutive days. Amends part A (Hospital Insurance) of the Medicare program to create an extension period of hospice care for terminally ill beneficiaries which is to follow the two 90-day periods and the subsequent 30-day period of hospice care coverage currently provided in an individual's lifetime. Increases the Medicare part B premium.

Department of Environmental Protection Act - Title I: Establishment of Department of Environmental Protection - Redesignates the Environmental Protection Agency as the Department of Environmental Protection, an executive department to be administered by a Secretary of Environmental Protection. Establishes within the Department: (1) an Office of International Environmental Affairs; (2) an Office of Enforcement; and (3) a Center for Environmental Statistics (Center). Encourages the Secretary to assist the Secretary of State in negotiating and administering international environmental protection agreements and participating in the work of international environmental protection organizations. Encourages the Secretary to continue the Department's role in conducting international environmental research and providing technical assistance to other nations to improve environmental quality. Requires the Secretary to establish an Advisory Committee on Environmental Statistics to advise the Center and the Congress on the collection and dissemination of statistical data. Directs the Secretary to maintain a comprehensive guide to the Department's environmental and public health information services. Requires the Secretary to establish an Advisory Committee on Public Access to provide recommendations on improving public access to departmental information. Directs the Secretary to: (1) study the use of computer telecommunications and other means to provide for access to such information; and (2) permit the reduction or waiver of user fees for such access. Title II: Commission on Environmental Administration - Establishes the Commission on Environmental Administration to analyze and make recommendations on specified reorganization and management issues in the Department. Authorizes appropriations.

Federal Fire Service Pay Schedule Act of 1989 - Establishes a pay schedule for Federal fire service personnel. Excludes employees of the District of Columbia from such schedule. Provides for periodic and additional step increases, minimum hours of work, the computation of overtime, educational incentive service step increases, retirement, pay comparability, and additional compensation for technicians.

Export Development Task Force Act of 1990 - Establishes the Bipartisan Task Force on Export Development and Promotion to review all Federal activities and programs that assist U.S. businesses in export development or promotion of nonagricultural goods and services, including financing programs. Establishes the Interagency Working Group on Export Development to develop export markets for U.S. nonagricultural goods and services.

Expresses the sense of the House of Representatives that States and State regulatory State regulatory commissions should: (1) encourage their utilities to compare all feasible supply- and demand-side alternatives, taking into consideration the impact upon all ratepayers of utility investments in those alternatives; (2) consider the loss of earnings potential associated with utility investments in demand-side resources; and (3) adjust their regulatory systems to ensure that a utility's least-cost investment alternative is its most profitable course of action.

Stewart B. McKinney Homeless Assistance Amendments Act of 1990 - Title I: General Provisions - Provides for budget compliance of this Act for FY 1991 through 1992. Title II: Interagency Council on the Homeless - Amends the Stewart B. McKinney Homeless Assistance Act (SBMHAA) to authorize appropriations through FY 1992. Extends the Interagency Council on the Homeless through FY 1992. Title III: Federal Emergency Management Food and Shelter Program - Amends SBMHAA to authorize appropriations for the Federal Emergency Management Food and Shelter Program through FY 1992. Title IV: Housing Assistance - Amends the SBMHAA to extend through FY 1992: (1) the emergency shelter grants program; (2) the supportive housing demonstration program; (3) supplemental assistance for facilities to assist the homeless; and (4) section 8 assistance for single room occupancy dwellings. Title V: Health Care for the Homeless - Amends the Public Health Service Act to authorize through FY 1992: (1) categorical grants for primary health services and substance abuse services; (2) block grants for community mental health services; and (3) alcohol and drug abuse treatment of homeless individuals. Amends SBMHAA to authorize appropriations for Community demonstration projects. Title VI: Education, Training, and Community Services Program - Amends SBMHAA to authorize appropriations for specified education, training, and community services programs through FY 1992. Title VII: Veterans Programs - Amends the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 to authorize appropriations for veterans medical programs through FY 1992.

Prohibits the Secretary of the Interior from issuing any oil or gas exploration leases or licenses on submerged lands off the coastlines of the eastern seaboard, western seaboard, and Alaska (the Outer Continental Shelf). Retains the leases, licenses, and permits in effect on the date of enactment of this Act. Directs the Secretary to cancel (with compensation) specified leases or permits in effect on such date. Directs the Secretary to report to the Congress on alternative options for compensating leaseholders of specified land tracts.

Amends the Internal Revenue Code to provide that payment under a life insurance contract to an insured who is terminally ill be treated as a death benefit, making such payment eligible for tax exclusion from gross income. Provides that any reference to life insurance shall be treated as referring to a qualified terminal illness rider. Provides for the tax treatment of such riders. Describes such a rider as one which provides for payments to an insured upon the insured's becoming terminally ill.

Long Island Sound Conservancy Act of 1989 - Directs the Administrator of the Environmental Protection Agency (EPA) to extend a certain management conference for Long Island Sound until September 30, 1998. Establishes a policy committee within such conference. Amends the Federal Water Pollution Control Act to establish within EPA a Long Island Sound Office. Establishes within the Office a Long Island Sound Office Advisory Committee. Requires the Director of the Office, through the Committee, to convene conferences for legislators from State governments and political subdivisions to coordinate legislative efforts to facilitate the environmental restoration of the Sound and the implementation of the conservation and management plan. Directs the Director to collect and make available to the public information relating to the environmental quality of the Sound. Authorizes the Director to provide technical assistance and the use of EPA facilities to the Citizens Advisory Committee on the Long Island Sound Study. Provides for the coordination of Federal programs with respect to the Sound. Requires the Director, acting through the Committee, to study and report to the appropriate congressional committees on oil spill preparedness and Federal oil spill contingency plans for oil spills in the Sound. Directs the Director to solicit quarterly reports from regional EPA offices with jurisdiction in the Sound on environmental enforcement issues with respect to the Sound. Requires the Director to designate an Office staff member as Office Director for Enforcement Evaluation. Authorizes the Administrator, acting through the Director, to make grants from the Long Island Sound Fund for: (1) environmental monitoring and cleanup of the Sound and educational programs to encourage the restoration of the Sound; (2) supplemental environmental enforcement personnel and special enforcement needs in the Sound; (3) research and planning; and (4) implementation of management mechanisms, at the requests of States affected by the Sound conservation and management plan. Requires grant recipients to report biennially to the Administrator, the Director, and the Committee on progress in meeting grant objectives. Sets forth the application process for implementation grants. Limits Fund monies available for implementation grants and the administrative costs of such grants. Permits the Administrator to prescribe grant eligibility requirements. Directs the Administrator to consult with the Director and the Committee in making grants through the EPA Office of Pollution Prevention for onsite reduction of pollution sources. Requires the Director, acting through the Committee, to establish a schedule for the initiation of research and planning studies under this Act. Directs the Director to conduct the following studies: (1) an examination of the unfinished agenda described in the final report of the Management Committee of Long Island Sound; (2) a 20-year growth assessment of the adequacy of wastewater treatment facilities serving the Sound with respect to estimated increases in population and usage of such facilities; (3) a survey of public access issues relating to the Sound and the development of a map describing such access; (4) an examination of contaminated sediments and of dredging activities in the Sound; (5) an examination of nonpoint source pollution in the Sound; (6) an examination of wetlands protection issues; (7) an assessment of effective methods of nitrogen removal to abate pollution in the Sound; (8) an examination of atmospheric acid precipitation and deposition into Sound waters; (9) an assessment of water quality issues; and (10) an assessment of recreational uses and demands in the Sound. Prohibits the Director from duplicating any study for which a comparable study exists. Requires the Director, acting through the Committee, to conduct a demonstration project for the removal of: (1) toxic materials from contaminated sediments in the Sound; and (2) nitrogen from pollutants in Norwalk Harbour in the Sound. Directs the Director, acting through the Committee, to report annually to the Congress on: (1) modifications to the conservation and management plan; and (2) studies and demonstration projects and schedules for meeting study and project proposals. Authorizes appropriations. Requires the Director, acting through the Committee, to review and report to the appropriate congressional committees on: (1) the Federal Water Pollution Control Act with respect to the Sound; and (2) the need for a regional authority to effectuate and fund nitrogen removal treatment at sewage treatment plants and watersheds in the Sound and the potential methods of financing such authority. Establishes a Long Island Sound Fund. Makes appropriations to the Fund and makes Fund monies available to carry out this Act.

Amends the Trade Act of 1974 to require the United States Trade Representative to impose practices that prohibit or limit the foreign investment in the United States on those foreign countries that have similar practices against U.S. investment.

Pollution Prevention Advancement Act - Directs the Administrator of the Environmental Protection Agency to provide for the conduct of research and development activities with respect to new or improved practices and technologies for pollution prevention. Requires at least 50 percent of the funds appropriated for such activities to be used for grants to universities or research institutions. Directs the Administrator to earmark a portion of such funds for participation in the Small Business Innovation Research Program. Requires the Administrator to report to the Congress on the impact of products on pollution prevention capabilities, including a list of 50 constituents that have adverse environmental or public health effects when recycled, discarded, incinerated, or treated before disposal and an identification of as many of the products containing such constituents as is practicable. Directs the Administrator to provide funding for projects demonstrating new pollution prevention practices and technologies to: (1) entities responsible for municipal solid waste disposal; and (2) public and private entities. Limits such grants to specified percentages of the total cost of a project. Sets forth criteria to be considered in the awarding of such grants. Requires the Administrator to evaluate such projects to determine the effectiveness and life-cycle costs of such technologies or practices and related social impacts. Directs the Administrator to establish a program of research grants to State and local governments that have solid waste prevention and recycling programs to enable such governments to evaluate the effectiveness of such programs. Requires such governments to report the results of such research to the Administrator. Limits the Federal share of the cost of such research to 50 percent of the total amount. Requires the Administrator to promote the use of, and provide technical assistance for, pollution prevention practices and technologies. Directs the Administrator to establish a Pollution Prevention Information Clearinghouse. Establishes priorities for the Administrator in undertaking pollution prevention research and development and demonstration activities with respect to hazardous and other wastes. Requires the Administrator to report annually to the Congress on the activities carried out under this Act. Authorizes and allocates appropriations.

Authorizes appropriations. Authorizes the Secretary of the Treasury to provide for the sale of bronze duplicates of the medal.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action in World War II and the Korean and Vietnam conflicts to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) in such hostilities with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Small Business Access Improvement Act of 1989 - Amends the Internal Revenue Code to allow a tax credit for small businesses for the expense of providing public accommodations access to the disabled. Reduces the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly.

Consumer Awareness and Trademark Protection Act of 1989 - Amends the Trademark Act of 1946 to prohibit the importation, selling, or distribution in the United States of foreign-made items (and their wrappings) which bear a trademark that is identical (or substantially similar) to one owned by a U.S. citizen who has registered it with the Patent and Trademark Office, unless such person consents to the importation or sale. Directs the Secretary of the Treasury to exclude such items from entry into Federal customs territory if the trademark owner files a copy of the trademark registration certificate with the Secretary. Authorizes such trademark owner to bring an action to enjoin such importation or sale.

Amends the Internal Revenue Code to provide that the excise tax on prohibited transactions for qualified pension plans does not apply to the treatment of individual retirement accounts when account balances are used for purposes of determining eligibility for reduced cost or no cost services.

Amends the Peace Corps Act to require the Director of the Peace Corps to drape a flag over the casket of a deceased Peace Corps volunteer or former volunteer. Requires such flag to be given to such individual's next-of-kin or, if no claim is made by the next-of-kin, to a close friend or associate. Prohibits a flag from being given to any other person if a flag is given to a friend or associate.

Connecticut Coastal Protection Act of 1989 - Removes a limitation on the amount authorized to be appropriated for the Stewart B. McKinney National Wildlife Refuge. Authorizes the Secretary of the Interior to acquire certain lands in Connecticut for the expansion of the Refuge.

AIDS Opportunity Housing Act - Title I: Grants for AIDS Housing Information and Coordination Services - Authorizes the Secretary of Housing and Urban Development to make grants to eligible organizations and agencies for AIDS housing information and for expanding housing assistance for persons with AIDS. Provides for recipient confidentiality. Authorizes FY 1990 and 1991 appropriations. Title II: AIDS Short-Term Supported Housing and Services Demonstration - Amends the Stewart B. McKinney Homeless Assistance Act to authorize the Secretary to make grants for programs to prevent homelessness among persons with AIDS and to provide them with short-term supported housing and related services. Provides for minority outreach. Authorizes FY 1990 and 1991 appropriations. Title III: Permanent and Transitional Housing and Services - Increases FY 1990 and 1991 budget authority for housing assistance to persons with AIDS under the United States Housing Act of 1937 section eight certificate (including shared housing) and moderate rehabilitation for single room occupancy programs. Authorizes the Secretary to make grants to States and metropolitan areas for community residences and services for persons with AIDS. Authorizes FY 1990 and 1991 appropriations. States that a person with AIDS or its related conditions shall be considered handicapped for purposes of Department of Housing and Urban Development assistance.

Requires the U.S. Government to exhaust all reasonable possibilities to obtain proof of the death of a missing person in order to establish a reasonable presumption that a member of the armed forces in a missing status is dead. Requires the head of the Federal agency concerned to provide certain procedural rights to the primary next of kin of a missing person when an action is to be undertaken by such agency to review the status of such missing person, including the right to review all information obtained by such agency with regard to the missing person's status. Directs the Secretary of Defense to study and report to the Senate and House Armed Services Committees on current provisions of the Missing Persons Act.

Directs the Secretary of Veterans Affairs to prepare a document containing a detailed description of the benefits, limitations, procedures, requirements, and other aspects of the education programs administered by the Department. Requires the Secretary to distribute the document: (1) to individuals applying for benefits under an education program administered by the Department and to such individuals receiving benefits at least annually thereafter; (2) to education and training institution officials on at least an annual basis; and (3) upon request, to other individuals affected by education programs administered by the Secretary, including military education personnel. Adds the chapter which pertains to training and rehabilitation for veterans with service-connected disabilities to existing law provisions which: (1) require the veteran and the educational institution offering a course in which such veteran is enrolled to report to the Secretary such enrollment and any interruption or termination of the education of such veteran; (2) require the Secretary, prior to making payment of a reporting fee to an educational institution, to require such institution to certify that it has exercised reasonable diligence in determining whether such institution or any course offered by such institution approved for the enrollment of veterans meets certain applicable requirements and that it will report any failure to meet any such requirement to the Secretary; and (3) authorize the Secretary to pay to any educational institution or to any joint apprenticeship training committee acting as a training establishment a reporting fee which will be in lieu of any other compensation or reimbursement for reports or certifications which such institution or training committee is required to submit to the Secretary. Repeals portions of the work-study allowance provision relating to the number of hours worked by veterans-students and the compensation received for such work. Changes the eligibility for such allowance from veteran-students who are pursuing full-time programs of rehabilitation, education, or training to individuals who are pursuing such programs at least half-time. Authorizes the Secretary to renew payment of previously discontinued educational assistance allowances only upon finding that: (1) the veteran will be resuming enrollment at the same educational institution in the same program and such institution has both approved the veteran's reenrollment and certified it to the Department of Veterans Affairs; or (2) in the case of a proposed change of either educational institution or program of education by the veteran, the cause of the unsatisfactory conduct or progress has been removed; the program proposed to be pursued is suitable to the veteran's aptitudes, interests, and abilities; and if a proposed change of program is involved, the change meets the requirements for approval under the change of program provisions of the Veterans' Benefits statute. Makes parallel changes with respect to the survivors' and dependents' educational assistance program. Provides that payment of an educational assistance allowance in the case of an eligible individual pursuing a program of education on less than a half-time basis shall be made in a lump-sum amount for the entire quarter, semester, or term not later than the last day of the month immediately following the month in which certification is received from the educational institution that such individual has enrolled and is pursuing a program at such institution. Provides for the reduction of the entitlement provided pursuant to the apprenticeship or other on-job training provisions.

Ground Transportation Consumer Protection Act of 1989 - Declares the rights of air passengers: (1) to information about ground transportation services at airports; and (2) to access to courtesy vehicles if they are customers of off-airport operators (including rental vehicle, parking lot, hotel, amusement park, or other business). Authorizes an airport operator to charge a fee to off-airport operators provided it is reasonable, nondiscriminatory, and related to the use of the roadways and facilities built primarily to meet the operator's special needs. Amends the Clayton Act to make it unlawful for any city or governmental unit operating an airport that receives Federal assistance or issues tax-exempt airport improvement bonds to impose an unreasonable discriminatory fee on non-tenant, non-aeronautical commercial users of such airport where the effect of the fee substantially lessens competition or tends to create a monopoly in any line of commerce.

Congressional and Judicial Equal Employment Opportunity Act of 1989 - Amends the Civil Rights Act of 1964 to require that personnel actions affecting employees or applicants in the legislative and judicial branches of the Government be free from any discrimination based on race, color, national origin, religion, sex, handicap, or age. Allows Members of Congress to take into consideration an individual's domicile and political affiliation. Establishes within the judicial branch an Employment Review Board. Provides that members of the Board be appointed from the retired judges of the Supreme Court and Courts of Appeals. Authorizes an aggrieved individual to file a written complaint with the Board. Establishes procedures for the Board to investigate, settle, hear, and determine the claims alleged. Provides that if a violation is found an order for relief may compel the defendant to: (1) employ or reinstate such individual on such terms and conditions as may be appropriate, except that the Board may not compel any committee or Member of Congress to employ or reinstate, or modify the terms and conditions of employment of, any individual; (2) pay compensatory damages; and (3) pay fees and allowances of witnesses and reasonable attorneys' fees. Authorizes the U.S. Court of Appeals for the District of Columbia Circuit to review, enjoin, set aside, suspend, modify, or enforce orders of the Board. Requires members of the Board to submit written reports to the Committee on Standards of Official Conduct of the House of Representatives and the Senate Select Committee on Ethics describing complaints during the reporting period.

Farm Animal and Research Facilities Protection Act of 1989 - Amends the Food Security Act of 1985 to make it unlawful to disrupt or damage a farm animal facility, its animals, or property. Sets forth penalties for violations of this Act. Allows the Secretary of Agriculture to investigate such offenses. Grants U.S. district courts jurisdiction in such cases. Provides for a private right of action.

Lebanese Temporary Protected Status Act of 1989 - Amends the Immigration and Nationality Act to grant temporary (two year) protected status to certain Lebanese nationals residing in the United States (thus prohibiting their deportation during such period). Authorizes such aliens to work in the United States. Requires the Attorney General to report annually to the appropriate congressional committees with regard to such program.

Drug War Funding Enhancement Act of 1989 - Transfers funds appropriated or otherwise available to the Department of Defense for FY 1990 for procurement relating to the B-2 aircraft to the President to be used for programs authorized in the Anti-Drug Abuse Act of 1988. Allocates half of such funds for drug treatment, prevention, and education, and half for law enforcement and drug interdiction.

Designates October 27, 1989, as National Hostage Awareness Day in recognition of the 42d birthday of Terry Anderson and his fifth year in captivity. States that efforts should be made to have such date declared International Hostage Day by the United Nations. States that all Federal and international agencies should increase efforts to secure the release of the remaining hostages in Lebanon. Calls for prayer on such date for the release of all U.S. and foreign hostages in Lebanon.

Amends the Immigration and Nationality Act to waive numerical admissions limitations with regard to certain family preference immigrants from Lebanon who have not been firmly resettled in a foreign country.

Veterans Health Professionals Educational Amendments of 1989 - Directs the Secretary of Veterans Affairs to institute a Reserve member stipend program under the Armed Forces Educational Assistance Program. Requires an individual, in order to be eligible for such assistance, to be accepted or enrolled as a full-time student at a qualifying educational institution in a course of education or training approved by the Secretary and that leads toward completion of a degree in a health profession involving direct patient care or care incident to such direct patient care. Prohibits the Secretary from approving the application of an individual applying for such assistance unless the individual is entitled to benefits under the Reserve GI Bill program and the individual achieved a certain qualifying score on the Armed Forces Qualification Test. Authorizes the Secretary to pay a qualifying individual $400 monthly under such program. Requires a period of obligated service as a full-time employee of the Department of Veterans Affairs from a participating individual in return for such assistance. Makes such an individual liable to the United States for failure to serve in the Department at a health-care facility for the agreed upon period. Increases the reserve member stipend amount whenever there is a general Federal pay increase.

Amends Federal copyright law to permit the unlicensed viewing of videos in a hospital, hospice, nursing home, or other group home providing health care if the institution: (1) provides long-term health care services to individuals on a regular basis; and (2) serves as a temporary or permanent home for such individuals. Prohibits such institutions from levying a direct charge for the video viewing, and from transmitting such video viewing via closed-circuit television or other means.

Amends the Federal Aviation Act of 1958 to prohibit the Secretary of Transportation, for a one year period, from approving the transfer of any certificate authorizing the provision of foreign air transportation except if such transfer is part of the sale of the air carrier holding such certificate.
